RUSSIAN PEDAGOGUES STUDY ARMENIAN EXPERIENCE OF INCLUSIVE EDUCATION

A group of teachers from two Moscow schools has been in Yerevan for
four days. They came to study the Armenian experience of inclusive
education at Number 27 School after Derenik Demirchyan. Today the
Armenian and Russian teachers shared their impressions and came up
with proposals.

Olga Morociaya, director of Number 518 School in Moscow, said their
school has started a similar project. "I hope the Armenian teachers
will visit us one day," she said underscoring the importance of
exchange of experience. She said the cornerstone of success for
inclusive education is the willingness of a teacher.

Inclusive education is financed by the state and is implemented in
5 schools of the Armenian capital.

Several Armenian NGOs went out to a demonstration on April 13th
demanding a second regional language status for the Armenian
language. The Law about the appointment of the officials who are
fluent in Georgian had been continuously broken, announced the
representatives of the NGO-s. Besides of the above mentioned the
demonstrators demanded to simplify the visa regime with Russia,
return the Armenian directors to the Armenian schools and to carry
on the legal procedures in Armenian.

As the governor of the Samtskhe-Javakhk region declared the
demonstration had not been allowed but the municipality let the
demonstrators finish their action.

assistance to the demonstration.

Senator Hillary Clinton and Senate majority leader Harry Reid
cosponsor the Armenian Genocide Resolution, ANCA told ArmInfo. "We’re
very gratified that two prominent national leaders – Hillary Clinton
and Harry Reid – agreed today to join with a growing number of their
Senate colleagues in supporting the passage of the Armenian Genocide
Resolution," said ANCA Executive Director Aram Hamparian.

"As the growth in cosponsors demonstrates, this anti- genocide measure
clearly enjoys the support of a broad, bipartisan majority in both
houses of Congress." In a powerful speech today on the Senate floor,
Senator Bararba Boxer, a long-standing and energetic champion of
Armenian Genocide recognition, stressed that she is "proud to be an
original co- sponsor of Senator Richard Durbin’s Senate Resolution
106. The California legislator, speaking to her Senate colleagues,
argued forcefully that, "We must recognize the genocide because
it’s the right thing to do. We must recognize the Armenian Genocide
to help shed light on the darkness and move toward a more humane
world." Last week, during remarks at a Washington, DC breakfast for
Illinois constituents, Senator Barak Obama, fielded a question from
ANCA Eastern U.S. Executive Director Karine Birazian about his support
for the Armenian Genocide Resolution.

In his response, he explained to the audience the basic facts about
the Genocide and promised to give careful consideration to cosponsoring
the measure.

Senator Obama serves on the Foreign Relations Committee and is among
the top contenders for the 2008 Democratic Presidential nomination. His
remarks can be viewed on YouTube: The increase in Senate and House
support for the Armenian Genocide resolutions follows an intensive
two-day Capitol Hill advocacy program in March, organized by the ANCA
and the Genocide Intervention Network, dedicated to ending the cycle
of genocide. Over 100 anti-genocide advocates from across the United
States participated in the grassroots campaign, reaching out to all
535 Senate and House offices.

The Washington, DC component of the program was followed by local
activist meetings in Congressional districts across the U.S. during
the recently-concluded two-week April district work period. Armenian
American grassroots efforts are being opposed by successive waves
of Turkish parliamentary delegations who are seeking to convince
Representatives and Senators to reject Armenian Genocide recognition
by threatening a break in U.S.-Turkey relations. This week’s six-member
Turkish lobby team included former Turkish Ambassador to the U.S. Sukru
Elekdag, and former Ambassador to Germany Onur Oymen.

States as Co-Chairs of the Global Initiative on the struggle against
attacks with nuclear terrorism about her approval of the Statement
on the principals of this Initiative. The Global Initiative was
announced by Russian and U.S. Presidents during the G8 Summit in
Saint Petersburg.

>>From that time on two meeting have been organized with the
participation of initial member countries of the Initiative and the G8
states – Australia, Turkey, China, Kazakhstan and Morocco. At the first
meeting in Rabat in October 2006 founding documents of the Initiative
were approved by participants – Statement on Principals and Regulations
on Realization and Assessment. At the second meeting in February in
Ankara the working schedule for 2007-2008 was coordinated. After
the meeting in Ankara Georgia, Ukraine, Palau, Israel, Macedonia,
Cambodia and Romania have already joined the Initiative.

"Russian MFA welcomes RA’s decision on joining the Global Initiative
and expects Armenia will make a significant contribution to the
realization of the initiative. Russia also hopes other states in the
world, which share Initiative’s common goals and actively adhere to
the struggle against nuclear terrorism, will also join the Initiative,"

Samvel Danielyan, chief architect of Yerevan, says many apply with
a request to build an office, hotel or places of entertainment in
downtown Yerevan. "When we suggest to build in other places, they
get hurt," Danielyan said. Therefore, the municipal authorities have
decided to build a new business center south-west part of Yerevan,
which is somewhere near U.S. embassy, right wing of Hrazdan River
and Noragavit community.

Paskevich Hill is also in the same community where the municipal
authorities plan to build a monument dedicated to Armenian-Russian
friendship. Danielyan said. The chief architect said hotels, places
of entertainment, restaurants and embassies will be built in the area.

US Assistant Secretary of State for Europe and Eurasia, Daniel Fried,
answered questions of mass media representatives at "round table"
meeting held in Washington within the frames of program on exchange
of journalists.

Asked "What can you say in connection with blockade of Armenia?",
diplomat said: Republic of Armenia is not in blockade. Its road
through Georgia is open. Armenia’s alleged statement on no-go and
isolation from the world is not real.

Asked about his relation to the fact of occupation of 20% of
Azerbaijani territories by Armenia, D. Fried declared that he would
be brief. He said: We can speak of Nagorni Garabagh hourly. The
main point is to achieve regulation of the conflict. Nagorni Garabgh
conflict should be regulated peacefully. OSCE Minsk Group co-chairs
are active in assisting Armenia and Azerbaijan to find ways of
solving the problem. We hope that this year success will be achieved
in regulation of the conflict. We are actively working with France
and Russia in this connection and we have achieved some progress and
hope for achievement of desirable results this year.

Azerbaijan undertook some positive steps in the field of democracy.

However, we hold that much still have to be done. Azerbaijan has many
opportunities for further development and achievement of democratic
future. I hope that these opportunities will be duly used.

The first two days of RA President Robert Kocharyan’s three-day visit
to Egypt were saturated. Arriving in Cairo on April 14, Robert
Kocharyan headed for the Egyptian President’s Office, where the
official welcome ceremony took place. A discussion on bilateral
cooperation, a number of regional, international and economic issues
was launched during the meeting of Presidents Robert Kocharyan and
Hosni Mubarak. Among the issues discussed were the developments in the
Middle East region. At Hosni Mubarak’s request, RA President presented
the current state of settlement of the Nagorno Karabakh conflict. `We
have rather similar approaches on a number of issues, and it’s obvious
that our Foreign Ministers can cooperate more actively on these
issues,’ said Robert Kocharyan.

Later President Kocharyan met with the Secretary General of the Arab
League Dr. Umro Musa and Ambassadors of the Arab League member states.
`When the Armenian nation was subjected to genocide in the Ottoman
Turkey, the Arab states were the first to offer help, providing asylum
and rendering necessary assistance to hundreds of thousands of
people. The Armenian nation will never forget the attitude of the Arab
people, RA President said. During the meeting with the Ambassadors of
the Arab League member states, Mr. Kocharyan also turned to the
foreign policy of Armenia, economic peculiarities and priorities,
cultural cooperation and the process of settlement of the Karabakh
issue. In regard to the latter, Robert Kocharyan highly appreciated
the mediating efforts of the OSCE, simultaneously noting that the
process is hindered by the resolutions adopted in different
structures. Through the Ambassadors he called on the governments of
the Arab League states to refrain from joining the resolutions having
nothing to do with the process of settlement of the Karabakh issue.

On April 15 RA President Robert Kocharyan laid wreaths of flowers at
the memorials to the Unknown Soldier and the tomb of ex-President of
Egypt Anvar Sadat. Later the President left for Al Azhar where he met
with Grand Sheikh Said Tantawi.

Eight cooperation agreements were signed after the meeting of RA
President Robert Kocharyan and the Prime Minister of Egypt Ahmad
Nazif. The same day RA President met with the Speaker of the National
Assembly of Egypt, Dr. Ahmed Fathy Sorour. Issues related to regional
and bilateral cooperation were discussed during the meeting.

Mr. Kocharyan gave an interview to the MENA news agency. A number of
events took place simultaneously with RA President’s meetings and
visits. In particular, on April 15 the monument symbolizing the
friendship of Armenian and Egyptian peoples was festively opened in
the yard of the National Opera and Ballet Theatre of Cairo. The
Armenian National Theatre of Opera and Ballet after Alexander
Spendiaryan presented `Gayane’ ballet. The latter will give another
performance in Alexandria.

WESTERN STATES

–ANCA-WR BUILDs support for armenian genocide resolutions H. Res. 106
and S. Res. 106

LOS ANGELES, CA – The Armenian National Committee of America – Western
Region (ANCA-WR) continues in its efforts to build and increase support
for H. Res. 106 and S. Res. 106, the Armenian Genocide Resolutions.
Dubbed "Project Outreach Western Region – POWER", the ANCA-WR office has
been mobilizing ANC chapters and Armenian American communities
throughout the western United States.

The recess saw key cosponsorship gains in the form of Congressman Duncan
Hunter (R-CA-52) who is the ranking member of the Armed Services
Committee, and Congressman Dave Reichert (R-WA-08) who serves in a
leadership role on the Committee for Homeland Security and is the
ranking member of the Subcommittee on Intelligence, Information Sharing
and Terrorism Risk Assessment.

"The support of the offices of Rep. Hunter and Rep. Reichert demonstrate
that recognition of the Armenian Genocide is a broad bipartisan effort,"
stated ANCA-WR Executive Director Andrew Kzirian. "Additionally, it is
interesting to note that the Turkish lobby’s exaggerations and empty
threats of potential national security dangers, already immoral and
unbecoming of an ‘ally’, are not taken seriously," he added.

"As the two week Congressional recess comes to a close today, we reflect
on the advocacy efforts that have spread throughout the Western United
States," remarked Haig Hovsepian, Community Relations Director of the
ANCA-WR. "We expect cosponsorship support to grow steadily until these
resolutions are called to a vote in the United States Congress," he
added.

PM Escapes Permanent Demonstrators in Civilized Manner

PRIME MINISTER ESCAPES PERMANENT DEMONSTRATORS IN CIVILIZED MANNER

Today Prime Minister Serge Sargsyan received several groups, who
constantly stage a demonstration in front of the building of the
Government. Residents of sales zone and pilots, who have not received
wages, were in the demonstrators. Three delegates were selected from
each group to meet with the prime minister. It should be noted that TV
companies have shot the meeting of the prime minister and the
citizens.

The `messenger’, who had come from the office of the premier, had
hande over to the demonstrator pilots the time and the place of the
meeting, who, first of all, on behalf of Serge Sargsyan, had
congratulated the pilots on the professional holiday. The prime
minister has not promised anything concrete. For example, he said to
the pilots that he will concern the problem on the payment of the
wages after the parliamentary elections, and more exactly, after May
15. The pilots have agreed.

To our question `Are they going to continue their demonstrations in
front of the government every Thursday?’ one of the pilots answered:
`Now we don’t have moral right to do that’.
