COURCHEVEL, SEPTEMBER 4, NOYAN TAPAN. A regular tour of world cup
tournament of young figure skaters ended in the French city of
Courchevel.

Representative of Armenia, pupil of Yerevan Shengavit prefecture figure
skating school Armine Stamboltsian took 20th place in individual
skating among 33 participants. 14-year-old Armine was the youngest
among the figure skaters in the competition.

Baze Khacheryan’s works titled "Free World Armenia: Through Hawk’s Eye"
opened in the Ministry of Foreign Affairs.

"The reports of the press center of the National Security Service
of Armenia is one more canard and is due to the starting electoral
campaign in that country," the head of the Center for Public Relations
of the National Security Ministry of Azerbaijan Arif Babayev says in
an talk with a REGNUM correspondent.

To remind, on September 5 the court of the first instance of Gegarkunik
region of Armenia will start the trial of Rustem Valiakhmetov, who
is facing the charge of espionage. They in the press center of the
National Security Service of Armenia have told REGNUM that Valiakhmetov
was arrested on December 28, 2005.

"He is an agent of the Service for Special Missions of Azerbaijan and
was sent to Armenia for spying. He is facing the charge of espionage
under Article 302 of the Criminal Code of Armenia," reports the
press center.

Meanwhile, Babayev says that neither the National Security Ministry
nor any other ministry of Azerbaijan has "Service for Special
Missions." Babayev says that he hears the name of Rustem Valiakhmetov
for the first time.

YEREVAN, AUGUST 30, NOYAN TAPAN. A criminal action was brought on the
fact of murder of Tigran Petrosian, the head of the village of Dalar,
the marz of Ararat. The action was brought by characteristics of
Article 104 of the Criminal Code: "murder." According to the official
information of the Press Service of the RA Prosecutor’s General
Office, at about 09:30, August 30, the acting village head of Dalar
was shot with sporting-gun by former village head Gegham Badalian,
in the yard of the village head’s office. Petrosian died at place,
because of 4 fire-arms injuries in the region of the chest. Gegham
Badalian was arrested. The preliminary investigation is in process.

YEREVAN, AUGUST 31, NOYAN TAPAN. The United Communist Party of Armenia
(UCPA) will alone go to parliamentary elections. Yuri Manukian,
the First Secretary of the Central Committee of the party stated
about it at the August 31 press conference. In his words, the party
will take such a step even "in the case of full absence of a chance
to reach success." In Manukian’s opinion, only the circumstance that
"mentioning the communist party, a reservation is noticed, thus, it’s
spoken about this or that wing, speaks about fail of that party in
perspective." In the UCPA head’s word, there is nothing "marvellous"
or special today in the political field of Armenia. "As an apologist
of the Armenian statehood, as an Armenian, only then, as a communist,
I believe that everything is done to keep and develop the Armenian
statehood. I am sure that in the case of a right development of mutual
relations between the Republican Party and the "Bargavach Hayastan"
(Prosperous Armenia), we’ll have in Armenia a powerful rampart which
may face any opposition," he stated. In Manukian’s words, "if we
want that the Karabakh issue is solved, those two parties must make
majority in the Parliament." But the UCPA does not intend to form an
alliance with the above-mentioned parties as "no party stated itself as
a communist may form an alliance with any force of the right field." In
Yuri Manukian’s words, it’s not an end in itself for his party to have
mandates in the Parliament. In his words, the UCPA is not like those
political unities which "standing in a ownerless dead-end, tie their
carriage to tail of any locomotive, to again enter the parliament."

YEREVAN, August 30. /ARKA/. Armenia is to start producing Mozzarella
and Mozzarella-pizza Italian cheese in September 2006.

Ashot Tamrazyan, director of Dili farm, told journalists on Wednesday
that the farm also intends to start producing some kinds of Armenian
cheese.

In his words, the farm’s key aim is to produce a pure cheese up to
bio-standards through.

Tamrazyan also said that the farm is going to produce
up-to-European-standards milk. Milk output is planned to reach 3
thousand liters a day.

120 German pedigree cows and German and Italian milk-processing
equipment will make it possible to retain the same output throughout
entire year and will ensure high quality of the milk and dairy.

Tamrazyan also added that 42 million invested in the farm by founders
with assistance of some European banks, laid necessary financial ground
for creating 50 jobs with average salary of AMD 50 thousand ($128).

Dili farm is set up in Dilijan, Armenia, in mid-2005.

800 ARMENIANS FROM KARABAKH STILL REPORTED MISSING

YEREVAN, AUGUST 30, ARMENPRESS: A state commission in Nagorno-Karabakh,
set up to deal with prisoners of war, missing persons and hostages
said some 800 residents of Nagorno-Karabakh are deemed still missing
since the war with Azerbaijan in early 1990-s.

Viktor Kocharian, head of the commission, said to Armenpress that was
not the exact number as there is little information about how many
Armenians from the Shahumian region of Azerbaijan are missing. He
said members of the commission are meeting with former residents of
that region to learn if they have missing family members.

Deputy foreign minister of Nagorno-Karabakh Masis Mailian told
Armenpress no prisoners of war are held in Karabakh. He said sometimes
Azeri soldiers cross the line of contact into Armenian-controlled
territory. But he said the International Committee of Red Cross
is notified about this sort of incidents which helps to repatriate
soldiers.

A senior official of the Council of Europe, Leo Platvoit, who deals
with PoWs and missing persons and heads a PACE ad hoc committee is due
to visit Karabakh in September. The official visited already Armenia,
Georgia and Azerbaijan and is expected to have his report prepared
early next year.

the head of the Armenian community of Slovakia, Chairman of the
Armenian Organizations of Europe Representation received a message from
scientists of the Ben Gurion State University of Israel who felt sorry
for the authorities of Israel hide in their country the reality of the
Armenian genocide and form by this among Armenians a false picture
about the Jewish people. A poster of a great event organized in the
university on August 21 was sent attached to the letter. At the event
which was dedicated to presentation of facts of the Armenian Genocide,
famous Professors from Israel and U.S., particularly, Fred Lazin
(Israel), Gunter Levine (U.S.) made speeches, and University Rector,
Professor Jimmy Weinblatt made the opening speech. As Ashot Grigorian
informed the Noyan Tapan correspondent, the Jewish scientists’ group
addressed to him, as a famous lobbyist in Europe, with a proposal
to work jointly, to contradict the policy led by the authorities of
Israel as it does not express the Jewish people’s opinion. The Slovak
Armenian community head prepares to create in Europe an Armenian-Jewish
union which will arise in Europe and in the whole world the issue of
all-embracing recognition of the Armenian Genocide.

HRAZDAN, AUGUST 29, NOYAN TAPAN. The harvest of grain has completed
on 10 thousand hectares in low-lying regions of Kotayk marz. Mher
Eghiazarian, head of the agriculture department of the Kotayk regional
administration, told NT correspondent that this year the crop yield
declined by 60%, mainly due to unfavorable climatic conditions. The
average crop yield in low-lying regions made 8 centners against 19
centners last year. The grain harvest is underway in mountainous
regions of the marz where areas under crops cover about 4 thousand
ha. Haymaking was completed: over 30 thousand tons of grass and
2 thousand tons of straw was cut, which is by 50% less than last
year. The harvest of fruit and vegetables was completed by 30% and
will continue until November.

According to the latest information, as of August 25, about 4 thousand
tons of vegetables, 3 thousand tons of fruit and 900 tons of potato
was harvested. Out of 700 ha of areas under sown with potato, harvest
was finished only on 60 ha.

USA Can Reconsider Imposing Sanctions On Russia

USA CAN RECONSIDER IMPOSING SANCTIONS ON RUSSIA

After the meeting with Russian defense minister Sergey Ivanov in
Alaska, US secretary of defense Donald Rumsfeld stated that the
sanctions on Russian "Sukhoi" and "Rosoboronexport" (sole state
intermediary agency for Russia’s military exports/imports) can be
reconsidered.

"I think we can go back to that issue and understand what actually
happened and what facts the Department has."

RFI radio station reminds that the US State Department imposed
sanctions on these Russian arms producing and exporting companies on
August 4 2006 thus holding back companies registered in the USA to
cooperate with the Russian companies. As a reason the US side argued
that "Sukhoi" and "Rosoboronexport" had violated a US law of 2002
banning cooperation with Iran in the military sphere.

Yet, the Russian Foreign Ministry claims that both Russian companies
cooperate with foreign states based on international regulations and
Russian legislature.

One of major reasons behind the sanctions was sale of Russian Su-27
fighter jets and other military equipment to Venezuela.
