Foreign Minister of Armenia Edward Nalbandyan met OSCE Minsk Group
Co-chair Matthew Bryza in Washington and outlined the military rhetoric
of Azerbaijan that receives no proper response of the international
community.

The Armenian Foreign Ministry press-service reports E. Nalbandyan said
that Azerbaijan’s statement against Armenia containing open territorial
claims and militarist propaganda does no get proper assessment by the
international community which makes formation of mutual confidence in
the negotiations for settlement of Karabakh conflict quite difficult.

The source reports that the parties discussed details of the
negotiation process and the results of the recent visit of OSCE
Minsk Group Co-chairs to the region. Moreover, the sides discussed
the possibility of organizing a meeting of Armenian and Azerbaijani
foreign ministers.

On Friday President Toomas Hendrik Ilves signed the decision appointing
Toomas Lukk as ambassador extraordinary and plenipotentiary in the
Republic of Armenia and in Georgia, writes EPL Online.

Ambassador Lukk will be residing in Thbilisi.

President Ilves also called back Andres Unga, former Estonian
ambassador in Armenia and Jaan Hein, former Estonian ambassador
in Georgia.

Thus far Toomas Lukk worked in the Ministry of Foreign Affairs as
the director of the Eastern Europe and Central Asia bureau in the
3rd policy department of the Ministry of Foreign Affairs.

Professional genocide denier Abraham Foxman weighs in on John McCain’s
embrace of a white Louis Farrakhan, the anti-gay, anti-Jewish,
anti-Catholic, anti-Muslim evangelist for nuclear war John Hagee:

Hagee’s endorsement "is not a Jewish issue," Foxman told the
Forward. "Are we troubled by Hagee’s support of McCain and McCain’s
acceptance? The answer is no, and that’s where it ends for us."

The difference "between Farrakhan and Hagee is self-evident," Foxman
said. "So to compare the two and to say: ‘Well, if you ask Obama
to distance from Farrakhan — well, Farrakhan is a black racist, an
antisemite, anti-Israel, consorts with America’s enemies. Hagee is a
supporter of Israel, an advocate of Israel, opposed to antisemitism,
and there are issues on which members of the Jewish community and
some organizations disagree with, and so from time to time they or
we have indicated our disagreement, but it’s not of the same nature
or category or being."

So Foxman’s recent losing confrontations with reality haven’t humbled
him at all.Hagee is a supporter of Israel only in the sense that he
supports the launch of an aggressive Israeli war, which he devoutly
hopes and believes will result in the destruction of Israel beneath
a mushroom cloud; he further hopes that, among the contretemps
of Israel’s extirpation will be your death, and mine, and that of
virtually everyone else in America. Such "support" for Israel is rather
easy to combine with virulent antisemitism, so it is no surprise that
Hagee endorses one of the great historical tropes of antisemitism,
namely, that Jews have brought persecution upon themselves by refusing
to worship Jesus.

But never mind the facts, and suppose for the sake of argument
that Hagee really is a pro-Israel philosemite. Hagee’s bigotry is
"not a Jewish issue…and that’s where it ends" for Foxman. Good to
know that the president of the Anti-Defamation League is an overpaid
chauvinist who actually couldn’t care less about religious or racial
defamation. Which raises an important question: Did Foxman flack
for the Turkish government’s efforts to deny the Ottoman genocide
of Armenians out of some warped political calculus, or because he
thinks the Turkish position is right on the merits? Or is there no
difference between the two positions for Foxman?

Louis Sigel, the rabbi emeritus of my synagogue, died in 2005. The New
York Times profile of Rabbi Sigelnoted his role in motivating Teaneck,
NJ to be the first town to integrate its schools voluntarily:

A law professor who was a member of Temple Emeth stood and asked why
the whole community had to be "disturbed" by a problem that he said
black residents had created themselves by moving into one end of town.

"The temple’s rabbi, Louis J. Sigel, rose," Mr. Damerell wrote. "His
rich voice carried throughout the auditorium" as he narrated a story
from the Talmud about a man who sees a fire in another part of town
and asks, "What have I to do with the needs of the community?"

"Sigel’s voice rose in emphasis, ‘Such a man destroys the
world!’" Mr. Damerell wrote. "Applause exploded through the
auditorium."

Fortunately, all Foxman has managed to destroy so far is the ADL’s
credibility.

/PanARMENIAN.Net/ The Council of Europe Commissioner for Human Rights,
Thomas Hammarberg, will start on Sunday a three-day visit to Yerevan
to weigh the progress made in the investigation of the violent events
in connection with the demonstrations after the Presidential election
in March. He will meet with the highest national authorities and will
visit prisons accompanied by two members of his Office and Johan
Hirschfeldt, an international expert with extensive experience on
national commissions of inquiry.

"This visit is part of the ongoing dialogue with the Armenian
authorities, and follows the visits carried out last October and
March" said the Commissioner. "In my last report on Armenia, I
advocated for a comprehensive investigation into the 1 March
events. The aim of this visit is therefore to take stock of the
progress made towards this end and gather accurate information on the
number of detainees and their judicial status" continued Commissioner
Hammarberg. "I have also taken note of the recent Resolution adopted
by the Council of Europe Parliamentary Assembly on the functioning of
democratic institutions in Armenia. In this context, I intend to
provide an international contribution towards the improvement of the
human rights situation in the country."

During his visit, the Commissioner will meet the highest State
authorities, including the President Serzh Sargsyan, leading members
of the Government, Parliament representatives, the Prosecutor General
and members of the ad hoc Parliamentary inquiry
committee. Commissioner Hammarberg will also hold further meetings
with detainees and their lawyers, the Human Rights Defender, as well
as representatives of international organizations and civil society,
the CoE press unit reports.

President Michel Suleiman on Friday decreed the formation of a national
unity cabinet, the first in his six-year term.

The cabinet, headed by premier Fouad Saniora, groups 30 ministers from
the six major sects in a nation made up of 18 religious communities.

Maronite Ministers: Ziad Baroud, Nassib Lahoud, Tony Karam, Gebran
Bassil and Mario Aoun.

Greek Orthodox ministers: Issam Abu Jamra, Elias Murr, Ibrahim Najjar
and Tareq Mitri.

Catholic ministers: Elie Skaff, and Yousof Taqla and Rimon Awde.

Druze: Talal Arslan, Ghazi Aridi and Wael Abu Faour.

Sunnis: Fouad Saniora, Bahia Hariri, Mohammed Safadi, Tammam Salam

PACE Urges Armenian Authorities To Display Good Will

PACE URGES ARMENIAN AUTHORITIES TO DISPLAY GOOD WILL

Parliamentary Assembly of the Council of Europe urges the authorities
to display good will and release those who were arrested in connection
with March 1 disorders.

David Harutyunyan, the head of Armenian delegation in PACE, said that
PACE proposes to use all legal mechanisms to stop prosecuting those
charged with resisting policemen.

He said that in its resolution passed on July 25, PACE, taking into
account political situation and insufficient public confidence in
the authorities, puts special emphasis on good will.

"This is considered rather political than legal step", Harutyunyan
said.

He said that PACE also paid special attention to freedom of assembly
and activity of the interim parliamentary committee that conducts
own investigation into the March events.

In particular, PACE proposes concession principle of the committee’s
activity and stressed the necessity to concentrate efforts on detecting
causes of March events and the criminal charges brought immediately
after these events.

"This is very important provision. If efforts to restore public
confidence in local institutions fail, PACE will put this issue on
its floor", Harutyunyan said.

PACE also demands to ensure transparent and just tender for
broadcasting license.

PACE voiced regret at the opposition unwillingness to make due steps
for starting a dialogue with the authorities.

Harutyunyan said that Human Rights Commissionaire will read out his
report on the committee’s activity in September.

The monitoring commission will be able to make its decision at its
session scheduled for September 11. The decision will depend on
the report.

PACE will resume hearing the matter at its January session.-0—

Armenia under the title Country of Speaking Stones will take part in
the Shanghai Expo 2010 world exhibition to be held between May 1 to
October 31, 2010 in the city of Shanghai, China. Robert Haroutiunian,
the Director General of the Armenian Development Agency (ADA),
reported on June 7. (NT: Country of Speaking Stones is the title of
the traditional international tourism exhibition held in Armenia).

According to him, in the near future the interdepartmental commission
on organization of work of Armenia’s participation in Shanghai 2010
will study the proposal of the creative group of Armenian pavilion’s
design, after the approval of which it will be presented to the
Chinese side, which is the exhibition’s organizer. After signing
an agreement between the sides the work of making and design of the
Armenian pavilion will start.

According to R. Haroutiunian, the negotiations on the area of the
Armenian pavilion are still underway. It is expected that it will
take an area of 1000 sq. m. Budget means of 600m drams (nearly 2m USD)
are envisaged for financing Armenia’s participation in Shanghai 2010.

It should be mentioned that Armenia took part in the world exhibitions
held in 2000 in the German city of Hannover and in 2005 in the
Chapanese city of Aichi. In the exhibition of Aichi Armenia’s pavilion
with the area of 162 sq. m. was located in the Caucasus common pavilion
together with the exhibits of Georgia and Azerbaijan. Armenia took
part in the exhibition of Aichi under the title Art of Life.

According to RA President’s Press Office, in the course of the meeting
the parties discussed cooperation programs in various spheres and
tasks referring to further plans.

Chairman of Board of Directors of Itera Oil Company expressed readiness
to invest in the sphere of building materials’ construction and build
an enterprise for production of building materials in Armenia.

departing for Astana on a working visit to attend informal summit of
CIS leaders.

`The President will also take part in festivities dedicated to 10th
birthday of the Kazakh capital. No agreement on meetings with other
heads of state has been achieved yet,’ President’s Spokesman Samvel
Farmanyan told PanARMENIAN.Net.

Turkey’s Abdullah Gul will also arrive in Astana. Turkish media
reports say Mr Gul’s is not scheduled to meet with the RA leader.
