A member of the Azeri delegation at the Parliamentary Assembly of the
Council of Europe (PACE) on Tuesday introduced a document on Armenia’s
new occupation plans posing a serious threat to the stability and
development in the South Caucasus region.

MP Rafael Huseynov’s document, submitted to the CE Ministerial
Committee, says that Armenia, which is regarded in a special Council
of Europe resolution as aggressor that has carried out ethnic cleansing
against Azeris, has laid out its new occupation claims by intensifying
shooting on the frontline. This country, which has occupied Nagorno
karabakh and seven adjacent districts, calls these territories “a
buffer zone”.

“Armenian armed forces, despite the existing ceasefire, are regularly
carrying out military operations in the areas bordering on Azerbaijan
located 100 km away from Nagorno Karabakh,” the document said.

According to AssA-Irada, the MP also indicated that these attacks
causing considerable casualties among military contingent and
civilians, as well as financial damages, clearly demonstrate Armenia’s
objective to occupy new territories.

relations, specifically the Millennium Challenge Compact. Assessing
highly the assistance rendered to Armenia since its independence the

government to the democracy principles. Besides, they referred to
some regional issues including the Armenia-Iran and Armenia-Turkey

On April 14 Head of the RA Court of Appeal Hovhannes Manukyan will meet
the President of the Supreme Court of Georgia Konstantin Kublashvili,
who is in Armenia on a working visit.

Press Service of the Armenian Court of Appeal informs that a memorandum
on ” Mutual cooperation and exchange of legal information” will be
signed between RA Court of Appeal and the Supreme Court of Georgia.

In the framework of the visit Konstantin Kublashvili will have meetings
with RA Minister of Justice David Harutyunyan and President of the

JERUSALEM, April 12, 2006 (WAFA) -Patriarchs and Heads of Churches
in Jerusalem called on the international community to put an end for
the suffering emerged because of the Palestinian-Israeli conflict.

In a message issued Wednesday on the occasion of the Easter Falls
2006, the Patriarchs and Heads of Churches in Jerusalem said “it is
not permitted to boycott a people on whom oppressions and injustices
were and are imposed, while the international community remained so
far paralysed in putting an end to these oppressions, and therefore
this paralysis gave birth to violence, terrorism and the humiliation
of the human person.

They revealed that instead of boycotting, “we appeal to the
international community to seize the opportunity of this phase in
history of the conflict in order to try seriously to put an end to
the suffering of our land and of all its inhabitants”.

They called upon international community to transform “our land in
a land in which shines the glory of the human being liberated from
all kind of oppression and fear, where the glory and the voice of
God appeared to man”.

“We appeal to our leaders, knowing they are facing difficult decisions.

If a sincere will exists, there will be capacity and power to overcome
all obstacles, in order to reach security, peace and justice to all,
Palestinians and Israelis alike,” the added.

The Patriarchs and Heads of Churches also called upon the Israeli
Authorities so to see that unilateral measures are another aspect of
the conflict and the permanence of the sufferings for both peoples.

“Therefore, we urge them to take the right measures to liberate the
human being, Israeli or Palestinian, and to see in the Palestinian
Authority a help and a partner to construct a peace, for which the
building is not something impossible”.

Patriarch Michel Sabbah, R.C. Latin, Patriarch Torkom I Manooghian,

ARMENIAN GOVERNMENT CORRECTS DRAFT AMENDMENTS TO LAW “ON ENERGY”

Yerevan, April 11. /ARKA/. The RA Government has introduced corrections
into the draft amendments to the RA Law “On energy”, which stipulates
the abolition of government monopoly of nuclear energy, Speaker of
the RA National Assembly Artur Baghdasaryan stated in Parliament.

According to him, the draft amendments stipulate that the Armenian
nuclear-power plant (NPP) located in Metsamor will remain the
Government’s property and is not liable to privatization.

Among other important corrections is the issues related to the
construction of a new NPP in Armenia must be regulated by a special
law.

“This is a serious political arrangement,” Baghdasaryan said.

On March 1, 2006, the RA parliament postponed the voting on
the bill on abolition of government monopoly of nuclear power
because of disagreements. The opposition factions, as well as the
coalition-forming “Law Governed Country” faction voted against
the bill.

On March 16, the Parliament held a hearing of the issue of Armenia’s
energy security. During the hearing, RA Minister of Energy Armen
Movsisyan re-submitted the justifications of amendments to the law.

According to the RA Government, Armenia cannot afford the
construction of a new NPP. Therefore, the construction requires
foreign investments.

YEREVAN, April 11. /ARKA/. Armenia ranks 1st in the world for the
share of direct foreign investments in the country’s GDP, Director of
the research center “Economy and Values” Manuk Erginyan told reporters.

“According to the latest data, the share of DFI in the total amount
of the country’s GDP was 4.31%,” Erginyan pointed out during the
presentation “Role of Diaspora in Attracting Direct Foreign Investments
in Armenia”, held in Yerevan. According to him, China ranks 2nd in
this list – 3.78% of the GDP, then comes Israel – 3.52%, India –
0.71% and Philippines – 0.4% rank 4th and 5th respectively.

According to Erginyan, the Armenian Diaspora in this context should be
considered as an exclusive asset in the development of the National
economy. “Besides, the Diaspora is not only a source of private
transfers of the DFI, but also a source of political support, and a
means of propaganda of the Armenian culture in the West,” he said.

The Armenian Diaspora numbers about 6mln people in the world, while
Armenia’s population is about 3.2mln. The largest Armenian communities
are located in Russia, USA, France, Iran and Lebanon.

The research “Role of Diaspora in Attracting Direct Foreign Investments
in Armenia” was held by the research center “Economy and Values” with
the support of the Yerevan office of the Caucasus Research Resource
Center, which is one of “Eurasia Foundation” programs.

Azerbaijan wants to earn significant resources by producing and
exporting its oil and gas but this can only become a possibility in
the event of peace in the region, the Department of State Assistant
Secretary for European and Eurasian Affairs, Daniel Fried, has told
European journalists in Washington.

Fried said the most important issue to the negotiated settlement of
the Upper (Nagorno) Garabagh conflict is that Azerbaijan and Armenia
have to understand that neither of them can receive everything at once.

“Neither country can get the maximum. At the same time, it cannot
happen that either of them receives nothing at all. Both countries
have interests at stake and these interests have to be taken into
account,” he said.

The Council of Europe Parliamentary Assembly started its spring
session today.

The correspondent of the Europe bureau of APA reports from the session
that before the session PACE President Rene van der Linden held a press
conference dedicated to the opening of the spring session. Informing
abut the issues to be debated at the session, van der Linden also
touched on the rerun of parliamentary elections in Azerbaijan. The
PACE president said they focus their attention on the elections in
Azerbaijan and added that this issue will be on the agenda of the
summer session.

“Azerbaijan is the member of PACE. We shall focus our attention on
the rerun of parliamentary elections scheduled for May 13 and will be
discussed at the summer session,” Mr.van der Linden said. “Depending
on the process of the elections, PACE might consider the issue on
Azerbaijan delegation’s mandate,” he added.

PACE president also touched on the Armenia-Azerbaijan conflict.

Noting that both Azerbaijan and Armenia are Council of Europe member
countries, Mr.van der Linden expressed interest in reaching a positive
result in the negotiating process for the settlement of the conflict
between the two countries.

Saying that it is regrettable that the Presidents of the two countries
could not reach an agreement at Rambouillet, van der Linden stressed
the importance of the sides reaching a consensus to solve the problem.

Commenting on changing of format of the talks, replacement of mediator
OSCE Minsk Group with the Council of Europe, the PACE president did not
consider it advisable to replace the OSCE Minsk Group with COE format.

Then the spring session of PACE started. PACE President Rene van
der Linden made an opening speech. Parliamentarian from the former
Yugoslavia Igor Ivanovski presented his report on the conclusion of
the bureau session. The report also touched on the re-elections in
Azerbaijan. Mr.Ivanovski proposed to reconsider the number of the
members of the Subcommittee on Nagorno Garabagh.

PARIS – London`s Financial Times performed an American public service
in its weekend edition, calling editorially for open and honest
discussion of the influence of Israel on American foreign policy.

The call came amid the resounding silence in “responsible” American
circles concerning the paper recently issued by two highly regarded
political scholars, Stephen Walt of Harvard and John Mearsheimer of
the University of Chicago, discussing the “Israeli lobby” in Washington
and its effect on American foreign relations.

So far as one can make out, in the mainstream American press,
only United Press International, the International Herald Tribune,
the Christian Science Monitor, the Wall Street Journal and the
Washington Post have carried articles on the paper. The IHT`s was
an opinion piece by Daniel Levy, a former advisor to Ehud Barak,
calling for open discussion of the lobby. The UPI and the Monitor
provided professionally detached news reports.

The other two papers carried attacks – in the case of the Washington
Post, two of them, both featuring the news that the totally
insignificant David Duke, a former head of the Ku Klux Klan, applauds
the Merscheimer-Walt paper. Duke is not a figure whose views are
ordinarily treated as being of national interest by the Post, and
the newspaper`s linking him to the Merscheimer-Wall document was an
act of character assassination by association, just like those that
won Sen. Joseph McCarthy infamy in the 1950s.

The document has not otherwise lacked attention. The blogosphere
is full of it, with both attacks on it and defenses and praise. The
authors themselves predicted that the mainstream media would ignore
or attack their argument, which is essentially that the influence
of Israel on American policy has distorted it to Israel`s advantage,
and sometimes to American disadvantage.

They say that Israel`s friends in the United States have succeeded in
convincing Americans that Israeli and American national interests are
inseparable, which they are not, and have tried and often succeeded
in suppressing or punishing critical discussion of the relationship.

What are very striking are the virulence as well as the volume of the
attacks being made on the authors. The Ku Klux Klan smear has been
the least of it. Their paper has been compared to Nazi propaganda
of the 1930s and to the czarist-era forgery, “The Protocols of the
Elders of Zion” (which still circulates in the Arab world).

In fact, Mearsheimer and Walt are recognized and respected political
scholars in the so-called realist tradition, which regards the defense
and promotion of the national interest of states as the chief purpose
of foreign policy. Their paper is a responsible document of public
importance.

The venom in the attacks made on it risks the opposite of its intended
effect by tending to validate the claim that intense pressures are
exercised on publishers, editors, writers and American universities
to block criticism, intimidate critics and prevent serious discussion
of the American-Israeli relationship.

In Israel itself, there has for many years been frank, cool and
reasoned discussion of the subject. Leading figures, including retired
officers and intelligence officials, as well as peace activists,
have in the past warned that the actions of Israel`s friends in
America could eventually rebound against Israel itself, with harm to
Jews elsewhere.

Some also have noted that the leading U.S. lobby group, the American
Israel Public Affairs Committee, is further to the right in its views
than Israeli public opinion, and has interfered in Israeli politics
through support for the Likud party and by undermining Prime Minister
Yitzhak Rabin.

The note of panic in some of the attacks on Mearsheimer and Walt
contrasts with the fact that what they say is no secret in American
foreign policy circles. People have for years taken for granted the
informal censorship, or self-censorship, exercised in the government
and the press on this issue.

It is a fact of democratic life in the United States that determined
interest groups annex their own spheres of federal policy. Energy
policy is run by the oil companies, and trade policy by manufacturers,
exporters and importers, with an input from Wall Street.

U.S. Cuba policy is decided by the Cuban lobby in Florida, and policy
on Armenia by Americans of Armenian descent. The Middle East, or at
least its part of it, belongs to Israel.

However, in the Israeli case, the lobbying effort is linked to a
foreign government, even if the lobbyists sometimes take a policy
line not that of the government. Moreover, the lobbying involves
issues of war and peace.

President George W. Bush said a few days ago that, in connection with
the supposed threat of Iran, his concern is to protect Israel.

Critics ask why Israel should not protect itself. The same has been
asked about Iraq.

In this respect, the controversy over the Israeli lobby is potentially
explosive. This is why denials, secrecy and efforts at intimidation are
dangerous. David Levy is right when he says that Israel itself would
be served “if the open and critical debate that takes place over here
(in Israel) were exported over there,” meaning the United States.

`We are ready to provide all conditions to host the meeting against
Azerbaijani national football team in Yerevan,’ said Armenia’s
foreign minister Vardan Oskanian who is visiting Moscow.

The matter is though Azerbaijani and Armenian national teams have to
meet within the qualifying stage of the European Cup in Austria and
Switzerland in 2008, the foreign minister of the aggressive country
said he had talks with the International Football Federation-FIFA not
with European Football Union-UEFA .
`We are having talks with FIFA. I hope Azerbaijan will provide
everything for the meeting in Baku,’ Oskanyan said.
Secretary-general of Azerbaijan Football Federation (AFFA) Fuad
Asadov told APA that he was not informed about Armenians talking with
FIFA.
`Armenians might have talks with FIFA. However, AFFA’ is determined
in its position,’ Asadov said./APA/
