«NATIONAL GALLERY» INTERNATIONAL FESTIVAL IN SEPTEMBER

In his talk with Panorama.am correspondent festival founder Mariam
Shahinyan informed about the `National Gallery’ third musical festival
to kick off in Yerevan from September 20 to 30. She mentioned about
seven concerts named `RETURN’ to be held within the frameworks of the
festival. As regards to M.Shahinyan’ words 10 Armenian musicians
composing in the Diaspora will participate in the festival. The name
`RETURN’ is symbolizes the return of Armenian composers from five
European countries. Musician Levon Muradyan will arrive to Armenia
from Portugal and Karen Harutyunyan from Belgium. Musicians from
France , Germany and Spain will also participate in the festival.

To her compared with the previous festivals held only at the National
Gallery of Armenia , the 3rd festival will be held in different
concert halls, among them Aram Khachatryan hall,Chamber Music Hall
named after Komitas and more. SSSR people’s artist and composer Edward
Mirzoyan will be the festival fine arts council chair. Among the
council are composer Tigran Mansuryan , National Gallery Director
Paravon Mirzoyan, pianist Svetlana Navasardyan and choirmaster Aram
Gharabekyan and some others. The first phase of this year’s festival
took place from April 20 to June 20. Famous Italian `Prometeo’
quartet, prominent violoncellist Denis Zhdanov from Berlin, Armenian
born in London Alexander Chaushyan played with the `Narekatsi’ Art
Union chamber music group. The `National Gallery’ festival has started
to work since 2005. The festival is supported by the Ministry of
Culture and Youth with the help of the `ARMENIA’ Pan-Armenian Fund.

In the beginning of today’s sitting of the court on the case
of Zhirair Sefilyan, Vardan Malkhasyan and Vahan Haroyan, the
defendants’ attorneys tried to achieve improvement of journalists’
working conditions.

"By request of journalists, who cover the trial, I ask to order the
Police employees to free the first row benches and give them to Mass
Media representatives ", V. Malkhasyan’s attorney Mushegh Shushanyan
said addressing to the judge Mnatsakan Martirosyan. He also asked
to install microphones in the hall as the audience has difficulty in
hearing the speeches of the parties and accused. The judge Martirosyan
responded that installation of microphones in the hall is impossible
at present. "As for the issue of the first two rows of branches, the
order is determined by the presiding judge, and I will leave it as it
is. If journalists have problems, let them address the press-service
of the Court of Cassation", M. Martirosyan said.

To note, in fact, representatives of Mass Media, who cover the
trial, have problems with fulfillment of their professional duties
as audibility in the hall is rather low and it is difficult to carry
out a Dictaphone recording.

Conference On It Sector Development To Be Held In Yerevan

CONFERENCE ON IT SECTOR DEVELOPMENT TO BE HELD IN YEREVAN

YEREVAN, July 10. /ARKA/. A conference "Importance of introducing
and protecting copyright to software and Armenian fonts for further
development of the IT sector" is to be held in Yerevan on July 11,
2007.

The Council for Promotion of IT Development reports that the rapid
development of the IT sector encounters a number of problems, such
as protection of copyright, elaboration and introduction of Armenian
fonts for Unicode in office work, design and elaboration of web-sites,
as well as problems in other spheres.

The Council reports that the problem of IT development involves the
cultural sphere as well. Many spheres – book printing, art, design,
architecture, tourism film production, TV development – cannot be
imagined without information technologies.

"The maintenance and development of Armenian fonts must mainly be
considered in the context of historical development of cultural
heritage, modern application and further development," the Council
says.

The goal of the conference is a comprehensive study of the obstacles
to IT development related to Armenian fonts. The conference intends
to propose ways of resolving the problems to government bodies.

The conference has been organized by the RA Ministry of Culture,
National Chamber of Literature of Armenia, Microsoft office in Armenia
and the Council for Council for Promotion of IT Development.

NKR Presidential nominee, ex director of NKR National Security Service
Bako Sahakian met with Karabagh students and youth within the frames
of his electoral campaign on Monday.

In the course of the meeting Sahakian stated his pre-electoral campaign
was theoretically grounded and would be realized within 5 years,
Novosti-Armenia agency reports.

Answering the questions concerning negative phenomena taking place at
legislative organs and in the sphere of health care, Sahakian noted
the problems were not of mass nature, however, such facts should
be eradicated.

Speaking of NKR foreign policy and liberated territories, NKR
Presidential nominee stated Nagorno-Karabagh authorities had a strict
stand on the issue, and the course adopted by the President would
be followed.

"Karabagh party has repeatedly spoken of its stand and it will not
deny its independence", B. Sahakian stated.

To note, current presidential elections will be held in the
Nagorno-Karabagh Republic July 19, 2007.

NKR CEC has registered five presidential nominees – ex director of
NKR National Security Service Bako Sahakian, Deputy FM Masis Mailian,
a deputy of National Assembly Armen Abgarian, a lecturer of Artsakh
State University Professor Vania Avanesian and Karabagh Communist
party leader Hrant Melkoumian.

France To Present EU Policy In Armenia Soon

France will present the EU policy in Armenia within a year and a half,
French Ambassador to Armenia Serge Smessov told a press conference.

In his words, the EU policy in Armenia will be presented by France,
since there are no representatives of Portugal and Slovenia in Armenia,
who will subsequently assume EU presidency after France. "Thus,
in July 2008 France will assume the responsibilities of a country
representing the EU on foreign policy and common security issues,"
the French Ambassador noted.

He added that the French Embassy in Armenia will inform the Armenian
society and authorities about decisions and statements of the EU on
the region, especially Armenia. "We realize that the current stage is
a very important one for Armenia in the relations with the European
Union, especially in the framework of the European New Neighborhood
Policy," he added. Serge Smessov also informed that the European
Commission is implementing a regional project aimed at involving the
three countries of the South Caucasus in transport and energy projects.

Viken Berberian’s "Das Kapital" finds high art against the unlikely
backdrop of the world of hedge funds

Review

BEIRUT: What happens when a writer of highly intelligent literary
fiction goes to spend a year working for a hedge fund in New York?

Does he get a taste of the dark side? Drop his ambitions to craft
austere, evocative novels as useless and financially unstable? Cash in
his art for more bankable currency? If the writer is Viken Berberian,
then the answer is no. To the contrary, Berberian turned his time
at a hedge fund – among other experiences racked up over a four-year
period of research, travel, writing and rewriting in New York, Paris
and Marseilles – into a cogent, provocative and entertaining new novel,
"Das Kapital: A Novel of Love and Money Markets."

Berberian was born in Beirut to an Armenian family. He left Lebanon
late in 1975, grew up in Los Angeles, studied for a time in New York
and worked as a writer straddling the seemingly distant realms of
art and finance. His father, however, remained in Beirut due to work
obligations. He was killed in a politically motivated shooting in 1986.

Perhaps inevitably, Berberian’s debut novel, "The Cyclist," delved into
political violence in the Middle East. Published in 2002, it crawled
into the head space of a suicide bomber who is bent on blowing up
a seaside hotel in Beirut. Part of a shadowy London-based terrorist
group, he is assigned the job of blasting the building not by car or
truck laden with explosives but by posing as a serious cyclist and
riding his bike straight into it with a bomb on his back.

For all the drama of the plot, "The Cyclist" folded a brash, stylish
and pensive missive on food, love and longing in the Levant into a
spare book of just 190 pages. It was neither autobiographical nor
opportunistic – it was published after the attacks of September 11,
2001, but written before. It marked the arrival of a dazzling literary
stylist.

The genius of the novel was the fact that Berberian never gave
his readers enough information to place his characters – not their
religious affiliations, political allegiances, national identities,
nothing. Their motives couldn’t be assumed or justified along
biographical lines. They were both caught in and the cause of a nasty
crucible of ideas and actions, where the vapors of political causes
and belief systems had long been cooked away.

Berberian’s follow-up leaves the specificities of Lebanon –
of reconstruction-era Beirut and its perpetually suspect inner
workings – and takes up the equally murky world of global finance in
the so-called "age of terror." If you want to get to the heart of
terrorism, it has been argued, chuck ideology and follow the money
instead. The three central characters in Berberian’s second novel –
two of them deliberately, one of them unwittingly – take this so
far they spin it around, orchestrating terrorist attacks and other
man-made catastrophes to drive financial markets into free fall,
and profit handsomely from their tumbling.

"Das Kapital" is, as the title would suggest, both an homage and
a ruthlessly funny take-down of Karl Marx’s exhaustive, unfinished
analysis of the capitalist system. At the core of Berberian’s treatise
is a love triangle. On one side is Wayne, son of a bridge builder
and a day trader with a hedge fund called Empiricus Kapital who
bets against the market and adheres to a theory of deterministic
disaster. On another side is the Corsican, son of a Situationist
International member and a tree-hugger who, until recently, cut
down trees for a living. On the final side is Alix, daughter of a
train conductor and an architecture student in Marseilles who has a
predilection for Sufi aphorisms and hopping around on the roofs of
buildings. Wayne’s ideology is naked self interest; the Corsican’s
is a love of nature he has directly corrupted with his labor; Alix’s
beliefs are a hazier, more humanist affair.

Unlike "The Cyclist," "Das Kapital" is awash in detail – the decor of
Wayne’s loft (a hollow set piece replete with an Ingo Maurer lamp and
a "pliable plastic bookcase inspired more by itself than by the ideas
that it held"), the Bloomberg news retrieval system perched on the desk
in his office, the Rothko poster celebrating the Industrial Revolution
on one wall, the reworked quotation from Marx emblazoned on another.

Yet Berberian continues the craft of obfuscation he began in "The
Cyclist." He weights information by recycling it but leaves readers
to calculate meaning. Wayne shorted shares in the paper company the
Corsican worked for, essentially causing the Corsican to lose his
job. The Corsican, in turn, shows up at Wayne’s office and offers his
services. Corisca was Napoleon’s birthplace, and it boasted the world’s
only island company churning out corrugated cardboard – these facts,
repeated, pulse with relevance.

Due to his Situationist upbringing, the Corsican’s expertise isn’t
really trees at all but spectacles – the Tokyo Stock Exchange blown
to bits, an explosion on a cruise liner in the Mediterranean basin
at a time when several of the world’s most powerful billionaires are
on board, a man who rushes Gordon Brown on the steps of the Bank of
England, gives him a bear hug and detonates a belly-strapped device –
"a staggering operation [of] fatalistic splendor," a blast "followed by
a warm gust of body parts and debris, confusion compressed, reality
untangled, unraveled, reordered."

The hinge is Alix, who sleeps with both men and passes architectural
drawings between them, seemingly unaware of their purpose. She is,
in many respects, the most real, and least caricatured, of all. And
she represents another wild card that can not be predicted or planned
for, falling in love, which complicates things for both Wayne and
the Corsican.

"Das Kapital" captures and tweaks financial lingo with hilarious
panache. Wayne reduces a Sorbonne-educated philosophy student to tears
with a simple problem-solver. A cab driver appears out of nowhere to
comment on Marx, tragedy, money and time.

Some of the wordplay takes the text, meta-style, outside the plot
to comment on the craft at hand. On meeting the Corsican, Wayne
tells him: "Science is something we encourage here at Empiricus. We
do not look for verifications but rather crucial tests. We are avid
readers here. Everything we can get our hands on, except for literary
fiction. It has no basis in mathematical reality. It is messy,
imprecise, difficult to disprove. Are you with me?"

There are more than a few similarities between Empiricus Kapital and
Empirica Capital, the hedge fund of Nassim Nicholas Taleb. Originally
from Amion, Taleb’s family fell from wealth with the drastic
devaluation of the Lebanese lira. In addition to being a specialist in
financial mathematics and the finer points of stochastic volatility,
Taleb is also an essayist, a philosopher of "randomness" and an
"epistemologist of chance."

He has turned his theory of the black swan – the always-there potential
of rare, high-impact and totally unexpected events – into a literary
bestseller.

Taleb and Berberian came to the writing of books from opposite
angles. But both suggest that the esoteric machinations of global
finance offer up surprisingly sexy material for literary pursuits.

Berberian’s "Das Kapital" will thrill Che memorabilia-toting neophyte
leftists and budding arch capitalists alike. And to its credit,
once seduced, the novel won’t let either of them off the hook easily.

YEREVAN, JULY 9, NOYAN TAPAN. The All Armenian Youth International
Conference has a historical, political, and cognitive significance,
as it pursues the goal of uniting the Armenian youth spread throughout
the world.

Hranush Hakobian, the Chairwoman of the RA National Assembly Standing
Committee of Science, Education, Culture, Youth and Sports Affairs,
said in her interview to Noyan Tapan correspondent, evaluating the
significance of the conference, which started on July 9.

She said that for the Armenian youth, it will be easier to unite
through creation of professional groups in Armenia and in the
Diaspora. In the RA deputy’s words, young people of different
specialities should be involved in those groups. They will have a
possibility not only to develop their professional abilities, but
also to establish close interpersonal contacts.

H. Hakobian said that an All Armenian website should be created,
which will also give organization possibilities to representatives
of Armenian communities living in different countries. For instance,
in H. Hakobian’s words, if all Armenian actions are initiated, the
respective appeal will be placed on the website.

during the investigation launched against the "Union of Movement of
Patriotic Forces."

Some information on assault of the Turkish Court of Appeals was
also clarified.

Taner Unal, the arrested leader of the union, said the assault on
the Court of Appeals was organized by retired captain Muzafer Tekin.

The investigation showed that during a phone conversation the union
members mentioned Hrant Dink’s name.

Vehbi Shanly, the leader’s assistant and some Necat Mete were speaking
on the phone a day before Dink’s slaying.

Turkish media made the conversation public. "Hello, any
news?" "Hello. Everything is ok." "Is it our friends to kill this man
yesterday?" "Yes, our friends. Were they found?" "No, don’t worry,
they were not found."

In May 2006 Alparslan Aslan has committed an assault on the Court of
Appeals. As result, one judge was killed, four wounded, Yerkir reports.

YEREVAN, JULY 6, NOYAN TAPAN. The conclusion concerning the absence
of posthumous injuries, as well as the origin of injuries inflicted
on the body of Levon Gulian, does not affirm the official version
of the police in any way. This statement was made at the July 4
press conference by Hrair Ghukasian, the representative of the legal
successor of Levon Gulian, who died in the building of the Criminal
Investigation of the Police under unknown circumstances.

It should be mentioned that, according to the version of the
police, Levon Gulian tried to escape by jumping from the window,
fell down and died as a result of the fall, that is to say, it was
an accident. However, Hrair Ghukasian did not exclude the possibility
of murder or suicide.

The lawyer mentioned that, according to the conclusion of the forensic
examination of the body of Levon Gulian, which was conducted by foreign
experts, the bruise and scratch under the left eye, as well as a number
of bruises and scratches on the hands and feet of the aggrieved could
be a result of the influence of another force, which preceded the fall:
for example, it could be punches or blows with other subjects.

According to the finger-print investigation, only three of the
finger-prints taken from inside and outside of the window (from
where, according to the police, Levon Gulian jumped) belonged to
L. Gulian. As for the other finger-prints discovered on that window,
they belong to a person, who has not been revealed by the investigation
as yet. The finger-prints of Levon Gulian were not found on the two
tubes either: according to the version of the police, Levon Gulian
tried to jump down by taking hold of a tube, but beating against this
tube he fell to the ground. According to the conclusion of the complex
fibre and forensic-chemical investigation, micro-particles of soot,
concrete, and plaster, as well as traces of yellow paint and rust
(one of the above-mentioned tubes was painted yellow, the other one
was not painted, it was rusty) were not found in the contents under
the finger nails of the hands and clothes of Levon Gulian.

The aggrieved party expects that the preliminary investigation body
will answer the question of whose activities or inactions gave rise
to the fact that Levon Gulian was limited in freedom and submitted to
violence, as well as under what circumstances he died. "It is a fact
that a number of illegal measures were taken against Levon Gulian from
May 10 to 12: limitation of freedom, violence, as well as many others,
and he was brought to the RA Police station without any legal bases
and died under very strange circumstances," the representative of
the legal successor of the aggrieved party said.

of 0:1 on July 2. The following results were recorded for the other
matches of the stage: Kilikia – Shirak 1:4, and Gandzasar – Pyunik 0:1.
The Ararat – Banants match has been postponed.
