"My car is a serious political prisoner. It refuses to give testimony
and doesn’t need a barrister," Leader of "Hanrapetutiun" (Republic)
Party Aram Sarkissian said to A1+.

Aram Sarkissian was speaking of his green Jeep which had been taken
to a penalty area during the pre-election campaign, after a January
28 motor race organised by the opposition. Actually, the car belongs
to Vazgen Sarkissian. The car has been in the area ever since.

Asked why the car is not returned to the owner, Aram Sarkissian said:
"The car is considered material evidence. The main material evidence –
tents were being taken down on March 1 while cars are kept as material
evidence. My car behaves like a real gentleman. It is ready to stand
at the area much longer for the sake of justice and freedom."

Similarities Between Bin Laden And Enver Pasha

There is much evidence to suggest that one of Osama bin Laden’s
leading heroes is Ismail Enver, known in the West as Enver Pasha, the
militant Turkish leader who lived between 1881 and 1922. The records
clearly speak for themselves and as bin Laden has been protected
by the Taliban, it was Enver Pasha who was defended and harbored by
the Basmachis.

Both bin Laden and Enver Pasha were born to wealthy families. Enver
Pasha’s links with foreign powers hostile to the United States and
Britain were underlined when he was sent to Berlin before World War
I. He sympathized with the German cause and did his best to forge
ties between Germany and the Ottoman Empire. There were in fact past
links with the Prussians and the Turks going back to the 1840s. Four
decades later, German officers acted as advisers to the Ottoman army
in the aftermath of the Russo-Turkish War.

Enver Pasha’s allegiance to Germany was evidenced when he allowed
two German warships to enter the Dardanelles when they were being
pursued by the British Navy. Britain eventually declared war on the
Ottoman Empire on Nov.

5, 1914. Enver Pasha actively pursued a career in government and
within the army whereas, bin Laden, reflecting the modern trend
toward terrorism worked behind the scenes; yet both leaders exercised
considerable authority in the ruthless pursuits of their aims.

Even so the Washington Post claimed that Osama bin Laden was present
during the Battle of Tora Bora. But he shows no reliance on the
conventional war apparatus and he does not even have, as has been
thought, a tightly knit organization with a coherent military command
structure.

Hostilities toward the Russians conjure up even more
similarities. Enver Pasha engaged in a series strategic attacks on
the Russians, but was seriously defeated at the Battle of Sarıkamıs
in December-January 1914-1915.

He had ignored the harsh land and weather conditions, and Enver Pasha’s
army of around 90,000 soldiers was repelled by Russian force and Enver
Pasha’s troops suffered huge losses of life in the subsequent retreat.

Bin Laden’s fight with the Soviet Union is also well documented. When
they invaded Afghanistan in 1979, he joined a resistance movement as
did many other Muslims, and he was heralded a hero in 1989 when the
Soviets withdrew their forces.

Enver Pasha understandably met a worse fate and he was dismissed as
war minister in October 1918 and soon fled into exile, a position
not unlike that of bin Laden. In 1919 Enver Pasha was tried, even
though he was not present at the hearing, by a Turkish court and
condemned to death, mainly for plunging his country into war without
a legitimate reason.

The fate of bin Laden lies in the balance, and indeed many question
whether he is still alive but the parallels seemingly end here as it
is unlikely that bin Laden, as did Enver Pasha, seek to ally himself
with the Russians.

Enver Pasha wanted the Russian government to repel the British and in
1918 he showed much sympathy for the communists. He tried to form a
secret society that would entail Russian military support for Turkey
but his efforts failed. Later Enver Pasha became embroiled in leading a
small group of local Muslims who attempted to overthrow the pro-Moscow
Bolshevik regimes in an uprising known as the Basmachi Revolt. Enver
Pasha became the rebels’ leader. In 1922 the Red Army launched an
attack on Enver Pasha’s men and in the course of action he was killed.

There is little doubt that Enver Pasha is to bin Laden what Sir Winston
Churchill was to Margaret Thatcher. Enver Pasha did in fact meet
Winston Churchill in 1910 but he decided to side with the military
support of the German Army. Under the direction of Mullah Muhammad
Omar, the Taliban command a very strict interpretation of Islamic law;
the Basmachis, or Muslim guerrillas, were Islamic traditionalists
who were opposed to the cultural imperialism of Russia.

The Armenian genocide of 1915-16 was supposedly ordered by Enver
Pasha; correspondingly and in a similar fashion bin Laden is the
alleged originator, as indicted by the United States federal court,
of the 1998 U.S.

embassy bombings in Dar es Salaam, Tanzania and Nairobi, Kenya. Bin
Laden has also claimed responsibility for the Sept. 11, 2001 attacks
on the World Trade Center.

Armenian President Serzh Sargsyan is departing for Moscow on a formal
2-day visit today.

Serzh Sargsyan will meet with his Russian counterpart Dmitry Medvedev,
Prime Minister Vladimir Putin, Federation Council Chairman Sergei
Mironov and State Duma Speaker Boris Gryzlov.

The Armenian President is also expected to lay a wreath to the Unknown
Soldier’s Tomb and meet with representatives of the Armenian community.

RA President Signed Decree On Government Structure

signed a law on structure of the RA government, the RA leader’s press
office reported.

According to the law, the Armenian government includes 18 ministries.

YEREVAN, June 23. /ARKA/. The Central Bank of Armenia (CBA) plans to
focus attention on the protection of rights of users of financial
services. The CBA intends to implement large-scale measures, CBA
Chairman Artur Javadyan told reporters.

"We will compile special reference guides and brochures to inform users
of their rights and duties," Javadyan stated at an annual meeting of
the Union of Banks of Armenia.

According to him, the CBA plans to elaborate and introduce effective
mechanisms of considering customers’ complaints. Special attention
will be paid to raising customers’ financial awareness," he said.

Javadyan pointed out that the CBA involves various consumer protection
NGOs.

In this context, Head of the Association of Consumers of Armenia Armen
Poghosyan stressed the importance of considering consumers’ complaints.

He said that this must be a trilateral process.

"Clients and representatives of banks and of consumer protection
organizations must be involved in the process," Poghosyan said.

NCI Explores Armenian MPs as political prisoners

Yerevan–Today, the National Citizens’ Initiative (NCI) convened a
public hearing to examine the issue of Armenian parliament members as
political prisoners and the legal basis for their imprisonment. The
meeting brought together MPs, social and political activists, NGO
officials, attorneys, analysts, and media representatives.

In her intervention, Heritage Party MP and civil rights lawyer Zaruhi
Postanjian looked at the Armenian prosecutor general’s recent petition
to revoke the immunities of Parliamenterians Sasun Mikaelian, Miasnik
Malkhasian, Hakob Hakobian, and Khachatur Sukiasian and to place them
under arrest. Postanjian stated that the MPs were taken into custody
unlawfully. She argued that the petition lacked substantial evidence.
In her view, this formal request lacked any documentation proving that
these parliament members would have hindered the preliminary
investigation. "It was under these circumstances that the absolute
majority of the National Assembly voted in favor of stripping these
MPs of their immunity while the prosecutor general has not yet
answered our question as to why our colleagues to the present are
under arrest," Postanjian noted.

The next speakers, legal defenders Arthur Atarbekian and Melania
Arustamian, gave detailed accounts of the current investigation
launched into the cases of their imprisoned clients, MPs Sasun
Mikaelian, Miasnik Malkhasian, and Hakob Hakobian. They demonstrated
with evidence that the relevant investigation was carried out with
numerous violations of the law. Atarbekian and Arustamian also
maintained that they will apply to each and every court of instance in
the Republic and, if no result is achieved, they ultimately will
submit a formal application to the European Court of Justice.

In their turn, Armenia’s first Ombudswoman and current Ombudsman
Larisa Alaverdian and Armen Harutiunian, respectively, reflected on
the general background of this issue.

"If human rights and the freedom of citizens are not protected in a
country, then it cannot truly become free and independent. Any
unlawful measure taken against the citizen of Armenia hurts the
citizen and damages the country’s standing," Alaverdian stated.

And according to Armen Harutiunian, the National Assembly’s taking
away of the immunity of the aforementioned members of parliament
raises numerous questions to which he has no answers. "If there are
sufficient grounds for stripping those MPs of their immunity and
keeping them under confinement, why then no judicial proceeding has
been brought against them until now? And if there are no sufficient
grounds, why are they currently in prison?" Harutiunian asked. He also
added that his criticisms are for the benefit of Armenia and its
international standing, and has the objective of helping the
authorities to make sound judgments.

The National Citizens’ Initiative is a public non-profit association
founded in December 2001 by Armenia’s first Minister of Foreign
Affairs Raffi K. Hovannisian, his colleagues, and fellow citizens with
the purpose of realizing the rule of law and overall improvements in
the state of the state, society, and public institutions. The National
Citizens’ Initiative is guided by a Coordinating Council, which
includes individual citizens and representatives of various public,
scientific, and educational establishments. Five commissions on Law
and State Administration, Socioeconomic Issues, Foreign Policy,
Spiritual and Cultural Challenges, and the Youth constitute the
vehicles for the Initiative’s work and outreach.

Impatiently rubbing their hands Levon’s supporters are getting prepared
for the coming battles. Some of them never leave the journalist’s
clubs, some stage their `liberation struggle’ directly from
`Yerevan-Kentron’ penitentiary, giving interviews to the
`freedom-striving’ press, suffering under the yoke of the violence.
Below we introduce some vivid examples from the latest aggravations of
the neo-Bolsheviks.

Who guided the crowd?

Head of Armenian Pan National Movement Administration Ararat Zurabyan,
in his free time during the hunger strike found out that it was
Armenia’s second President Robert Kocharyan who has planned beforehand
the `March 1 slaughter’.

Proofs? Please! Zurabyan says at around 9.00 p.m. when the first
firings were heard from Paronyan street a huge crowd was gathered near
Myasnikyan statue and there was no policeman there: `Later we learnt
that the police and the internal troops have gathered in Leo street and
Mashtots avenue. Thus we have to presume that using force by the
authorities was planned in that particular territory. That is why they
guided the people in that direction. It is evident that the actions
were aimed at organizing a demonstrative slaughter towards one part of
the demonstrators.

But, in this case, lots of questions appear. For example, was it by
Robert Kocharyan’s guidance that the `peaceful demonstrators’ armed
with cutting-pinching tools went to Myasnikyan’s statue? Why did they
decide to gather in that particular place full of police and internal
troops instead of choosing a more secure place?

Was it Robert Kocharyan or the Armenian Herostrat who ordered the
furious crowd not to leave the territory?

To Spoil The Elections Is The Principle Goal

This week `Radical’ Ara Sahakyan pleasantly surprised us. Very much
inspired of the forthcoming rally, the former vice Speaker of the
Parliament hurried to reveal the secret of the boss’s self-nomination.

To the question whether LTP is responsible for organizing the `bloody
feast’ of March 1. Mr. Sahakyan said: `Levon Ter-Petrosyan has a big
sin. It is his being nominated for presidency. Had he not done that the
authorities would have won a complete victory and laid a big table to
celebrate this victory. But Levon Ter-Petrosyan didn’t allow this to
happen. For this he shoulders big responsibility.’

With this words Levon’s companion-in-arm, in fact, gave away
Ter-Petrosyan, by confessing that the only goal of the latter’s being
nominated for presidency was far not to be elected (which is from the
sphere of fantasy). Something that the authorities used to speak about,
on the highest level.

FM Nalbandian meets with Solana and Belgian FM De Gucht in Brussels

Armenia: Minister Nalbandian meets with the Secretary General of the
Council of the European Union Javier Solana and Belgian Foreign
Minister Karel De Gucht in Brussels

On 18 of June Minister Nalbandian who was in Brussels on a working
visit had meetings with the Secretary General of the Council of the
European Union and High Representative for the Common Foreign and
Security Policy Javier Solana.

The two discussed the cooperation of EU and Armenia in the area of
foreign policy, the implementation of the European Neighbourhood
Policy Action Plan, the post-electoral developments in Armenia and
issues concerning the regional security and stability.

Armenian Foreign Minister reiterated the determination of the Armenian
authorities to continue the reforms directed to the strengthening and
developing of democracy in the country.

Minister Nalbandian and the Secretary General Solana gave their
positive assessment to the of Armenia’s almost one year long alignment
with EU common foreign and security policy statements and different
formats of political dialogue between Armenia and EU.

The head of Armenian diplomacy informed the EU chief diplomat on the
present stage of Nagorno Karabakh peace process, as well as the
results of the meeting between Armenian and Azerbaijani presidents in
St Petersburg.

The two also touched upon issues as regional security and stability.

On the same day Minister Nalbandian had a meeting with the Foreign
Minister of Belgium Karel De Gucht.

During the discussion the two gave their positive assessment to the
dynamic progress of cooperation between two countries.

Pm Tigran Sarkisian Meets With Representatives Of Ayb Club And Educa

Prime Minister Tigran Sarkisian met today with representatives of Ayb
club and educational foundation-David Yan (Russia), chairman of the
Ayb Founders Board and member of its Board of Trustees, Karo Sarkisian
(Russia), Ayb club member, priest Mesrop Aramian (Armenia), a member
of Ayb club, also with other representatives of Ayb club from Armenia
and abroad.

The presidential press service told Armenpress that representatives
of Ayb club and foundation told the president about their activity,
which is aimed mainly at educational reforms, creation of an exemplary
educational environment and helping gifted children.

The government press office said the prime minister welcomed Ayb
representatives in the government expressing readiness to discuss
all ideas which are put forward by Ayb club and educational foundation.

Ayb club and educational foundation was founded in 2006 by people
who consider their achievements the result of education and who
wish to join their efforts for creation of a high level educational
establishment.

Speaking about their future plans, they presented Ayb Educational
Juncture, which will become the first school campus in Armenia with
all facilities-school, church, gyms, workshops, dormitory and so
on. The campus for about 800 students will be built in Yerevan in an
area adjacent to Tbilisi highway. The prime minister welcomed this
idea wishing Ayb club and foundation success in implementation of
its mission.

Today the Minister of Defense of Armenia and the delegation leaded by
the minister left for Russia to have two-day long labor meetings with
Russian authorities. In the framework of the visit RA Defense Minister
had a meeting with the Defense Minister of Russia Anatoly Serdyukov.

According to the press secretary of the ministry Seyran Shahsuvaryan,
during the meeting the parties discussed issues of regional
security and stability; and exchanged view points on defense reforms
implemented in both countries. The authorities also discussed questions
connected with Armenian-Russian military, military-technical and
military-educational cooperation, as well as the achievements obtained
in this field.
