Iran-Armenia Pipeline Construction Ends

TEHRAN (FNA)- Construction work has been finished on Iran-Armenian
pipeline.

Armenian specialists are now dealing with the technical issues for the
construction of pipeline from Kacharan, the boundary region to
Yerevan, Iranian sources said.

Testing of transportation of Iranian gas will begin within the next
few days.

"Armenia will receive from 2.3 billion to 2.5 billion cubic meters of
gas from Tehran through this pipeline a year," Armenian Minister of
Industry and Energy Armen Movsisyan said.

"The opening of the Iranian-Armenian pipeline will guarantee the
energy security for Armenia", he noted. According to Movsisyan, the
pipeline will secure Armenia against energy problems in the cases of
crisis.

The Armenian minister also said that his country would soon sign a new
gas agreement with Russia. However, Movsisyan declined to mention the
price for gas in the agreement with Russia.

THE limousine was waiting, idling under instructions from the Prime
Minister, while 10,000 screaming fans carried world champion Vic
Darchinyan out of the airport.

The diminutive boxing magician with dynamite in his hands, Darchinyan
crowd-surfed the wave of adulation, chaired along to his
chauffeur-driven car before being whisked away to government house for
a diplomatic dinner.

This was the rock star reception the southpaw IBF super flyweight
title holder commanded in his native land of Armenia last week.

Last Wednesday, Darchinyan arrived home in Australia. He flew economy
to Sydney and took a taxi to his Chiswick apartment with manager Elias
Nasser.

Australia’s only legitimate world boxing champion, the 52kg Darchinyan
is lightning in a bottle. Pure, explosive entertainment.

His knockout punching power has him hounded all over eastern Europe,
where kids as young as 10 chase him down the street for autographs and
photographs.

Yet in Sydney, Darchinyan can bound down George St or Martin Place,
blending in as just another face in the crowd.

"It’s funny, in Sydney I can walk down the street and I’m just another
person walking, but in Mexico, the Phillipines or Armenia, everywhere
there is a crowd coming after me,” Darchinyan said.

"I don’t mind either way. It’s nice to be noticed, but it’s nice to be
able to just do your own thing, too. Maybe after my next fight, people
will take notice.”

Darchinyan’s days in the sun are rapidly approaching. Already rated
pound-for-pound one of the toughest fighters in the world, his next
fight will take him to the Mt Everest of pugilism.

Darchinyan is on the cusp of unifying the super flyweight division,
elevating him to the same pedestal as fighters like Kostya Tszyu, Jeff
Fenech and Roy Jones Jr.

The man standing in his way is WBA and WBC title holder Cristian
Mijares, a respected Mexican southpaw who guarantees the $2 million
November 1 unification fight in Las Vegas will be an epic.

If Darchinyan has his way, and his record of of 30 wins, 24 by
knockout speaks for itself, the fight will end well inside the
scheduled 12 rounds.

"I want to become a champion in many weight divisions. I want to go up
another division,” Darchinyan said. "I will be happy if I can win
more belts, that’s my dream.

"I believe if I can do this then I can be admitted into the boxing
hall of fame. All my four titles I have won by knockout. I want to
keep doing this.”

Darchinyan’s trainer, J Fares, has the world champion tuning up to the
minute. Together with manager Nasser, the trio have carefully plotted
Team Darchinyan’s approach for Mexican maestro Mijares.

"For his last fight, we timed things smart. For his next fight, we
want to time everything even better,” Fares said. "We want to make
sure he’s tuned to the second. With Vic, he’s such a professional.
We’re happy with where he’s at now, but we’ve still got some work to
do.”

Team Darchinyan will travel to Las Vegas in October to acclimatise.
Victory will ensure the boxing hall of fame beckons for the
Australian-Armenian. According to Darchinyan, he’s not fazed.

Superstar or anonymous fighter, as long as those in the know respect
him, he’s happy.

last month in South Ossetia, uneasy memories were rekindled for many
of us in the Caucasus who lived through the wars of the early 1990s,
Vardan Barseghian, Representative of the Nagorno Karabakh Republic
in Washington, said in a piece of opinion published in the Wall
Street Journal.

"As Thomas De Waal correctly mentions ("Caucasus Burning," editorial
features, Aug. 19) if a new war breaks out in Nagorno Karabakh – read:
if Azerbaijan attacks Karabakh – it could result in even greater
suffering and regional destabilization than what we have observed
in Georgia.

If last month’s tragedy is to become an effective lesson to the
international community, we hope to see immediate, focused diplomacy to
rein in Azerbaijan’s aggressive posturing over Karabakh, condemnation
of its officials’ hate mongering, and implementation of existing
agreements to strengthen the cease-fire. These steps could put our
region on the path toward demilitarization and peace.

My country has repeatedly asked Azerbaijan to commit to nonuse of force
and to implement confidence-building measures along the Line of Contact
and, more broadly, between the two publics. Azerbaijan continues to
refuse any such steps – even cooperation on fighting natural disasters.

We know that the United States shares our view that the Nagorno
Karabakh conflict can only be resolved through peaceful means. Any
settlement will be effective if it clearly reflects the realities
on the ground and is based on the expressed will of the Nagorno
Karabakh people to live in freedom. We hope the United States and
the other international mediators will not miss this opportunity,"
the article says.

The cultural objects of South Ossetia damaged in the conflict include two
churches and a synagogue

Moscow, September 19, Interfax – Two churches and a synagogue are included
in the list of 11 objects of cultural heritage of South Ossetia, which have
documented destructions from the Georgian army aggression on August 8-12,
2008.

During the battle action the shell hit ruined the southern wall and corner
of the church located not far away from the village of Nizhny Tbet; the area
of destroyed space is about five meters. The church was built in the late
Middle Ages, Rossiyskaya Gazeta reports Friday.

Service premises of the Tskhinvali Church of Nativity of the Blessed Virgin
(the former Armenian Church), built in 1718, were destroyed during a massive
fire of the city by the Georgian army.

The ancient synagogue located in Tskhinvali also has significant damages.
The building requires essential repairs and restoration.
Besides, the Georgian army ruined several graves and tombstones at the
memorial cemetery of defenders and civilians who died during the aggression
of 1990s and damaged the local chapel.

"An irreparable damage has been inflicted on the original human environment
of South Ossetia people. Thereby Georgian authorities have materially
violated such basic internationally accepted acts as the Hague Convention
for the Protection of Cultural Property in the Event of Armed Conflict,
1954, the Convention Concerning the Protection of the World Cultural and
Natural Heritage, 1972, and UNESCO Declaration concerning the Intentional
Destruction of Cultural Heritage, 2003," Russian Deputy Minister of Foreign
Affairs Alexander Yakovenko said.

The United States has finally sent an ambassador to Armenia, more
than two years after the previous one had his tour of duty cut short.

The US Embassy in Yerevan said Marie Yovanovitch arrived Wednesday
night to take up her new post. A career diplomat, she had previously
served as the US ambassador to Kyrgyzstan.

Lawmakers had delayed consideration of Yovanovitch’s nomination to the
Armenian post in a dispute over the US refusal to label as genocide
the World War I-era killings of Anatolian Armenians.

Armenian-American groups have been seeking to force the Bush
administration to change its policy on the 1915 incidents, but
Yovanovitch clearly adhered to the US line of refusing to label the
incidents as "genocide" at her confirmation hearing in the Senate. Last
year the White House withdrew its nomination of career diplomat
Richard Hoagland after one lawmaker blocked it in an objection to
that policy. The post had remained vacant for two years. Armenia,
with the backing of its diaspora, claims that up to 1.5 million of
its kin were slaughtered in orchestrated killings in 1915. Turkey
rejects the claims, saying that 300,000 Armenians along with at least
as many Turks died in civil strife that emerged when the Armenians
took up arms for independence in eastern Anatolia.

Washington has had no full-time ambassador in Yerevan since May 2006
and has attached great importance to sending Yovanovitch there at a
time of increasing Russian influence in the region and a worsening
conflict with Iran over its alleged development of nuclear arms,
officials said at the time.

In May 2006 Bush removed John Evans, the last ambassador to Armenia,
who had openly described the Armenian killings as genocide in violation
of Washington’s official policy. He then nominated career diplomat
Hoagland for the post, but Senator Robert Menendez, a Democrat
from New Jersey, blocked the nomination for failing to describe the
Armenian killings as genocide. Bush then proposed Yovanovitch, who
also declined to use the word "genocide."

Yovanovitch’s arrival in Yerevan also comes at a time of rising hopes
for dialogue between Armenia and Turkey after Armenian President Serzh
Sarksyan invited Turkish President Abdullah Gul to watch a World Cup
qualifying match between the Turkish and Armenian national teams in
Yerevan and Gul accepted.

Earlier this month Gul was the first Turkish president to set
foot in Armenia since the country declared independence from the
Soviet Union in 1991. Though Turkey was among the first countries
to recognize Armenia’s independence, it closed its border with the
country and severed formal ties with Yerevan after Armenia occupied
the Azerbaijani territory of Nagorno-Karabakh. But the origins of
the dispute between Turkey and Armenia go further back in history.

During the meeting the parties discussed the situation in the region
and the influence of the latest developments on the settlement of
the Nagorno Karabakh issue.

Seyran Ohanyan noted that the most effective way of resolving the
Karabakh conflict is the negotiations within the framework of the OSCE
Minsk Group and expressed his support for the efforts of the Co-Chairs.

We held our interview with the vice-Chairman of the Republican Party
Razmik Zohrabyan, after Tigran Torosyan’s announcement regarding his
decision to leave the Republican Party and resign from the position of
the Speaker of the Parliament, but the session of RPA council hadn’t
started yet.

"Ten days back the executive body of the Republican Party came to
a decision that Tigran Torosyan’s future activity in the position
of the Speaker of the Parliament is no more expedient. Meanwhile we
came to a decision to nominate Hovik Abrahamyan’s candidacy in that
post. So we gave ten days to Tigran Torosyan to orient himself.

We expected that, according to the regulations of the party and being
loyal to the party’s requirements of discipline Tigran Torosyan will
submit his application regarding his resignation from the position
of NA Speaker, during the September 16 session of RPA council.

But some hours before the session Tigran Torosyan represented his
application on leaving the Party and resignation from the position of
the Speaker of Parliament. During the session we will simply discuss
the issue of the resignation, later we will confirm it and will come
to a decision regarding Hovik Abrahamyan’s candidacy in that position."

"Are the assessments give n by Tigran Torosyan, according to which
the whole story about his personality is an immoral slander and that
the session of RPA executive body is a formality, justified?"

"No state position in this world is the possession of a person. And
the takeover is banned and is considered a crime by the constitution,
whoever he is.

But the statement saying that the discussion of the new Speaker of the
Parliament was back-stage is also false. In recent times the press
writes about the reasons why Hovik Abrahamyan refused the position
of the Head of the Presidential Staff and nominated his candidacy
for MP. The Party considered it appropriate for Hovik Abrahamyan
to work in the legislative power. Before he was elected as an MP,
we couldn’t have had other plans.

So I don’t see any conspiracy here.

When the party prepares cadre changes, it is not a conspiracy or
a back-stage discussion. We firstly discuss our decisions and take
steps to achieve our end."

P.S. Yesterday at 08.00 p.m., RPA Council started its session and
discussed all the issues of the agenda in 45 minutes. Razmik Zohrabyan
informed us that RPA Chairman Serge Sargsyan gave a detailed account
of his meeting with Turkish President Abdullah Gyul. Together with
other issues RPA executive body confirmed its decision to nominate
Hovik Agrahamyan in the position of NA Speaker.

"Some things have not changed … and that is the commitment of our
men and women in uniform who, when the call comes to take on dangerous
missions, over foreign skies, raise their hand and say ‘send me’,"
said Col. John Stauffer, 70th Intelligence Wing commander.

On Sept. 2, members of the 70th IW and others gathered at Fort Meade’s
National Vigilance Park to pay tribute to 17 Airmen who said, "send
me" and never returned from their mission.

Fifty years ago on that day, Flight 60528, an Air Force C-130,
departed Incirlik Air Base, Turkey, on an air-reconnaissance mission
about 100 miles from Armenia. The mission of the 17 Airmen on board
was top secret and dangerous. Collecting data from 25,000 feet up,
they crossed the Armenian border. A short time later Soviet MiGs
approached and attacked the unarmed C-130, killing everyone aboard.

For decades, Soviet officials denied attacking the plane, calling
the incident a crash. They initially turned over only six sets
of remains. Decades later, after the Cold War’s end, declassified
Soviet documents revealed the truth about the attack. Officials of
the Commonwealth of Independent States, formerly the Soviet Union,
handed over remains of the other crew members. This brought closure
to family members who had known little about the operation.

"A friend of mine, whose husband died on the mission, initially got a
telegram from the Pentagon saying the crew was missing," said Larry
Tart, who wrote a book about the operation. "She waited 39 years to
hear what mission they were on and what really happened."

Mr. Tart, a Cold War-era cryptology Airman, said the nature of
intelligence collection operations often left families in the dark. He
said it was typical for him and other members of his unit to leave
home for weeks, telling their spouse little. The importance of the
operations warranted such secrecy.

Brig. Gen. Tom Jones, deputy chief, Central Security Service, called
the missions dangerous and critical to winning the Cold War. The
operations provided photos and data that revealed much about Soviet
society.

"Due to the unique nature of the conflict, it was not only military
superiority that mattered but political and diplomatic as well," said
the general, speaking at the 50th anniversary ceremony. "In short,
in our nation’s efforts to defeat the (Union of Soviet Socialist
Republics), information was power.

"Victory was secured by the countless groups of dedicated men and
women who took it upon themselves … to get information that our
policy makers and war fighters needed."

The general’s words are a rare acknowledgement of the valuable role
crypto Airmen of the past and present play in winning wars. The secret
nature of the job is also successful in making the people who perform
it nearly anonymous.

"As I look out over the audience," Col. Stauffer said during the
ceremony, "I see military personnel who volunteered for the difficult
and often thankless task of watching over Americans who may never
know, and who cannot know, the extent of sacrifices that were made
on their behalf."

Of the 17 Airmen aboard Flight 60528, 11 were cryptanalysts. Nine were
airmen first (E-4) or second class (E-3). In 1997, the crew was honored
with a memorial at Fort Meade. Research for the memorial brought
together former crypto Airmen and family members of the mission crew.

Many of the Airmen and family members attend the memorial ceremony
annually. Along with current Airmen within the intelligence community,
they work to ensure the bravery and commitment of those who died
secretly defending their country is remembered.

The NATO Parliamentary Assembly’s autumn session will take place in
Spain in November, Ziyafat Asgarov, the Azerbaijani Parliamentary
vice speaker told journalists on 15 September.

Azerbaijan is an associative member of the NATO Parliamentary Assembly
since 2001. There is cooperation between Azerbaijan and NATO within
the framework of the Partnership for Peace Program since 1994.

According to Asgarov, the agenda of this session has not yet submitted
to Azerbaijan. The Nagorno-Karabakh conflict will also be discussed
at the session, he said.

Armenia has occupied 20% of the Azerbaijani territory, including
Nagorno-Karabakh and seven regions around it. The conflict between
the two countries of the South Caucasus began in 1988 due to
Armenian territorial claims against Azerbaijan. Azerbaijan lost
the Nagorno-Karabakh, except of Shusha and Khojali, in December
1991. In 1992-93, Armenian Armed Forces occupied Shusha, Khojali and
Nagorno-Karabakh’s seven surrounding regions. In 1994, Azerbaijan
and Armenia signed a ceasefire agreement at which time the active
hostilities ended. The Co-Chairs of the OSCE Minsk Group (Russia,
France, and the US) are currently holding peaceful, but fruitless
negotiations.

About 10 OSCE countries established in 1992 Minsk Group for peaceful
settlement of the Nagorno-Karabakh conflict. Since 1997, Minsk Group
includes co-chairmen from three countries – the United States, Russia
and France.

The newly appointed Ambassador of the United States to Armenia Marie
Yovanovitch will arrive in Yerevan on September 17 and will assume her
official duties upon presentation of her credentials, press service
of the US Embassy in Armenia reported.

The position of the US Ambassador to Armenia has been vacant since
2006, when Ambassador John Evans was recalled for publicly recognizing
the Armenian Genocide.

The Senate confirmed the candidacy of Marie Yovanovitch in August 2008.
