VivaCell-MTS, a subsidiary of Mobile TeleSystems OJSC (NYSE: MBT)
announces that modern queue management technology from Lime Tech was
rolled out across its 32 service centers to help serving customers more
quickly and keep them happy. The system was successfully introduced
following a pilot implementation that significantly cut queuing times.

The queue management equipment involves touch screen technology
which leads the customer through a set of questions to identify
their requirements. The customers are then issued with a
ticket, and allocated to the service center agent matching their
requirements. Large LCD screens provide real-time information for
customers on their position in the queue, which is especially useful
during peak hours.

VivaCell-MTS has monitored customer satisfaction following the
introduction of the system. Customers reported that the queuing
system gave them some control over their time in service center. The
front-line staff is also positive toward the solution as it helps
tackle one of customers’ biggest problems – queues, by minimizing
waiting times.

"The automated queue management system is truly transforming the
customer experience as it enables us to offer the best possible
customer service to everyone who visits our service centers. The
Company is always seeking improvements to help increasing the customer

ISTANBUL – A huge gathering was organized last month in Istanbul by
the Felicity Party, or SP, against the Israeli military operation in
Gaza, which according to some political commentators played a key role
in the Turkish prime minister’s subsequent harsh criticism of Israel.

The party’s newly elected leader, Numan KurtulmuÅ~_, held up a picture
of Rachel Corrie at the rally and said the Palestinian issue was
a matter of humanity and not of religion. Corrie was an American
activist killed in 2003 by a bulldozer in Gaza during a protest
against the demolition of Palestinian homes.

"Anti-Semitism arguments are part of Zionist propaganda," KurtulmuÅ~_
told the Hurriyet Daily News & Economic Review in a recent
interview. According to KurtulmuÅ~_, Turkey is not anti-Semitic but
strongly anti-Zionist.

KurtulmuÅ~_ is from Istanbul’s Fatih neighborhood where his family
has lived for the past 80 years. Coming from an established family,
he is a well-known figure in Fatih. "Welcome my president," said an
old man with a long beard, clasping KurtulmuÅ~_’s hands as he got out
of his car at Fatih mosque’s garden for Friday prayer. A small group
of people surrounded KurtulmuÅ~_ in the garden and accompanied him to
the mosque. This was after a long interview on Islam, Turkey and the
ruling Justice and Development Party, or AKP, coming from the same
political tradition of the Milli GöruÅ~_ (National View) of Islamist
politician Necmettin Erbakan, however, with one major difference,
AKP leaders say they "distanced themselves from the National View."

KurtulmuÅ~_, after he was elected as the head of the SP in October,
was welcomed by many as the potential rival to Prime Minister Recep
Tayyip Erdogan, not in the upcoming local elections, but potentially
in the near future. As he has created visible enthusiasm among the
conservative electorate, KurtulmuÅ~_ seems set to worry the AKP.

"I do not currently believe that KurtulmuÅ~_ is a threat to
Erdogan. However, it took 2.3 percent of the votes (in the 2007
election) and was a serious handicap for the prime minister and his
party regarding their electorate," said journalist Bilal Cetin, the
Ankara representative of daily Vatan who closely watches political
circles. "It is necessary to closely watch him because it is obvious
he is a disturbing factor for the ruling party."

RuÅ~_en Cakır, the politics editor at the private news channel NTV,
said the SP and KurtulmuÅ~_ could be an alternative to the AKP only
when the latter started to decline. It would be wrong to expect the
SP to pull the AKP down at this stage, said Cakır.

‘AKP a by-product of military intervention’ For KurtulmuÅ~_, the main
difference between his party and the AKP is the fact that the AKP is a
by-product of special circumstances, meaning military intervention,
and as such, he drew parallels to late President Turgut Ozal’s
Motherland Party that ruled the country after the 1980 military coup.

"The AKP is not a party of ideology or a certain paradigm, but a
conjectural party," he said. "The political actors were all cleaned
out in the aftermath of the 1980 coup, Ozal would not have been
meaningful if there was no Sept. 12 coup."

However, in the period around Feb. 28, 1997, both actors and spectators
were thrown out of the political scene, according to KurtulmuÅ~_. "The
de-politicization of the people deepened," he said, adding that if
the Welfare Party of Erbakan was not closed after Feb. 28, the AKP
would not have existed.

The time when the military interfered in the coalition government
of the True Path Party and the Welfare Party, referred to as the
Feb. 28 period, occurred under the justification that the latter
was pursuing anti-secular activity. The pressure exerted by the army
through non-military means was described as a postmodern coup. It began
with a National Security Council, or MGK, meeting and the period took
its name from the date of the meeting.

The military listed what the government could and could not do,
triggering a process that led to the resignation of the coalition
government and the closure of the Welfare Party.

KurtulmuÅ~_ criticized the AKP for having an eclectic structure. The
party takes ideas from the National View in part, some liberal
ideas due to the support of liberal democrat intellectuals, and
also partially supports the European Union while at the same time
identifying with the current status quo, KurtulmuÅ~_ said.

One of the most common comments about KurtulmuÅ~_ is that he is an
intellectual politician. "The existence of KurtulmuÅ~_ in Turkish
politics is in itself a good thing," said Cakır. "He is an academic,
which is not very common in Turkish politics," Cakır said, adding
that KurtulmuÅ~_ was aware of the outside world because he had worked
abroad as well.

KurtulmuÅ~_ is a graduate of a vocational religious high school and
received academic degrees in management and human resources.

He is married to Sevgi KurtulmuÅ~_, also an academic, who was dismissed
from Istanbul University for wearing a headscarf during the term of
Kemal Alemdaroglu’s office as rector of the university.

An Islamic country "Turkey is an Islamic country with regard to
the [Muslim] majority of its population. However, it is also the
remainder of an empire that included a variety of religions, sects and
ethnicities that lived in peace throughout history," KurtulmuÅ~_ said.

What is critical for KurtulmuÅ~_ is that the Ottoman Empire managed
to create an environment in which all the different ethnic and
religious groups lived together in peace and harmony. "There is no
Muslim country that uses the word ‘gávur,’ (infidel). Gávur does
not mean non-Muslim, it means the one who behaves cruelly, who is an
imperialist," he said, adding that non-Muslims in Turkey do not think
of themselves as gávur. "The Ottoman concept had an understanding
that internalized everyone," he said, adding that past events, such
as Sept. 6 to 7 when the shops and houses of non-Muslims were pillaged
and destroyed and the Armenian issue, were all political provocations.

"The Kurdish question is a 30-year-old problem," he said. He then
outlined four points on the issue, a frequent habit when speaking
about his party’s policies. He said the four fundamental issues in
southeastern Anatolia are economic problems, individual freedoms,
the security and terror problem and the wrongful attitudes of public
officials toward people in the region, and all of them have been
neglected for years.

Secularism versus Islam KurtulmuÅ~_ also said he did not believe
practically nor historically that there was a conflict of Islam and
secularism among the Turkish people. "Islam is a unionizing unit
culturally, for non-Muslims, too," he said.

Turkey needs to have constitutionally defined secularism, according to
KurtulmuÅ~_. He said secularism is not a concept that occurred within
Turkey’s culture but one that came from the French Revolution, when
the clergy were targeted because they were seen as accomplices of the
aristocracy. "In our roots there is no aristocracy and no mosque that
supports aristocracy, neither were there Muslim ecclesiasts," he said.

(Reuters) – Following are details of the main emergency loan programmes
initiated by International Monetary Fund (IMF) over the past six
months as the global economic crisis has deepened.

In the latest development, Serbia said on Friday it expected to
conclude a 2 billion euro ($2.52 billion) loan with the IMF by April.

Below are details of some of IMF’s lending packages:

* ARMENIA — The IMF approved a three-year, $13.6 million loan
programme in November to support Armenia’s economy through to
2011. Armenia is also negotiating with other international lenders to
secure a stabilisation loan worth a total of $525 million to support
Armenian businesses hurt by the crisis.

* BELARUS — IMF approved a $2.46 billion financial rescue package for
Belarus on Jan. 12, 2009. Belarus has already received the first $788
million tranche and the rest is to be released over the next 14 months.

* EL SALVADOR — IMF gave final approval to an $800 million loan
for El Salvador on Jan. 16, 2009, but said the country did not face
immediate balance of payments needs and would not draw on the funds.

* HUNGARY — The IMF, the EU and World Bank agreed a $25.1 billion
economic rescue package for Hungary last November in the biggest loan
for an emerging market economy since the global crisis began.

— Hungary turned to the IMF after its big budget deficit and heavy
dependence on foreign borrowing spooked investors when the global
crisis intensified, sparking a run on its forint currency.

— The IMF’s conditions forced the government to make additional
spending cuts, including in social spending and public sector wages,
which had been regarded as taboo so far.

* ICELAND — IMF approved a $2.1 billion loan for Iceland on Nov. 19,
2008 after weeks of delays due to wrangling between Iceland and some
European nations. Iceland’s major banks and currency had collapsed
under the weight of billions of dollars of debt accumulated in an
aggressive overseas expansion into financial services.

— The IMF deal was complemented by more than $3 billion in loans from
Nordic countries, Russia and Poland as well as close to $5 billion
or more by Britain, the Netherlands and Germany, making the whole
package worth about $10 billion.

— Analysts have praised the new coalition government under Johanna
Sigurdardottir — the previous centre-right coaltion under Geir Haarde
became the first to fall as a direct result of the global crisis —
for sticking to the programme agreed with the IMF, but also noted
that it effectively tied the coalition’s hands.

* LATVIA — The four-party coalition government collapsed on Friday
and the prime minister stepped down adding to the country’s economic
problems. The country had to take a 7.5 billion euro ($9.43 billion)
IMF-led rescue loan in 2008.The 7.5 billion euro package included
financing from the EU, Nordic countries, the Czech Republic, Poland,
fellow Baltic state Estonia and the World Bank. The IMF share was
1.68 billion euro.

* MALAWI — The IMF said on Dec. 3, 2008 it approved a $77.1 million
to help Malawi reduce the impact of high fuel and fertilizer costs.

— The IMF estimated that higher global prices of oil, fertilizers
and other imported goods in 2008 cut Malawi’s trade balance by about
$156 million.

* PAKISTAN — Will look to secure additional funding from IMF when
they hold talks in April. The IMF approved of a loan of $7.6 billion
on Nov. 24, 2008 to avert a balance of payments crisis and prevent
the government defaulting on its international debt obligations.

— Pakistan got immediate access to the $3.1 billion under the 23-month
facility with the rest to be phased in subject to quarterly review.

* SERBIA — Expects to conclude a 2 billion euro ($2.52 billion)
loan with IMF by April as it looks to renegotiate a new stand-by
loan. IMF already approved a 402.5 million euro ($530.3 million)
loan on Jan 16, 2009.

— The terms of the agreement require that Serbia cut its budget
deficit to 1.75 percent of GDP in 2009, from 2.7 percent in 2008.

* SEYCHELLES — IMF agreed a two-year $26 million rescue package on
Nov. 14, 2008 for the Seychelles, whose foreign debt was valued at
$800 million. Initially the country will receive $9.1 million.

— The package is dependent on economic reforms.

* TURKEY — Has been locked in negotiations with the IMF on a loan
deal to reinforce state finances, but talks were suspended last month
after the two sides failed to resolve their differences. The IMF had
opposed tax cut plans in Turkey in the past, saying this would hurt
fragile public finances. Markets expected a deal around $25 billion,
which would make it the biggest loan request in Turkey’s history.

* UKRAINE — The IMF approved a $16.5 billion loan package on Nov. 6,
2008 to help Ukraine withstand the financial crisis. The budget deficit
is at the centre of unresolved talks with the IMF as the central bank
is running out of the first $4.5 billion IMF tranche as it intervenes
on the interbank market to prop the currency up and keep to an IMF-set
reserves floor. An IMF mission left Kiev last week without disbursing
the second $1.84 billion tranche of a $16.4 billion loan.

ArmInfo. Turkish Foreign Minister Ali Babacan stated that he was
invited to the sitting of the Black Sea Economic Cooperation (BSEC),
which will take place in Yerevan. Babacan said he hadn’t yet decided
whether to participate in the sitting or not, the World Bullet reports.

It is envisaged that the working meting of BSEC energy ministers will
be held in Yerevan on March 20, the meeting of transport ministers –
on March 27, the meeting of agriculture ministers – during the first
week of April, and the meeting of ecology ministers – on April 10.

were the Deputy Executive Director of the Public Television of Armenia
Harutiun Harutiunian, the Vice Chairman of National Commission on Television

air.

COURT OF CASSATION DECLINED THE APPLICATION OF "A1+" FOUNDER

On February 19 the RA Court of Cassation declined the application of "A1+"
TV company founder, "Meltex" LLC, regarding the reconsideration of the two
rulings of the Court of Cassation. As it has been reported, the application
was admitted for consideration in January 2009 and referred to rulings of
February 27, 2004 and April 23, 2004 on suits of "Meltex" versus National
Commission on Television and Radio. On February 27, 2004 the Court of
Cassation left unchanged the ruling of the RA Commercial Court of January
21, that did not secure the demand of "Meltex" to annul the decision of the
National Commission on Television and Radio to grant "Cinemax" LLC a
broadcast license for 63rd UHF of Yerevan (claimed also by "A1+" TV
company). On April 23, 2004 the Court of Cassation left in force the ruling
of the Commercial Court of March 23 that rejected the suit of "Meltex" on
providing the company with specific justification of the refusals to grant
it a license in competitions held on June 11 and July 18, 2003. The present
application of "Meltex" to the Court of Cassation was due to the new
circumstance, the judgment of the European Court of Human Rights of June 17,
2008 on the suit of "A1+" founder versus the Republic of Armenia. The
European Court had recognized the refusals to grant "Meltex" a broadcast
license to be a violation of Article 10 of the European Convention on Human
Rights, i.e., of the right of the applicant to freely impart information and
ideas (see YPC Weekly Newsletter, January 16-22, 2009).

As YPC was told by one of "Meltex" attorneys, Ara Ghazarian, the decision of
Court of Cassation, publicized on February 19, says in particular that the
court rulings challenged by "A1+" founder were made in accordance with the
legislation in force in 2004 and are not subject to revision.

THE RIGHTS OF "ARAVOT" READERS WILL NOW BE DEFENDED BY A MEDIA OMBUDSMAN

On February 13 "Aravot" reported that the daily now has its media ombudsman
(reader’s editor). By an agreement between the owner, the Chief Editor of
"Aravot" Aram Abrahamian and the Committee to Protect Freedom of Expression,
this position is taken by the Expert of the Committee Mesrop Harutiunian. As
YPC was told by Mesrop Harutiunian, his main responsibility as media
ombudsman will be to stand for the rights of "Aravot" readers. Mesrop
Harutiunian will also have a column in "Aravot" – monthly at this stage – to
present topics of interest to the audience.

"ANALYTICON" – A MAGAZINE FOR THOSE WHO THINK AND CARE

A new magazine has appeared in Mountainous Karabagh, titled "Analyticon".
The founder of the publication is "Stepanakert+" CJSC, the Chief Editor is
Gegham Baghdasarian. "Analyticon" is defined as a "magazine for those who
think and care", and its first issue is dealing with the lessons of 2008.
This very subject unites pieces by journalists and experts of Mountainous

"Reaction of 2,3,4-trichloro-1-butene with phosphoric and nitrogen
nucleophiles was carried out," investigators in Yerevan, Armenia report
(see also General Chemistry).

"In the reaction with allyldiphenylphosphine
1,4-bis-(allyldiphenylphosp honiochlorido)-1,3-butadiene was obtained,
with tributylphosphine, allyldimethylamine and trimethylamine
respective 1,4-bis-onium salts with 2-chloro-2-butenylene
group. Reaction with trimethylamine proceeded with formation
of monoammonium salt with 3,4-dichloro-2-butenyl group," wrote
M.Z. Ovakimyan and colleagues.

The researchers concluded: "It is noteworthy that 1,4-splitting of
1,4-bis-(trimethylammoniochlorido)-2-butene at the action of sodium
methoxide occurs with involvement of the less labile hydrogen atom."

Ovakimyan and colleagues published their study in Russian Journal
of General Chemistry (Reaction features of 2,3,4-trichloro-1-butene
with phosphoric and nitrogen nucleophiles. Russian Journal of General

ALIEV: `RESOURCES OF NEGOTIATING PROCESSES NOT USED UP’

The conflict of Nagorno Karabakh `can have peaceful solution’ and
Azerbaijan `somehow hopes’ it to be so, said the President of
Azerbaijan Ilham Aliev to Itar-Tass news agency.

`We think that the resources of the negotiating processes are not used
up and the principle argument is our approach proving our constructive
status,’ said the President and added that the negotiations with
Armenia are based on the declaration signed between Armenia and
Azerbaijan recently. According to that declaration, the problem should
be solved in the frames of international norms and principles, as well
as the decisions and documents adopted by the international
organizations.

`The declaration also stresses that the problems should be solved in
the frames of international guarantees. It should be solved part by
part. First Azerbaijani territories should be liberated, and the
refugees returned back to their native lands. And then the legal
status of Nagorno Karabakh should be defined,’ he said.

`Today Armenia has a new leader and we have some hopes that Armenia’s
position will be more constructive and realistic,’ said the President.

YEREVAN (AFP) — Singer Charles Aznavour, often dubbed the "French
Sinatra", has agreed to become ambassador to Switzerland for his
ancestral homeland Armenia, the singer told Armenian television.

"It is a great honour that Armenia proposed that I become its
ambassador… in Switzerland," he said.

"At first I had doubts… but then I thought that what is important
for Armenia should be important for us all. So I accepted the proposal
with pleasure and with joy," he said.

Born Shahnur Aznavourian in Paris to Armenian parents, the 84-year-old
singer has maintained close links with Armenia and is among the
best-known figures of France’s 400,000-strong Armenian diaspora.

After the 1988 earthquake in Armenia that killed 25,000 people,
Aznavour set up a foundation and organised a series of charity concerts
to help quake victims.

He also serves as Armenia’s permanent delegate to the United Nations
Educational, Scientific and Cultural Organisation (UNESCO).

The author of over 1,000 songs, Aznavour is one of France’s most
popular singers and is the first French performer to have a recording
that went platinum in Europe. He has sold more than 100 million
records worldwide.

Azerbaijan’s air force commander was shot and killed as he left his
home on the morning of February 11, prompting a search by analysts
and ordinary Azerbaijanis alike to identify a cause and a culprit.

Lt-Gen. Rail Rzayev, the head of Azerbaijan’s Air Force and
Anti-Aircraft Defense Force, was shot in the head as he was sitting
in a Mercedes in front of his Baku apartment building. Doctors at
a military hospital could not save 64-year-old Rzayev’s life, the
Interior Ministry announced.

Few details about the case are being made public. Several hours after
the assault, a source in the Military Prosecutor’s Office, which
is handling the investigation into Rzayev’s death, told EurasiaNet
that the investigation was so far limited to searches of the area in
question and to attempts to locate the assailant.

Rzayev’s driver, who was not injured, is the only witness identified
by police. After the general entered his car, the vehicle moved about
700 to 800 meters before stopping in front of some trash cans where
Rzayev was shot, local news agencies quoted police as saying. Neighbors
did not report hearing the shot.

Chief of Staff Colonel-General Nijmedin Sadykhov told Lider TV that
a single shot had been fired at the air force commander. Security
cameras near Rzayev’s residence could provide further information,
he added. The commander’s car had been "under surveillance for several
days," Sadykhov said. He did not elaborate.

President Ilham Aliyev issued a statement late on February 11
condemning the murder, and vowed to bring the culprits to justice. "The
Azerbaijani government is very capable, and for whatever criminal
act carried out against us — against our state and its peaceful
population — the guilty parties must answer, and they will answer,"
the presidential statement said.

All potential motives for the crime, "including political ones,
will be considered," said the Military Prosecutor’s Office source,
who asked not to be identified.

Rzayev had served as Azerbaijan’s air force commander since 1992, after
previously heading Baku’s anti-aircraft defenses. In 2007, he served
as the Azerbaijani representative in talks with the United States
and Russia about the use of Azerbaijan’s Gabala radar station. [For

Rzayev’s murder, the first such killing of a top Azerbaijani military
officer, provoked widespread shock inside Azerbaijan. No single,
clear motive for the crime has been identified.

Military expert Haji Asadov, a former defense ministry official,
said that Lt. Gen. Rzayev was well-respected within Azerbaijan’s armed
forces. "I knew him as a professional military man and a good manager
who had respect in the army. . . . The air force and the anti-aircraft
defense forces are among the most modern and well-managed arms of the
Azerbaijani armed forces," Asadov said. Despite recently undergoing
heart surgery, Rzayev retained his post thanks in large part to that
reputation, Asadov added.

A veteran of the Nagorno-Karabakh War with Armenia, Rzayev had spent
his entire 32-year military career in various senior anti-aircraft
defense posts in Azerbaijan after graduating from the Vladikavkaz
missile command academy in 1966.

Most recently, in December 2008, Rzayev attracted media attention
after reports surfaced that Azerbaijani military planes had forced
a helicopter carrying Minister of Emergency Situations Kamaladdin
Heydarov to land. No official explanations were issued for the
incident. Azerbaijani mainstream media outlets, however, reported
that Heydarov, arguably the government’s most influential minister,
had failed to inform the Anti-Aircraft Defense Forces about his flight,
allegedly to his villa in the central Gabala region.

Baku-based political analysts were measured in commenting on possible
reasons for the murder. Evaluations largely focus on possible
connections with the Nagorno-Karabakh peace process, or on outside
attempts to destabilize Azerbaijan.

Lt. Gen. Rzayev was among those Azerbaijani generals who strongly
opposed any compromise resolution of the Nagorno-Karabakh conflict
with Armenia, noted Rauf Mirgadirov, political columnist for the
Russian-language daily Zerkalo (The Mirror).

"If such a crime had happened one and a half to two years ago, I would
pay more attention to [Rzayev’s] business links, or to [infighting]
within the Defense Ministry," said Mirgadirov. In 2004, several
newspapers reported that the anti-aircraft defense forces commander
was using military transport planes to import business cargo from Dubai
and China, among other locations. No official response was ever given.

"But now we hear a lot of talk about Armenia and Azerbaijan soon
signing some documents for the Karabakh conflict’s resolution, which,
of course, cause dissatisfaction among part of the [military] top
brass," Mirgadirov continued.

While acknowledging that Rzayev was opposed to a Karabakh compromise,
Asadov dismissed the idea of there being any possible "Armenian
handprint" on the crime. "The Armenians do not have any reason to
kill the air force commander," he said. "Rzayev participated in the
Karabakh war, but he was not involved in murders of Armenian leaders
or something like that. And there are no other reasons for Armenians
to commit such a crime."

To many Azerbaijanis, the Kremlin is invariably a suspect in such
crimes. Some experts noted that a major diplomatic scandal occurred
recently, stemming from Azerbaijani government allegations that
Moscow transferred a wide range of military vehicles and materiel to
Armenia from the Russian base at Gyumri in northern Armenia. [For

that forces Azerbaijanis to look inward could be Moscow’s way of
deflecting attention from the Armenian arms-transfer allegations,
Mirgadirov commented.

"[W]e should look for those countries which are interested in . . . the
destabilization of the situation in Azerbaijan," said the columnist,
making a not-so-veiled reference to Russia.

Rzayev was to be buried late on February 11, in keeping with Islamic
burial rites.
