Worldview: Turkey’s rising role: Diplomacy

Surrounded by conflicts, it has become more active. That could benefit
the U.S.

ANKARA, Turkey – Americans who explore the wonders of Istanbul rarely
visit Turkey’s capital, deep in the plains of Anatolia. It is a city
of nondescript high-rises, government offices, and new shopping
centers that reflect Turkey’s growing prosperity.
Ankara is known mainly for two things: a stunning museum that
highlights Turkey’s ancient Anatolian past, and the vast hilltop
mausoleum of Ataturk, Turkey’s founder, whose stern face is visible on
huge banners throughout the city.
But Ankara is becoming known for something else that’s of great
strategic interest to Americans: an active foreign policy that may
help resolve conflicts in critical regions where the United States has
faltered. That includes the troubled Caucasus region, where Russia
just warred with Georgia, and the Middle East.
"If you list the key issues which Turkey and the U.S. pursue, you’d be
amazed by how many parallels there are," Turkey’s president, Abdullah
Gul, told a small group of visiting U.S. journalists and think-tank
experts in an interview in his office this week.
Indeed, almost every foreign crisis on the American agenda is also a
concern for Gul. Turkey sits at the crossroads of Asia and Europe,
bordering not only the European Union, but also Georgia, Iraq, Iran
and Syria. It has been adversely affected by growing Mideast chaos
since the Iraq war.
Turkey also sits at an energy crossroads. Efforts to build new oil and
gas pipelines from Central Asia and the Caucasus – pipelines that will
circumvent Russia and make Europe less dependent on it – all rely on
Turkey. A crucial pipeline from Azerbaijan through Georgia uses the
Turkish port of Ceyhan.
Instability in its environs has prompted Turkey to become more active
in efforts at conflict resolution. "In regional foreign policy, we had
numerous problems with our neighbors," Gul said. "They must be
resolved, or there cannot be peace."
Turkey’s emphasis has been, for the most part, on soft power and
diplomacy. It is the only country with fair to good relations with
every country in neighboring regions: close ties to Israel as well as
to Arab states; good relations with Iran and carefully managed
relations with Russia; and close ties to Georgia.
Two of Turkey’s many mediation efforts could have a positive impact on
key concerns of the United States. First is Turkey’s recent overture
to Armenia. The two nations have deep disagreements over how one
million Armenians were killed in the early 20th century; Armenians
call it genocide, while Turkey insists it was the result of warfare.
In September, Gul became the first Turkish president in history to
visit Armenia. Gul had sent congratulations to Serge Sargsyan upon his
election as Armenia’s president, and Gul in turn was invited to attend
a soccer match between the Turkish and Armenian teams in Yerevan. Both
leaders faced strong domestic opposition to the visit.
"Of course, I didn’t just go to watch soccer," Gul said. "The major
aim was to establish a climate in which we can operate from now on."
The goal is to work toward normalizing relations between Armenia and
Turkey and opening their border. Turkey also may be able to mediate
the poisonous split between Armenia and a third Caucasus country,
Azerbaijan; Armenia now occupies a large chunk of Azeri territory.
Progress on resolving these conflicts could have a positive spillover
for the Russia-Georgia standoff and prospects for new
pipelines. "Solving any [Caucasus] problem would affect us all
positively," Gul said. Turkey’s (and Armenia’s) efforts are a brave
try.
A second example is Turkey’s mediation of peace talks between Syria
and Israel. "We’ve worked hard to bring peace in the region," Gul
said. "Recently, that work became more visible."
At a time when the United States preferred to isolate Syria, Turkey
worked to get Syria and Israel back to the table (and kept Washington
informed of the effort). Four rounds of private talks have taken
place; they are now on hold as Israel forms a new government.
A Syria-Israel peace would end the current alliance between Syria and
Iran and undercut Hezbollah, forcing Tehran to rethink its policies in
the region. Such an outcome could also help resurrect the
Israeli-Palestinian peace process.
The bottom line: The next U.S. president should encourage Turkey’s
mediation and take a cue from its soft-power efforts. Turkey’s
diplomacy has opened up new possibilities for its American ally.

WASHINGTON, DC – Bush Administration officials continued to press
forward their new, more aggressive position against freedom for
Nagorno Karabagh, citing, as recently as today in Yerevan, that a
resolution of this longstanding conflict must proceed from the
principle of Azerbaijan’s territorial integrity, while remaining
conspicuously silent on the core American value of self-
determination, reported the Armenian National Committee of America
(ANCA).

Over the past several weeks, since the time of Vice President Dick
Cheney’s early September visit to Azerbaijan, the Administration
has rolled back any mention of self-determination, eliminating any
reference to this core international legal and democratic principle
from its diplomatic vocabulary. Speaking in Baku, the Vice
President – echoing Azerbaijan’s negotiating stand – said that a
Nagorno Karabagh settlement "must proceed" from the principle
of territorial integrity and only "take into account other
principles." As recently as earlier today, in Armenia, Assistant
Secretary of State Dan Fried repeated the newly formulated U.S.
stand that a Nagorno Karabagh settlement must start from the
principle of "territorial integrity," although he did concede that
there were "other established norms," an apparent reference to
democracy and self-determination, which he carefully avoided
naming.

In a January 19, 2008 statement, Presidential candidate Barack
Obama pleged that, if elected, he would work for "a lasting and
durable settlement of the Nagorno Karabagh conflict that is
agreeable to all parties, and based upon America’s founding
commitment to the principles of democracy and self determination."

In recent weeks we’ve seen Bush Administration officials, from Dick
Cheney down to Matt Bryza, abandon even the pretense of a balanced,
honest-broker role for the United States in the Nagorno Karabagh
conflict.

In public statements, here in Washington and in Baku, they’ve gone
over the top – even by their standards – in siding with
Azerbaijan’s efforts to retake Nagorno Karabagh.

Dick Cheney said in Baku that his Administration prioritizes the
principle of territorial integrity, which he’s conveniently and
consistently misapplied to the Nagorno Karabagh issue, over the
basic American ideal of self-determination.

Matt Bryza has said that, as a precondition for peace, Armenia must
accept that Nagorno Karabagh remains legally part of Azerbaijan.

These comments would have put the Administration on the side of the
British during the American Revolution.

— Pressuring our Founding Fathers not to challenge the British
Empire’s territorial integrity.

— Urging them to hold off on signing the Declaration of
Independence because the colonies rightfully remained legally part
of a foreign power.

In their last months in office, these officials are acting a lot
less like responsible stewards of U.S. policy and more like
surrogates for the Azerbaijani Embassy, it’s K Street lobbyists,
and energy industry allies.

It’s no coincidence that Azerbaijan’s President, hearing this
outright cheerleading from Washington, has pledged an all out
political, economic, and military offensive against Armenia.

America stands for something better than defending Stalin’s borders
or Azerbaijan’s desire to re-subjugate a free people. Something
better than trading in our core values of self-determination,
democracy, and human rights.

We stand – as Americans – for the proposition that democracy can
serve as the only durable foundation for lasting peace; For the
fundamentally American ideal that all people deserve the right to
live free of foreign tyranny -to live under a government of their
own choosing.

planned to satisfy the demand for grain at 75% by 2012 against
43% currently. Demand for beef is satisfied at 80%, for milk – at
90%. Armenia is fully provided with own vegetables, fruit, mutton,
and eggs. The Minister has noted that the poultry meat production
is unprofitable due to low import duties and suggested doubling the
duty to 15%. The current poultry meat output indicator in the country
totals 24%.

It is obvious that Armenia will be able to recognize South Ossetia
and Abkhazia only after recognition of Nagorno Karabakh.

Yet, if Azerbaijan continues demonstrating destructive position in the
international instances, Armenia will recognize independence of Nagorno
Karabakh. Our main task is to attain the international recognition of
"Nagorno Karabakh Republic", said deputy Foreign Minister Sh.Kocharyan.

He made the due statement during the parliamentary hearings in the
National Assembly of "Nagorno Karabakh Republic" on "The situation
in the South Caucasus: prospects of international recognition of
"Nagorno Karabakh Republic". At the same time, the newly appointed
deputy minister noted that this is his personal opinion and he does
not intend to present the position of the Armenian Foreign Ministry.

"Azerbaijan strives to present Armenia as an aggressor. Meanwhile,
nothing is spoken of the "Nagorno Karabakh" lands, occupied by
Azerbaijan", noted Kocharyan. He said the so-called "Nagorno Karabakh
Republic" is a state which has no precedent in the world for its
comprehensive perfection.

He noted that in order to attain world recognition, Nagorno Karabakh
needs to introduce its positions to all necessary instances.

According to Kocharyan, Russia will not recognize Nagorno Karabakh
in a fear to lose Azerbaijan.

Commenting on the statements that during the meeting with president
of Turkey, Armenian President Serzh Sargsyan expressed readiness to
surrender the lands, occupied during the war, imposed by Azerbaijan,
Kocharyan noted that this is "the next provocation of Azerbaijan as
no such information was contained in any Turkish media".

in Kyiv, said Vitaliy Yarema, deputy head of the main department of

As a member of the "ragtag group of activists in Boston" mentioned
in the JTA article "In 5768, establishment faced new upstarts" in
the Sept. 26 Chronicle, I must object to the writer’s statement that
the Anti-Defamation League "reversed its refusal to recognize the
Armenian genocide."

In fact, the ADL worded its August 2007 release in such a way as to
actually contravene the international legal definition of genocide.

The phrasing circumvents the "intent" required by the 1948 United
Nations Genocide Convention by suggesting that Armenians died simply
as a "consequence" of World War I conditions and not from a planned
program of extermination — which just happens to be Turkey’s position.

The Massachusetts Municipal Association and 12 of the 13 Massachusetts
communities that dissociated from the ADL’s No Place for Hate program
did so after the ADL’s statement, judging it unacceptable.

The ADL has been playing a double game, issuing a disingenuous
statement while simultaneously advancing the Turkish government’s
agenda by opposing a Congressional resolution formally affirming the
Armenian genocide.

Moreover, ADL leaders have repeatedly endorsed Turkey’s call for a
historical commission to investigate the Armenian genocide, much like
Ahmadinejad’s 2006 conference that purported to examine the Holocaust.

This denying tactic has been condemned by the International Association
of Genocide Scholars, as well as groups like the Southern Poverty
Law Center.

Smile Project in Armenia provides free surgeries to youths with birth
defects

Initiative is a collaborative effort of five non-governmental
organizations and Ministry of Health

MINNEAPOLIS, Minnesota, and YEREVAN – The Smile Project, a
private-public initiative that provides free reconstructive surgery to
Armenian children and young adults with certain birth defects, is
currently underway in Yerevan.

The medical procedures are being performed by a team of surgeons from
Smile Network International (SNI), a nonprofit organization that
provides reconstructive surgeries and related healthcare services to
impoverished children and young adults in developing countries.

Between October 4 and 10, the SNI surgical team will operate on over
50 patients from Armenia and Nagorno-Karabakh suffering from
congenital cleft lip and cleft palate. The team will perform
additional surgeries in Spring 2009.

The Smile Project is a collaborative effort of the Cafesjian Family
Foundation’s Public Health Outreach Program, Arabkir Medical Center,
Fund for Armenian Relief, Hand in Hand Foundation (Nagorno-Karabakh),
the Ministry of Health of the Republic of Armenia, and Yerevan State
Medical University.

Patients with cleft lip or cleft palate have difficulty eating,
drinking, and speaking. As a result, they suffer from malnourishment,
stunted development, and lethargy. According to the Cafesjian
Foundation, such individuals are also shunned by society and often
subjected to discrimination or abuse, given the stigma attached to
their physical deformities.

`The month of October brings new hope to Armenia through these
life-changing reconstructive surgeries, as the children and young
adults undergoing those procedures will now get a smile, and with a
smile will come friends, opportunities, and a better life,’ said
Madlene Minassian, director of the Cafesjian Family Foundation’s
Public Health Outreach Program. `We can already see the impact of the
operations on many Armenian lives,’ Minassian continued. `It is an
honor to be on the ground here in Armenia and witness the contribution
of these organizations.’

The Smile Project
was initiated last year, when the Cafesjian Family Foundation and its
longtime partner, the Hope for the City Fund, requested that SNI
launch a mission in Armenia. In November 2007, Minassian hosted a
delegation from SNI in Yerevan and helped it assess local needs. By
May 2008, when the Cafesjian Family Foundation’s Public Health
Outreach Program began to lay the groundwork for the SNI mission, four
nonprofit organizations as well as the Ministry of Health came on
board. With their collaboration and support, the Smile Project was
officially launched.

The project is administered by the
Cafesjian Family Foundation’s Public Health Outreach Program, which
organizes PR campaigns and disseminates information for raising public
awareness of birth defects and project services, helps provide
accommodations and transportation for the SNI surgical team, assists
in identifying and registering patients for surgery, and oversees the
implementation of the project. The SNI team’s travel expenses are
underwritten by the Cafesjian Family Foundation.

Other components of the Smile Project are provided by the initiative’s
partners. The Arabkir Medial Center provides surgical suites and
personnel for patient prescreening and surgeries. It also delivers
pre- and post-operation care.

The Fund For Armenian Relief covers the transportation, food, and
accommodation costs of patients as well as a caretaker..

The Hand in Hand Foundation acts as project liaison in
Nagorno-Karabakh. It distributes information, raises public awareness,
identifies and prescreens patients, and coordinates their travel to
Armenia and participation in the project.

As the initiative’s education partner, the Yerevan State Medical
University recruits local professionals who acquire new skills and
knowledge by shadowing SNI team members during surgeries. The
university also organizes lectures by SNI surgeons, with the purpose
of contributing to local capacity-building with regard to cleft lip
and cleft palate treatment.

The Smile Project is endorsed by the Armenian Ministry of Health. `We
appreciate the ministry’s support, care, and gestures of goodwill,’
Minassian said, and applauded the ministry for granting complimentary
entry visas to the SNI surgical team. She added that the ministry has
published material about the Smile Project and disseminated it
throughout Armenia, in addition to contributing to the implementation
of the project by providing its lists of registered patients with
cleft lip and cleft palate..
The Cafesjian Family Foundation, Inc., was established in 1996 by
Gerard L. Cafesjian. The U.S.-based nonprofit organization supports a
variety of Armenian causes in Armenia, Nagorno-Karabakh, and the
U.S. A primary focus of the foundation are the security of independent
Armenia and the further development of a free, democratic society
through economic development and the strengthening of the U.S.-Armenia
relationship.

The foundation’s Public Health Outreach Program aims to help improve
healthcare in Armenia by providing medicines, medical supplies, and
equipment to public-health institutions and centers across Armenia and
Nagorno-Karabakh. The program also seeks to continue to provide free
surgical services through its partnership with the Hope for the City
Foundation and SNI.

The Fund for Armenian Relief provides short-term emergency relief and
implements long-term programs for the economic growth and social
development of Armenia. Among other projects, the fund operates daily
soup kitchens and summer camps, awards scholarships and scientific
grants, and builds irrigation systems. The fund’s programs also
include one-time reconstruction projects as well as ongoing projects
such as the Vanadzor Old Age Home and the Children’s Reception and
Orientation Center.

The Arabkir Medical Center, in Yerevan, provides a wide range of
medical services including prevention, diagnostics, and treatment of
various child illnesses, follow-up of patients with chronic diseases,
as well as psychosocial and rehabilitation services.

Why Are They Afraid of Independent Experts?

As claimed by the co-thinkers of L. Ter-Petrosyan, the number of the
people killed as a result of the March 1-2 incidents exceeds the data
presented in official reports. Over the recent period, they circulated
such kind of unfounded rumors through almost all the possible media.

In witness of their statements, they have now released a video disc
prepared by the so-called `Public Committee Investigating the March 1
Incidents’. The disc contains films showing different parts of body
(jaws, tongues and cheekbones) `found’ in the vicinity of the `Fish
Store’, i.e. material evidence on the existence of the 11th victim.

Naturally, it was necessary to send the video disc for expert
examination. And that was what the relevant bodies did. They carried
out the examination and found out that the details shown in the films
were not parts of a human body.

During the September 26 session of the NA Interim Committee
investigating the March 1-2 incidents and their causes, Shota
Vardanyan, Head of the Scientific-Practical Centre of Forensic Medicine
of the RA Ministry of Health, gave an official report as to what had
been found out as a result of the expert examination carried out with
the participation of the best specialists of the republic.

According to Sh. Vardanyan,
the expert examination helped find out that
`the given bone fragments are not human; they belonged to a piglet. As
to the tongue, it belonged either to a sheep or a calf, but not to a
human being. The same can be said about the jaw; facial bones, in
general, are not so thick, whereas that thickness is vividly seen on
the picture. And the same is true for the structure of the teeth. Those
are stemmed teeth i.e. six teeth with two stems, which are peculiar to
pigs only.’

If some of L. Ter-Petrosyan’s co-thinkers and the media supporting the
Armenian pan-National Movement considered the results of the expert
examination false and not corresponding to the reality, i.e. an attempt
of concealing the crime committed, they should have made claims for
conducting a new expert examination with the participation of
independent international experts. Whereas we didn’t hear or see any of
them make any claim of the kind. What we saw instead was false
statements becoming more and more widespread and defamatory
publications about the NA Committee and Sh. Vardanyan.

Let’s note that the new expert examination will provide answers to many
questions or at least help find out who or which of the parties makes
false statements. Despite the absence of the jaw and the other parts of
body, the up-to-date computer technologies, the methodology of
conducting examinations and the relevant professional background20make
it possible to find out whether those parts of body belong to a human
or some animals.

Unfortunately, instead of assisting the NA Interim Committee in
revealing the truth and making claims for a new expert examination with
the involvement of independent international experts, the relevant
European structures and officials have, politely speaking, chosen a
strange mode of action.

Their unconstitutional and illegal demands for releasing the detainees
accused of certain publicly dangerous crimes and terminating the
prosecution against the individuals who weren’t directly involved in
the acts of violence are, as a matter of fact, undisguised attempts of
interfering in the inquest, prosecution and generally, the internal
affairs of a sovereign state.

We believe it’s high time the Armenian authorities made relevant
statements on the impermissibility of such actions.

The above-mentioned attempts are a striking evidence of an interested
and impartial attitude as well as a confirmation of the hypothesis that
the March 1-2 incidents were an attempt of staging a colored
revolution, with the visible `ears’ of the west lying behind.

President Serzh Sargsyan today hosted the Catholicos of All Armenians
Garegin II, members of the Episcopate of the Armenian Apostolic Church
and secular members of the Supreme Religious Council.

Addressing senior clergymen, Serzh Sargsyan said: "I’m glad to welcome
you at the President’s Office just a few days after the blessing of the
Holy Muron." According to the President, that ceremony most correctly
symbolized the idea of unity and collectiveness, the dprotective role
of the church for people.

Accoridng to the President, under the conditions of lack of statehood
for a thousand years, the church has always been a support for our
people and has guided us to the 21st century. "As a state, we have
a duty to return to the church for it to strengthen and lead our
people forward," Serzh Sargsyan said and noted that the state is
always ready to support the church.

The Catholicos welcomed the constant attention of the state towards
the issues of the church. He assessed as encouraging and inspiring
the attitude the Armenian Church and the Dioceses get during every
visit of the President. His Holiness Garegin II noted that the church
backs all the programs of the President, which are targeted at the
progress and development of the country.

The interlocutors attached importance20to the establishment of the
Ministry of Diaspora, which will provide an opportunity to address
the Diaspora issues more seriously.

particularly the Georgian-Ossetian and Armenian-Turkish relations.
