November 3, 2009 RA President Serzh Sargsyan will pay a 2-day visit
to Kuwait. Serzh Sargsyan will have meetings with Speaker of Kuwaiti
National Assembly Jassem Al-Kharafi and Prime Minister Sheikh Nasser
Al-Mohammad Al-Ahmed Al-Sabah within the frames of the visit, RA
Presidential Press Service informed NEWS.am.

Sargsyan will also meet Managing Director of Kuwait Investment
Authority (KIA) Bader Mohammad Al-Said and Director-General of Kuwait
Fund for Arab Economic Development (KFAED) Abdulwahab Ahmad Al-Bader.

Signing of a number of documents on cooperation is scheduled. RA
President will visit the Kuwaiti scientific centre to meet with
Chairman of Kuwait Chamber of Commerce & Industry Ali Mohammed
Thunayan Al-Ghanim.

Culture

The public is cordially invited to attend a convention of Armenian
authors writing in languages other than Armenian to be held at UCLA’s
Schoenberg Hall over the weekend of November 6-8. The third bi-annual
conference of its kind is organized by the Writers’ Union of Armenia,
the Ministry of Culture of Armenia and the UCLA Naregatsi Chair of
Armenian Studies.

The Conference is partially funded by Ara Abrahamyan of Moscow,
President of the Union of Armenians of Russia.

The purpose is to draw writers of Armenian descent into dialogue with
each other, with their counterparts writing in Armenian, and with
their readers and potential readers in the wider Armenian community
about the core issues connected with this type of literature. While
the two previous gatherings were held in Erevan, Los Angeles was
selected as the venue this time around in recognition of North America
as the center of this literary activity. In addition to the panels and
readings during the day, the convention will feature a play performance
and chamber concert in the evenings, as well as an ongoing exhibition
of contemporary Armenian art and book exhibit.

The official opening speech by Levon Ananyan, President of the
Writers Union of Armenia, will be followed by an introductory panel
highlighting recent publication trends by Armenian writers in media
other than Armenian by language and region (Europe, the Spanish
World, Russia, North America, and the Middle East). This will then
be paralleled by an update on recent translations of this literature
into Armenian ending with the presentation of a brand new anthology
of translations published specially for the occasion to indicate the
interest these works have generated among readers of Armenian.

Seminal Literary Topics

The ensuing sessions review a range of seminal topics from the
role of family as a core motif in this writing, and the impact of
the Genocide and questions of memory, to different perspectives on
homeland and problems of identity and talking points between writers in
non-Armenian language media and their those writing in Armenian. Each
of these will be addressed in an opening paper by a literary critic,
some more focused reflections by writers, and general discussion. Each
afternoon time has been allocated for writers to read from their recent
works and round table exchange of views. The gathering will conclude
with a consideration of current trends and future expectations that
will include an initial report on the project to designate Yerevan
World Book Capital 2012 in celebration of four-hundred years of
Armenian printing.

Among the academics taking part will be Profs. David Calonne, Barlow
Der Mugrdechian, Alan Whitehorn, and Osheen Keshishian, while the
participating writers include more senior figures like Diana Der
Hovanessian, Peter Sourian, and Alicia Kirakosian, as well as younger
representatives like Mark Arax and Shahe Mankerian, a group of poets
from Greater Los Angeles In addition, a delegation of ten writers,
literary critics, and translators will be participating from Yerevan.

The panels, scheduled to take place in the Jan Popper Auditorium,
will be accompanied by a book exhibit organized by Abril Bookstore,
Glendale.

Cultural Program – Play, Concert and Exhibition

The accompanying cultural program comprises a performance of "The
Hungerers," a powerful play by William Saroyan reflecting on the
hardships of the Depression and the invincibility the human spirit. It
will be staged by Arena Productions on Friday, November 6, under the
direction of Dr. Anahid Keshishian Aramouni. The performance will be
followed by refreshments and a Q & A session with the cast.

On the 7th a concert will be held of contemporary and modern Armenian
music featuring composers and musicians from the Armenian Republic
and various diasporan centers under the direction of Prof. Movses
Pogossian. Apart from renowned exponents like Alan Hovannes and
Tigran Mansurian, currently marking his seventieth anniversary,
the program will grandstand works by younger composers like Vache
Sharafyan (Yerevan), Gregory Ayriyan (Moscow), Kevork Andonian
(Canada), and Ashot Kartalyan (Pasadena), several receiving their LA
premiere. Both the play and concert commence at 8 p.m. Tickets ($10)
can be purchased in advance or at the door.

An exhibition of works by young Armenian artists of Southern California
curated by Vazken Brutian will run in Kerckhoff Gallery over the three
days of the conference after its official opening on the afternoon
of the sixth.

for ratification of the Turkish-Armenian protocols of normalization,
but I am sure that it will be realized", EU Special Representative for
the South Caucasus Peter Semneby said in his interview with Russian
"Vremya Novostey" newspaper during his visit to Russia.

He said ratification of the protocols was meeting interests of both
countries. "It is vital issue for Armenia and meets the Turkish
interests as well. It is an example of Turkey’s new policy toward
its neighbors. Of course, it is important for Turkey to take the
Azerbaijan’s interests into consideration and to hear reaction of
Azerbaijanis to this issue. Turkish-Armenian normalization will
create new opportunities and positively impact on the security
problem in the region". Semneby noted that main protest against the
protocols arises not from the Armenian citizens, but from Armenian
Diaspora. "The Armenian leadership should take the citizens’ interests
into consideration and satisfy the Diaspora. I don’t expect public
outbreak in Armenia, but it is a serious problem for the Armenian
authorities because Diaspora plays important role in Armenia’s life
and it has not univocal attitude to the protocols".

Peter Semneby said it was not correct to link the Turkish-Armenian
normalization with the process of settlement of the Nagorno Karabakh
conflict. "These are two different conflicts and it doesn’t need
to link them with each other. Otherwise the doors opened for the
normalization of the relations can be closed again. It is clearly
seen that any considerable tension in one of these conflicts effect on
common atmosphere. It needs to make it that these processes positively
impact on each other".

A new political show, "local elections", is being put on in
Azerbaijan. The election campaign is to reach its culmination on the
New Year eve. So Ilham Aliyev, the son of "the national leader Heydar
Aliyev" will have something to celebrate. It is the right moment,
as Azerbaijan has lately been "unlucky" in the international arena:
it has even come to controversies with the "big brother", Turkey.

Now it is an excellent opportunity to show the triumph of Azerbaijani
democracy, and the ones that will take notice of the event throughout
the world will laugh heartily. This can be the only reaction to the
reports like "A concert on the occasion of the end of the elections
in the Khachmass region began at 7:00 p.m." or "More than 93% turnout
in Nakhichevan."

The ruling party New Azerbaijan has a lot of work to do. Although the
present number of municipalities is 1,764 against the previous 2,757,
the ruling partocrats have to "spare no effort." The supporters
of the Aliyev clan have to nominate one candidate in most of the
municipalities, form a bloc with unaffiliated people (10-15 per cent
of posts intended for them) and, for show, let the Opposition to have
some seats.

Active work is in progress. Azeri mass media report that over 1,000
candidates of the New Azerbaijan Party have submitted subscription
lists and got registered at election commissions. As regards the
Opposition, which is in information blockade, it has nothing to do
but put up with its role of an "appendage".

The greatest achievement of modern-day Azeri democracy is
closely following the principle of appointing the head of the Baku
administration. Mayor of Baku is appointed by the President himself,
and no one is going to grant the Baku residents the right to elect
their Mayor.

Of course, with the present alignment of political forces, or rather a
complete lack of any alternative to the Aliyev clan, a ruling party
member would in any case fill the post. With this power system,
however, the Azerbaijani President should not, time and again, claim
his country to be "matchless" in the region. It is really so, though.

Neither Armenian nor Georgian TV viewers will ever see the picture
of the ex-president and "national leader" appear in the upper corner
of the screen every holiday.

Armenia cuts ferromolybdenum output 8.7% in 9 mths

Armenia reduced ferromolybdenum production 8.7% year-on-year in
January-September to 3,704 tonnes, the National Statistics Service
said.

Molybdenum concentrate production fell 4.7% to 6,320 tonnes.

Copper concentrate production grew, by 18.2% year-on-year to 61,641
tonnes. Converter copper production rose 7.6% to 5,198 tonnes but zinc
concentrate production fell 27.5% to 4,203 tonnes.

Armenia boosted aluminum foil production 78% year-on-year in
January-September to 15,478 tonnes. The Yerevan-based RUSAL-Armenal
plant, which is owned by Russian aluminum giant UC RUSAL, produced the
foil. It also produced 35.1 tonnes of other aluminum products, down
80.8% year-on-year.

Foil production fell 4.6% to 11,694 tonnes in 2008.

The foil mill was shut for an overhaul between 2004 and 2006. It
achieved full capacity for 25,000 tonnes of foil per year at the start
of 2009.

The company commander arrested for getting a bribe

A charge was brought against company commander of the RA Police
Implementation of Veterinary, Anti-epidemic and Quarantine Measures
division Haroutyun Hovhannisyan for taking bribe in large amount on
the criminal case investigated by the RA Special Investigation Service
(SIS), informs the press office of the Public Prosecutor of the
Republic of Armenia.

The preliminary investigation found out that H. Hovhannisyan the
senior police officer of the 1st division demanded 961.700 drams (2500
USD) from A. Tovmasyan as a bribe to intercede and act within his
competence in order to appoint A. Tovmasyan the commander of the 2nd
division and confer him rank of officer. The money was given to H.
Hovhannisyan on October 26, 2009 at about 10 o’clock in A. Tovmasyan’s
office.

On the obtained evidence H. Hovhannisyan was charged according to the
RA Criminal Code Article 311, part 3, point 3. Pretrial arrest measure
was disposed against him.

The preliminary investigation is carried on in the SIS of the Republic
of Armenia.

Armenian Ambassador to Germany Armen Martirosyan presented his
credentials to the President of Germany, Horst Kohler.

The German President noted that Armenia was an important partner for
his country. Ambassador Martirosyan emphasized the willingness of
the Armenian side to raise the relations with Germany to a new level.

The parties discussed a number of issues, including the impact of
the global economic crisis on the Armenian economy.

During the conversation Ambassador Martirosyan presented the latest
developments in the process of normalization of the Armenian-Turkish
relations.

The President of Germany wished success to the Armenian Ambassador
and voiced hope that his he would contribute to the development of
bilateral relations.

Yerevan, 29 October: Russian Foreign Minister Sergey Lavrov has said
traditionally friendly relations between Russia and Armenia are on
the rise.

In his message to participants in and guests of the second Russian
industrial exhibition "Expo Russia Armenia 2009", which opened in
Yerevan on Thursday [29 October], Lavrov said: "Traditionally friendly
relations between Russia and Armenia are on the rise."

Russian-Armenian relations "are based on strategic partnership and
ally ties, the principles of mutual benefit and respect of national
interests", the Russian minister said.

The message was read out by Russian ambassador to Armenia Vyacheslav
Kovalenko.

"Spiritual affinity, the close mutual relationship between our
cultures and sympathy unite the peoples of Russia and Armenia," Lavrov
said. "Trade and economic relations are developing dynamically. Trade
turnover is growing. Russian investments play a weighty role in key
branches of Armenia’s economy," he added.

"Such forums as Expo Russia Armenia play an important role in
strengthening Russian-Armenian interaction," the minister said. In
his words, the exposition is designed "to give an opportunity to
representatives of state structures, businessmen and the civilian
society in order to exchange experience and agree on new mutually
advantageous projects".

The Russian minister said he is convinced that the exhibition
"will make a contribution to the efforts on expanding multifaceted
cooperation between Russia and Armenia and help grow the prosperity
of our peoples".

WASHINGTON – President Barack Obama said Friday the U.S. will overturn
a 22-year-old travel and immigration ban against people with HIV
early next year.

The order will be finalized on Monday, Obama said, completing a
process begun during the Bush administration.

The U.S. has been among a dozen countries that bar entry to travelers
with visas or anyone seeking a green card based on their HIV status.

"If we want to be the global leader in combatting HIV/AIDS, we need
to act like it," Obama said at the White House before signing a bill
to extend the Ryan White HIV/AIDS program. Begun in 1990, the program
provides medical care, medication and support services to about half
a million people, most of them low-income.

The bill is named for an Indiana teenager who contracted AIDS through
a blood transfusion at age 13. White went on to fight AIDS-related
discrimination against him and others like him and help educate the
country about the disease. He died in April 1990 at the age of 18.

His mother, Jeanne White-Ginder, attended the signing ceremony,
as did several members of Congress and HIV/AIDS activists.

In 1987, at a time of widespread fear and ignorance about HIV, the
Department of Health and Human Services added the disease to the list
of communicable diseases that disqualified a person from entering
the U.S.

The department tried in 1991 to reverse its decision but was opposed
by Congress, which went the other way two years later and made
HIV infection the only medical condition explicitly listed under
immigration law as grounds for inadmissibility to the U.S.

The law effectively has kept out thousands of students, tourists and
refugees and has complicated the adoption of children with HIV. No
major international AIDS conference has been held in the U.S. since
1993, because HIV-positive activists and researchers cannot enter
the country.

Obama said that by lifting the ban, the U.S. will take a step toward
ending the stigma against people with HIV/AIDS, something he said has
stopped people from getting tested and has helped spread the disease.

More than 1 million people live with HIV/AIDS in the U.S., and more
than 56,000 new infections are reported every year.

Obama noted his own effort several years ago to help combat the
stigma. During a 2006 visit to Kenya, his father’s native country,
then-Sen. Obama and his wife, Michelle, publicly took an HIV/AIDS test.

The 11 other countries that ban HIV-positive travelers and immigrants
are: Armenia, Brunei, Iraq, Libya, Moldova, Oman, Qatar, Russia,
Saudi Arabia, South Korea and Sudan, according to the advocacy group
Immigration Equality.

Several such groups welcomed Obama’s announcement.

Rachel B. Tiven, executive director of Immigration Equality, said
the ban pointlessly has barred people from the U.S. and separated
families with no benefit to public health.

"Now, those families can be reunited, and the United States can put
its mouth where its money is: ending the stigma that perpetuates
HIV transmission, supporting science and welcoming those who seek to
build a life in this country," said Tiven, whose organization works
for fairness in immigration for gay, lesbian, bisexual, transgender
and HIV-positive people.

To Vote Against Protocols If Any Preconditions

If Armenia-Turkey relations undergo any changes and preconditions
appear, Prosperous Armenia Party will vote against the Protocols’
ratification," Spokesman for Gagik Tsarukyan stated at Oct.

Asked whether it is not a precondition that Turkish Premier and
Foreign Minister avowed that border opening is directly linked with
Armenia’s concessions on Nagorno-Karabakh issue, Galstyan replied:
"Officials’ statements cannot be taken as a basis to assume that
there are preconditions. If Turkish Parliament makes a decision not to
ratify the Protocols until the breakthrough in NKR issue registered
or Armenian troops withdraw from so called &’occupied’ territories,
that will be sufficient for us to quit the process."
