Armenian tourism concept paper will be ready by late this
year. Minister of trade and economic development, Nerses Yeritsyan,
told a parliamentary budget hearing, that 250 million dram will be
allocated from budget 2008 to the development of tourism.

Within the framework of the allocation, two programs will be
implemented – "Tourism Development Program" with 80 million drams
allocation and a "Tourist center in Tsaghkadzor" with 170 million
drams of allocation.

Yeritsyan also said that 170 million will be provided for promotional
ads. Some 100 million will be transferred to CNN and 70 million to
Euro news.

Armenian Genocide

Academician, former Russian Prime Minister Evgeni Primakov published
an article in "Moskovskie novosti" newspaper about the situation
created on Turkish-Iraqi border.

In the article he also touched upon the discussions of the Armenian
Genocide Resolution in the Foreign Affairs Committee of the House
of Representatives.

Primakov writes in particular, "Understanding the emotions of the
Armenians, who support this resolution, anyway I cannot make myself
take no notice that the USA was not concerned about the future of the
Armenians and was mainly concerned with its inner political struggle".

The RA First President Levon Ter-Petrosyan visited the Museum
after Karen Demirchyan housed in premises of the "People’s Party"
(HZhK). He got acquainted with the details of Karen Demirchyan’a life
and activities.

The First President was mainly interested in Karen Demirchyan’s
youth. "As I have been with him since 1974 I am aware of all his
steps", said Levon Ter-Petrosyan. Seeing Karen Demirchyan’s diaries,
the First President noticed that Mr Demirchyan was more diligent than
he, since he has never kept a diary or taken any notes.

One of the rooms of the Museum was furnished as Karen Demirchyan’s
study and Ter-Petrosyan noticed Demirchyan’s writing-table there. "I
have also sat at this table in the Central Committee", he said. Then
he remembered the story of a map and advised to search and find,
pointing out where we could find it. "It was the relief map of Great
Hajk. It was my favorite map.

When I moved to the President’s Residence I took the map with me",
said Ter-Petrosyan. At the end he promised to present the books
with his signature to the Museum. He wrote in the scrap-book: "To
the inextinguishable memory of Karen Demirchyan for the historical
input in the Armenian history’s existence and continuation with deep
assessment and frank gratitude, Levon Ter-Petrosyan".

Rima Demirchyan presented the First President one of the nominal
published books with obsidian cover and wood sheath. After visiting the
Museum, Levon Ter-Petrosyan met the members of the "People’s Party".

"The members of the party are interested in the issues that
interest each citizen, especially those who feel the menacing
danger,- said press secretary of the "People’s Party" Ruzan
Khachatryan,- Particularly, we underlined that we were for forming
legitimate authorities and the paths to the formation of such
authorities are more important than the problem of establishing the
authorities. Ter-Petrosyan completely agreed with us. We were pleased
to hear the viewpoint that the primary issue of the next legitimate
president would be the discovery of 27 October crime.

I agree and share the approach of the First President who considers
that no progress is possible without the reveal of 27 October crime".

HZHK actors, who participated in the parliamentary elections, presented
the problems that the functioning authorities may cause during the
elections. "We pointed out that we needed to communicate with the
nation actively, taking into account the absence of independent on-line
mass media and their aggressive behavior, since many questions should
be elucidated.

Ter-Petrosyan stated that he would answer to all questions very soon"
said Ruzan Khachatryan.

According to her, the members of the "People’s Party" advised
Ter-Petrosyan to hold the next gathering as soon as possible, taking
into account the anti-propagating activities of the authorities. As
to the authorities’ announcements that Levon Ter-Petrosyan speculated
27 October tragedy, Ruzan Khachatryan said: "If they allow themselves
to say that Aram Sargsyan and Stepan Demirchyan speculate 27 October
incidents, what else can we say? But it is not a secret that 27
October brought and kept them and everything is said by this".

By the way, Ter-Petrosyan paid a particular attention to Edgar
Arakelyan, who had heat on a policeman’s head with a plastic bottle at
12 April night in 2004 and was sentenced to 1.5 years of imprisonment.

Yesterday the government submitted the draft budget of 2008 to NA
Standing Committees’ consideration. During the break President of
the Central Bank Tigran Sargsyan responded to the questions of the
journalists.

"What qualification would you give to the budget of the coming year?"

" It is a budget of a strictly social trend, conditioned by the fact
that the government has essentially increased the sums bound for
the social system. This is the first and foremost peculiarity of the
budget of 2008.

The second issue that must be considered is the level of the prices and
the pressure of price increase that we get from the world markets. It
is not a secret for anyone that the situation is really difficult in
the world markets at present. Both Central Bank of Europe and the US
Federal Reserve System are trying to overcome this crisis.

On the one hand this crisis is associated with the reduction of the
interest rate, which is aimed at helping the financial sector to
prevent the existing problems from turning into a real crisis. On
the other hand it is associated with the unprecedented increase of
prices in first of all the fuel and the food markets. Taking into
consideration the fact that Armenia mainly imports these two groups
of products, logically the price pressures can’t pass round Armenia.

Consequently, in 2008 the control of level of prices must be in the
focus of attention.

Central Bank must implement it with monitory tools and the government
must control the markets, to provide fair and competitive pricing and
to neutralize the pressure of price increase in Armenia, by means
of the growth of production. This means we have lots of work to do
inside Armenia, in terms of controlling the product-markets."

" Taking into consideration the continuous fall of dollar exchange
rate, don’t you think that Armenia will be able to pay off its external
debt much earlier than it has to?"

‘The thing is our external debt is rather small and we have long-term
means involved (35 and more years). And the interest rates are rather
low, that is why it is not appropriate to refuse such privileged
loans, especially because in future we will have to take short-term
and more expensive loans. Naturally we are not facing such a problem,
especially because, I must repeat, our external debt is rather small."

" What new methodological innovations do you intend to introduce to
control the increase of prices?"

‘The methodology connected with the increase of prices hasn’t changed
and for the coming three years we considered it appropriate to target
the 4% price increase. This means by implementing its monetary policy
CB must consider this program index for the coming 3 years. As well
as the government, by using its levers must consider that society
will follow the 4% price increase, in the probability of fluctuating
between the limits of 1,5%.

met his Bulgarian counterpart Ivailo Kalfin, the RA MFA press office
said.

The Ministers noted that rich traditional ties are a good foundation
for dynamical political dialogue between Armenia and Bulgaria and the
forthcoming visit of Bulgaria’s State Minister Sergei Stanishev will
encourage economic relations. They also emphasized the importance
of using the full potential of the commission for trade-economic and
scientific cooperation.

Vartan Oskanian attached special importance to cooperation with
Bulgaria in the framework of the European Neighborhood Policy.

The parties referred to relations with neighbor states and regional
conflicts.

By the Armenian Minister’s request, Mr Kalfin briefed on the outcomes
of the EU intergovernmental conference held October 18. The agreement
signed by the participants will allow to avoid a crisis and open a
new page for further development of the European Union, he said.

The Azerbaijani mass media has distorted the words of Matthew Bryza,
American co-chair of OSCE Minsk Group dealing with Karabakh conflict
settlement. "I have stated that we cannot rule out that Armenian and
Azerbaijani president may reach an oral gentleman agreement but I
did not speak about any written agreement," the American co-chair,
who is in Yerevan on October 27, said speaking about his statement
made in Baku a day ago.

The Azerbaijani mass media reported that Matthew Bryza has said in
Baku that Armenian and Azerbaijani president may sign a framework
agreement on Nagorno Karabakh settlement in coming spring.

The Russian government has provided books to the NKR Ministry of
Education.

These are textbooks for students and teachers for teaching Russian at
Armenian schools, as well as the only Russian school, Erudite. The
head of the Russian community Galina Somova said 6 thousand copies
of 30 books have been sent which will be given to schools in Karabakh
free of charge.

Galina Somova says the Russian community holds a contest of essays
in Russian in Karabakh.

ARMENIA’S FOUR STEPS TOWARDS RESOLUTION OF KARABAKH CONFLICT

During the rally in Yerevan on October 26 the first president
of Armenia Levon Ter-Petrosyan spoke about the resolution of the
Karabakh conflict, which is for him an essential precondition for
the development of Armenia. Levon Ter-Petrosyan said he believes
that Armenia cannot develop unless the Karabakh issue is resolved,
the blockade is lifted, and Armenia participates in major regional
projects.

Levon Ter-Petrosyan also stated that the Karabakh issue is not a
territorial issue but an issue of self-determination. The first
president is surprised that the international community, which says
to uphold human rights, fails to consider 150 thousand people as
human beings. According to Levon Ter-Petrosyan, the international
community tends to view the people of Karabakh as an ethnic minority.

"But since, unfortunately for the international community, Karabakh
is not an extraterritorial but an ethno-territorial entity, the
international conventions on the rights of ethnic minorities do not
refer to them. Consequently, there is only one issue – the fulfillment
of the right of the people of Nagorno-Karabakh for self-determination,"
Levon Ter-Petrosyan says. According to him, Azerbaijan is unable to
guarantee the security, freedom and welfare of the people of NKR.

The first president says the president of Armenia Robert Kocharyan and
the foreign minister Vardan Oskanyan have conducted a policy, which
has led to a detrimental situation for Karabakh. "For ten years, the
Armenian government, fooling the world, pretended genuinely interested
in the settlement of the Karabakh issue. In reality their aim has
been to foil, to cause the process to fail," Levon Ter-Petrosyan
says. Meanwhile, he says you cannot cheat the international community
with chief bluffing and maintain the status quo. Levon Ter-Petrosyan
says theoretically it is possible to maintain the status quo for a
lasting period and everyone will eventually accept it, especially
that there are such historical precedents. "The problem is, however,
if Armenia has a possibility to maintain the status quo for 20, 30,
40 years, if its resources will be enough to develop its economy,
overcome the consequences of the blockade and isolation, and finally
if the country will be able to be competitive to Azerbaijan," Levon
Ter-Petrosyan says like ten years ago. He says now Armenia is several
times behind of Azerbaijan’s rate of development. Levon Ter-Petrosyan
says Azerbaijan is more and more relying on oil dollars and making
its stance tougher.

The first president says his opponents may accuse him of instilling
a defensive attitude and preparing for returning Karabakh for his
words. "I am asking them now to calm down. Stop misleading people with
patriotic speeches! Stop hiding the truth! People are smarter, more
logical and reasonable than many of you. Acknowledge at last that no
president of Armenia is able to sell Karabakh, even if he desires it
strongly. Why? Because only Karabakh can decide on its fate, neither
Armenia nor Azerbaijan, but the people of Karabakh.

Secondly, in accordance with a decision passed by the Supreme Council
of the Republic of Armenia in 1992 Armenia cannot sign any document
where Nagorno-Karabakh Republic is mentioned as part of Azerbaijan,"
Levon Ter-Petrosyan says.

After stating that he has never hidden the truth from people and has
never resorted to populism, Levon Ter-Petrosyan went on to present
his vision of the way out of this situation. The first president said
despite the complexity of the situation the way out is clear although
clearness does not mean easiness. He noted that the present Armenian
government which ten years ago rejected the stage-by-stage resolution,
accusing Levon Ter-Petrosyan of that, now have actually agreed to it
because the document presented by the international mediators is the
same stage-by-stage resolution, simply for the sake of the image of the
sides, Levon Ter-Petrosyan says, an indefinite point on a referendum
on status has been included. However, the first president believes that
Robert Kocharyan will not assume responsibility and sign any document,
leaving it up to the next president. As to his vision of the resolution
of the issue, Levon Ter-Petrosyan sets forward four steps.

"First of all, we need to clear our stables and prevent the
reproduction of the criminal regime through a surge of popular
movement, restore constitutional order in the Republic of Armenia,
battle corruption, protectionism, misconduct. To create a truly
democratic, free and legitimate state, realizing that the future of
Karabakh depends on the power of Armenia," says the first president.

The second step, according to him, is to restore the previous format of
the talks in which Karabakh participated as well. "It is difficult to
imagine if Serge Sargsyan becomes president, who is also from Karabakh
and like Kocharyan he will aspire to representing the Karabakh side to
the talks," Levon Ter-Petrosyan says. By the way, Levon Ter-Petrosyan
accused the ex-president of NKR Arkady Ghukasyan of ceding the place
of Karabakh to Armenia, to Robert Kocharyan.

The third step is the change of the government policy on the
settlement, which Levon Ter-Petrosyan thinks is dangerous and even
destructive. "In other words, replace the philosophy of protracting
the resolution and maintaining the status quo by a philosophy of
resolution. Fourthly, it is meaningless to fear or avoid compromise
because there is no other solution in nature. In politics, like in
business, the deals are successful if both parties benefit," Levon
Ter-Petrosyan says, adding that if one party benefits, the deal is
not successful but dangerous because it turns into a landmine.

still encouraging news, the fact is that 24 cosponsors have withdrawn
their support for H.Res.106 following its passage in the House Foreign
Relations Committee.

Well funded lobbyists working on behalf of the government of
Turkey have been supplementing Turkey’s desperate threats with
increased pressure on individual legislative supporters these past few
weeks. That pressure has resulted in the loss of some cosponsors – but
the encouraging news is that a majority of our strongest supporters

Recently, Representatives Adam Schiff, Frank Pallone, Anna Eshoo
and Brad Sherman have contacted Speaker of the House Nancy Pelosi
to ask her to postpone offering H.Res.106 to the entire House for a

their federal representatives to either thank them, or petition them,
for their support of H.Res.106. "It is important that we continue

a vote," he said.

"While we respectfully disagree with the assumption that the timing
of H.Res.106 is bad for American foreign policy, we understand the
position these representatives have taken. Representatives Schiff,
Pallone, Eshoo and Sherman remain among our most staunch advocates
in Congress, and ARMENPAC is confident that H.Res.106 will still be
voted on and passed shortly by the entire House of Representatives.
