THE Australian National University (ANU) chess team has taken out
second place in the team event at the first ever Uni Rapid Chess
Championships held at Sydney University.The ANU team, Zheng Bo Wang,
Jeremy Reading, Shannon Oliver, Gareth Oliver, and Michael Harrison-
Ford, competed against 26 students from The University of New South
Wales, University of Sydney, Macquarie University and The University
of Technology.

ANU team member Gareth Oliver, also gained third place in the
individual event.

ANU Chess Club president Shannon Oliver said the ANU team would return
to compete again next year.

"Everyone was pretty happy with the result," Miss Oliver said.

She will compete in the World Under 20s Chess Tournament, to be held
in Armenia, in October.

She has been playing chess for 11 years and is also a member of the
Belconnen Chess Club.

The ANU team was beaten only by Sydney University who dominated the
championships with both the greatest number of participants and the
strongest players, including international master Zong-Yuan Zhao.

[Presenter] The Republican Party of Armenia [RPA] will soon hold an
extraordinary congress before the parliamentary election. Some issues
will discussed at the forthcoming congress of the party. The deputy
chairman of the RPA, Razmik Zorabyan, is convinced that there will
be no surprises at the forthcoming congress. Zorabyan thinks that the
Armenian defence minister’s membership of the RPA is just a formality
because Sarkisyan has been cooperating with the RPA since 1998.

The deputy chairman of the party also said that the defence minister
will run for chairman of the party council.

[Zorabyan] Some additions will be made to the party’s regulations
to set up a post of chairman of the party council and Sarkisyan will
run for this post.

Two forgeries now circulating in Europe and North America bear the
classic imprint of Soviet disinformation, presented, however, in
modern-looking packaging developed by Modest Kolerov’s department of
the presidential administration in the Kremlin.

One of these forgeries attempts to portray Georgian President Mikheil
Saakashvili as suffering from "psychiatric disturbances." Handed out
discretely to Western journalists in recent weeks, this "study" is
attributed to mental health institutes with prestigious-looking titles
in six West European countries. However, the document is written in
awkward English and with occasional telltale Russianisms ("convinced
in," "diceased.") It purports to "diagnose" Saakashvili with various
psychiatric "syndromes" and "dysfunctions" without substantiating these
in any way, resorting instead to simple assertions and occasionally
innuendo. Significantly, no direct claim is made that any of those
six institutes ever examined or interviewed the Georgian president;
instead, their "contribution to the study" is acknowledged.

The "study’s" political goals are also apparent in the forecasts it
derives from that "diagnosis." It warns that the Georgian president
may provoke social and military conflicts and that he tends to situate
himself in opposition to the Georgian public.

To lend credence to such predictions it patently misrepresents
Saakashvili as an insecure, "paranoid" personality; and his
public speaking style as reflecting those alleged traits as well as
difficulties of expression while under pressure. In reality, however,
this Georgian president’s defining message is one of optimism and
confidence in the nation, while his speaking style in English and
Russian makes him undoubtedly one of the most effective political
orators in today’s international arena (albeit one in which oratorical
talent is in short supply). Even as this "study" was being circulated,
the June meeting of Saakashvili with Russian President Vladimir Putin
in St. Petersburg saw a relaxed and articulate Georgian president
easily dominating his stilted Russian counterpart throughout their
lengthy joint news conference (see EDM, June 16).

Economist correspondent Edward Lucas has wittily debunked
the psychological "study" on his widely read blog
(, edwardlucas.blogspot.com).

Concurrently with the anti-Georgian "study," a report on Transnistria
was released apparently by the same workshop or a related one, with
false attribution to seven highly reputed academics from leading U.S.

and British universities. This report backs Transnistria’s "right" to
secede from Moldova and to be granted international recognition. The
document misdescribes Transnistria as a "democratic" polity meeting
the criteria of state sovereignty under international law. It passes
over in silence Russia’s military and economic support that enabled
Transnistria’s secession from Moldova.

Some parts of this report are easily recognized as having been lifted
from an earlier report about Karabakh. Other parts are written in
awkward English. The news agency Regnum, a Kolerov outlet (he was
its founder and chief executive prior to his move into the Kremlin)
first publicized this report.

The seven purported co-authors have, in the meantime, denied any
involvement in the preparation of the report on Transnistria and
asked that their names be removed from the authors’ roster. Some
other scholars, whose work is referenced in the report’s footnotes
in distorted or misleading ways, have similarly asked for removal of
those references. Indeed, most of those names have in the meantime
disappeared from the website of the organization that sponsors
this report.

The sponsoring organization, the "International Council for Democratic
Institutions and State Sovereignty," at , was found to
share an IP address with when it posted the
report. The bogus reference to democratic institutions and state
sovereignty reflects this Council’s function to so describe the
post-Soviet secessionist enclaves and advocate for their recognition.

Meanwhile, that same "Council," along with something called the
"United Euro-Atlantic Forum," has released a report criticizing
Ukraine’s cooperation with the European Union in enforcing customs
regulations against Transnistria’s "external trade." Titles of
disinformation outlets that use misleading references to Western values
(the "Free Europe Foundation," also propagandizing for recognition of
the secessionist enclaves, is another case) are typical of Kolerov’s
growing network of such organizations.

RECONSTRUCTION WORKS OF SURB KHACH CHURCH OF AKHTAMAR ISLAND COME TO END

YEREVAN, JULY 18, NOYAN TAPAN – ARMENIANS TODAY. On July 17, Armenian
Patriarch Mesrop Archbishop Mutafian of Constantinople left for Van
for the purpose of getting acquainted with the reconstruction works
of the Surb Khach ("Saint Cross") church of the Akhtamar island.

As the Radio Liberty informs citing the information of the Turkish
Daily News, the reconstruction of this building, one of the most
ancient ones in the Van province, will finish at the end of this
month and the church will be opened for the believers and visitors
in September.

"The works come to an end," mentioned Cahit Zeydanli, owner of the
Turkish private company implementing the reconstruction. He mentioned
that "the church of Akhtamar is a unique building which is famous
not only in Turkey but also in the whole world".

Last September, "after century-long indifference and decades-long
political controversies," Turkey decided to cede to the calls of the
EU to keep its promise to defend the rights of ethnic minorities. And
in May the Government of Turkey allocated 2 million liras (nearly
1.5 million dollars) to the reconstruction works of the Surb Khach
church of Akhtamar.

Yerevan, 14 July: The Armenian Foreign Ministry issued a statement
today expressing concern over a large-scale military action in Lebanon
that has caused many casualties.

The statement, which was forwarded to Arminfo by the Foreign Ministry
press and information department, said that Armenia condemns any
manifestation of violence, be it kidnappings or use of military force.

"We think that it is unacceptable to use disproportionate force
devastating infrastructure and civilians. It is difficult to understand
Israel’s action, especially as the Lebanese government has clearly
noted that it has nothing to do with the kidnappings. We hope that
reconciliation will be achieved in the region and the problems will
be resolved through negotiations," the statement of the Armenian
Foreign Ministry said.

Hearing Set for September

Washington, DC – The Armenian Assembly announced today that a lawsuit
brought by the Assembly of Turkish American Associations (ATAA) and
others challenging the removal of genocide denialist materials from
Massachusetts classrooms has been scheduled for a hearing in Federal
Court on Monday, September 18, 2006.

U.S. District Chief Judge Mark L. Wolf will hear argument to have the
case dismissed. The Assembly filed a motion to dismiss last year,
as the ATAA and its revisionist associates failed to state a claim
for which relief can be granted. The motion to dismiss stated that
"Turkey has long denied responsibility for the Armenian Genocide,
despite incontrovertible evidence not only that the Armenian Genocide
occurred but that the Ottoman Turkish government was responsible." The
Attorney General of Massachusetts also filed a motion for a dismissal.

"The plantiffs are arguing a tired and discredited practice that the
‘other side’ of the story should be taught under the First Amendment,"
said Assembly Board of Trustees Counselor and Vice Chair Robert
A. Kaloosdian. "The fact of the Armenian Genocide is incontestable
and therfore, our expectation is that this court will determine that
the plantiffs lack standing to sue and grant the defendant’s motion
to dismiss."

The ATAA suit, filed in October 2005, seeks to reinsert genocide denial
materials into the Massachusetts school curriculum. The Massachusetts
school curriculum ensures that the lessons of the Holocaust, Armenian
Genocide, Irish Famine and other crimes against humanity are not
forgotten and are thus taught in the classrooms.

In March, the Assembly filed an amicus curiae (friend of the court)
brief in support of the Attorney General’s position defending the
rights of the Massachusetts Department of Education to teach the
facts of the Armenian Genocide. The amicus brief was in lieu of
the previously filed Motion to Intervene as Judge Wolf ruled that
the Attorney General’s Office is already adequately defending the
interests of the state and its citizens. The Armenian Bar Association
and the International Association of Genocide Scholars have also
filed amicus briefs.

a blow to Armenia rather than Georgia, Georgian President Mikhail
Saakashvili said at a press conference in Tbilisi July 11. The
closing of the Verkhny Lars checkpoint did not deal blow to the
Georgian economy because Georgian cargo was not transported this
way. But for ordinary people, who move from one state to another,
it’s really bad. And it’s especially bad for Armenia, since the major
part of cargo destined for this country was transported through the
Verkhny Lars," Saakashvili said remarking that Georgian cargo was
not let pass this way.

July 8 Russian border guards blocked the northern sector of the
Georgian-Russian border at the checkpoint of Kazbegi-Verkhni Lars
over some construction works.

July 10 the Georgian authorities ordered to establish a temporary
checkpoint to allow the citizens enter Georgia from Russia. Many
of these people trying to enter Georgia headed from Verkhny Lars
towards Nizhny Zaramag checkpoint (at the Russian border) and then
via the Roksky tunnel into the Tskhinvali region where there are no
formal checkpoints for crossing the Russian-Georgian border, reported
Georgia online.

– Many residents of Armenia are dissatisfied with the current state
of affairs, according to a poll by Baltic Surveys released by the
International Republican Institute. 55 per cent of respondents believe
things in the country are headed in the wrong direction.

The Republic of Armenia declared it independence at the end of World
War I, but was incorporated into the Soviet Union in the 1920s.

Armenia regained its sovereignty in 1991 after the collapse of the
Soviet Union.

Armenian president Robert Kocharyan was re-elected to a new four-year
term in March 2003 in a ballot marred by fraud allegations. In
November, voters overwhelmingly approved a series of constitutional
amendments, which limit presidential powers.

Earlier this month, Kocharian expressed satisfaction with the changes,
saying, "They open new prospects for the comprehensive development
of our country and people, ensure more balance activities of various
branches of government, and boost respect for human rights."

In March, Armenia’s unemployment level dropped to 7.6 per cent.
