YEREVAN, NOVEMBER 4, NOYAN TAPAN. In January-September 2008, the volume
of goods transportation by general use transport declined by 9.9% in
Armenia on the same months of 2007 and made 6 mln 734.5 thousand tons.

According to the RA National Statistical Service, the turnover
of goods by general use transport grew by 5.1% in the country in
January-September 2008 on the same period of 2007 and made 2 bln
117.3 mln tonne-kilometers.

The passenger transportation by general use transport declined by 4.7%
in Armenia in the indicated period on January-September 2007 and made
179 mln 868 thousand passengers.

The passenger turnover fell by 0.6% in Armenia in the first nine
months of 2008 on the same months of last year and made 2 bln 846.2
mln passenger-kilometers.

The number of road accidents grew by 14.4% in Armenia in
January-September 2008 and made 1,587, as a result of which 285 people
died (11.8% growth) and 2,295 were injured (15.9% growth).

The revenues of enterprises in the communication sector amounted to
121 bln 58 mln drams or over 395 mln 847 thousand USD (without VAT)
in current prices in January-September 2008, increasing by 11.3%
in comparable prices on the same period of last year.

YEREVAN, NOVEMBER 4, NOYAN TAPAN. Art is said to be a reflection of
life, but it does not mean that television serials should present all
those "ugly phenomena" that exist in today’s everyday life. Whereas,
as actress Hasmik Ter-Karapetian said during the November 3 debate
with poetess, publicist Marine Petrosian, the Armenian serials shown
on various television channels are only about street life with horrible
jargon and cannot play any educational role.

She considered the demonstration of such serials on television
as unacceptable because it is first of all teenagers who watch
them. "I am against these serials. In my opinion, any broadcast
program should be supervised as society copies a lot from serials,
shows and entertainment programs," H. Ter-Karapetian said.

According to her, many actors told her that they appear in serials
mostly in order to earn money.

Unlike her, M. Petrosian belives that serials are important today. In
her words, "The Trap" and "Topsy-Turvers" shown by "Shant" TV
company are quite successful ones. According to her, people can
learn many things from the indicated serials because they reflect
the reality. "The Armenian serials present part of the truth of our
life. If they are not demonstrated, no scintilla of truth will remain
on television and it will turn into something false and disgusting
like marmalade," M. Petrosian underlined.

Nevertheless, both participants in the debate expressed a hope that
a growth in the number of serials will contribute to their higher
quality, and a serious creative competition will emerge.

presidential elections, the Obama-Biden campaign reaffirmed its
commitment to Armenian Genocide recognition and a strong U.S-Armenia
relationship, the Armenian National Committee of America (ANCA)

A statement titled "Barack Obama: Supporting U.S.-Armenia Relations,"
relayed to Armenians for Obama Chairman Areen Ibranossian as well
as the ANCA, affirms that "The Armenian Genocide, carried out by
the Ottoman Empire from 1915 to1923, resulted in the deportation of
nearly 2 million Armenians, and approximately 1.5 million of those
deported were killed. Barack Obama believes we must recognize this
tragic reality and strongly supports a U.S.-Armenian relationship that
advances our common security and strengthens Armenian democracy." The
statement goes on to note "Barack Obama strongly supports passage of
the Armenian Genocide Resolution (H.Res.106 and S.Res.106) and will
recognize the Armenian Genocide."

"The ANCA welcomes further reaffirmation of Barack Obama’s strong
commitment to issues of concern to the Armenian American community,
including proper recognition of the Armenian Genocide and fostering a
strong U.S.-Armenia relationship," stated ANCA Executive Director Aram
Hamparian. "ANCA chapters and activists across the U.S. will continue,
in these last days, to work hard for the Obama-Biden ticket and the
candidacies of the large number of Senators and Representatives who
have supported Armenian American concerns."

The Obama-Biden statement comes amid a flurry of reports in the Turkish
press regarding a meeting that supposedly took place over the last
several days between a senior Turkish official, Ahmet Davutoglu, and
a representative of the Obama-Biden Campaign, after which Davutoglu
called into question Obama’s commitment to this core human rights
issue. Last week, the ANCA formalized its longstanding support for
Barack Obama with an official endorsement of the Obama-Biden campaign
for the Presidency of the United States. The ANCA had first endorsed
Sen. Obama in January, 2008, leading up to the critical super-Tuesday
primary elections.

OOK, an Azeri nongovernmental organization campaigning for the
liberation of the Karabakh region, has called on the Azeri authorities
to bar Russia from participating in the Karabakh negotiations, OOK
said in a statement released on Monday.

"Russia’s military intervention in Georgia’s affairs and steps taken
by Russia to restore its supremacy in the region pose a danger for the
fate of Karabakh," the statement said.

Therefore, "we should not let the initiative in the Karabakh
settlement process pass over to Russia and should totally refuse from
this country’s mediation," it said.

Moreover, the organization has urged to reject the mediation mission
of the OSCE (Organization for Security and Cooperation in Europe)
Minsk Group and suggested the use of a United Nations format as an
alternative.

OOK has also urged that parliamentary hearings be held on the Karabakh
issue to publish the content of all talks on the conflict resolution
that have been held up until now.

OOK has called on the country’s authorities to renounce the idea of
holding any kind of vote in Nagorno-Karabakh concerning its status and
on whether any peacekeeping forces should be deployed in the conflict
zone. The statement also points to the need to prepare the public and
the state for a military operation to free the occupied territories.

play a leading role in the region, panellists agreed. Even while
it pursues its candidacy for the European Union, Turkey has been
successfully strengthening its ties with other regional groups.

As an example of Turkey’s strategic position for corporations,
moderator Alparslan Korkmaz, President, Investment Support and
Promotion Agency of Turkey (ISPAT), Turkey, noted that international
companies use it as a base for running operations in up to 90 other
countries. Microsoft, for example, manages its operations in 80 other
countries out of Turkey. Within a radius of four hours by plane from
Turkey, there is a market of 1.3 billion consumers, he noted.

Ali Babacan, Minister of Foreign Affairs and Chief Negotiator of
Turkey, said everybody defines Turkey as something different. For
some it is the most European point of Asia, for others the most Asian
point of Europe. It is at a "geographical crossroad," he said. The
country’s diplomatic efforts are getting more and more attention
worldwide. Turkey is as a "balancing power". This, together with its
economic and political reforms, helped it win election recently to
the UN Security Council, he noted.

The minister told the participants that there are good signs that
long-running disputes between Turkey and Armenia, and Armenia and
Azerbaijan can be resolved, opening up the prospect of a new more
positive geopolitical situation in the region. "These two tracks could
move fast because there is good political will," he said. "Imagine
a region in which you have totally new relations between Azerbaijan
and Armenia, and Armenia and Turkey. The consequences for trade,
for communications, for transport, for energy and the opportunities
are huge, so we will do our best to normalize the situation as soon
as possible," he said.

The recent crisis in Georgia has increased the incentive for countries
of the Caucasian region to improve ties, Babacan said. Turkey proposed
the creation of a five-state forum to include Russia, Georgia,
Azerbaijan, Armenia and Turkey to discuss regional concerns. The
response has been positive, although Georgia is insisting that Russian
troops withdraw first from all its territory, the minister said. This
is an example of how Turkey is seeking to use its special position
in the region to contribute to stability and peace across the region
and beyond," Babacan said.

Jean Lemierre, Senior Adviser to the Chairman, BNP Paribas Group,
France, said that Paribas is very optimistic about the outlook for
Turkey: "We speak in very positive terms of investment in Turkey. We
see a very positive market."

Ali Y. Koc, President, Koc Information Technology Group, Koc Holding,
Turkey; Young Global Leader, said that Turkey has all the ingredients
to be a regional powerhouse. It has shown that it is willing to be
a "broker of peace" in the region. But as far as the economy goes,
it needs to do more to strengthen its competitiveness.

Ibrahim S. Dabdoub, Group Chief Executive Officer, National Bank of
Kuwait, Kuwait, and Chair of the Arab Business Council, noted that the
Gulf Cooperation Council (GCC) is going through changes brought about
by the world economic crisis, but even if the oil price falls to US$
50 a barrel it will still have a lot to invest. "The GCC is looking
at Turkey very positively," he said. "This is the time when you can
attract foreign direct investment from the GCC," he declared. The
declining influence of the US will also create an environment in
which Turkey can play a bigger leadership role, he added.

For Ahmet C. Dörduncu, Chief Executive Officer, Haci Omer Sabanci
Holding, Turkey, the magic word is "interdependence". Countries
are looking for sustainable, secure energy prices and supply, he
said. Turkey is not only a corridor it is also a growing market
in itself. Turkey could be a source of hydroelectric power for
Europe. "This could be of enormous potential, especially if the grid
is connected to Europe," he said.

Key point: Turkey is strategically placed to play a growing economic
and political role in the Caucasus region and elsewhere.

Legislative and policy frameworks regulating religious organizations
in Armenia were the focus of an OSCE-supported roundtable discussion
held in Yerevan today.

Representatives of state bodies, the Armenian Apostolic Holy
Church, different religious and national minority communities and
non-governmental organizations shared their views on the relationship
between the state and religious organizations, highlighting the role
of religion in society. They also discussed matters of state policy
and practice in the area of freedom of thought, conscience, religion
or belief, and presented their views on the need to amend legislation
regulating this sphere.

Ms. Silvia Pogolsa, Human Rights Officer at the OSCE Office in Yerevan
said: "Religious tolerance helps support peace not only for the state,
but also for the whole region. We hope that this roundtable discussion
will contribute to the promotion of religious tolerance in Armenia
and will have its impact on legislative and policy improvements,
with the involvement of all stakeholders."

Stepan Danielyan, Chairman of the Collaboration for Democracy Centre
NGO, added that one of the aims of the roundtable discussion was to
facilitate the dialogue between the state, Armenian Apostolic Holy
Church and various religious organizations on the topic of religion
in a modern state and society.

The event was organized by the Collaboration for Democracy Centre NGO,
with the support of the OSCE Office in Yerevan.

Russian presidents planned to be held on the initiative of Russian
President Dmitry Medvedev can give a renewed impetus to the process
of negotiations on the settlement of Nagorno Karabakh conflict,"
said Armenian Foreign Minister Edward Nalbandian while commenting on
the Moscow meeting scheduled for November 2.

He said Armenia welcomed Russian President’s initiative and attached
great importance to the proposal.

"We hope this meeting will offer new opportunities to activate the

its defense budget tenfold. The events in South Ossetia had a cold
shower effect on the Azerbaijani leaders, making them stop their

The European Union will praise President Abdullah Gul for his
conciliatory role in politics but criticize the government for not
presenting a comprehensive reform plan despite its repeated commitments
to the EU reform process.

In an annual progress report due to be released on Nov. 5 the European
Union Commission also complains the military still continued to state
opinions on political and foreign policy issues that go beyond its
remit and similarly criticized senior members of the judiciary who
made statements that can raise questions on their future impartiality.

The EU report praised President Gul for playing a conciliatory role
between political actors and his active participation in foreign policy
making, noting his landmark visit to Armenia in September with a view
to normalize relations with this estranged neighbor.

On the government, however, the report’s tone was tougher, complaining
that, although it expressed commitment to the reforms, it has not
put forward "a consistent and comprehensive program of reforms"
to bring Turkey closer to the EU. It also complained of "lack of
dialogue and spirit of compromise between the main political parties"
and added that the closure cases against the Justice and Development
Party (AK Party) and the Democratic Society Party (DTP) affected to
a considerable extent the work of Parliament.

"A new impetus now needs to be given to reform in order to strengthen
democracy and human rights," the report said.

It noted that the government has proposed to draft a new constitution
to expand civil freedoms but added that no draft has been presented
to the public and that no timetable has been set for discussion.

The report mentioned a closure case against the ruling AK Party and
the pro-Kurdish DTP. A chief prosecutor applied to the Constitutional
Court seeking in separate cases the closure of the AK Party on charges
of becoming a "focal point for anti-secular activities" and of the DTP
on charges of engaging in activities against the unity and integrity
of the country. The court narrowly ruled not to close the AK Party
in July, while the case against the DTP is still pending.

The EU said the court decision not to close the AK Party helped avert
a serious political crisis and "should provide fresh opportunities to
restore dialogue and spirit of compromise between political parties."

The report also touched on an investigation into a shadowy network
believed to have plotted to sow chaos in preparation for a military
coup. It took note of complaints during the course of the investigation
"regarding the insufficient safeguarding of the rights of defense
and excessive duration of detention without indictment."

On civilian oversight of military, the EU said the government exerted
control over the military in the context of cross-border operations
against the outlawed Kurdistan Workers’ Party (PKK) in northern Iraq
but complained that the armed forces have continued to exert influence
on politics through a series of formal and informal ways. "Senior
members of the armed forces have expressed their opinion on domestic
and foreign policy issues going beyond their remit, including on
Cyprus, the Southeast, secularism and other non-military developments,"
the draft report said.

It further said that laws granting wide room for maneuver to the
military by providing a broad definition of the national security,
namely the Turkish Armed Forces (TSK) Internal Service Law and Law on
the National Security Council (MGK), have not been changed. Similarly,
the 1997 EMASYA secret protocol on security, public order and
assistance units remains in force unchanged, the report said,
allowing the "military operations to be carried out for internal
security matters under certain conditions without a request from the
civilian authorities."

The draft report noted that an internal military memorandum leaked
to the press identified NGOs that have received financial assistance
from foreign organizations including the EU and that the memorandum
has not been denied by the military.

Contrary to last year, the report did not mention a military
classification of media institutions that results in effective
exclusion of certain newspapers and television stations from military
news sources.

The progress report expresses concern over the impartiality of the
judiciary as well. "On some occasions, senior members of the judiciary
made public political comments which may compromise their impartiality
in future cases," said the draft document. It noted the transfer to
a military court of a civil case involving army officers accused of
attacking a local bookstore in the southeastern town of Å~^emdinli.

On corruption, it complained of limited progress and said corruption
remains a widespread issue.

Regarding torture, the report noted that Justice Minister Mehmet Ali
Å~^ahin publicly apologized after death of leftist activist Engin
Ceber following torture in detention, but complained that impunity for
human rights violations still remains a concern. According to the EU,
"There have been limited efforts as regards the prevention of torture
and ill-treatment."

The report noted changes to the Article 301 of the Turkish Penal
Code (TCK), which the EU said restricts freedom of expression, but
complained that the wording still remains largely the same and that
the revised form, which requires prior authorization from the justice
minister to open cases on the basis of Article 301, raises concerns
that the article will be subject to political considerations. Articles
215, 216 and 217 of the TCK and the Anti-Terror Law were also mentioned
as sources of concern for freedom of expression.

The EU raised frequent bans on popular Internet sites as well,
saying they are "disproportionate in scope and duration." Ban on
video sharing site YouTube was cited in particular.

On religious freedoms, the EU highlighted a government initiative to
reach out to Alevis but said the initiative was not followed through on
and that the Alevis continue to face the same problems as before. It
also complained of compulsory religious classes in schools, saying
this was not the case before the entry into force of the current
Constitution, drafted by a military regime.

Praise for Turkey’s regional role

In addition to criticism, the EU report also noted that Turkey’s
importance to the EU has increased in the areas of energy, and regional
security and conflict prevention in the Caucasus. The EU reforms, it
said, makes Turkey "a stronger force for stability" in the volatile
region, which witnessed a Russian-Georgian war over the breakaway
region of South Ossetia in August.

It said Turkey had played a "constructive role" in the Caucasus and
the Middle East by proposing a Caucasus cooperation platform after
the August crisis; by mediating peace talks between Israel and Syria;
and by starting dialogue with Armenia with President Gul’s visit
in September.

The US supports the initiative of Moscow to hold a trilateral meeting
between the Presidents of Armenia, Azerbaijan and Russia, Press
Secretary of the US Department of State Sean McCormack said Wednesday.

On November 2 the President of the Republic of Armenia Serzh Sargsyan
and the President of the Republic of Azerbaijan Ilham Aliyev will
hold a meeting in Moscow with participation of the President of the
Russian Federation Dmitry Medvedev.

"We have been working long towards the solution of that issue. The
OSCE Minsk Group has been functioning for many years. We hope that this
initiative will succeed. We are closely watching it," McCormack said.
