de concerts donnés en français au City Center de New York, il
s’installera à Los Angeles pour enregistrer dans les mythiques studios
Capitol son prochain disque, Jazznavour 2, avec un big band et en
prise directe. Par ailleurs, des producteurs de Broadway s’intéressent
à sa comédie musicale Toulouse-Lautrec, créée à Londres en 2000 et
éreintée par la critique anglaise. Elle sera rebaptisée Vive la vie !,
une des phrases fétiches du peintre.

"Free supply of Russian military hardware to Armenia is certainly the
violation of the agreement on quotes on arming the South Caucasus
countries, said vice speaker of the Russian parliament Paata Davitaya.

He said we should not forget that today Azerbaijan is among the most
serious rivals for Russia that holds the policy of energy pressure on
different countries of the world.

"Azerbaijan, which has proven to be a reliable partner, may become a
country which the CE states would want to see as an alternative to the
unpredicted and aggressive Russia.

Being aware of a great possible of such developments, Russia attempts
to put pressure on Azerbaijan. Arming Armenia, hampering the fair
resolution of the Karabakh conflict is among the most visible and well
known ways of Russia’s pressure on Azerbaijan", noted the vise
speaker.

Commenting on the statement of the head ideologist of the external
policy of the Kremlin Alexander Dugin who called on the Russian powers
to start war in the territories of the countries, striving for energy
independece from Russia and said "I think the Nabucco project should
be frustrated by all means, as the gas geopolitics is implied. If a
military conflict is needed, we should do it, as all ways are good in
geopolitics", Davitaya said:

"This demonstrates Russia’s readiness to avert any energy projects
that would allow Europe reduce dependence of Russian energy sources
and everyone who starts do doubt about the real face of modern Russia
should bear this in his mind.

I do not think that Russia will initiate war against Azerbaijan like
the one it did in Georgia in August of the last year. But undoubtedly
it will attempt to create great problems for Azerbaijan", concluded
Davitaya.

DAVOS, JANUARY 29, NOYAN TAPAN. The Armenian President Serzh Sargsyan,
who is on a visit to Davos in connection with the World Economic
Forum, had a meeting with the Director General of the International
Atomic Energy Agency (IAEA) Mohammad Al Baradei on January 29. During
the meeting the sides expressed satisfaction at the current level of
cooperation between Armenia and IAEA. Issues related to construction
of a new nuclear power unit in Armenia were discussed. M. Al Baradei
underlined the importance of the steps that Armenian authorities
have taken so far for constructing a new power unit and expressed
a willingness to provide expert assistance for the program’s
implementation at various stages.

On the same day the Armenian president met with the President of the
Asian Development Bank (ADB) Haruhiko Kuroda. S. Sargsian expressed
satisfaction at the ADB’s assistance to Armenia in management sector
and infrastructure development, noting that he is hopeful that this
cooperation will continue in the future.

Haruhiko Kuroda stated that the Asian Development Bank is interested
in developing its long-term relations with Armenia, attaching special
importance to the efficient use of all available instruments.

According to the RA presidential press service, on the same day
S. Sargsyan also had meetings with the Russian Prime Minister Vladimir
Putin, the President of the Swiss Confederation Hans-Rudolf Merz. His
meeting with the Turkish Prime Minister Recep Tayyip Erdogan is
scheduled to take place later in the evening.

YEREVAN, January 29. /ARKA/. Armenian President Serzh Sargsyan
and General Director of International Atomic Energy Agency (IAEA)
Mohammed Al Baradei discussed bilateral cooperation in Davos Thursday,
the Press Service of Armenian President reported.

The sides made appraisal of the current level of bilateral cooperation
in atomic energy field. They also discussed issues on construction
of a new nuclear power unit in Armenia, says the report.

IAEA Director General appreciated the steps taken by the Armenian
Government in connection with new NPP construction and expressed
readiness to provide expert support in various stages of the project
implementation.

Al Baradei expressed satisfaction with the government measures to
improve safety of the existing NPP.

Armenian President, in his turn, expressed gratitude to Al Baradei
for coordination of efforts of international donors and advisory
assistance provided.

Armenia is planning to build a new NPP unit with capacity
of approximately 1,000 megawatt costing $4bln. In 2006 Armenian
Parliament revoked the state monopoly for owning new nuclear power
units in order to attract foreign capital for the project.

The Armenian Nuclear Power Plant (NPP) was commissioned in 1976 (the
second unit – in 1980).Currently only the second unit of the plant
with output of 407.5 megawatt is operated.

In September 2003, the financial flows of Armenian20NPP were placed in
trust management of INTER RAO EES Closed Joint Stock Company owned by
"Rosatom" Russian State Corporation. According to experts, Armenian
NPP can be operated till 2016.

The airplane of Armenian Delegation flying back from Strasburg
landed in Trapizon, Turkey. The reason of the binding landing is the
fog. "Because of the fog the flights are postponed and airplanes don’t
fly," said Gevorg Abrahamyan of "Zvartnots" airport to Panorama.am.

According to the source, the delegation of National Assembly deputies
and the journalists were flying back from Prague airport.

Expert say that most possibly in the evening the airplane can fly.

MTC Satisfied With Its Armenian Subsidiary Company

MTC is satisfied with its subsidiary company – Vivacell-MTC,
says Oleg Raspopov, the Vice President of MTC during a press
conference. According to him all the problems concerning the management
of the company have been successfully solved. Mr. Raspopov says
that they hope the percent of cellular market coverage will be even
increased in the future.

"The company is not so experienced, it is young and we greet
corporative values which direct Vivacell-MTC," said Raspopov.

Ralf Yirikyan the general director of Vivacell-MTC announced that it
is planned to provide service with code 098.

Regarding the world financial crisis, Oleg Raspopov said that the
company has serious challenges to meet.

Plans for joint infrastructure projects between Armenia and Iran may
prove a key first test of President Barack Obama’s policy intentions
toward the region amidst the global economic crisis.

To all appearances, the struggle for regional power has sharply
livened up in the region, conditionally called the Great Middle
East. Pretenders on the position are Turkey and Iran, both supported
by Russia, though after the Â"gas warÂ" Moscow’s rating of a reliable
partner has somewhat lowered. Most likely, Tehran and Ankara will
play their game without assistance, taking into consideration the
position of the new US Administration.

/PanARMENIAN.Net/ By closing the military prison at Guantanamo Bay
and with the intention to establish certain relations with Iran,
Barack Obama made it clear that George Bush’s policy is going to be
radically changed. The changes, beyond any doubt, will be directed
to America’s well-being and to recovering the US image in the
world. Nevertheless, it is still too early to speak of concrete steps
by Iran and the USA against each other. However, President of Iran
Mahmoud Ahmadinejad offered congratulations to Barack Obama on his
election win. In the words of US Permanent Representative to the UN
Susan Rice, "The Obama Administration will engage in direct diplomacy
with Iran. Washington is going to conduct diplomacy of pressure and
dialogue towards Tehran." However, Iran has doubts that US President
Barack Obama’s Middle-East policy will be any different from that of
George Bush. According to Parliament Speaker of Iran Ali Larijani,
"The United States’ silence and support for Israel have created many
doubts about the policy change theory."

It is worth mentioning that Armenia-Iran relations have livened up
lately. Not only an oil pipeline but also a railroad between Iran and
Armenia are on project. The latter is of great significance to Armenia
as it would give a chance to not only have an entry to the Persian Gulf
countries, but to China as well. And in near future the China factor
may become rather essential. It can be proved by the fact that Chinese
Prime-Minister Wen Jiabao is going to attend the World Economic Forum
Annual Meeting in Davos-Klosters, Switzerland. Among the joint plans
are a railroad between Iran and Armenia, an oil pipeline from Iran’s
Tabriz refinery to a special terminal to be built in Armenia’s Ararat
province, and a hydropower station on the Araks River, which borders
the two countries. Bringing Armenian-Iranian trade relations into sync
with World Trade Organization requirements is also under consideration.

The total price of Iran-Armenia railroad is going to be shared equally
by the countries. But in view of the financial crisis it might be
difficult for Armenia to pay about 1 billion USD, therefore attracting
foreign investors may have a key role. China was invited to take part
in construction of the Iran-Armenia railroad during a December 2008
visit of an Armenian parliamentary delegation to China. Beijing is
considering the proposal, Iran Information Agency "Fars" reports.

At the same time Iran opposes the construction of any underwater
pipeline in the Caspian Sea that will carry oil from Kazakhstan
to Azerbaijan with the further aim to export it to Europe. "The
pipeline will be constructed on the seabed and could pose threats to
the ecological system of the Caspian Sea," Hossein Noqrekar-Shirazi,
Iran’s Deputy Oil Minister for International Affairs, said Saturday. He
added that Iran is against any plans that can disturb the ecological
balance of the Caspian Sea, noting that Russia also opposes the
construction of the pipeline.

In spite of the statements of Official Baku on peace and friendship,
the relations between Iran and Azerbaijan are far not sunny, and
the chief reason for it is Azerbaijan’s territorial claims to the
Province of Eastern Atrpatakan, referred to in Baku as ‘Southern
Azerbaijan’. Azerbaijan’s orientation towards the Turkic world also
plays an important role in this issue. Actually, a struggle is going
on between Baku and Tehran for energy carriers markets and here
Iran has more chances at least because she is an OPEC member unlike
Azerbaijan. It’s true that Baku is invited to the summits of this
Organization but it can sooner be interpreted as a political gesture
than a real invitation to cooperation.

However strange it may seem, Armenia has more chances of partnership
with regional leader, be it Iran or Turkey. To all appearances,
Turkey is already trying to get rid of the Â"Azerbaijani dependenceÂ";
the anti-Turkish statements in the Azeri press (though not very harsh
yet) can serve as a proof of it. At the same time according to Iranian
analysts, plans for joint infrastructure projects between Armenia and
Iran may prove a key first test of President Barack Obama’s policy
intentions toward the region amidst the global economic crisis.

Iran is richer in natural resources than Turkey and, thereby, she has
more chances of regional leadership. However, it should be noted that
the dominating role of religion in the social-political life might
impede Iran. On the other hand, it may not – everything depends on
the Presidential Elections due in June. Whether Ahmadinejad will be
re-elected and what chances other candidates have is rather difficult
to predict in such a country, with such elections.

On the request of the Monitoring Committee, we visited Armenia for
meetings with the authorities on 15 January 2009. The aim of our
visit was to assess if any progress had been made with regard to
resolving the issue of persons deprived of their liberty in relation
to the events on 1 and 2 March 2008 and to urge the authorities to
take concrete steps with regard to this issue in order to avoid the
application of sanctions in respect of the Armenian Delegation to
the Parliamentary Assembly, as proposed by the Monitoring Committee
at its meeting of 17 December 2008.

All government officials we met, as well as the President of the
Republic, stressed the intention of the authorities to resolve the
issue of persons deprived of their liberty as a result of the events
on 1 and 2 March 2008. The President pointed out that, to date, he had
received 12 requests for pardon of persons convicted in relation to
those events and that, in all theses cases, the pardon was granted. He
indicated that it was his clear intention to consider favorably all
requests for pardon in this respect.

We strongly suggested to the President to consider the possibility
of amnesty, especially in respect of Articles 300 and 225-3, also
taking into account that a request for a pardon entails an admission
of guilt. The President indicated that he did not rule out the
possibility of a declaration of amnesty at a later stage. However,
he made clear that any consideration of such a possibility could
only take place when the court proceedings had been finalized or,
at least, were well underway, and taking into account the arguments
presented by both the prosecution and defense in court. In his opinion,
any consideration of declaring an amnesty at an earlier stage would
undermine the status of the legal institutions in Armenia. In addition,
it is our impression that the President would consider it inappropriate
to consider the possibility of amnesty as long as the obstruction of
the court proceedings by the seven opposition leaders continues.

The Speaker of the National Assembly, in our meeting with him,
recognized that there are shortcomings with respect to the Articles
300 and 225, as mentioned by the Council of Europe Commissioner for
Human Rights as well as in our reports to the Assembly, which allow
for a very broad interpretation by the prosecution and give rise
to our concerns that the charges under these provisions seem to be
politically motivated.

Following our visit, in a letter dated 22 January 2009, the Speaker
of the National Assembly informed us that he had signed a decree
setting up a special Working Group within the Assembly that is tasked
with drafting, within a one-month period, in co-operation with the
relevant bodies of the Council of Europe, amendments to Articles 225
and 300 of the Criminal Code of Armenia, in order to address the legal
shortcomings in these articles and to bring them in line with Council
of Europe standards. These amendments will be adopted by the Assembly
and sent to the President for promulgation within approximately one
month after the Working Group has finalized its work. This group is
chaired by Mr. David Harutyunyan, Chairman of the Armenian delegation
to our Assembly.

We consider that this initiative, although belated, is a signal
indicating the readiness of the Armenian authorities to begin to
address the concerns of the Assembly in relation to the situation of
the persons deprived of their liberty in relation to the events of
1 and 2 March 2008.

Moreover, 16 more persons were pardoned by presidential decree on 24
January 2009, and others are reportedly under consideration.

We therefore consider that the initiative of the National Assembly
to revise Articles 225 an 300 of the Criminal Code in accordance
with Council of Europe standards, the number of pardons granted (a
total of 28 to date), as well as the positive steps taken towards the
establishment of an independent, transparent and credible inquiry,
should be seen as an indication of the readiness of the Armenian
authorities to address the demands of the Assembly expressed in
Resolutions 1609 (2008) and 1620 (2008). We would therefore recommend
to the Assembly, at this stage, not to suspend the voting rights of
the members of the Armenian parliamentary delegation to the Assembly,
under Rule 9, paragraphs 3 and 4.c, of the Rules of Procedure.

However, we would like to stress that we continue to be dissatisfied
with, and seriously concerned by, the situation of persons deprived
of their liberty in relation to the events of 1 and 2 March 2008, such
as those charged on the basis of police testimony alone. In addition,
we would like to express our expectations that the authorities will
continue considering the use of pardons, dropping of charges and,
especially, amnesty, to resolve the issue of persons deprived of their
liberty in relation to the events on 1 and 2 Mach 2008. Therefore,
we would like to recommend that the Assembly remains seized of this
matter and invites it

Monitoring Committee, at its next meeting, before the April
part-session of the Assembly, to examine the progress achieved by
the Armenian authorities with regard to the implementation of the
Resolution which the Assembly will adopt on the basis of our report
and the previous Resolutions and to propose any further action to
be taken by the Assembly, including the possibility of considering
sanctions, as required by the situation.

Armenian President Serzh Sargsyan has issued a decree pardoning 16
people convicted of involvement in mass unrest that took place in
Yerevan on March 1, 2008.

"Sixteen convicts serving sentences ranging from two to three years
have been pardoned" in line with Sargsyan’s decree of January 24,
the presidential press service told Interfax on Saturday.

The people were found guilty of participating in mass unrest, illegally
carrying, acquiring, using, transporting, or selling weapons and
ammunition, and resisting police on March 1, 2008, it said.

Sargsyan pardoned these people, "taking into account the convicts’
pleas addressed to the president, the absence of past criminal records,
family circumstances, and health status," he said.

The president had earlier pardoned 12 other people found guilty of
the same crimes.

Following presidential elections on February 19, 2008, Armenian
opposition activists led by former President Levon Ter-Petrosian, who
again aspired to the presidency, refused to recognize the official
results of the elections and organized mass protests. On March 1,
2008, these protests grew into clashes with police, which left ten
people dead and more than 250 injured.

World Bank To Provide 525 Million Dollars To Armenia

WORLD BANK TO PROVIDE 525 MILLION DOLLARS TO ARMENIA

YEREVAN, JANUARY 27, NOYAN TAPAN. The World Bank will provide 525
million dollars for programs to be implemented under the Strategy of
Partnership with Armenia in the next 4 years, as well as for technical
assistance and advisory services. The WB Vice President Shigeo Katsu
said at the January 27 meeting with reporters that the indicated
sum exceeds 2.5fold that allocated in 2004-2008. "This large amount
of assistance by the bank is conditioned by the definite process
of reforms in Armenia, the quality of the Sustainable Development
Program of the RA government and the challenges that Armenia faces
under conditions of the global economic crisis," S. Katsu said.

According to him, the financing will be done under 5 programs. It is
envisaged providing credits for development of rural areas and small
and medium business, research on temperature which will be done in
Armenia for the first time in cooperation with the International Bank
for Reconstruction and Developement (IBRD). Other organizations of
the World Bank will provide up to 800 million dollars in the form of
investment quarantees to Armenia.

S. Katsu underlined that the World Bank aims to neutralize or reduce
the consequences of the global financial crisis in Armenia within a
short period of time. He noted that in fact, the financial sector
of Armenian economy was not affected at the first stage of the
crisis. However, during the second stage the impact of the crisis on
real economy will be greater if there is a fall in demand for goods
exported from Armenia.

In the words of the WB’s newly-appointed Regional Director for South
Caucasus Asad Alam, Armenia has status of a middle-income country so
the small and medium business crediting program is the first credit
on the conditions of the IBRD, thanks to which the country will have
an opportunity to make more reforms.

It was mentioned that Armenia has received 220 million dollars from
the World Bank in 2004-2008. During its cooperation with Armenia,
the World Bank has provided credits of a total of 1.1 billion dollars
under more than 50 programs.
