The Turkish daily Taraf continues to raise the curtain on secret plans
and military coups in Turkey’s internal politics. This time the paper
has reported on former General Cetin Dogan’s 2002-2003 Balyoz plan,
which was prepared immediately after Turkey’s Justice and Development
(AK) Party came into power.

Taraf claims generals attempted to stage a military coup in 2003
by bombing Fatih and Beyazit mosques and carrying out terrorist
activities, with the aim of overthrowing the government.

The Balyoz plan, according to Taraf, also included the arrest of 36
journalists, as well as the attempt to enlist and use 137 journalists
for their purposes. Included in the list of 36 journalists, the
generals planned to arrest was former chief editor of Armenian-Turkish
weekly Agos, Hrant Dink, and current editor-in-chief Etyen Mahcupyan.

Taraf gave a deposition to the Istanbul Prosecutors’ Office and
delivered four CDs including documents about the Balyoz plan to
the prosecutors’ office in BeÅ~_iktaÅ~_, where the Ergenekon case
is being heard. Taraf said Wednesday that it has up to 5,000 pages
of documents and voice records related to the alleged coup plan,
reports Turkish Weekly.

It’s not the first time that Taraf has made such scandalous claims: In
November 2009, the paper published a story on Operation Kafes (meaning
"cage"), which was initiated by officers of Turkey’s Naval Forces. The
most interesting part of this operation was that Hrant Dink’s death was
described as an "organized operation." According to the plan, Operation
Kafes included the assassination of prominent non-Muslim figures and
the spreading of propaganda to increase internal and external pressure
on the Justice and Development (AK) Party, leading to its demise.

On January 19 Armenian Foreign Minister Edward Nalbandian met with
the OSCE Minsk Group co-chairmen mediating the process of peaceful
settlement of Armenian-Azerbaijani Nagorno-Karabakh conflict Yuri
Merzlyakov (Russia), Bernard Fassier (France) and Robert Bradtke
(USA), as well as the personal representative of OSCE Chairman
Andrzej Kasprzyk.

During the meeting the issues concerning the settlement of the
Nagorno-Karabakh conflict were discussed, the Armenian Foreign Ministry
press-service told the agency "News-Armenia".

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

anti-Armenian agitation have already moved to obvious falsehood.

Information technologies specialist Tigran Kocharian made such
a statement at a January 20 press conference adding that those
agencies place photos of corpses of Georgian soldiers and women on
their websites presenting them as Azeris who perished in Aghdam,
who allegedly were killed by Armenians. Besides, Azeris constantly
try to invent various stories to veil their own ferocities and to
lay their responsibility on Armenians. According to T. Kocharian, the
main principle of Azeris in the anti-Armenian agitation is constant
spreading of falsehood and thus exaggeration of the number of Azeri
victims.

Another specialist, Samvel Martirosian added that on January 20 1990
the Soviet troops entered Baku and opened a fire at Azeris to stop the
massacres of Armenians stat had started from January 13 1990 in Baku.

According to him, today Azeris spread false information that allegedly
they saved and protected the Armenians and the Soviet troops killed
them. "From their words it comes that it were Armenians that killed
Armenians," S. Martirosian mentioned. According to him, it is a
method accepted in the sphere of black PR: there are specialists
who assert that, for instance, it were the very Jews who organized
the Jewish Holocaust. According to S. Martirosian’s observation,
such misinformation is spread to mislead the international community.

And Nikolay Babajanian, the Chairman of the Our Home is Armenia
organization, said that on January 20 1990 the Soviet authorities
had to bring troops into Baku as Europe wanted it.

subsidiary, bank’s press service reported.

The resolution was passed by CBA President Artur Javadyan on January
19, 2010.

Araratbank was established as a result of the reorganization of Haykap
Bank, operating on Armenian financial market since 1991.

Araratbank was reorganized into closed joint stock company in
September, 2005.

Araratbank is functioning as an open joint stock company since
August, 2007.

Araratbank is a member of the Union of the Banks of Armenia; it is a
partner of the Ministry of Finance and Economy of RA in the area of
management of the internal national debt.

Araratbank has been government’s agent since 2007 in the field of
management of the national debt of RA in the primary and secondary
markets; it provides services to 40 customers – both individuals and
legal entities.

Today is the 3rd anniversary of assassination of the founder and
editor of Turkish Armenian weekly Agos.

Three years after Turkish-Armenian journalist Hrant Dink was
fatally shot outside his office by an ultranationalist teenager, the
investigation into his murder has stalled as the suspected perpetrator
and his immediate accomplices have been put on trial, but those who
masterminded the plot to kill him still wait to be revealed.

To mark the anniversary of Dink’s murder the Armenian Ministry of
Diaspora Affairs has initiated a visit to Tsitsernakaberd.

Dink was editor-in-chief of the bilingual Agos daily until he was
killed on Jan. 19, 2007. Lawyers representing the co-plaintiffs in
the Dink trial have long alleged that the murder was the doing of
Ergenekon, a clandestine group charged with plotting to overthrow the
government. In the latest hearing they also petitioned the 14th High
Criminal Court to contact the prosecutors investigating Ergenekon
to request a copy of the documents that describe the organization’s
schemes against religious minorities in Turkey.

At the last hearing of the Dink trial in October of last year
co-plaintiff lawyer Fethiye Cetin stated that Dink’s murder, along
with that of an Italian priest in 2006 and the 2007 slaying of
three Christians in Malatya, was part of an operation carried out
by Ergenekon.

Cetin also said that the acts of some Ergenekon suspects in turning
Dink into a target for ultranationalists were very "open." She
recalled that when Dink was facing charges under Turkish Penal Code
(TCK) Article 301, which then criminalized "insulting Turkishness,"
some of the people who are in jail now as alleged Ergenekon members
brought crowds of protestors and even attacked Dink and his supporters
as they entered and left the courtroom, Today’s Zaman reports.

A 2.9 magnitude earthquake was registered 16 to the northeast of Garni
village in Armenia on January 17, at 5:05 p.m. The intensity of the
quake reached 4 at the epicenter, the Armenian National Survey for
Seismic Protection (NSSP) informed.

According to the NSSP report, the quakes were felt in Yerevan and
Abovyan.

No strong quakes are expected in Armenia in the near future, NSSP
says. The high temperature has nothing to do with the seismic
situation.

Murad Mercan There is no sense in putting the protocols on
parliament’s agenda until Armenian-Azerbaijani relations have been
normalized, Murad Mercan has said.

"Discussion of the protocols signed with Armenia is likely to be
rejected in the Turkish parliamentary commission and would be a waste
of time," according to Mercan, who is chairman of the Turkish Grand
National Assembly’s foreign policy commission.

He said Armenia had submitted the protocols to its Constitutional
Court in line with its own laws.

"The documents are already in the parliamentary commission there and
the date of their discussion is not known yet. Meanwhile, the
resolution of the Armenian-Azerbaijani problem and the rights of
Azerbaijan are too sensitive for the Turkish people. For this reason,
settlement of the conflict may accelerate the ratification of the
protocols in parliament," Mercan said.

The commission chairman thinks that if Azerbaijani-Armenian relations
are not normalized, there is no point in putting the protocols on the
agenda. He thinks it would be expedient to postpone discussion of the
documents at present.

Turkey tries to urge Russia to work closer with Armenia so that it
makes concessions in Karabakh talks. Turkey wishes to see Russia
as well as other players, including U.S. and EU more involved
in Nagorno-Karabakh peace process, Europe Program Director at
International Crisis Group Sabine Freizer said in her interview with
Azerbaijani Trend News agency.

"Russia’s ability to actually push through an agreement is perhaps the
strongest among all international players, but remains limited. It is
only when the two countries and the two societies are ready to accept
these basic principles that there would be an agreement," she stated.

Freizer hailed positive intensification of OSCE states, including
Russia, underlining that process should be accompanied by debates in
Armenia and Azerbaijan concerning the basic principles. The agreement
is possible once both societies are ready to accept it.

"So, the principles cannot be forced upon Armenia and Azerbaijan
from Russia or from the US, the societies also need to agree to them
themselves," Freizer underlined.

According to her, Turkey strives to reach stability and peace in the
South Caucasus, attempting to settle Karabakh conflict. However, it
should realize that Russia "does not have all keys to the problem",
Trend reads.

"The Moscow declaration of November 2008 was an example of the
limitations of Russian influence. The Russian leadership did step in
and was successful in getting a signature from the two presidents,
but this did not change anything on the ground or get the sides closer
to a comprehensive agreement," Europe Program Director added.

For a brief period around the turn of the century, Marseilles-based
auteur Robert Guédiguian had a voguish arthouse cachet. Notable for
their intelligence, economy and realist poetry, Marius et Jeannette
(1997), Ã~@ la place du coeur (1998), Ã~@ l’attaque! and La Ville est
tranquille (both 2000) were all acclaimed by British critics. Yet only
The Last Mitterand (2005) has since secured UK theatrical distribution,
with fine films like Marie-Jo and Her Two Lovers (2002), My Father
Is an Engineer (2004) and Lady Jane (2008) being consigned to the
festival circuit.

Comparisons with Army of Shadows (1969) clearly prompted the decision
to release Guédiguian’s latest offering, Army of Crime. But anyone
hoping for a powerhouse picture on a par with Jean-Pierre Melville’s
seminal study of the Maquis or another of Guédiguian’s intense
political provocations will be somewhat disappointed.

The infamous `Red Poster’ campaign conducted by the Vichy government
against the immigrant resistance movement Francs Tireurs et Partisans
de la Main d’Oeuvre Immigrée (FTP-MOI) had previously been recalled in
Frank Cassenti’s little-seen drama, L’Affiche rouge (1976). But while
Guédiguian, production designer Michel Vandestien and cinematographer
Pierre Milon ably recreate the look and feel of occupied France, the
fractured nature of the narrative prevents the action from gaining
the momentum that might have heightened the tension surrounding the
activities that led to the arrest and execution of pamphleteering
Armenian poet Simon Abkarian, Romanian revolutionary Olga Legrand,
Marxist Hungarian explosives expert Grégoire Leprince-Ringuet and
Polish-Jewish assassin, Robinson Stévenin.

Surprisingly for such a politicised film-maker, there is also a notable
lack of ideological debate, which might have rooted the reckless
heroism in something more tangible than the righteous revulsion felt at
the round-up of Jews at the Vélodrome d’Hiver in Paris and the Drancy
internment camp. But if Abkarian’s sudden transformation from pacifist
to machine-gunning opportunist strains credibility, the introduction
of collaborationist detective Jean-Pierre Darroussin shifts the focus
of the storyline on to his attempts to seduce Stévenin’s girlfriend,
Lola Naymark, in the hope that she will betray her comrades while
seeking to protect them.

Indeed, it’s the business of the plot that most consistently
undermines this noble attempt to reclaim the contribution made
by refugees to the Liberation from the `one nation’ propaganda of
Gaullist patriots. Guédiguian demonstrated a flair for interweaving
multiple strands in La Ville est tranquille. But he seems hampered
here by the weight of history, as he strives to make each passing
character seem significant. Moreover, he also struggles to find
enough for Virginie Ledoyen to do as Abkarian’s pugnacious wife,
while such regular members of his stock company as Ariane Ascaride
and Gérard Meylan are restricted to bit parts.

Army of Crime contains some striking set-pieces and moments of
sickening authenticity. But its chief achievement is to provide a
motivational counterbalance to the existential valour of Melville’s
romanticised guerillas and the perky pluck of the glamour gals
in Jean-Paul Salomé’s Female Agents. Perhaps more importantly,
however, this rather studious tribute to the unknown underground
offers a corrective to the dumbed-down antics depicted in such recent
Hollywood excursions to the Second World War as Tom Cruise’s vacuous
star vehicle, Valkyrie, and Quentin Tarantino’s eminently resistible
revisionist romp, Inglourious Basterds.
