YEREVAN, MARCH 28, NOYAN TAPAN. The management of the "Congress"
hotel, breaking the agreement reached beforehand, refused to give
a hall to the "Sargis Tkhruni" Youth Union of the Social Democratic
Hnchakian party on March 28. The latter envisaged to hold there the
discussion of the latest resolution passed by the UN on the problem of
the Republic of Nagorno Karabakh. Irrespective of the fact that the
collaborators of the hotel mentioned that the reason is of technical
character: repair work is proceeding in the hotel, Narek Galstian,
the Head of the Union, is sure that the reason is a political one.

It should be mentioned that the Social Democratic Hnchakian Party
and the "Sargis Tkhruni" Youth Union declared about supporting first
President Levon Ter-Petrosian before the February 19 presidential
elections and after the elections they had an active participation
in the rallies organized by the latter.

A few days ago David Shahnazarian, a member of the Armenian
National Movement party and a supporter of Levon Ter-Petrosian,
turned to the management of the "Armenia Marriott" hotel, asking
to give a hall for holding a congress on April 15, however, he was
refused. The collaborator of the event organization section of the
hotel informed "A1+" that taking into consideration the domestic
political instability, their management has decided not to give a
hall to any party until June.

ArmInfo. An international tender on attraction of the third cell
operator to Armenia’s telecommunication market will be announced
in May, 2008, the press service of RA Ministry of Transport and
Communication told ArmInfo. As the source reports, the right for
receipt of license and radio-frequencies for rendering of services
on cell communication in Armenia in GSM 900/1800 standard will
be disputed at the tender. The tender commission, headed by RA
Minister of Transport and Communication Andranik Manukyan, may
receive the applications within 90 days from the date of the tender
announcement. By the Ministry’s data, the tender terms and the date of
beginning have not been specified yet. To recall, cell communication
services are presently rendered in Armenia by "ArmenTel" CJSC (100%
subsidiary of the Russian "Vimpelcom" OJSC) and "K- Telecom" Company
with VivaCell trademark (80% of shares of which belong to the Russian
operator MTC). By the expert assessment, the number of subscribers
made up 1,9 mln as of late, 2007, including 1,2 mln of subscribers
of VivaCell Company and 700,000 subscribers of "ArmenTel".

Penetration of cell communication in Armenia as of the end, 2007,
makes up 65%.

the "GALA" TV Company’s founder "CHAP" Ltd paid 26 mln 899 thsd 986
AMD (about $90,000) to the Service of Compulsory Execution of Legal
Acts yesterday at 5:15 PM.

ArmInfo. ‘It is funny when they are trying to create the power system
where there is no opposition’, – the leader of the Block of National
Democrats party Arshak Sadoyan told ArmInfo correspondent.

He also added that the RPA is trying to involve all the political
forces in one team where there will be no opponent. ‘That is good that
the Heritage party did agree to join the team, but I should say that
their potential is little in the National Assembly. They will not be
able to play a part of true opposition’, – Sadoyan said and added that
the authorities purposefully limit human rights for any their wish and
action be understood as application of law. ‘The Orinats Yerkir party
had to vote against the law "On rallies, demonstrations and processions
holding", – he said. Sadoyan also added that the RPA will do everything

ArmInfo. The law-enforcement agencies of Armenia identified the women
spreading groundless rumors on death of 12-year-old boy at opposition
rally on 1 March in front of the French Embassy in Yerevan. It was
the resident of the town of Matruni Laura Melkonyan.

Press Secretary of Prosecutor General Sona Truzyan reports that
L.Melkonyan told that on March 1 in the area of the Embassy rumors
were spread that policemen bet a 12-year-old child to death in the
Liberty Square. She found a shoe in the nearby garbage and declared
that it was the shoe of the very child. Her statement worked up and
led to escalation of the violence.

S.Truzyan reports that L.Melkonyan pled guilty and said that the idea
of the killed child was provocation by some people, and, she repeated
their idea without realizing it. Hereby, she involuntarily continued
the provocation and now regrets. To recall, 8 were killed during
March 1 unrest, including 7 civilians and a police officer. Over 250
were injured.

STEPANAKERT, MARCH 25, ARMENPRESS: Nagorno-Karabakh is recovering from
strong winds that swept across the republic on March 22 toppling trees,
downing power lines and causing road disruptions.

In the capital Stepanakert it caused widespread damage to roofs and
electricity outages.

Local authorities estimate the amount of damages at 250 million
Drams. Large-scale rehabilitation work to eliminate the consequences
was kicked off on Monday.

A 70-member crew of builders arrived in Nagorno-Karabakh from
Armenia. The rehabilitation work is supervised and coordinated by
prime minister Ara Harutyunian, who said the government has enough
building materials to distribute to people and entities to restore
their damaged structures.

The American co-chair of the Minsk OSCE group, Mathew Braiza, says
that the date and the place of the new meeting of the presidents of
Azerbaijan and Armenia remain unknown.

According to unconfirmed data, the new round of negotiations of the
presidents of Azerbaijan and Armenia dedicated to peaceful resolving
of the Nagorno-Karabakh conflicts may take place in Bucharest in the
framework of NATO summit in early April. Yerevan and Baku announced
their readiness to continue the negotiation process interrupted as
a result of the presidential elections in Armenia in February.

The American intermediary reports that President of Armenia, Robert
Kocharyan, who is finishing his presidential term will not take part
in the summit in Bucharest. President elect Serzh Sarkisyan will be
inaugurated not earlier than on April 9, says Braiza and adds that
it is still unclear when the new meeting of the leaders of the two
countries will take place.

According to the American diplomat, just and continuous resolving
of the Nagorno-Karabakh conflict remains one of the main issues on
agenda of the American-Azerbaijani partnership.

On March 22 RA Defense Minister Michael Harutyunyan received the
representatives of the Ministries of Defense of the Russian Federation
and the Republic of Tajikistan, as well as the Secretariat and the
Joint Staff of the Collective Security Treaty Organization (CSTO).

The interlocutors discussed the "Rubezh 2008" military exercises
of the CSTO. The 4th stage of the maneuvers will be held in Armenia
August 1-5.

The Phenomenon Of A "Lame Duck" Doesn’T Work In Armenia

THE PHENOMENON OF A "LAME DUCK" DOESN’T WORK IN ARMENIA

As we know quite a few days are left for the solemn ceremony of
inauguration, which will take place on April 9. For the first time
the President, who has worked in his position during the whole term
envisaged by the Constitution, will hand over the power to the new
leader of the state.

By the way the tradition of inauguration originates from the
USA, during the years of power of the First US President George
Washington. After taking up the post in 1789 in New York he uttered
the words "May God Help Me" and these words became obligatory during
the American ceremonies.

The high-ranking officials who are going to resign, but they haven’t
yet given up their job according to American traditions are called
"lame ducks". In this situation, as a rule, the high-ranking official
can’t take important decisions.

This happens, for example in the UN Senate and the Congress. They even
call the session convened after the elections as the session of "lame
ducks", because those who have lost the elections and consequently
don’t represent the interests of their voters participate in this
session. That is why, as a rule the session of the "lame ducks"
doesn’t take pivotal decisions.

The President at the end the second term of office is also called a
"lame duck". As a rule according to the world practice his surrounding
paves a way for the future President, establishing guarantees for
their future well-being. Very often in this transitional period
the companions-in-arms betray their leaders, open the eyes of the
society towards the "unpleasant facts" of the latter’s activity,
demonstratively leave their posts, sign secret agreements in his rear.

This happens in the USA, for example, when the political weight of
the President decreases at the end of his term of office and at the
end of the campaign, when the name of the favorite becomes known,
the President is considered a pensioner. George Bush is a typical
"lame duck" that is why during the recent years several Ministers,
assistants and advisers, voluntarily resigned.

It is not accidental that at this stage a series of scandals broke
out among Bush’s kinsmen.

To avoid turning into a "lame duck" the political figures have
to take strange steps. For example during the elections that were
hold recently in Argentina the President in power who enjoys great
democracy Nestor Kirshner, was not nominated for the second term,
he gave his place to his wife Kristina Fernandez who won a great
victory due to her husband’s success.

In our view by means of creating tension and leading to clashes L.

Ter-Petrosyan was based on the effect of the "lame duck". In a country
as ours, the phenomenon of a "lame duck" President means danger for
both the system and the society, because there are no mechanisms, which
can guarantee balance in the ship during the shift of the captain.

Ter-Petrosyan was evidently anticipating that Robert Kocharyan
would refrain from establishing rule and order in the capital by
force, because "simply he didn’t need that". Which means he would be
indifferent to the fate of the people, which Levon Ter-Petrosyan did
in 1988.

But Robert Kocharyan didn’t turn into a "lame duck". He shouldered
the responsibly in the decisive moment and he continued to lead
the country in this transitional period, trying to protect it from
chaotic situations.

For the officials loyalty is an instable phenomenon. As a rule they
are loyal to the leader in power. When the leader resigns the object
of their devotion changes. But the state machinery, didn’t concentrate
on their own interests during the recent months.

Thus the phenomenon of the "lame duck" didn’t work in Armenia, which
helped the country avoid worse concussions.
