A FAMILIAR STRATEGEM

MILLIYET- The Armenian lobby has been doing this for years. The
lobby and its supporters always wait for an opportunity to enact
a law justifying the claims on the so-called Armenian genocide in
the US Congress. First of all, it receives support and interest
with a bill it presents to the relevant committees of the House of
Representatives. However, when the bill is brought to the House floor,
the White House and various branches of the administration become
involved in the issue. Finally, the bill is never brought to the floor
or fails to get approval. Then a period of silence follows until the
lobby and its supporters find a new opportunity and go through the
same process.

The US House of Representatives International Relations Committee
this week considered a bill holding the Ottoman Empire responsible
for the Armenian genocide and requesting that the Turkish Republic
accept this crime. Actually, it seems unlikely that this bill will
be presented to the full House or even approved. However, even if the
bill is discussed by the committee and gets great support and interest,
this would be a success for the Armenian lobby. If Congress doesn’t
make such a final decision, it will be necessary to evaluate the
reasons for the Armenian lobby’s success on the US political platform.

Generally, people’s reasons for supporting the claims on the
so-called Armenian genocide in the US, as in other countries,
depends on Turkey’s incompetence in promotion — in conveying
its ideas and influencing public opinion — against the Armenian
diaspora’s advantage of propaganda and influence. It’s a shame that
for years we haven’t overcome this. Unfortunately, Turkey is still
ineffectual against the propaganda of counter-lobbies in the US. We
can’t say that the professional lobbyists working for Turkey are very
successful. Likewise, promotion isn’t the only way of getting results
in the US and the world generally. The political dimensions of this
question are very important. The Armenian lobby’s success in the
Congress is related with the atmosphere of the US public’s feelings
concerning Turkey, in Turkish-US relations, and among politicians
in Washington, and this atmosphere isn’t so bright. Actually, the
US Congress has never really gotten over Turkey’s rejection of the
deployment of US soldiers before the Iraq invasion in March 2003. As
for the political dimensions of the problem, Turkey has to establish
new strategies to counter claims on the so-called Armenian genocide.

sitting of the UN General Assembly Armenian Foreign Minister Vartan
Oskanian met in New York with Ukrainian acting FM Boris Tarasyuk,
Ukrainian media reported. The parties discussed bilateral political
and trade-economic cooperation.

Special attention was paid to the settlement of “frozen conflicts”
in the post soviet space. The Ministers exchanged information on
the Transdnetsrian and Karabakh conflicts. At that Vartan Oskanian
stated that progress in the settlement of the Transdnestrian conflict
will have a positive impact upon the resolution of other “frozen”

Tarasyuk provided information on the joint Georgian-Ukrainian
initiative on formation of Commonwealth of Democratic Choice and
convocation of a summit in Kyev this autumn.

was held on September 17. Suren Nazinian, LOGOS Center Director and
the initiator of the exhibition thanked the participants and noted
that the EXPO proved the first-rate in region. During the ceremony
the participants were handed diplomas while the winners of the “High
Quality” contest were awarded gold medals. Among the winners are Jermuk
CJSC, Jermuk Group and Ararat confectionery. Valetta, Fero, Luys
Astgh and Kardinal International received the Grand Prix and 5 gold
medals. Intermilk Company was awarded 7 gold medals and the Grand Prix.

Was the immediate response to the Hurricane Katrina catastrophe a
portent or an aberration?

It matters.

Think back to Dec. 7, 1988, and the earthquake that hit Armenia in
the Soviet Union. About 25,000 people were killed, 15,000 were
injured and some 517,000 people were left homeless. Virtually the
entire infrastructure – roads, bridges, hospitals, schools, water
lines, etc. – was wiped out.

The tremor and its aftershocks did more than reveal shoddy
construction standards. It also revealed the total inadequacy of
government in the Soviet Union at all levels to deal with a
large-scale domestic emergency. It showed to the world the
overwhelmed Soviet Union for what it was – a hollowed-out superpower
that could not provide aid and comfort to its people in their time of
need.

In the coming days, weeks and months, local, state and federal
authorities in the United States will have a chance to reverse their
dismal performance immediately before and after Katrina devastated
Louisiana and Mississippi.

Most of the effort must fall on the shoulders of the federal
government, if for no other reason than those two states are among
the poorest in the United States.

How this task – indeed, if this task – is accomplished will make a
difference. What happened in the Armenian Soviet Socialist Republic
in December 1988 was a portent of things to come for one of the
world’s two superpowers. It was rotting from the inside out.

Americans can only hope that the initial, bungled response to the
Katrina catastrophe was an aberration, and that our nation’s can-do,
take-charge attitude will reassert itself.

But if recovery efforts continue to be bungled, it could be a portent
of things to come.

Like we said, it matters.

BAKU, Azerbaijan (AP) – An activist of Azerbaijan’s Yeni Fikir
(New Thought) opposition youth movement was detained, lawyers and
prosecutors said Tuesday, in the latest sign of rising tensions in
the run-up to the November parliamentary election.

Said Nuriyev was taken into custody Monday as a suspect in the case
already launched against the movement’s leader, Ruslan Bashirli, said
Tarana Velizade, a spokeswoman for the Prosecutor-General’s office.

Bashirli was accused of taking part in a meeting with agents from
Azerbaijan’s rival neighbor, Armenia, aimed at organizing an uprising
by pro-democracy forces in Azerbaijan.

Nuriyev was accused of receiving instructions for carrying out a coup
in Azerbaijan during a trip to Poland, his lawyer Yaver Huseyn said,
citing the warrant.

Today Secretary of the National Security Council at the RA President,
Defense Minster Serge Sargsyan received Iranian Ambassador to RA
Alireza Haqiqyan and newly appointed military attache, Colonel Bizhan
Hamzeil Hashame.

At the beginning of the meeting the Ambassador conveyed to Serge
Sargsyan the greetings of the Iranian Security Council Secretary and
Defense Minister and expressed hope that the joint programs will be
successfully launched.

Congratulating the newly appointed attache the Defense Minister
thanked Col.

Eshkhifor his activities at the post.

JEREWAN, 12. September (RIA Nowosti). Der britische Konzern Midland
Resources Holding LTD fragte bei der armenischen Regierung nach
der Genehmigung an, die ihm gehörenden 100 Prozent der Anteile an
Elektritscheskije seti Armenii (â~@~^ Verbundnetz Armeniens”) an die
russische Firma Interenergo zu verkaufen.

Dies erfuhr RIA Nowosti am Montag aus der Kommission fur die
Regulierung auf dem Gebiet der öffentlichen Leistungen Armeniens.

Laut dem armenischen Gesetz uber die Energiewirtschaft ist Midland
Resources nicht berechtigt, die Anteile an Elektritscheskije seti
Armenii ohne Zustimmung der armenischen Regierung und der Kommission
als regulierende Behörde zu verkaufen.

Midland Resources hatte seinerzeit der armenischen Regierung fur
100 Prozent an Elektritscheskije seti Armenii rund 40 Millionen
Dollar gezahlt.

Im vergangenen Juni wurden die Aktien dem russischen Unternehmen
Interenergo in Treuhandschaft fur 99 Jahre ubergeben, wobei
der britische Konzern die Eigentumsrechte behielt. Der Wert des
Trustvertrages zwischen Interenergo und Midland Resources betrug 73
Millionen Dollar.

Interenergo ist Tochter der geschlossenen AG INTER RAO EES, von der
60 Prozent der Aktien dem russischen Strommonopolisten EES Rossii
und die ubrigen 40 Prozent dem staatlichen Atomkraftwerksbetreiber
Rosenergoatom gehören.

INTER RAO EES betreibt Handel mit Elektroenergie in Armenien, China,
Finnland, Georgien, Kasachstan, Moldawien, der Mongolei, Litauen,
Lettland, Norwegen, Polen, Russland, der Ukraine und WeiÃ~_russland
und verwaltet eine Reihe von Energieanlagen in Armenien, Georgien,
Moldawien und Russland in Treuhand.

MINSK, September 13 – Vladimir Rushailo, the executive secretary
of the Commonwealth of Independent States (CIS), will head the CIS
observers mission at the parliamentary election in Azerbaijan in
November. A meeting of the Council of permanent representatives of
the CIS at bodies formed under the charter and other bodies of the
CIS made this decision in Minsk on Tuesday.

The mission’s centre will begin working in Azerbaijan on October 3-4,
Asan Kozhakov, the deputy chairman of the CIS executive committee,
told Itar-Tass. Kozhakov said Rushailo planned to visit Baku on
September 23 and to announce the opening there of the centre of the
observers mission of the Commonwealth of Independent States at the
invitation of the Azerbaijan Republic.

Kozhakov said real monitoring would take place – representatives of the
mission would work at all polling stations, would observe canvassing,
would analyze election laws and, after the voting, would sum up the
election results. Two members of the CIS, Ukraine and Armenia, will
not send their observers to Azerbaijan.

Today the NA 6th session started. After standing up for the RA National
Anthem the deputies started their work. The opposition was present
only partially, in the person of the National Unity. The Justice bloc
was in session at that time.

The NA President represented the agenda, and Hmayak Hovhannisyan
found out that the issue of returning the deposits is not included in
it. He reminded the NA President that the solution of the issue is
one of the priorities of the Orinats Yerkir party, and it is Arthur
Baghdasaryan himself who must solve the problem.

Arthur Baghdasaryan reminded once again that there are only 21 people,
and in order to solve the issue at least 66 are needed. At that very
moment deputies of the Republican party reminded that they are also for
the solution of the problem, but the issue never entered the agenda.

Viktor Dallakyan, secretary of the Justice bloc mentioned in an
interview with us that his draft about the solution of the issue
of the deposits is in the main agenda, and it was done by the NA
decision. But today the draft was absent from the agenda represented
by Arthur Baghdasaryan. “I did not exclude it from the agenda, it
was excluded my being aware, that is the NA law has been violated”.

By the way, today Viktor Dallakyan learned that the issue was excluded
from the main agenda too. “It was possible only in case I was dead. But
I am not going to die in the nearest future, and I am going to inform
them that they have violated the law”.

(…) On the international level, there is still no united treatment
of how one must struggle against terrorism. The lists of extremist
organizations vary.

(…)

In spite of the all-world acknowledgement of the terrorism existence,
each country decides independently, what principles to pay attention to
when determining rival groupings. As a sequence, there is no terrorist
organization, which is present in all lists simultaneously.

So, in the UNO list there is no Al-Qaeda, as the UNO committee on the
struggle against terrorism is not sure, that this organization exists.

In the European Union, the Framing decision from June 13, 2002, became
the basis for formation of the list of terrorist organizations. It is
oriented at struggle against terrorism at the expense of criminal codex
standards. At the same time, in the EU they decided not to involve
into discussions concerning the term “terrorism” and introduced the
concept “a terrorist crime”. That let Europeans treat queries of
other countries selectively, which concern extradition of terrorist
figures, as it takes place concerning Movladi Udugov, for instance,
who is accused of terrorism in Russia.

According to the estimations of political scientists, the American
list can also be doubted. There are two ways for any organization
to appear in it. The first one is very simple – to kill an American
citizen. The second one is more complicated – one must set out against
the government of that country, for which the US owes something. As
it is considered, because of the death of one American citizen during
the capturing of hostages in Moscow (fall of 2002), and not because of
some other reasons, three Chechen organizations appeared in the black
list of the State Department. These were considered to participate in
that act of terrorism by Americans – Islamite International Brigade,
Islamite Regiment of Special Destination and Brigade of shakhids
Riyadus Salihijn. At the same time, the representative of the state
department noted especially, that the US does not consider all Chechen
warriors to be the terrorists. (…)

British and Canadian lists are created in a simpler way. The Canadians
compile lists of the State Department and UNO, while the British take
the EU list as the basis and add the terrorist organizations, which
are supported in the territory of the United Kingdom. That is why,
in the British list, as nowhere else, there are so much Indian and
Pakistan groupings.

Work under formation lists of terrorist and extremist organizations is
done (at various stages, however) in almost all coalitional structures
in the post-Soviet territory. However, within the frames of Agreement
Organization on Collective Security (Armenia, Belarus, Kazakhstan,
Kyrgyzstan, Russia and Tajikistan) national lists exist only in four
countries out of six. There are not any in Armenia and Belarus.

At present, within the frames of OASC there is work on forming The
United List of terrorist and extremist organizations, which are a
threat for the collective security of OASC.

Who is the main terrorist in the post-Soviet territory? This task
is being solved by the Antiterrorist center (ATC) in the CIS. But
this work, according to the data of our sources, is at the stage of
receiving and generalizing of national lists from states-participants
of the Community “on organizations and persons, involved in terrorist
and extremist activity”. Besides, the document to concord was sent to
the states, which is analogous to the “Way of formation the United
list…” the work under which is going on in the frames of OASC. In
the beginning of June 2005, head of the department on struggle against
terrorism and drug aggression of the Executive committee of the CIS,
I. Yurkin, declared that “competent organs prepare a common list of
terrorist organizations and groupings, abandoned in the territory
of the CIS”. But on the level of the managing organs, there were
not such decisions. They will hardly be made. Since, for example,
Azerbaijan considers the Armenian President to be the main terrorist.

In Shanghai Organization of Cooperating (SOC), the Regional
antiterrorist structure (RATS) solves this problem. By the present
moment, lists of the SOC-countries have been gathered together. “The
list of terrorist, separatist and extremist organizations” was approved
on its basis at the board of RATS council. The acceptance of any
coordinated measures of law enforcement character in the respect of
the given organizations and persons, is not foreseen. There was not
a single decision on the question on the level of the SOC managing
structures. At the board of the Committee of secretaries of Security
Councils of the SOC countries in June of 2005, only the decision “to
speed up the preparation of a common list of terrorist organizations
and persons involved in terrorism” was made.

In the Organization of Central Asian Union (OCAU) this task was set
in October 2004, at the board of Security Council heads. Heads of
security departments, law enforcement organs and structures on the
guard of the state boundaries will occupy themselves with its decision.

As we can see, the task of forming the lists of terrorist and
extremist organizations is set before many states and international
joints. However, there is a number of serious problems, among which one
can point out absence of norms of national antiterrorist legislations,
absence of united treatment of the concept “terrorism”, which is
politicized often.

The coalitional structures in the post-Soviet territory often face
the same problems. In particular, the work on forming the Concept
of the CIS countries on struggle against international terrorism is
restrained. It must have been approved in Astana (June of 2004!) at the
board of the Presidents. But it was sent for revision by a decision,
made at the united board of MFA heads, the Coordination Council
of General Prosecutors, the Council of Internal Affairs Ministers
and Special Powers, the Council of Boundary troops commanders, the
Coordination council of tax (finance) research heads, the Council of
heads of customs services of the CIS countries, which took place on
April 8, 2004, in Kyiv. The decision was postponed because of lots
of discords. (…)

According to the experts’ opinions, the introduction of concepts
“terrorism, separatism and extremism” to the Shanghai Convention
on the struggle against terrorism did not solve the problem. It is
important for SOC to pay attention to separatism, on the Chinese
initiative. Uzbekistan insists on struggle against religious
extremism. Almost all religious organizations existing in the republic
and their leaders were introduced to the SOC list, and all Uigur
organizations, on the Chinese initiative. It is clear, that other
SOC participants do not divide such treatment of terrorism. So, the
common treatment of terrorism will hardly appear at the international
level in the near future.
