VIENNA, MAY 3, NOYAN TAPAN. The crisis that arose in the process of
presidential elections is an internal political problem of Turkey, and
Turkey should solve it on its own. The Austrian Foreign Minister Ursula
Plassnik stated this during an interview to the weekly "News". "Turkey
does not need external pressure and proposals but it is necessary
that Turkey patiently wait for solution of this problem."

The statement made by the general staff of the Turkish armed forces,
according to Ursula Plassnik, shows that there is quite a confused
situation which should be regulated. "I say once again that Turkey
itself should solve its internal problems and decide by what path
and at what rate to progress. We as EU members are linked to European
values and we would like Turkey to be also linked to these values. For
this reason we follow closely the developments in Turkey and the army’s
role and have repearedly made critical remarks on these developments,"
the Austrain FM said.

Today the Armenian Journalists House hosted Armen Ashotyan, a member
of the Republican Party of Armenia, who spoke about pre-election
developments.

He classified the existing political forces into four groups; political
spacemen, "who are out of the reality and are not willing to descend
from the heaven," kamikazes, "who pursue one goal in the political
"race" and become tools in others’ hands.

Self-arson and political suicide are means for a group of people to
smooth their path. One suchlike kamikazes group is intended to explode
the Republican Party. The third stratification includes people who
"play on the piano keyboards"; they are engaged in populism and direct
the situation in their favor and are on the heavy side of the scale.

To the forth group are classified those who regret for their lost
chances and setbacks."

Party’s decision to quit the election race a right one.

"Provided the party had 15-20 per cent votes, it wouldn’t have quitted
the struggle. If the party is unable to return to political arena in
2008, we shall have a new force in the liberal front. "

The general meeting of the "INGO Armenia" insurance company’s
shareholders took a decision to capitalize the profit earned in 2006
and bring the authorized capital to 598 mln AMD ($1 675 thsd). The
"INGO Armenia" remains an absolute leader in the Armenian insurance
market by the capitalization level.

Levon Altounyan, the head of the "INGO Armenia", told ArmInfo
correspondent that the conceptual decision to direct the company’s
earned profit to the authorized capital was taken 4 years ago, when
75% of the company’s shares were purchased by "Ingosstrakh", one of
the largest Russian insurance companies.

According to the results of 2006, the company’s net profit totalled
50 mln AMD. By the shareholders’ decision, 45 mln of this amount are
to be spent on r aising the capitalization level.

L.Altounyan emphasized that the shareholders’ meeting positively
estimated the implementation of the company’s business plan and decided
to continue reinforcing the leading positions in the market, deepening
the introduction of retail products, development of infrastructure
of insurance services, including the sphere of medical insurance and
personnel training.

To note, according to the Ranking of the leading insurance companies
prepared by the Agency of Rating Marketing Information (ArmInfo),
the "INGO Armenia" holds the leading positions in the sphere of
property insurance, automobile insurance, medical insurance, liability
insurance. As of the beginning of 2007, the company held the second
place by the volume of premiums (699.2 mln AMD) and insurance indemnity
(707.2 mln), the fourth place by the level of earned profit (58.4
mln). The company has lately put on the insurance market the Center
for Family Medicine and the School for Insurers which has already
trained 10 specialists.

The police have prevented a brawl between visitors of the Russian
University of People’s friendship, city police spokesman Viktor
Biryukov told Itar-Tass.

"There was an attempt of brawl between Azerbaijanis and Armenians,
but policemen and OMON servicemen standing guard near the university
prevented it," he said.

Five suspects were detained, and a non-lethal weapon was seized from
one of them.

One person was injured and received medical aid right on the spot,
he said.

"All is quiet on the university premises, and the police are in
control," he said.

The reporter of the KarabakhOpen visited today together with the
representatives of the City Hall of Stepanakert and Water and Sewage
the dormitory at 120 Alex Manoogian Street. Our readers perhaps
remember reports in the media a few months ago on the epidemic of
yellow fever at the dormitory.

The reporters who had visited the five-storey building during the
epidemic were amazed by the awful state of sanitation at the dormitory
which has over 300 residents, half of them children. There are two
lavatories on each floor.

The building smells humidity from the worn pierced pipes and the
leaking roof. Children in every family have serious problems with
lungs. The basement is flooded withwater, the walls are covered with
mould, and people are mad of living in such conditions.

The residents of the dormitory, which was built in the 1960s for
the workers of the silk factory, demanded that the government solve
their problem of housing. "We deserve a better home," says Mania,
who has lived at the dormitory for 46 years, all her life.

The state and non-governmental media unanimously demanded solving
the problem of the dormitory. After these reports the government
set up a commission which decided after a study to allocate funds
for the repair of the roof and the lavatories of the dormitories
at 120 and 121 Alex Manoogian. Now the repair of the roof is over,
part of the lavatories of the dormitory were also repaired. Today the
opening of five lavatories took place. The residents are satisfied,
but Arev Mikaelyan, a resident, said this is not a solution of the
problem. "How long are we going to live in such conditions? Yes,
after the repair it will be more clean and comfortable. But we wait
until we get apartments.

They promised to provide the new building near the incubator but they
say the apartments are for sale," said Arev Mikaelyan.

"On these days the repair of the other five lavatories will start. The
problem will be solved gradually. If the building is not humid,
the health of the residents will improve," said Irina Khurshudyan,
a senior official of the City Hall.

"The state of the building was awful. Everything shines now. Now it
is up to the residents to keep it clean. We also provided mirrors
and hangers," said Vania Gasparyan, the president of the contractor.

We are happy that after our signal of alarm the government took steps
to relieve the problems of the residents.

with the local officials to exact the terms of arrival of the Azeri

countries by its tourism competitiveness index, yielding only to two
CIS countries – Georgia (66th place) and Russia (68th place). This is
said in the first report on Armenia’s tourism competitiveness, which
was published by the research center "Economy and Values" in April.

The center director Manuk Hergnian informed NT correspondent that
the report contains information mainly based on the data of the
Global Competitiveness Report. The report on Armenia’s tourism
competitiveness also contains data of the RA National Statistical
Service, the International Civil Aviation Organization, UNESCO and
other international organizations.

According to the report, the subtotal of tourism business environment
and tourism infrastructures had a negative impact on Armenia’s position
– Armenia is in 96th place. Whereas in terms of the tourism regulating
field and the human, cultural and natural resources, Armenia is in
65th and 62nd places respectively.

the country cannot be solved and the external dangers cannot be
resisted until the power is formed of people’s own free will. Shavarsh
Kocharian, Chairman of National Democratic Party (NDP), stated at the
April 27 press conference. "With May 12 elections we are obliged to
finally overcome the "tradition" shameful for our country, according
to which the power is not formed by the people, therefore it does
not serve the people," he said.

In his words, the rumors about people’s passivity spread by the
authorities do not correspond to reality. S. Kocharian said that
according to the results of NDP’s surveys, the number of those who wish
to take part in the elections is increasing day by day. He also denied
the opinion that the results of elections are predetermined. "Those
who spread rumors about elections’ being predetermined strive or
involuntarily contribute to the situation when everything in the
country remains the same," S. Kocharian said.

"We are discussing different opportunities for organizing the recurrent
meeting of the Presidents of Armenia and Azerbaijan," Russian Co-Chair
of the OSCE Minsk Group Yuri Merzlyakov told "Novosti Azerbaijan,"
commenting on RA President Robert Kocharyan’s statement that "the
Co-Chairs are currently organizing the meeting which will be probably
held in Saint Petersburg on May 10."

"We are trying to organize the meetings in those places where the two
Presidents are supposed to be simultaneously. Such variants are not
many. The opportunity of organizing the meeting in Saint Petersburg
is the first among the variants I know," he underlined.

In Merzlyakov’s words, "now everything depends on whether the two
Presidents will be there and whether they will be ready for the
meeting.
