Bank Charge Refunds May Have Hit =?unknown?b?wqMxYm4=?=

BANK CHARGE REFUNDS MAY HAVE HIT £1BN

· Estimate leaps after HSBC reveals its full costs
· Payouts turn 21% profit rise in UK into 11% fall

Britain’s high street banks may have paid out £1bn to customers in
allegedly unfair charges for unauthorised overdrafts and bounced
cheques, it emerged yesterday. The full impact of the consumer
rebellion against charges was revealed as HSBC said it had paid £120m
in refunds – five times higher than earlier estimates.

In recent months millions of people have downloaded complaint letters
to send to their banks, and courts across the country have been packed
with customers demanding refunds. Until now it was thought that the
total for all banks could be about £200m, but the HSBC figure –
contained in its half-year results yesterday – suggests that the true
figure could be £1bn since HSBC has a 14% market share of British
bank accounts.

The banks have won a temporary relief from further payouts following
the decision last week by the Office of Fair Trading to seek a
high court ruling directed at nine banks, including HSBC, aimed
at resolving the legality of the charges. During the progress of
the court case – which could take several years – the banks have
been granted a temporary waiver by the Financial Services Authority
halting the need for further repayments.

HSBC said it would fight the case vigorously. "We are quite
differentiated from other UK banks in that we are the only bank to
offer a £10 buffer on overdrafts and we have the lowest fees. We
feel very strongly that we have been treating customers fairly,"
said Dyfrig John, UK chief executive of HSBC.

The bank revealed that 2007 first-half profits from its British
high street operations fell by 11%, which it directly attributed to
charge refunds.

Without the repayments, it said UK profits would have been ahead
by 21%.

Profits were also held back by an increase in provisions to cover
worsening arrears in mortgages and credit cards.

HSBC said it would flash up messages on its cash machines warning
customers if a withdrawal would put them over their limit. The bank
says it is the first to do this, but for the time being they will
appear only on HSBC-owned machines.

The HSBC figures come just after a strongly worded warning issued
by the FSA to the chief executives of all British banks, demanding
an improvement in the way complaints are handled. It said it found
instances where banks were threatening to close the accounts of
customers who complained about unfair charges, and it was moving to
enforcement action against two unnamed firms, which could result in
a large fine or other penalties.

Customers, spurred by activist websites such as moneysavingexpert.com
and no-win, no-fee claims companies, have claimed that the overdraft
charges are illegal as they bear no relation to the bank’s real
costs. Claims may be made for charges going back six years and in
some instances run to many thousands of pounds.

Analysts estimate that British banks earned about £4.7bn in fees
and interest charges last year. In most cases the banks have settled
out of court rather than justify their fees in public. In one case,
a Norfolk businessman reclaimed £35,987.

According to consumeractiongroup.com, which publishes a running tally
of the sums customers have won in refunds, the typical amount reclaimed
is £1,725.

HSBC refused to disclose its typical payout, but it is understood to
be in line with the figures on the website, suggesting that it has
sent refunds to 70,000 customers.

Shares in HSBC, the world’s third largest bank, yesterday rose 12p to
892.5p, on relief that HSBC’s US lending woes may be easing – though
the bank warned that economic growth in the US remains sluggish and
that Britain "remained a highly challenging operating environment".

Globally, HSBC’s profits were rescued by buoyant markets in Hong
Kong and the rest of Asia. Overall profits rose 14% to $14.2bn
(£7bn) in the first half, against $12.5bn for the same period last
year. HSBC generates 7% of profits from its British high street banking
operation. While profits in the UK fell back and plummeted in North
America by 35%, they rose strongly in Asia Pacific and Europe. It said
yesterday it was opening branches in Kazakhstan, Vietnam and Armenia.

"Human Garbage" Or Cemetery Of Officials’ Consciousness

"HUMAN GARBAGE" OR CEMETERY OF OFFICIALS’ CONSCIOUSNESS
By Sousana Margarian

AZG Armenian Daily #142
28/07/2007

Human Tragedy

There may be many people who know where the Yerevan Retirement Home
#4 is situated. It is in Haghtanak (Victory) village. I would advice
the officials of the retirement home, as well as the heads of the
relevant departments of ministries to find its location for sure,
as the situation in the retirement home, notwithstanding the firmness
of the officials’ position, tears their masks off and reveals their
true faces, the result of their criminal indifference.

I will never be able to forget the things I saw there, and it would
be good, if those who are well aware of that disgrace and tragedy and
can serenely sleep in their cosy beds with their beloved and hated
partners, after wasting millions in gambling houses, should be sent
to the hospital of the same retirement home for at least three days
as a punishment, so that they could feel all the tortures that the
old people undergo there on their own skins.

Dumping Place for Humans Beings

"What are you doing here, my girl? This is a dumping place for humans
and I am left here. We will not recover, we are just waiting for God,"
said an exhausted Mrs. Varsen, an old woman in bed. (All the names of
interview people are changed, lest they aren’t prosecuted for giving
an interview to a journalist).

I asked her about her pension and daily food she gets.

"I am a genocide survivor, that’s why I get AMD 25 thousand of
monthly pension, but a relative of mine takes almost all of it to
cover the expenses of my future grave or buys some food for me. But
this is a cemetery, It’s not a place to live in. We are just waiting
for our time to pass away to heaven. We don’t even need a pension,"
she said. "My family left me here and went to America," she told me,
showing the photo of her beloved family members.

83 years old Astghik Sirekanian is a lawyer and an economist. "I would
never have thought that someone can treat old people like this," she
said in brilliant Armenian. She is concerned that in their mansion
they are deprived of a telephone. Mrs. Astghik was reading a book
entitled "That’s How We Should Live."

There was a woman who could walk. She said that the food is poor and is
not tasty at all, but they have to eat that not to starve. She said she
sometimes helps the older ones who give her some money for cigarettes.

There is a library at the retirement home, but few pensioners can
read the books because of their poor eyesight. The pensioners were
asking for newspapers, books, mobile phone or even coffee from me.

A Retirement Home, a Madhouse or a Shelter for Homeless ?

A relevantly young girl would constantly hinder my conversation with
the old ladies. She stared at me and uttered odd sentences. The old
women explained to me that she is insane. She always steals things
from people around. The old ladies also complained about the men with
schizophrenic behavior who bother them at nights by cursing loudly
and noisily shutting the doors. But the women are helpless, they have
no place to escape. The first chamber of the ladies’ department is
considered the best one, though one can smell the disgusting excrements
here too. I can hardly stand on my feet or even breathe.

Another pensioner complains that the food is so bad that they always
feel bad after eating. When I approached to one of the pensioners to
talk to her, she burst out crying. Her friends told me she always
behaves like that. Afterwards, David Shahbazian, the head of the
retirement home, told me that they had a psychologist, a young woman
who takes care of the old patients. It was hard to believe.

"I want an apple. I haven’t eaten an apple for two years since I am
here," the crying old woman says, stretching her hand as a beggar. She
also complained that she doesn’t get medicine prescribed for her.

Another old woman is shivering with excitement. She urges me to dial
a number to connect to one of her relatives. "I miss her, I miss her
greatly. Let her come to me, I don’t need her to bring me anything,
I just want her to visit me," she says crying, when she gets connected
to her girl’s house. Then she grasps my hand and kisses for letting
her call from my mobile phone. "I am here for two years and three
months. We are looking forward for someone to visit us and bring
us something to eat. We are starving here, my girl," she said. When
I try to leave her room, she does everything to make me stay a bit
longer. "I am a veteran of the World War II. I have been working as
a nurse for 45 years," she tells the story of her life.

I don’t know how to leave her room. I want to escape from the brutal
irony of life and never face the shame of seeing an old naked woman
sitting on the edge of her tiny bed. Visiting each of the chambers
requires firm nerves and courage. The disgusting smell of the rooms
makes faint even the strongest people. Former beauties with swollen
legs and faces of a beggar, former mothers and grannies are living
in these rooms.

They say that they all are louse-infected, that’s why they all have
short hair.

Can You Imagine the Retirement House Has an Administration and Even
a Sightseeing Mansions?

Young director of the retirement home David Shahbazian home speaks
literary Armenian. In response to the question why there are mentally
ill people in their retirement home, he expresses regret that I visited
the old mansion that is on the verge of a disaster. He wished I had
seen the other mansion that is being renovated by the financial support
of "Hayastan" All Armenian Fund. He added that the disgusting smell of
the hospital will never disappear, that is the smell of the old. Then
he said that the mentally ill people are sent to their hospital,
because the Vardenis madhouse is being reconstructed at present. "The
food is so good, that I can talk about that without shame.

They get as much food that even you and me can’t eat.

They get butter, cheese, sugar, meat, fruits and vegetables everyday,"
Shahbazian said. Then he said that the patients are exhausted because
of their old age. As for the telephone, Shabazian said that it was
removed at the request of the very relatives of the patients, who
didn’t want to be disturbed.

The Unique Ones

Only the young members of the Armenian Apostolic Church and father
Grigor visit the old people. They bring bread with sour cream and
sausages to them once a week, pray for them and read the Holy Bible
for the old. Father Grigor thinks that the retirement home can be
saved only after privatization by a benevolence organization. He also
suggested to open a gambling house and spend all of its profits on
the retirement home in Haghtanak village, where our former mother
and father expecting the end of their lives.

Armenian Public Radio Is Ready To Continue Cooperation With Radio Li

ARMENIAN PUBLIC RADIO IS READY TO CONTINUE COOPERATION WITH RADIO LIBERTY

Noyan Tapan
Jul 27, 2007

YEREVAN, JULY 27, NOYAN TAPAN. The Council of the Public Television
and Radio Company and the Public Radio Company reaffirm their wish
to continue the cooperation with the Board of Directors of the
American Broadcasts and Radio Liberty/Free Europe in favour of the
friendship between the Republic of Armenia and the United States of
America. This was mentioned in the statement spread by the Council
of the Armenian Public Television and Radio Company, which clarifies
a number of inaccuracies contained in the July 24 statement made by
Radio Liberty/Free Europe.

According to this statement, it is the good will of the Public
Radio Company that the programs of the Radio Liberty/Free Europe
are still broadcast, since there is no contract between the Public
Radio Company and the Board of Directors of the American Broadcasts
or Radio Liberty/Free Europe at the moment.

"Radio Liberty/Free Europe made payments until February, 2007,
afterwards the payments ceased irrespective of the fact that bills
continued to be introduced every month. At present, the overdue debts
for the rebroadcast services supplied to Radio Liberty/Free Europe
make 86 thousand U.S. dollars," is said in the statement spread by
the Council of the Armenian Public Radio Company.

However, Public Radio has not rejected the suggestions of Radio
Liberty/Free Europe on making payments, instead it has introduced a
number of notifications claiming to immediately pay off the overdue
sums.

On July 6, 2007, however, the Council of the Armenian Public Radio
Company made a decision to stop the transmission of the programs
of foreign and local broadcasting companies on the frequencies of
the Public Radio and Public Television since August 9, taking into
consideration the general international experience of the activities
of public radio and television companies. This was notified to three
broadcasting companies in a decent way: Radio Liberty/Free Europe,
"MIR" radio and television company, and "Tsayg" television company,
which were advised to make arrangements until August 9.

In response to this notification, Radio Liberty/Free Europe has made
a request to prolong that term. The Public Radio Company has accepted
the above-mentioned suggestion.

The Council of the Armenian Public Radio Company has discussed the
possibility of rebroadcasting the programs of Radio Liberty/Free Europe
through the "Ar Radio" intercontinental radio company on the basis
of the discussions, which were conducted with the delegation of the
Board of Directors of the American Broadcasts a week ago. The Public
Radio should reduce its broadcasting hours through the FM network
of the "AR Radio" in order to make such a transmission technically
possible. Thus, these hours will be given to Radio Liberty/Free Europe.

According to the statement, Public Radio and the "AR Radio" made
a preliminary arrangement concerning certain technical issues and
a message was sent to Mr. Garry Tetcher, the Head of the Board of
Directors of American Broadcasting on July 24, informing him about
these developments.

On July 25 the Board of Directors of American Broadcasting introduced
the draft of the contract of the offered services concerning the
rebroadcast of the programs of Radio Liberty/Free Europe through the
"AR Radio" intercontinental radio company and the sides were in the
final stage of the negotiations concerning the above-mentioned draft,
when Radio Liberty/Free Europe spread its statement.

40 Motor Vehicles From Russian Base In Batumi Heading For Russia

40 MOTOR VEHICLES FROM RUSSIAN BASE IN BATUMI HEADING FOR RUSSIA

ITAR-TASS News Agency, Russia
July 26, 2007 Thursday 03:58 AM EST

A rail train (11th this year) with motor vehicles and property of
the Russian military base in Batumi was dispatched on Thursday from
Georgia to Russia, Itar-Tass learnt from a spokesman of the command
of the Batumi base. He noted that the train of 32 wagons and flat
cars would bring 39 motor vehicles to Russia as well as one trailer,
missile and artillery property and lubricants.

The same train will bring to Russia military symbols of the Soviet
Union’s victory over Nazi Germany, which were on the grounds of the
Batumi base. "I mean two T-34 tanks, a self-propelled gun SAU-100
and a field gun ZIS-3," the base spokesman said.

The train is expected to cross the Georgian-Azerbaijan border on
Thursday afternoon and will continue its travel to Russia across the
Azerbaijan territory.

The spokesman noted that in August-September, the remaining part of
military hardware and property of the Batumi base would be gradually
dispatched to Armenia, to the Russian military base in Gyumri by six
trains and one motor convoy.

On Wednesday, assistant to the commander-in-chief of the Russian Land
Forces Igor Konashenkov said in Moscow that "Russia implements fully
and even ahead of time its obligations to withdraw the military bases
from Georgia".

He noted that the Russian military base in Akhalkalaki had been handed
over to the Georgian Defence Ministry late in June, although under the
agreement, this were to be done by October 1. The military hardware
and property of the Akhalkalaki base was dispatched to Russia and
Armenia in 2005-2006.

In compliance with the Georgian-Russian understandings, the Batumi
base will be closed down by October 1, 2008.

CONFUSION

[05:44 pm] 26 July, 2007

There are intellectuals in the RA but there is no need for
intellectuals. These are the opinions of the RA actor Azat Gasparyan
and reciter Silva Yuzbashyan.

Azat Gasparyan commented on that point this way: "There is no necessity
of an intellectual in Armenia, since the intellectuals are poor,
while today everyone yearns for money and does not pay attention to
a scientist, an actor or a teacher".

He believes there are no readers today, not because bad works are
written, but because of the vast generation gap.

According to him, music and dance mingle with poetry.

There is no way of presenting poetry today. Silva Yuzbashyan agreed
and added that poetry should not be played. She also mentioned that
our new poets were deprived of their classical roots and were going
to the West.

She recalled her visit to Persia, where businessmen know poetry,
while our businessmen do not know any of Hovhannes Tumanyan’s works.

Making Predictions About Armenian-Turkish Relations Still Untimely

The parliamentary elections in Turkey are the expression of the
domestic political processes inside the country, and the predictions
connected with Armenia are untimely, RA Deputy Foreign Minister Armen
Baybourtian said in response to the question about the influence of
victory of the Islamist Justice and Development Party headed by Prime
Minister Erdogan on Armenian-Turkish relations.

According to Armen Baybourtian, the platform of the party includes
no provisions related to the relations with Armenia, and it will be
possible to assess the approaches only after the Government starts
working and demonstrates its policy.
