Today, President Serzh Sargsyan had a telephone conversation with
the President of the Russian Federation, Dmitri Medvedev.

During the conversation Dmitri Medvedev informed Serzh Sargsyan
on the issues discussed during the G-20 summit in London and the
reached agreements to overcome the current global economic and
financial crisis.

The Presidents of Armenia and the Russian Federation discussed
issues pertaining to the bilateral political relations and economic
cooperation. The leaders of the two states decided on the timing of
their next meeting.

PRIVATE NON-COMMERCIAL TRANSFERS FROM RUSSIA TO ARMENIA TOTAL $87.8MLN IN JAN-FEB 2009

YEREVAN, April 6. /ARKA/. Central Bank of Armenia says individuals
in Armenia received $87.8 million transferred from Russia in
January-February 2009 for non-commercial purposes.

Statistical reports say this result was 32% less than that in
January-February of previous year ($129.2mln).

According to the statistical report, $13.6 million was sent from
Armenia to Russia in Jan-Feb 2009 against $15.3 million in analogue
period of a year earlier (11.1% year-on-year reduction).

As a result, net inflow from Russia amounted to $74.2 million against
$113.9 million (34.8% year-on-year reduction).

Private transfers from Russia made 77.4% of the total non-commercial
inflow, and transfers from Armenia to Russia made 52.5% of all
outflows.

Russia’s share in net inflow made 84.8%.

In analogue period of 2008, the indicators were 79.6%, 44.4% and 89.2%
respectively.

According to the Central Bank of Armenia, private non-commercial
transfers to Armenia totaled $113.5 million in January-February 2009 –
30% less, compared with Jan-Feb 2008.

The report says $25.9 million was transferred from Armenia abroad –
24.9% reduction.

As a result, net inflow amounted to $87.6 million after 31.4%
reduction.

Budget Sequester Possible In Case Of Insufficient Tax Revenues In

YEREVAN, April 6. /ARKA/. Budget sequester is possible in Armenia
in case of insufficient tax revenues, stated RA Deputy Minister of
Finance Pavel Safaryan.

"Any state budget allow for sequester. If we fail to realize the tax
revenue targets this year we do not rule out sequester. The question
is whether there will be sequester or not," Safaryan told reporters.

Armenia’s budgeted revenues are 905bln AMD, expenditures 945bln
AMD and deficit 40bln AMD. This March the RA Government decided to
carry forward 93bln AMD on-budget expenditures to the 4th quarter of
this year,

Safaryan said budget sequester is possible in case of problems
with tax revenues to prevent additional debts. He stressed that the
present carry-forward is not budget sequester, but redistribution of
the budget.

Safaryan also pointed out that the Government is now thinking of
compensating for the arrears of revenues due to other funds, for
example, the Russian credit.

On February 9, 2009, Russia and Armenia signed a preliminary agreement
on the allocation of a $500mln stabilization credit to Armenia. A
final agreement is expected to be signed late this month. Armenia is
to receive the funds late in May early in June.

"Possible state budget sequester is the most radical solution to all
problems, but we have chosen a different way, that is, redi stribution
of budgetary funds," Safaryan said.

"Today, the Council of Europe began the work on a new Europe-wide
convention on action against violence against women. Over the past two
years, we have worked to break the silence and end the indifference,
now we are moving into action.

Members of the ad hoc Committee on Preventing and Combating Violence
against Women and Domestic Violence (CAHVIO) are meeting in Strasbourg
to discuss the scope of the future legally binding treaty. Violence
against women, including within their homes, is very specific in terms
of its victims, its perpetrators and the circumstances in which it
is committed. This is why the fight against violence against women
requires a specific approach, and this is the very reason behind
a new Council of Europe Convention. The objective is to create an
international, legally binding framework for national legislation and
policies based on the trademark Council of Europe approach – protect,
prevent and prosecute."

Senate vote on State Department nominee will now take place after
president%u219s trip to Turkey

WASHINGTON–The United States Senate has delayed a vote to confirm
the Obama Administration’s nomination of a scholar at the Brookings
Institution, Phil Gordon, to a senior State Department posting as
assistant secretary of state for Europe and Eurasia, the Armenian
National Committee of America (ANCA) revealed on Friday.

The ANCA said that the delay will allow Senators time to meaningfully
consider both the timing and wisdom of approving an individual whose
record is so markedly at odds with the President’s commitment to
bringing about official U.S. recognition of the Armenian Genocide.

During his March 31st confirmation hearing before the Senate
Foreign Relations Committee, and in his extensive writings,
Mr. Gordon frequently argued against U.S. recognition of the Armenian
Genocide. His responses and record placed him directly at odds with
the views of the President, who has consistently argued for U.S.

recognition of the Armenian Genocide, strongly supported full
Congressional commemoration of this crime, and repeatedly pledged,
if elected, to recognize the Armenian Genocide. Gordon’s stand on
this human rights issue and also his views on the Turkish occupation
of Cyprus, which are seen by the Greek American community as deeply
troubling, were the subject of questioning, both verbal and written,
during and after his hearing.

The Senate, which approved a slate of other senior Presidential
appointments earlier Friday, went into a two-week recess this afternoon
without acting on his nomination to serve as Assistant Secretary of
State for Europe and Eurasian Affairs. Although the cause for this
delay remains unclear, it is likely the result of a "hold" placed on
his confirmation by a member of the Senate.

"We see this delay as a meaningful opportunity for Senators to
weigh the merits of approving a nominee with a record of arguing
against both Executive Branch and Congressional recognition of the
Armenian Genocide — a position at direct odds with the strong moral
stand taken by the President that the U.S. should clearly and fully
condemn this crime against humanity," said Aram Hamparian, Executive
Director of the ANCA. "We look forward, during Genocide Prevention
Month this April, to President Obama honoring his pledge to recognize
the Armenian Genocide."

Armenian Government Approves Tourism 2009 Development Program

YEREVAN, April 2. /ARKA/. At its sitting today the RA Government
approved a tourism development program for 2009. RA Minister of
Economy Nerses Yeritsyan reported that similar programs have been
implemented in Armenia for the last few years and are aimed to make
Armenia more attractive to tourists and discover new aspects of the
country’s tourist potential.

"The program provides for five series of events, which requires 200mln
AMD," Yeritsyan said.

The first series includes informative and advertising events,
particularly Armenia’s participation in international tourist
exhibitions.

The second series is preparing and broadcasting informative video
clips about Armenia. Minister Yeritsyan also reported that the third
series is implementing measures to attract tourists to Armenia.

"The fourth series of events is arranging visits of foreign tour
operators and journalists to Armenia. Such visits proved successful
last year and have produced positive results," Yeritsyan said. He
pointed out that the fifth series is fulfilling international
commitments assumed by Armenia.

According to 2009 tourism development program available on the RA
Government’s website, over the last few years, government programs
in the tourist industry, cooperation between government authorities,
local government bodies and the Armenian private sector and population
has 0D ensured a steady increase in the number of tourists in Armenia.

Specifically, the number of tourist visits to Armenia increased by 25%
in 2001.

According to the program, 510,000 tourists visited Armenia in 2007,
and 558,400, in 2008. Under the tourism development program, the number
of tourists visiting Armenia is to be brought up to 650,000 AMD.

What a wicked web we weave… Or a rose is a rose by any name.

Jane Jewel from "14 for Palestine" contacted us recently to remind us
that April 24 commemorates the Armenian Holocaust and to introduce
us to Tatiana Mardirosian, whose family has been refugees twice,
from Armenia and Palestine. After her family escaped Armenia, she
was born in Jerusalem during Jordanian rule.

"We had a great life until we got occupied and life turned into
hell… I am [a Christian] Armenian. There used to be 30,000
Armenians… There are barely 1000 today. This is why Israel does
what they do; they think if they made everybody miserable people
will leave. Well, not everybody is going to leave [and] we will stay
…[and] prove Israel wrong one day."

Speaking of her family’s ordeal, she said. "We Armenians are
forever grateful to the Arabs. We had a wonderful life living with
them. They were very hospitable people… Most are not what they are
portrayed here. We are grateful because after the Armenians (were)
deported and walked through the desert, the ones that survived ended
up in neighboring countries, Syria, Lebanon, and Jordan. All these
Arab countries welcomed us with open arms and allowed us to live as
Armenians; to practice our religion, they even helped us build churches
and allowed Armenian schools to function. They never looked down on
us. Our neighborhood was mostly Moslems. We were friends with all
and neither thought of each other to be of a different religion." Of
Jerusalem, she says, "We had a great life there. I miss it."

Network and Tatiana’s own words, let’s look at the Armenian Holocaust
and why it’s relevant. Many activists have heard of the genocide,
(1914-18), but lack facts and implications in today’s climate,
especially with Gaza and Israel’s efforts to stop the Armenian Genocide
from being acknowledged.

Raphael Lemkin coined the term, "genocide". A Jewish-Polish lawyer, he
was trying to differentiate between what the Nazis did and the usual
horrors of war. He defined it as "a coordinated plan of different
actions aiming at the destruction of essential foundations of the
life of national groups, with the aim of annihilating the groups
themselves." Could anything define what’s been happening in Gaza and
the West Bank better?

Armenia is one of the oldest Christian countries in the world
if not the oldest. The Church was established in the 3rd Century
A.D. several years before Rome converted. April 24 marks the day in
1915 when the Muslim Ottoman Empire decided to get rid of everyone
but Muslims. The decision came from the ruling ultra-nationalist,
infamously known as the "Young Turks." Roundups began April 24, 1915,
as "300 Armenian political leaders, educators, writers, clergy and
dignitaries in Constantinople were taken from their homes and then
hanged or shot." A month later, the Minister of Internal Affairs
announced Armenians were untrustworthy and ordered their deportation
to relocation centers in the deserts of Syria and Mesopotamia.

Women, children, and elderly were forcibly relocated "for their own
safety" but were actually on death marches to the Syrian Desert. They
were raped, starved, dehydrated, murdered and kidnapped. Those
who survived were killed upon arrival or forced to hide until they
were able to escape. "Countless survivors and refugees scattered
throughout the Arab provinces …only to die of starvation, epidemic,
and exposure. Even the memory of the Armenian nation was intended
for obliteration…"

Wikipedia refers to the terror by many names: the Armenian
Holocaust, the Armenian Genocide, the Armenian Massacres and the Great
Calamity. It’s historically acknowledged to be one of the first modern,
systematic, organized genocides due to the "sheer scale of the death
toll." That number varies. Turkey, using Ottoman Empire figures, puts
the number at 300,000 while Armenian sources quote 1,500,000. The
British put the number at 600,000 between 1915-16 alone. Whatever
the true number, it was staggering.

Even though internationally acknowledged as a Holocaust, Armenians
have been seeking Turkish recognition of their plight for decades. The
Republic of Turkey inherited the genocide from the former Ottoman
Empire. Nether Turkey or Israel wants the Holocaust designation
attached to the slaughter. Turkey because it’s an embarrassing and
painful part of their past, one they feel they’re overcoming with
democracy and a modern state. Cynics say Israel doesn’t want the
designation given because they don’t want to share but perhaps a
closer examination of what does constitute a holocaust might give
credence to what Palestinians call their ongoing Holocaust… one
inflicted by neo-cons in the Israeli government with their military
superiority provided by the United States. However, 21 nations and
most scholars agree Armenia was a Holocaust.

Hitler, explaining why he would even consider going after the Jews,
stated. "Who now remembers the Armenians?" Robert Fisk wondered why
the US prefers to forget the genocide, "Who …chooses which holocaust
we should remember and which we should not? The six million Jews who
were murdered by the Nazis must always have a place in our history,
our memory, and our fears. Never again. But alas, the Armenians who
perished …who were slaughtered in their tens of thousands…whose
wives and daughters were gang-raped and knifed to death by the
gendarmerie and their Kurdish militiamen – they have no place in our
memory or our history. Turkey is our friend. Turkey might one day
join the European Union. Turkey is an ally of Israel."

But that alliance is becoming strained. Once again Israel and the
West tried to force their agenda down the world’s throat at the World
Economic Forum in Davos, Switzerland in January. But Turkey wasn’t
about to let that happen and in an act of defiance, and perhaps
liberation, stormed out of Forum.

Turkish Prime Minister Tayyip Erdogan disputed two events. Each speaker
was given five minutes to speak. When Erdogan went 12 minutes, he was
cut off by moderator David Ignatius of the Washington Post. However,
Israeli’s President, Shimon Peres, later spoke for 25 minutes. While
Erdogan blamed Ignatius for cutting him off, it was being forced to
listen to the tirade against him from Pres. Peres that infuriated
Erdogan. Peres later stated his outburst was because of Erdogan’s
criticism of Israel’s actions in Gaza.

Erdogan stated as his mike was cut, "Pres. Peres, you are older
than I am. Maybe you are feeling guilty and that is why you are so
strong in your words. You killed people. I remember the children who
died on the beaches." At a hero’s welcome at the Istanbul airport,
Erdogan said he did what he had to. "I cannot remain apathetic when
it comes to these things. It’s just not in my nature. I am duty-bound
to defend the honor of my country."

After years of persecuting anyone who dared speak of the genocide,
the Turkish government may be becoming less defensive. In December
about 200 Turkish intellectuals issued an apology on the Internet for
the Armenian Catastrophe. It stated: "My conscience does not accept
that (we) remain insensitive toward and deny the Great Catastrophe
that the Ottoman Armenians were subjected in 1915. I reject this
injustice, share in the feelings and pain of my Armenian brothers,
and apologize to them."

Direct Foreign Investments In Armenian Economy $1.9bln Last Year

DIRECT FOREIGN INVESTMENTS IN ARMENIAN ECONOMY $1.9BLN LAST YEAR

YEREVAN, April 1. /ARKA/. Direct foreign investments in the Armenian
economy totaled US $1.9bln last year, reported Robert Harutyunyan,
Director General of the Armenian Development Agency (ADA).

"Direct foreign investments had tripled since 2006. Specifically, they
totaled $500mln in 2006, and exceed $1bln now," Harutyunyan said that
at the workshop "Commercializing Research" opened in Yerevan yesterday.

He said that 50% of the direct investments were made by
Russia. Germany, France and Argentina are implementing interesting
investment programs in Armenia as well.

Harutyunyan said that most of the funds were invested in the sectors
of traditional interest to investors – telecommunications, mining
and food industries, information technologies.

He pointed out that 3,700 companies shared in by foreign capital are
currently operating in Armenia, with many of them being successful
despite the global crisis.

"This can be regarded as a positive trend because investors disregard
global obstacles," he said.

Harutyunyan said that, with the scope of the Armenian market
considered, direct foreign investments are mostly export-oriented,
and investors are seeking new markets for their products.

The Armenian Government aims to provide the companies with new markets,
and the ADA is rendering possible assistance in this process.

"In this context I should point out the significance of the free trade
regime with the others members of the Commonwealth of Independent
States (CIS), Armenia’s membership in the World Trade Organization
(WTO), and the GSP+ benefits recently granted to Armenia by the
European Union. If all the opportunities are considered as a whole,
the Armenian producers can be said to have a 1bln-strong market,"
Harutyunyan said.

>From January 1, 2009, Armenia received the additional preferences
offered under the GSP+ incentive arrangement.

The ADA Director General also pointed out that economic
progress in Armenia, which may be of interest to prospective
investors. Specifically, Armenia registered average annual GDP growth
of 8-10 per cent, and last year’s GDP reached $9.8bln. Harutyunyan
also said that the increase in the state budget revenues is the result
of improved tax administration and business environment.

"ARMROBOTICS 2009" OPEN TOURNAMENT OF ROBOTS TO BE HELD OCTOBER 3-5 IN YEREVAN

YEREVAN, APRIL 2, ARMENPRESS: Under the auspices of the Armenian
prime minister the "Union of IT Enterprises" will October 3-5 hold the
"ArmRobotics 2009" open tournament of robots.

Head of the public relations department of the Union Mane Manasian
told Armenpress that the contest is intended for the students. It aims
at combining young scientists, involving the scientific potential of
the Diaspora, developing a team way of thinking as well as promoting
the entrance of new technologies to Armenia. April 20 is the deadline
for registration for the contest.

The final round will be held on October 3-5, 2009 within the frameworks
of "Digitec 2009" annual international IT, communication and high
technology exhibition. The participating teams will be provided with
necessary equipments and means with which they will construct robots
based on their own projects.

According to M. Manasian, compared with the last year, this time the
task of the robots will be more complicated. Members of the contest
commission will follow the process of works. Winner will be recognized
the team which constructed robot which will pass the intended short
way with minimal mistakes.
