“The new generation of the Armenian nation is under the danger of
losing its identity. It’s strange they want to become American,
European…” Levon Ananyan, the Head of Writers’ Union told a
discussion on Diaspora, Schools and Identity.

The main speaker of the discussion was Karapet DAKESYAN, a 35 years old
teacher from Melkonyan School in Cyprus. The teacher raised concerns
on the Armenian people losing their identity abroad.

He expressed his concern that Armenian language is not preserved in
Diaspora. Some parents oppose teaching Armenian at schools saying
that they are forcing their children to study Armenian.

According to data presented by Dakesyan, 8000 Armenian students go
to school at Lebanon Armenian schools.

3000 of them go to foreign schools. “If a child wants to make a career
later, he must go to foreign school,” Dakesyan said. He called the
state to keep the issue in its attention.

A-320 Airplane Could Easily Land From The First Turn

Yerevan, May 16. ArmInfo. The crashed A-320 airplane could easily
land in Sochi from the first turn, said on a award ceremony at the
Russian Security, Defense and Order Academy Mikhail Bagdasarov,
president of MIKA Limited company and owner of ArmAvia.

According to Bagdasarov, the weather conditions were surely bad,
but unable to impede the landing. He stressed that airbuses, unlike
old Soviet airplane, can land without problems in extreme weather
conditions. Commenting on the versions of the tragedy Bagdasarov
said that the only facts the Russian and Armenian authorities
officially stated are that the fuel of the airbus was sufficient,
the airplane functioned properly and that the skill of the pilots
cannot be doubted. He said that the authorities do not posses more
information and any version of the catastrophe is groundless yet. He
also denied that the crashed A-320 was repaired in Belgium. It was
under technical servicing in Budapest, Hungary.

Turkey’s Ambassadors In Paris & Ottawa Return To Their Posts

ANKARA – Turkey`s ambassadors to France and Canada returned to their
posts on Thursday after having consultations in Turkish capital of
Ankara regarding so-called Armenian genocide allegations.

Turkey`s Ambassador in Paris Osman Koruturk and Ambassador in Ottawa
Aydemir Erman arrived in Ankara at the beginning of this week to have
consultations over recent baseless Armenian genocide allegations in
these two countries.

Koruturk and Erman participated in meetings held at the Turkish
Foreign Ministry, and were received by President Ahmet Necdet Sezer
and Prime Minister Recep Tayyip Erdogan.

Canadian parliament has adopted a resolution, acknowledging the
Armenian claims, while Canadian Prime Minister Stephen Harper have
made remarks in which he qualified unfounded Armenian allegations as
“genocide“.

On the other hand, French parliament will debate a bill on May 18th
which makes any denial of the so-called Armenian genocide a crime.

Bagdasaryan’s party withdraws from Armenia’s ruling coalition

The “Orinats Yerkir” (Country of Law) centrist party has withdrawn
from the coalition on which the Armenian government is based. The
decision to withdraw from the coalition was made late on Thursday at
a meeting of the Political Council of the party, which Parliament
Speaker Artur Bagdasaryan heads. It was announced here that he would
come out with a statement on Friday.

The ruling coalition was formed on June 11, 2003, shortly after the
latest parliamentary elections. This was done on agreement between
Armenian President Robert Kocharyan and leaders of the Republican
Party of Armenia, chaired by Prime Minister Andranik Margaryan, the
“Orinats Yerkir” party, and the “Dashnaktsutyun” party to
cooperate and to pursue a concerted policy.

The “Orinats Yerkir” decision actually disintegrates the ruling
pro-presidential coalition. The 2003 memorandum envisaged, in
particular, that validity of the coalition “may be terminated ahead
of term”, especially “if one of the sides decides to withdraw from
it due to some disagreements of principle”.

The “Orinats Yerkir” party held three ministerial posts in the
Armenian government.

Local analysts are sure that 39-year-old Artur Bagdasaryan, who heads
the “Orinats Yerkir” party and is reputed to be a pro-western
politician, will shortly resign also from the post of parliament
speaker and will join the opposition. They believe he will try to
follow in the footsteps of Georgian leader Mikhail Saakashvili, who
had first held some key government posts and had afterwards joined
the opposition and indulged in sharp criticism of the authorities.

with Cilicia vessel crew, reports the Press Service of the Armenian
leader. May 14 Cilicia crew will leave for London to prepare to the
final phase of their voyage. The Armenian President reported that talks
are held with foreign companies for building docks in the Lake Sevan.

We note that Cilicia will be put out of south England May 28 and will
head for Kale French port. Then, having passed the North and Baltic
Seas along the coastline of a number of states, Cilicia will arrive
in Saint Petersburg in August. From there it will go to Poti port in
the Black Sea. Then the ship will be transported to Armenia overland
and the Lake Sevan will host it next spring.

The process of settlement of the Karabakh conflict, public and
political dispositions on the issue in Armenia were discussed at
the roundtable organized at the initiative of the Center of Public
Dialogue and Development. The major speakers Armen Rustamyan, Head of
the NA Standing Committee on Foreign Relations, and Khachik Galstyan,
President of the Armenian Union of Conflict and Peace Research,
presented their approaches to the issue.

First, Armen Rustamyan turned to the Ramboilliet meeting, saying that
he does not agree with the popular view that these talks failed or
entered a deadlock.

According to him, International organizations are united in their
opinion that regional programs cannot be implemented successfully,
unless the conflicts existing in the region have been resolved.

Russia considers that the process of settlement of the Karabakh
conflict cannot be constructive, unless the process concerns the core
of the problem.

According to the speaker, the conflicts in the region differ in a
number of aspects and every of these should be treated differently.

Rustamyan considers that Armenia is the guarantor of the right of
self-determination of Nagorno-Karabakh.

Khachik Galstyan attaches importance to the public aspect of the
conflict, i.e. to public diplomacy.

Turkey Urges France Not To Approve Draft Law Over Armenian Genocide

Turkey has urged French legislators not to approve a draft law
criminalizing denial of Armenian genocide, Foreign Ministry spokesman
Namik Tan said on Wednesday.

“It should not be the desire of anybody to cause uneasiness in a
climate in which our rooted relations were being improved,” Tan told
a weekly news conference.

The French parliament is expected to vote on a bill regarding Armenian
genocide on May 18.

If approved, the bill would provide one year in prison and a fine
of 57,000 U.S. dollars for any person who denies that the 1915-1917
massacres of Armenians were genocide.

On Monday, the Turkish Foreign Ministry recalled its ambassador to
France “for a short time” to have consultations on recent discussions
over the issue in the country.

The spokesman said that the French administration was sensitive on
this issue, stating that the issue required a process in which calm
reactions should be given.

Meanwhile, Turkey warns that ties with France could suffer if the
French parliament adopts the bill.

Turkish Prime Minister Recep Tayyip Erdogan on Tuesday held a meeting
with a group of senior directors of French companies doing business
in Turkey, saying that he hoped the group could lobby against the
bill to be voted in the French parliament.

Turkey has rejected claims that 1.5 million Armenians died as a result
of systematic genocide during the Ottoman Empire last century.

The Turkish government has been calling for the formation of a joint
research commission of Turkish and Armenian historians to find out
the truth of the history.

The response from Ankara to Canadian Prime Minister Stephan Harper’s
accusation that the Turks had committed genocide against the Armenians
has climbed to an even higher level in the weeks following Harper’s
April 24 statements.

In the wake of Turkey’s ban on Canadian firms from taking part in
bidding for contracts in the construction of the nuclear power plant
planned for the Black Sea city of Sinop, the next stage of Turkish
reaction to the “genocide” statements was to call back the Turkish
Ambassador to Ottowa, Aydemir Erman, for “consultations” in Ankara.

And now, it appears that the Turkish armed forces too are involved
in the general reaction.

In what was viewed to be a display of shared stance between the
government and the General Staff of the Turkish armed forces, it
was announced yesterday that Turkish military forces will not be
participating in the May 12 “Maple Flag 06” national military exercises
that Canada is planning on holding. Turkey had previously accepted the
invitation of the Canadian armed forces to participate in the exercises
with 6 F-16 fighters of its own. Many other countries, including the
US, are scheduled to be involved with the military exercises.

Comme de nombreuses autres societes dans le monde, la nôtre est
travaillee depuis la fin des annees 60 par la poussee de toutes
sortes d’identites particulières qui demandent a etre reconnues dans
l’espace public, et dont certaines – mais pas toutes – se constituent
a partir de revendications memorielles. D’emblee, les premières
manifestations concrètes de ce phenomène ont interpelle directement,
et tout a la fois, la nation et la Republique. Les unes, notamment
occitane, bretonne, et, un peu plus tard, corse avaient une dimension
territoriale, reprochant alors a l’Etat francais de s’etre construit
en malmenant, voire en detruisant les cultures regionales. D’autres
etaient portees par des minorites sans ancrage territorial
particulier : Juifs demandant a la France d’admettre officiellement
ses responsabilites historiques durant la Deuxième Guerre mondiale,
et devenant de plus en plus visibles dans la vie publique, dès cette
epoque, Armeniens, dont le “reveil” a pris d’abord un tour terroriste,
avec de vives sympathies pour les attentats de l’Asala, avant de
devenir une pression politique pour la reconnaissance du genocide de
1915. Puis sont venues d’autres expressions de cette poussee, a la fois
identitaire et memorielle, pour que soient reconnus les torts passes
de la nation dans la traite negrière, l’esclavage, le colonialisme,
les violences de la decolonisation, et que soient combattues les
logiques qui les prolongent aujourd’hui, sous la forme principale du
racisme et des discriminations. Au depart, le cadre de l’Etat-nation,
et meme de l’Hexagone, suffisait pour penser ces mobilisations,
soucieuses, sur des bases plus ou moins realistes, de transformer
le recit national au nom d’un passe nie, occulte, ou malmene. Mais,
aujourd’hui, s’imposent des analyses “globales”, articulant dimensions
planetaires et ancrage national des revendications.

Les Armeniens de France, par exemple, visent en fait la Turquie,
qui elle-meme n’est pas inactive dans le debat francais ; et tout ce
qui touche a l’esclavage ou a la colonisation presente non seulement
des aspects lies a ce qui subsiste de l’Empire francais, mais aussi
d’autres, renvoyant a diverses migrations, par exemple venues d’Afrique
subsaharienne, ou bien encore a l’islam. Parmi les acteurs impliques
dans ces enjeux, examinons d’abord les groupes qui les soulèvent. Ils
ont leurs ideologues, parfois capables de rigueur historique, mais pas
necessairement. La memoire, en effet, n’en est pas toujours une, elle
peut etre adossee sur une argumentation mythique, lourde eventuellement
de haine et de ressentiments, que quelques vagues references liees
au passe viennent lester, pour finalement pervertir l’histoire, ou
en tout cas la figer plutôt que de l’ameliorer. C’est pourquoi, par
contraste, il convient, par exemple, de prendre au serieux l’action
du Cran (Conseil representatif des institutions noires de France), qui
fedère plusieurs centaines d’associations et s’entoure de chercheurs,
et notamment d’historiens professionnels. Ces groupes sont tous plus
ou moins tirailles, en leur sein, par des logiques eventuellement
conflictuelles, voire contradictoires : il n’est pas facile, par
exemple, d’integrer dans une meme action “noire” des descendants
d’esclaves antillais et ceux d’anciens colonises africains dont les
ancetres ont peut-etre contribue, en amont, a la traite negrière. Un
cas important, aux enjeux immenses, où une meme histoire est portee par
des groupes aux memoires fragmentees, et hautement antagonistes, est
donne par tout ce qui touche au passe algerien : enfants d’immigres
dont les parents ont appartenu au FLN, au MNA ou ont ete harkis,
descendants de Juifs d’Algerie, de pieds-noirs, soldats du contingent,
etc. dessinent un ensemble qui est tout sauf integre, et qui ne pèse
assurement pas sur l’histoire dans une seule et meme direction. Ces
groupes, que porte un melange de revendications memorielles et de
luttes contre le racisme, la xenophobie ou l’intolerance religieuse,
se constituent au depart en tant que victimes, passees et presentes
; ils encourent toujours le risque de s’enfermer alors dans une
identite negative, d’etre incapables de se projeter vers l’avenir,
de mettre en avant l’idee d’un apport a la vie de la Cite, qu’il
soit culturel ou autre – ce qui aboutit aussi a deresponsabiliser
chacun de leurs membres. Deuxième acteur important : les historiens
professionnels. Leur mobilisation actuelle, notamment pour que la
verite historique soit de leur ressort, et non de celui des politiques,
est tout a fait utile. Mais comment se fait-il qu’il ait ete possible
a des gouvernements ou des Parlements de les deposseder de cette
responsabilite ? Dans certains cas, il faut faire l’hypothèse que
l’historiographie francaise n’a pas su se saisir suffisamment tôt,
ou massivement, des enjeux qui alimentent les luttes memorielles. Il
a fallu un Michael Marrus et Robert Paxton, l’un canadien, l’autre
americain, par exemple, pour que soit veritablement lance le debat
en France sur Vichy et les Juifs. Si des historiens se sentent
obliges de petitionner pour que leur discipline retrouve sa place,
c’est certainement pour des raisons de fond, et qui tiennent a son
statut meme. Jusqu’a peu, l’histoire etait profondement associee
au recit national, meme si certains historiens, les fondateurs de
l’Ecole des Annales notamment, avaient pris leurs distances. Les
demandes memorielles, lorsqu’elles sont adossees a un passe reel,
mettent toujours en cause le recit national, en meme temps qu’elles
s’inscrivent dans un paysage geopolitique qui deborde le cadre
de l’Etat-nation. Elles participent dès lors de processus qui
contribuent a affaiblir la legitimite de la discipline, par exemple
en ce qui a trait a sa place a l’ecole, où elle cesse d’etre portee
par une identification a la nation, dans ce que celle-ci peut avoir
de plus sacre. L’examen du comportement des autres acteurs impliques
dans ces questions, celui par exemple des responsables politiques,
confirmerait aisement le sens general des remarques qui precèdent. Dans
le passe, notre nation faisait l’histoire, en oubliant ses torts,
et l’ecole republicaine integrait tous les enfants dans le recit
national. Aujourd’hui, la nation est mise en cause au fil de debats
qui en debordent le cadre classique, et la Republique peine a integrer
tous les individus au sein d’une communaute egale, solidaire, et
cimentee par un seul et meme recit historique. Nous ne repondrons a
de tels defis ni en rejetant systematiquement les memoires au nom de
la nation et de la Republique menacees, ni en cedant aux plus actives
ou aux plus agressives d’entre elles. Mais en lancant les chantiers de
recherche historiques necessaires, en examinant avec les instruments
de la raison les demandes memorielles lorsqu’elles surgissent et en
repensant la relation de l’histoire et de la nation. *Sociologue,
