"SYNOPSYS" DOUBLES ITS STAFF IN ARMENIA

Yerevan, June 14. ArmInfo. "At present, 351 employees with higher
qualification work at "SYNOPSYS." Today we opened 30 new vacancies.

Moreover, in 21 months the company will double its staff," Rich
Goldman, director-general of "SYNOPSYS-Armenia," said in the interview
to ArmInfo.

"Due to the complicated elaborations the Armenian branch of "SYNOPSYS"
occupies a unique place in the world and the quality of the Armenian
specialists’ work surpassed all our expectations," R.

Goldman said. He emphasized that in case these indicators are
preserved, in coming years "SYNOPSYS" will carry out aggressive
expansion in the market of automatized technologies that the Armenian
specialists elaborate. Goldman said that in general, the company’s
projects are used in 80% of the micro schemes produced in the world,
in all the INTEL micro schemes, in 70% of mobile phones. He said that
one of the most important goals of the company is to decrease the
cost of the IT production. Goldman said that from this very viewpoint,
the experiments of newest researches by computer modeling was one of
the important steps the company took. This helps find and avert the
drawbacks committed in the projects before the production without
any considerable expenses.

BAKU: New Chairman Of “Our Azerbaijan” Block Was Elected

The meeting of the Council of Chairmen of block “Our Azerbaijan” was
held. The meeting discussed the issue of election of a new chairman
of the block for June-July, Trend reports.

Collecting the majority of votes, the chairman of the Democratic
Socialist Popular Party Zahid Srfibayli was elected the chairman of
block “Our Azerbaijan” for the next months. Besides, other questions
were discussed at the meeting. The Council of Chairmen expressed
attitude towards the talks held between the presidents of Armenia and
Azerbaijan in Bucharest on solution of Nagorno-Karabakh conflict and
supported the position of official Baku.

The final discussion was dedicated to the issue of the unification of
“Our Azerbaijan” block member-parties. The report of the Unification
Commission was heard. In accordance with the agreement, it is intended
to call the structure, in which the parties will unify, – “Our Way”.

UNESCO Censorship For Ottoman Archives

UNESCO, an organization founded to promote collaboration among
member countries to the United Nations through education, science
and research, attempted to alter historical documents it did not like.

An exhibition of Ottoman Archives in Paris last week was cancelled
due to controversy over censorship.

UNESCO asked that five of the 50 documents sent by the Turkish General
Directorate of State Archives be removed from the exhibition and two
of them be modified.

The documents censored include the friendship letters sent by Armenian
dignitaries to the Ottoman palace in 1889 and 1898.

UNESCO claimed the letters would anger the Diaspora Armenians.

Another document about Jews was also asked to be modified.

The Ottoman Empire protected the Jews expatriated from Spain and
Portugal at the end of the 15th century and settled them in different
regions.

UNESCO has been uneasy about the expression, “The Jews who took refuge
in the Ottoman State and settled in Edirne upon being expatriated from
Spain and Portugal…” in the document included in the Tahrir Defteri,
a written survey of a province.

UNESCO asked the word “expatriated” to be removed from the text and
be replaced with “Spanish and Portuguese Jews.”

The document will only be allowed to be exhibited only after this
change has been made.

Turkey’s permanent representative for the organization discussing
the issue with UNESCO officials approved the removal of the five
documents and the modification of the two documents.

The document on the Polish residents of Polonozkey in Istanbul that
UNESCO asked to be removed was not excluded from the exhibition.

The Turkish representative later communicated these developments to
the Foreign Ministry and General Directorate for State Archives.

The ministry and general directorate reacted harshly against the
attempt for censorship and insisted on exhibiting the documents in
their original form.

The General Directorate for State Archives emphasized the documents
they chose meticulously do not offend any nation and said the samples
show the Ottoman State displayed an impartial attitude towards humanity
with no practice of any religious or ethnic discrimination.

As no consensus between Ankara and Paris was established, the
exhibition scheduled to be held at the UNESCO Headquarters on June
8-22 was cancelled.

UNESCO officials stated the exhibition was postponed upon the Turkish
Embassy’s demand but offered no response to questions regarding the
censorship attempt.

Turkey’s Ambassador to UNESCO Numan Hazar said the exhibition has
been postponed “due to technical problems.”

Murder Of Armenian Investigated In Moscow

MURDER OF ARMENIAN INVESTIGATED IN MOSCOW

The prosecutor’s office of the Moscow northeastern administrative
city district is to bring criminal charges against a driver of the
Noginsk meatpacking factory who shot to death a citizen of Armenia
and injured his compatriot on Saturday.

A police spokesman told Itar-Tass that the driver was detained on
Saturday evening on one of Moscow streets.

During a quarrel with the two Armenians, he fired a handgun shot into
the chest of one, 44, who died on the spot.

He injured with a shot in the chest the other 24-year-old Armenian,
who was taken to a city hospital.

Investigators are examining circumstances of the incident.

1) Senators Kerry And Kennedy Demand Answers about Evans Firing

WASHINGTON, DC–Senators John Kerry (D-MA) and Edward Kennedy (D-MA), this
week, joined the growing list of legislators demanding answers from the
Administration regarding the recall of US Ambassador to Armenian John Evans
over his honest and accurate public statements about the Armenian genocide,
reported the Armenian National Committee of America (ANCA).
In a June 5 letter to Secretary of State Condoleezza Rice, the two
Massachusetts Senators conveyed their concerns regarding reports that the
Ambassador was dismissed “due to the use of the word ‘genocide’ when
describing
the atrocities that were committed against the Armenian people in 1915.”
They added that, “Reports from diplomats at the time make clear that genocide
accurately described these events. Henry Morgenthau, then our Ambassador to
the Ottoman Empire, described these actions as a campaign of racial
extermination.” They closed their letter by noting that, “Allegedly the
Government of Turkey was dismayed by Ambassador Evans’ remarks and expressed
this to the US Government. We would like clarification as soon as possible
about Ambassador Evans’ premature dismissal after 35 years of exemplary
service
to the United States Government.”
The letter was sent in the wake of the May 23 White House announcement
nominating Richard Hoagland to serve as the new Ambassador to Armenia.
Ambassador Evans will be replaced in Yerevan after Ambassador Hoagland’s
Senate
confirmation process is completed.
The State Department, with the blessing of the White House, fired Ambassador
Evans in response to his February 2005 statements at Armenian American
community functions, during which he properly characterized the Armenian
genocide as “genocide.” Following his statements, Ambassador Evans was forced
to issue a statement clarifying that his references to the Armenian genocide
were his personal views and did not represent a change in US policy. He
subsequently issued a correction to this statement, replacing a reference to
the genocide with the word “tragedy.”
The American Foreign Service Association, which had decided to honor
Ambassador Evans with the “Christian A. Herter Award,” recognizing creative
thinking and intellectual courage within the Foreign Service, reportedly
rescinded the award following pressure from the State Department in the days
leading up to Turkish Prime Minister Recep Tayyip Erdogan’s visit to
Washington, DC to meet with President Bush.
“We join with Armenians throughout Massachusetts and around the nation in
thanking Senators Kennedy and Kerry for demanding an explanation of the
circumstances of Ambassador Evans’ firing–particularly as they relate to the
role of the Turkish Government,” said ANCA Executive Director Aram Hamparian.
“Despite repeated Congressional inquiries dating back more than three months,
the Administration has yet to respond to a single question, to provide any
meaningful explanation of its actions, or to release even one of the
diplomatic
cables from the Turkish Government on this matter.”
After sending the letter, Senator Kennedy noted, “What happened in Armenia
was
genocide. No one should lose their job for stating the plain truth.”
Senator Kerry elaborated, stating: “If history has taught us anything, it’s
that when we see it we must call genocide by its name. There is no doubt about
the genocide of 1.5 million Armenian men, women, and children, and the United
States Government should be straight about this piece of world history. It’s
an outrage that a respected lifelong diplomat would be fired simply for
speaking the truth. In 1990 I fought alongside Senator Dole to designate
April
24 as a national day of remembrance so we could learn from this dark period
and
honor the memories of those Armenians who suffered.” Senator Kerry continued,
noting that, “The Ambassador and his career should not be made a scapegoat for
this administration’s refusal to face the facts and strengthen the ties
between
our countries.”
As early as March 8, ANCA Chairman Ken Hachikian expressed grave
disappointment over reports that Ambassador Evans would be penalized for
speaking the truth about the Armenian genocide. In a letter to Secretary
Rice,
Hachikian wrote that, “the prospect that a US envoy’s posting–and possibly
his
career–has been cut short due to his honest and accurate description of a
genocide is profoundly offensive to American values and US standing
abroad–particularly in light of President Bush’s call for moral clarity in
the
conduct of our international affairs.”
On May 23, sixty US House members cosigned a letter to Secretary Rice,
spearheaded by Representative Markey, calling for an explanation of the
Ambassador’s recall. Earlier, Representatives Adam Schiff (D-CA) and Grace
Napolitano (D-CA) submitted questions at House International Relations
Committee hearings with Secretary Rice. On May 25, Representative Pallone
condemned Ambassador Evans’ firing, expressing concerns about Turkish
Government intervention in the decision.

2) Self-Determination Remains Priority in Karabagh Peace Talks

YEREVAN (RFE/RL/Armenpress)–Foreign Minister Vartan Oskanian said Thursday
that he and his Azeri counterpart Elmar Mamedyarov will likely meet this month
to discuss the Karabagh peace process after the latest Armenian-Azeri summit
failed to produce any results.
“If I said that it could happen tomorrow I wouldn’t be exaggerating,” he
said,
referring to the meeting. “It could happen very soon, it could happen at the
end of this month. Everything depends on the co-chairs [of the OSCE Minsk
Group].”
Mamedyarov likewise said earlier this week that he is “awaiting news from the
co-chairs.”
The American, French, and Russian mediators have yet to announce their next
steps. The failure by Presidents Robert Kocharian of Armenia and Ilham Aliyev
of Azerbaijan to reach any agreements during talks in Bucharest on Sunday and
Monday dealt a serious blow to their efforts to settle the Karabagh conflict
this year. In a joint statement on Tuesday, the Minsk Group insisted that
“2006
remains the favorable window” to achieve peace in Karabagh.
“That window is still open,” agreed Oskanian. “One should not rule out any
development.”
According to Oskanian, the Bucharest talks collapsed over the same stumbling
block that precluded a breakthrough in the previous Armenian-Azeri summit held
at the Rambouillet castle near Paris on February 10-11.
“The issue which the presidents discussed and tried to solve is very
complicated indeed,” he told a news conference. “This was the same issue which
was put before the presidents at Rambouillet. It wasn’t solved then and it
wasn’t solved now either.”
Oskanian said only that the mediators came up with unspecified “new
approaches” to the Karabagh dispute at Bucharest.
He said a one-page document on the basic principles of the framework
agreement
for resolution of the Karabagh conflict that had been put before the
Presidents when they met in February in Rambouillet had grown to become a
2.5
page document in Bucharest, “but unfortunately the Presidents’ meeting did not
mark a breakthrough.”
He also said Azerbaijan’s recognition of the Karabagh Armenians’ right to
self-determination is a key condition for a peaceful settlement.
Aliyev maintains, however, that he will never agree to Karabagh’s secession
from Azerbaijan. Defense Minister Serge Sarkisian indicated on Wednesday he
believes this was the main reason for the Bucharest fiasco. He warned that
Baku
is “losing its chance to resolve the Karabagh conflict by peaceful means.”
A senior aide to Mountainous Karabagh Republic President Arkady Ghoukassian
said that he is not surprised with the outcome of the Bucharest talks. “The
parties’ positions on the issue are still very different,” Arman Melikian
said.

“Azerbaijan must recognize the Nagorno Karabagh Republic. But it shows no
signs of taking positive steps in that direction,” he said.
Oskanian, meanwhile, confirmed that his talks with Mamedyarov should clarify
whether it would make sense for Aliyev and Kocharian to meet again later this
year. “I really don’t know [if the two presidents will meet in 2006],” he
said.
“We left Bucharest without agreeing on when the next meeting will take place.
The only agreement was that if the co-chairs feel the need for a meeting of
the
Foreign Ministers, the President will have no problem with that.”

3) Armenia-Diaspora Forum to Be Held in Yerevan in September

YEREVAN (Yerkir/Armenpress)The Third Armenia-Diaspora Forum will be held
September 18-20 in Yerevan, said Armenian Foreign Minster Vartan Oskanian at a
news conference in Yerevan.
Oskanian said Thursday that the event will coincide with the 15th anniversary
of Armenia’s independence. The conference will examine, analyze, assess
Armenia’s past and current geo-political realities, said the minister.
The Foreign Minister also said that challenges created and problems solved in
the past 15 years will be discussed. “We have other opportunities now, more
potential. Armenia is much stronger now and is able to solve challenges the
people and the country face,” he emphasized.
Oskanian said that the forum will also host a variety of cultural events.
“Cultural events will be held within the forum framework. ‘One Nation, One
Culture’ festival and Golden Apricot Third Cinema Festival will be held before
the forum,” Vartan Oskanian remarked.
The forum will open September 18. Armenian President Robert Kocharian and
Mountainous Karabagh Republic President Arkday Ghoukassian, Catholicos Karekin
II of All Armenians and His Holiness Aram I of the See of Cilicia will address
the forum. Relations between Armenia and the diaspora and prospects for
cooperation will be discussed at the session.
The second day will focus on exclusively agriculture. The aim of this
conference is to rally the resources of the Armenian Government, Armenia’s
business community, the diaspora, and international organizations to renovate
rural infrastructure, facilitate economic development, and create the
necessary
contemporary conditions rural communities to prosper.
A conference titled “New Solutions to Old Problems for a New Nation-State in
the 21st Century” will be held on the third final day of the forum. This
conference will discuss Armenian identity in the context of
globalizationpreservation of language and culture, education, dual
citizenship,
and repatriation.
Oskanian said that by organizing the Armenia-Diaspora Forum, the Armenian
Government hopes to utilize the potential of all Armenians to “jointly solve
all national problems and create secure conditions for the development and
prosperity of the country.”
The conference is open to all who wish to attend.

The Council of Europe Parlaimentary Assembly (PACE) rapporteur for
missing persons Leo Platvoet held a press conference on the talks he
had in Baku.

As APA reports, the co-rapporteur stressed the importance of making
clear of the fate of persons missing due to the Nagorno Karabakh
conflict and resolving this issue without further delay.

“The aim of my visit to the region was not to find individual missing
persons but to get to know ways of cooperation between the state
organizations dealing with this issue. The analogical mechanism has
succeeded in Yugoslavia,” Mr.Platvoet said.

Platvoet’s report on “Missing persons in Armenia, Azerbaijan and
Georgia” will be presented to PACE in autumn and it will go into
January session.

“I’ll include my recommendations to the state commissions dealing
with the issue of missing persons. The Azerbaijani and Armenian
relevant commissions have agreed to restore the cooperation in this
field. The sides will promote establishment of a structure composed
of representatives of Azerbaijani and Armenian communities who have
good knowledge of Nagorno Karabakh. Though I have not touched on this
issue during my visit, I think this structure can be established,”
the rapporteur said.

ISSUES OF DEVELOPMENT OF RURAL COMMUNITIES TO BE AMONG CENTRAL ONES AT
THIRD ALL ARMENIAN FORUM

YEREVAN, JUNE 8, NOYAN TAPAN – ARMENIANS TODAY. One of the central
issue to be discussed at the Armenia-Diaspora third All Armenian Forum
will be the issue of development of Armenian agricultural regions, in
this respect a special attention is given to the development of 150
border villages. RA Foreign Minister Vartan Oskanian informed about
it at the June 8 press conference.

He reminded that the forum will be held on September 18-20 in
Yerevan. As he estimated, much has been done for development of
relations between Armenia and the Diaspora over the past 15 years. At
the same time, new methods are necessary, as new problems have
emerged, the potential of Armenia itself has increased.

The Minister mentioned that the third forum will differ from the first
two forums as great attention will be paid to issues of economy and,
in particular, to complex development of rural communities.
Proceeding from this, the Armenian government, the entrepreneurial
circles and the Armenian Diaspora are faced with issues of development
and restoration of the infrastructure of rural communities, creation
of all necessary conditions for vital activity.

Vartan Oskanian declared that for implementation of this program
Armenia pins great hopes on the sponsors from the Diaspora.

Danny Gormally just had a nervous talk nothing more,” said Serge
Sargsyan, Defense Minister, Armenian Football Federation President,
commenting at the request of ArmInfo on an incident between the
Armenian and British chess players at one of night clubs in Turin.

To note, The Times reports the British chess player attacked Levon
Aronyan when the latter was dancing with “Danny’s girlfriend,” the
19-year-old Arianne Caoili . the third in the rating of the Australian
team. The newspaper writes she is as popular in the chess world as
Russian Anna Kurnikova in the world of tennis. The newspaper reports
that Danny’s colleagues say he communicates with her by Internet and
met with her several times in London. The incident did not over by the
attack despite the apologies by the captain of the British team.
Later, Danny Gormally was surrounded by Armenian chess players who
were unaware of the apologies, The Times reports. In fact Danny
Gormally “got a couple of kicks.” To avoid a conflict, the leadership
of the British team advised Danny Gormally to leave the tournament.
This time, the captain of the British team apologized to Serge
Sargsyan. Commenting on the incident to ArmInfo Wednesday, Serge
Sargsyan said: “nothing special happened. Journalists have exaggerated
everything as usually.”

Yerevan, 8 June: The Armenian authorities are taking serious steps to
resolve the human trafficking problem, Armenian Foreign Minister
Vardan Oskanyan said at today’s news conference while commenting on
the USA State Department’s report on human trafficking for 2006.

He said that the work was being done in three main directions:
prevention of trafficking, protection of victims and punishment of
criminals.

In this connection, Oskanyan said that the number of criminal cases
instituted into human trafficking had increased. “I cannot say what
result this yields in the struggle against this phenomenon. But the
government is undertaking serious steps to resolve this problem,”
Oskanyan stressed.

He also informed that Yerevan intended to react to the report. “The
problem does exist and it is not a secret to anyone. The issue is very
difficult,” Oskanyan said.

team of Armenia which became champion on the World Chess Olympiad. The
chess players and the coaches were awarded 2.5 million drams each,
plus 5 million dollars each from the reserve funds of the government.
