ArmInfo. Real estate prices were not risen artificially, Armenian
President Robert Kocharyan told journalists today.

He also added that four years ago land in Armenia was underestimated.

According to the president, today resident of central part of Yerevan
is not a poor person, as even if he is jobless, he has an opportunity
to start his own business taking credit from a bank and giving his
real estate as a pawn.

The president said that welfare of the country is also estimated by
real estate prices and by the size of salary.

To note, the annual growth of prices for a square meter of the Yerevan
apartments and houses amounted to 34%.

/PanARMENIAN.Net/ The OSCE Chairman-in-Office, Spanish Foreign Minister
Miguel Angel Moratinos, met the Co-chairs of the Minsk Group, which
negotiates with the governments of Armenia and Azerbaijan a possible
solution to the Nagorno Karabakh conflict.

The statement issued by the Spanish OSCE Chairmanship says:

"The Co-chairs informed the Minister about current developments on the
peace process, which is becoming increasingly complicated due to the
upcoming electoral processes in Armenia and Azerbaijan in 2008. They
agreed that, in light of these circumstances, the governments of
Armenia and Azerbaijan should not refer to the conflict in ways that
might worsen the situation, and that could potentially endanger the
progress achieved so far.

"The Co-Chairs keep the OSCE regularly informed about their
activities. This is the third time the Co-Chairs have met the OSCE
Chairman-in-Office in Madrid.

"Minister Moratinos has been actively supporting the endeavors of the
Minsk Group. He has met many times with the Armenian and Azerbaijani
Presidents and their respective ministers. Last June, as the OSCE
Chairman-in-Office, Minister Moratinos paid official visits to both
Armenia and Azerbaijan.

"In 1992, at a conference in the capital of Belarus, the OSCE created
the Minsk Group to mediate in the conflict and to call for a peace
conference. In 1995, in the face of negotiation delays, the group
designated the United States, France and Russia to co-chair the Minsk
Group, and negotiate a solution for the conflict and the future Nagorno
Karabakh Statute with the Azerbaijani and Armenian Governments."

In 2008 the government assigned 2 billion 240 million drams for the
health sector, said Prime Minister Ara Harutiunyan during the meeting
with medical workers yesterday.

According to the minister of finance Spartak Tevosyan, next year
medicine subsidy will increase by 90 million drams from this year’s
56 million drams. The salaries of health workers will also rise by
20 percent.

Government will also boost funds for free medical services from 800
million to 1 billion 158 million drams.

New Translation Of French Play To Debut

Nov. 6–A new translation of a classic 17th century French play will
debut Nov. 14 at Gardner-Webb University in Boiling Springs.

"Martyr!" is based on Pierre Corneille’s neoclassical tragedy
"Polyeucte." The new translation is by Scot Lahaie, assistant professor
and director of theater, and Ute Lahaie, associate professor of
French and German in the Department of World Languages and Literature
at Gardner-Webb.

The last translation of the play, which is about the founding of the
Armenian church, was in 1957.

The play will premier at 7:30 p.m. in the Dover Theater. Shows
on Nov. 15, 16 and 17 will also begin at 7:30 p.m. with a 2:30
p.m. matinee on Nov. 18.

Bulgaria’s Foreign Minister Sergey Stanishev declared in Baku
that Bulgaria stands for the peaceful settlement of the Karabakh
conflict. He noted that "any unsolved conflict can have a negative
influence on the multifaceted development of the region."

"I’m, informed about the negotiation process on the Karabakh conflict
settlement, which proceeds with mediation of the OSCE Minsk Group, and
I know that some positive results have been achieved," Mr. Stanishev
said, adding that "when solving such a conflict it is necessary to
take into consideration that agreement between the conflicting sides
will enhance the economic and social development of the region."

An epidemic office is established in NK against swine African
plague. The epidemic was found in the regions Askeran and Martakert,
but some outbreaks were found in the capital, too. Grisha Baghinyan,
the head of foodstuff security and veterinary state inspectorate
of the Ministry of Agronomy announced about the epidemic today. NKR
government affirmed to take measures to prevent the future development
of the epidemic. The first alarm about the swine African plague the
inspectorate got on October 26. It is known that today in Armenia
there exist 19 breeding ground of disease: 13 in the region Lory and
6 in the region Tavush. 5500 swine were annihilated in Lory and Tavush
to limit the development of the plague.

An opposition TV Kavkasia went off the air shortly after Imedi TV
also went off the air this evening.

Unlike Imedi TV, Kavkasia is a small television covering only the

Following his recent visit to Armenia, Council of Europe Secretary
General Terry Davis today made the following statement:

"There can be no genuine democracy without freedom of expression,
and there can be no genuine freedom of expression without journalists
who respect the professional and ethical standards of their profession.

The media coverage of my recent visit was very extensive, but
unfortunately some of it was not accurate. Of course, Armenian
journalists are entitled to disagree or criticize my views on issues
such as Nagorno Karabakh, but I object strongly to being misquoted
and misinterpreted.

Several newspapers have claimed that I compared the recent elections
in Nagorno Karabakh to a gay pride march. This is simply untrue
and complete nonsense. I was making the point that my position on
the territorial integrity of Council of Europe member states and
consequently the legal status of Nagorno Karabakh is well-known,
consistent and clear.

The fact that I do not react every time some elections take place in
Nagorno Karabakh, does not mean that I have changed my position on
their lack of validity and legitimacy. I drew a parallel with the
increasingly frequent restrictions of freedom of expression by gay
and lesbian communities in several European countries. The fact that
I do not always react when a mayor bans a gay pride march does not
mean that I have changed my clear, well-known and consistent position
that such restrictions violate the European Convention on Human Rights.

One newspaper has suggested that I was offended by the fact that I did
not meet President Kocharyan. That is also untrue. I was informed in
advance and fully understood the reason for which it was impossible
to organize such a meeting.

I am very satisfied with the results of my visit in Armenia and the
frank discussions I had with my interlocutors. We may not always
agree, but what is important is that we listen to each other and
respect each other’s views."
