"CHESS GIANTS YEREVAN 2008" STARTED

"Chess Giants Yerevan 2008" international competition started. Before
the official opening of the competition the participants and the Prime
Minister and the Minister of Sport and Youth Affairs of Armenia visited
the monument named after famous Armenian chess player Tigran Petrosyan
and put a wreath commemorating him. After, Prime Minister Tigran
Sargsyan greeted the guests and the participants of the competition.

Remind: nine chess players are taking part in the competition Gabriel
Sargsyan, Alexander Morozevich, Bou Sian Chzin, Levon Aronyan,
Vladimir Hakobyan, Peter Leco, Boris Gelfand, and Michael Adams. The
referee of the competition is Ashot Vardanyan, who is high ranking
FIDE international referee.

Today at 18:00 the competition starts. Every day two rounds will be
held. The competition will last till 15 June. The total fund of the
competition is 262 thousands dollars.

Interview with the NKR President Bako Sahakyan

Nagorno-Karabakh Republic is de facto the most stable among the
unrecognized countries of the CIS, postures as an independent side
of the conflict and insists on direct talks with Azerbaijan, said the
president of NKR Bako Sahakyan in an interview with the correspondent
of RBK Daily Victor Yadukh.

Are Armenia and Nagorno-Karabakh ready to discuss the issue of
the status quo of certain liberated territories which are outside
the administrative borders of the former Soviet autonomy of
Nagorno-Karabakh?

Armenia is an independent country. It negotiates with Azerbaijan
proceeding from its independence and interests. However, there
is the main side of the conflict, the independent Republic of
Nagorno-Karabakh. From the point of view of the same priorities of
Azerbaijan, Armenia and other independent states. We and Armenia are
integrated, we have a common economic sphere, common currency. It does
not affect our independence. We respect the opinion of our people who
declared themselves independent, adopted the Constitution last year,
we honor the attributes of our government. And before expressing our
stance from the point of view of one issue or another, we must have
the possibility to participate in the talks.

Are you for three-party talks or for separate talks NKR-Azerbaijan
and Armenia-Azerbaijan?

We do not focus on the number of participants of the talks. But as
long as Azerbaijan does not negotiate with us, all the other formats
will be ineffective.

What is your attitude to the military preparation of Azerbaijan and
the statements on the inevitability of a new war?

Militarization and the militaristic rhetoric of Azerbaijan have no
psychological influence on us. The use of force will cause innumerable
victims on both sides but will not resolve the Karabakh issue. First
of all, the balance of forces in the region is effective. Second,
the armed force of our country is able to counter to the aggression
of Azerbaijan. In case of necessity, the military actions will move
deep into its territory. In case of aggression we will act so because
enlarging the area of security will be the only way of guaranteeing
peace for our people.

In Yerevan statements on the possibility of territorial compromise
in the talks for Karabakh were made.

With the current behavior of Azerbaijan the notion of compromise
becomes impossible. We are convinced of one thing – the issue cannot
be solved unilaterally. The point is whether Azerbaijan honors the
right of Nagorno-Karabakh for self-determination. For the time being,
Azerbaijan regularly makes threats to our country, they threaten to
raze us to the ground, Karabakh and the people of Karabakh. In such
conditions, the notion of compromise itself is unacceptable.

Azerbaijan considers the possibility of joint use of the corridor of
Lachin which connects Karabakh and Armenia, on the condition that it
will be an indivisible part of Azerbaijan. What is your attitude to
such proposals?

Azerbaijan has not offered such requests or proposals to
Nagorno-Karabakh Republic. I would like to note that without
the current strategic importance of the region of Kashatagh the
administrative center of which is Berdzor (former Lachin – RBK Daily)
it will be impossible to guarantee the security and progressive
development of Nagorno-Karabakh Republic as an independent state.

Do you think the return of Azerbaijani refugees to Nagorno-Karabakh
is possible?

The government of our country does not rule out the return of the
Azerbaijani refugees to Karabakh. However, we are convinced that before
the political solution of the issue it is impossible. Thoughtless
actions may lead this contingent of refugees to other tragic
consequences. It is also necessary to synchronize the issue of the
Azerbaijani refugees with the issue of the Armenian refugees. Today,
however, it is viewed unilaterally.

Naturally, it does not satisfy us.

In Azerbaijan they say the government of NKR has settled 25 thousand
people in Lachin and Kelbadjar and 30 percent of settlers have
allegedly left those regions. What is happening there in reality? What
is the demographic policy of NKR in the liberated territories?

The majority of the population of these regions is refugees from the
region of Shahumyan of NKR, North Artsakh, as well as different parts
of former Soviet Azerbaijan. They lost everything and settled down
here, returned to normal life. Refugees and internally displaced
persons are one of the most vulnerable layers of the society, and
the attitude toward them is special, independent from where they live.

Is the Kosovo model of recognition of independence acceptable for you?

>From the legal point of view, the international recognition of Kosovo
is a precedent. We do not link directly the recognition of independence
of Kosovo and the recognition of independence of Karabakh. However,
if the recognition of Kosovo may help the recognition of Karabakh,
we will certainly welcome.

In NKR the signs of a social state are obvious, which are not
typical of the post-Soviet space: benefits to mothers and newlyweds,
subsidy for mortgage loan, considerable assignments to education and
health. How does the NKR government dare to make such expenditure in
such a complicated political and economic situation?

Article 1.1 of our Constitution notes that Nagorno-Karabakh Republic
is a sovereign, democratic, legal and social state. And one of the
best indices of a social state is socially secure citizens. So we
are implementing what the basic law of our country requires.

What is your attitude to the market where the NKR economy and its
main partners are developing?

Quite normal. The world practice showed that market economy and social
state are interdependent categories. The existence and continuous
development of the social sphere has a positive effect on the rate
of growth of the economy. The more socially secure people are, the
more optimistic about future they are.

The people of Karabakh often speak about the mental and psychological
difference from most compatriots in Armenia. According to you, Karabakh
owes to the "genetic component of people" for stability and security.

What do you mean?

Our people are normally law-abiding, assiduous and optimistic. These
qualities have considerable influence on the stability and security
of our state.

What is your expectation from Russia? Are we satisfied with the role
which it has in the OSCE Minsk Group?

In the fragile world in which we live Russia has a great contribution,
especially in the first stage of signing of the agreement. Naturally
we want and we do not hide it that Russia plays a great influence on
the settlement and our conflict and other similar conflicts. Because
Russia also bears historical responsibility for what is happening in
the region. However, it is a global problem, and such countries as
the United States, France, England are also responsible for what is
happening in the South Caucasus. In addition, they naturally pursue
their interests, which I think is also normal.

In your opinion, are the degrees of responsibility of Russia, the
United States and France for the fate of the region comparable?

Today they can be comparable but the degree of historical
responsibility of Russia is more than that of the United States of
America. Because when we had relations with Russia, the United States
did not exist yet.

In Saint Petersburg the first meeting of the presidents of Armenia
and Azerbaijan took place. The only result was the commitment to
continue the OSCE Minsk Group-mediated talks.

Before the meeting, as usual, the sides made some statements, outlining
their stance. In particular, Azerbaijan "confirmed" that the "bias" for
a military settlement of the conflicts is becoming more tangible. And
Armenia underlined that it denies proposals which doubt the right of
Karabakh for self-determination.

The experts say the stance of Azerbaijan is clear, recently Baku
stated on top level that the settlement of the problem is viewed in
the context of the territorial integrity of Azerbaijan. The stance
of Armenia is more complicated. Armenia insists on three issues:
Karabakh cannot be subject to Azerbaijan, land communication between
NKR and Armenia, and international guarantees of security of the
people of Karabakh. These statements may carry various contents,
experts say. And if in the good sense this "uncertainty" gives Armenia
room to maneuver, in case of a tough stance of Azerbaijan this room
is confined to Armenia’s own half of the field. In addition, this
half is becoming smaller all the time.

On Sunday the representatives of the Karabakh-based NGOs and government
agencies took part in a discussion at Stepanakert Resource Center
on the challenges and possibilities of popular democracy, trying
to find out how and why the tactics of Azerbaijan regarding the
settlement changes.

Evidently, since the recognition of Kosovo Azerbaijan has been
using every means to create a negative image of Karabakh which is
unable to exist without Armenia. Azerbaijan does not spare Armenia
either, trying to prove that it cannot support Karabakh. The entire
information and propaganda resource of Baku is employed now to instill
several primitive but essential stereotypes in the consciousness of
the international community – Armenia is an aggressor, Karabakh is a
militarized uncontrollable territory with drug trafficking and other
phenomena. To diplomats and people who are engaged in politics and
political science, the aims and methods of work of the propaganda
machine of Azerbaijan are so clear you can look through them.

However, multiple repetition of the same idea is perceived as a fact
some time later.

This is what happened in the information sphere around the settlement
of Karabakh. In Karabakh they say: "We won the war, now let them
think". Outside Karabakh they say something else. And even in Armenia
there are no clearly defined foreign political priorities. In an effort
to define them, most diplomats look to the "international community".

Even in a narrow Armenian circle many fear to talk about their
own interests. Any "tolerant" theory is immediately defined as
defensive. Hence, not only diplomatic mistakes are justified but also
efforts which pose threat to the entire system of national security.

Such a policy continues. It is possible that the "promise of the new
minister of foreign affairs of Armenia Edward Nalbandyan will conduct
a more proactive policy, change something in the current situation."

ARMEN HARUTYUNIAN: OBJECTIONS OF PROSECUTOR’S OFFICE AND JUSTICE MINISTRY TO OMBUDSMAM’S REPORT PUT FORWARD NEW QUESTIONS

YEREVAN, JUNE 6, NOYAN TAPAN. Instead of getting answers to the
questions of concern to the society, which were raised in his report,
the RA Ombudsman met objections of the RA prosecutor general’s
office and the ministry of justice. These objections did not remove
the concerns relating the questions in the report, instead, they put
forward new questions, the RA Ombudsman Armen Harutyunian said at the
June 5 parliamentary hearings on his special public report on the
presidential election and postelection developments in Armenia. In
his words, the objections of the prosecutor’s office and the justice
ministry are full of distortions, and the authors of the objections
have repeatedly perverted the contents of his report, trying to avoid
answering the questions of the report by means of distracting stresses.

"Changing the form of the report’s questions, sometimes also developing
these questions, the authors of the objections raise questions not
reflected in the report and give detailed answers to them, thus
creating an illusion of reasonable objection".

The RA Ombudsman said that his report neither made any hint at nor
questioned knowledge and professionalism of a state body or official,
whereas both the texts of objections of the prosecutor’s office and
the justice minister and the television speches of representatives
of these departments contained a number of expressions which had
elements of personal insult and cast doubt on professional knowledge
and skills of the ombudsman.

"The style of these objections is directed against pluralism and
speech freedom, and the Armenian society is now facing an alternative:
either to develop in the direction of strengthening democratic values
and institutions or go along the path of strengthening or maintaining
the authoritarian tendencies of power, thus deepening the existing
barrier between the authorities and the majority of the society," the
ombudsman stated. In his opinion, the objections are reminiscent of
the best years of the Soviet Union: "it is a clash of world outlook
and mentality, and for this reason there was total intolerance –
instead of healthy discussion – in opposition to the report".

According to A. Harutyunian, they found in their archives a number
of applications of the first ombudsperson Larisa Alaverdian to the RA
prosecutor general, and several times the answer was: "You exceed your
powers". "The prosecutor’s office seems to have formed a precedent that
if omudsman puts a point-blank question, they certainly act in this
way," the Ombudsman said, asking by what authority the prosecutor’s
office makes accusations against the ombudsman.

A. Harutyunian did not accept the criticism that the Ombudsman did
not base his report on official sources, "they forget that ombudsman
is the only official who is obliged to be guided by unofficial
sources, otherwise, the Ombudsman will just represent on official
version". A. Harutyunian explained that the whole meaning of the
institution of omudsman is being an intermediary of the society and
authorities, the ombudsman officializes the questions that exist in
society and have not been answered.

"Azerbaijan’s allegations that the captives are officers of the
Armenian special forces are absurd", said Armenian Defense Minister
Seyran Oganyan at a press conference in Yerevan.

He said Armenia can also say that Azerbaijani captives also intended
to commit diversion. Oganyan noted that due work is carried out for the
settlement of this issue and the soonest liberation of the captives.

"Being head of the State Commission on issues of hostages, captives
and missing people, during a meeting with head of the International
Committee of the Red Cross delegation in Armenia I asked him to take
actions for return of our citizens".

The Defense Minister informed that Azerbaijani side initially voiced
readiness to return the captives, but later they changed their mind
and started to linger the term of the return. In turn, the Minister
voiced confidence that captives will be returned.

Authorities in the Russian seaside resort of Anapa, Krasnodar region,
have opened a criminal case into the publication of nationalistic
materials on a local Internet forum.

The case was opened on charges of instigating hatred or enmity and
humiliating human dignity in connection with the publication of
nationalistic materials on the Kuban.ru forum following a complaint
by the Presumptsia human rights committee, the regional investigative
department said in a statement on Monday.

"The linguistic analysis of the above materials shows that they
contain lexical, semantic and syntactic elements of humiliating
character towards persons of Armenian descent," the statement says.

Charles Aznavour Arrives In Stepanakert

On June 4 Charles Aznavour, the renowned performer, will meet with
the audience of Stepanakert on the Square of Rebirth. The famous
singer and actor will also visit the culture and sports center in
the capital of Karabakh.

Aznavour arrived in Armenia on June 2 with his wife, daughter and
grandson.

Last time the singer was in Armenia in 2006 which was the year of
France in Armenia. Charles Aznavour told reporters that every time
he visits his historical homeland he has a feeling of great joy. The
singer said he was told that his museum will be opened in Yerevan
and he hopes to see it.

Charles Aznavour lives in France but never forgets about his Armenian
origin. In 1988 after the earthquake in Armenia which took tens of
thousands of life, he set up the charity association Aznavour for
Armenia which provided aid to the victims of the disaster.

Aznavour composed the song "For You Armenia" and performed it with
90 other French singers and actors, and sold 2 million copies of
the record.

On this money a number of houses and schools were built in the area
of the disaster. The singer continues to provide assistance to Armenia.

Charles Aznavour has composed 1000 songs, acted in 60 films and sold
over 100 million recordings. According to a survey by the Time and CNN
(1998), Anavour is the best performer of the 20th century.

RA Prime Minister Tigran Sargsyan today received the Ambassador
Extraordinary and Plenipotentiary of India to Armenia Rina Ponsley.

Noting that the Armenian-Indian relations and friendly ties have
deep historical roots and good traditions, the parties underlined
that these should now be reinforced through searching for new spheres
of cooperation.

In this context, the interlocutors attached importance to the
continuation of the mutual visits of high-level delegations. Tigran
Sargsyan highly appreciated the cooperation between the two countries
on the international arena, India’s assistance to Armenia within the
framework of the UN.

>From the perspective of deepening of ties between the two countries
and expansion of cooperation, the interlocutors underlined the
importance of the activity of the Armenian-Indian Intergovernmental
Cooperation Commission, the recurrent sitting of which is planned to
be held in Yerevan at the end of the year. Among the priority fields
of cooperation, the parties pointed to information technologies,
healthcare, tourism, jewelry, science, education and culture.

During the meeting the Armenian Prime Minister and the Indian
Ambassador turned to issues of organization of an Armenian-Indian
business forum in Deli, which will, most probably, take place in
autumn of the current year.

Attaching importance to the development of business ties between
Armenia and India, Tigran Sargsyan expressed the willingness of the
Armenian Government to maximally support the program.

The parties attached importance to the deepening of cooperation between
the two capitals – Yerevan and Deli. They said to be appreciative of
the fact that the Mayor of Yerevan is going to visit India.

Addressing the "Caspian Oil, Gas, Oil Refining and Oil Chemistry"
international conference, US Co-Chair of the OSCE Minsk Group
Matthew Bryza noted that this year is important for Azerbaijan from
the perspective of continuation of the peace talks on the Karabakh
conflict settlement. He said that the aim of the meeting between
Serzh Sargsyan and Ilham Aliyev in Saint Petersburg is to assist the
familiarization of the Presidents of Armenia and Azerbaijan and the
establishment of trust between them.

"As for Nagorno Karabakh, there are many disputes on how the United
States and the other co-chair countries approach the issue, whether
they recognize the territorial integrity of Azerbaijan or not. We
recognize territorial integrity as a legal principle, but there are
several political aspects here, which are not considered legal,"
Bryza said. According to him, "these principles must find solution
this year." "
