The EU calls for Armenia and Turkey to ratify the Armenian-Turkish
protocols on normalisation of relations without preconditions, said
Spain’s Minister of Foreign Affairs and Cooperation Miguel Angel
Moratinos, who heads the EU delegation to Armenia.

"We urge to ratify the documents without preconditions. We welcome
Armenian President’s decision to direct protocols to Parliament. We
also welcome Turkey’s President who made a statement on commitment to
normalisation of relations with Armenia," said Miguel Angel Moratinos
at the press conference in Yerevan.

"The EU will maintain dialogue with the two countries to create a
better atmosphere, as this is a critic and historical moment.

"The EU wishes for involvement into the process. We are optimistic
about the process. It’s necessary to bring it back to life," Spanish
Minister added.

Today, Serge Sargsyan held a consultation in connection with the
improvement of tax administration. The Prime Minister Tigran Sargsyan,
the Head of the Staff of RA president, the ministers of Finance and
Justice, the Head of the National Security Service, the head of the
State Revenue Committee, and other officials took part in the
consultation.

The press service of the president reports that Serge Sargsyan focused
the attention of the participants on the problems of the tax gathering
field and the necessity to fight against them. Serge Sargsyan
instructed relevant heads of departments to join efforts and to
struggle against false trade circulation, sell of false documents and
such kind of other vicious phenomena.

Sarukhanyan, deputy director of Noravank scientific and educational
foundation,.

As he told a news conference in Yerevan, resolution of Karabakh
conflict is of strategic, military and political importance to Iran.

"Iran is concerned about being left outside the format of conflict
settlement. Possible stationing of peacemaking forces in the conflict
zone poses a serious problem to Iran, seeking to secure its northern
border from the presence of western forces," the expert noted.

"Given the perspectives of Armenia-Iran collaboration in energy sphere,
there’s a possibility for Armenia to become Caucasus’ energy hub,
what is directly linked to Armenia-Turkey border opening," Mr.

Sarukhanyan stated, ruling out Turkey’s subsequent expansion into
strategically important sectors of Armenian economy.

Touching upon increase in gas tariffs, Noravank deputy director
noted that Armenia was provided with 50% discount due to strategic
partnership with Russia. He cited objective reasons for gas price
increase, also predicting 10% growth in energy tariffs.

/PanARMENIAN.Net/ On February 25 Holoseievski District Council of Kiev
regarded a proposal by the Armenian community to erect a monument
dedicated to 95th anniversary of the Armenian Genocide. The council
decided to allocate a place for the monument in the Odessa square of
the capital.

As Arthur Martirosyan, deputy of district council, vice-president
of National Congress of Armenians in Ukraine, Head of the Armenian
Diaspora of Holoseievski District told Analitika.at.ua, this is a very
important event for the whole of Armenian Diaspora of Ukraine and
the Armenian people on the whole. The MP believes that the monument
to Armenian Genocide victims will eventually become a site Armenians
of Kiev and guests from all over Ukraine visit. Martirosyan thanked
all the deputies who expressed willingness to support the undertaking.

In turn, deputy of district council Anatoly Suldin praising the
fruitful work of the Armenian community of Holoseievski region,
expressed hope for further strengthening of Ukrainian-Armenian
friendship. He also expressed hope that the Armenian people will not
remain indifferent to the recognition of Holodomor.

On April 24 a capsule with Armenian soil, a commemorative stone and
a cross will be placed at the location.

A sculpture composition will be created within a year, President of
National Congress of Armenians in Ukraine Ashot Avanesyan said.

The Armenian Genocide(1915-23) was the deliberate and systematic
destruction of the Armenian population of the Ottoman Empire during
and just after World War I. It was characterized by massacres, and
deportations involving forced marches under conditions designed to
lead to the death of the deportees, with the total number of deaths
reaching 1.5 million.

The date of the onset of the genocide is conventionally held to be
April 24, 1915, the day that Ottoman authorities arrested some 250
Armenian intellectuals and community leaders in Constantinople.

Thereafter, the Ottoman military uprooted Armenians from their homes
and forced them to march for hundreds of miles, depriving them of
food and water, to the desert of what is now Syria.

To date, twenty countries and 44 U.S. states have officially recognized
the events of the period as genocide, and most genocide scholars
and historians accept this view. The Armenian Genocide has been also
recognized by influential media including The New York Times, BBC,
The Washington Post and The Associated Press.

On February 24, RA President Serzh Sargsyan held a meeting with the
RA Public Council members. The sides discussed agricultural and IT
development problems.

The RA presidential press office informed told NEWS.am that, due to
media reports and his meetings with Council Chairman Vazgen Manukyan,
the President is well informed of the Council’s tremendous work
in various fields – from Armenian-Turkish relations to improvement
of broadcasting.

Discussing the agricultural problems, the participants in the meeting
singled out the problem of enlarging uncultivated areas. They pointed
out it is a threat to the sector’s development. The Council’s workgroup
presented proposals for development of agricultural cooperation to
the President. The Council members believe that the cooperation will
not only resolve the efficient agriculture problem, but also encourage
people to continue in the rural areas.

The President stated the issue needs considering in the context of
the equal territorial development strategy, which will enable rural
areas to realize their potential.

The sides also discussed prices for and quality of Internet services,
which, as the Council members believe, do not at all aid IT development
and IT availability to the population.

The Armenian President pointed out that any delay in improving the
communication quality and computerization can affect the country’s
progress.

The President proposed summing up the opinions and elaborating specific
measures in cooperation with the RA Government.

One of our columnists, Professor Baskın Oran, had filed a court case
for non-pecuniary damages against Ergenekon suspect Mustafa Balbay,
after he called Oran "bought out" in a comment on a television program.

The decision for compensation, granted by the Ankara 16th Court of
First Instance, was overruled unanimously by the Court of Appeals’
4th Chamber. The Court of Appeals based its decision on Professor
Oran’s writing for Agos. In the decision it was said that calling
someone "bought out" is a normal reaction and should be considered
freedom of the press.

The court proceedings

Professor Baskın Oran was invited to Oxford University’s St. Anthony’s
College to give six lectures on Turkey between October and December
2006.

While Oran was in England, on the "Ankara Winds" program hosted by
journalists Mustafa Balbay and Emin CölaÅ~_an on November 26, 2006,
Emin CölaÅ~_an referred to foreign nations saying "under the auspices
of freedom of expression, they are giving money that contributes
to the division of Turkey, financially and spiritually," to which
Balbay replied: "This is a very important situation… Spiritually
and financially, buying out Turkish intellectuals, journalists and
authors is a serious strategy. I met with some of these people and
I thought they were completely different people. How did they become
this? Now, one of these people receiving special training in England
is, and I will give the name if necessary, I do not like polemics but
I will give his name, Professor Baskın Oran. He is receiving special
training in England right now. Upon his return, I want to ask how…"

Oran filed a court case based on the remarks made in the program. The
Ankara 16th Court of First Instance concluded on May 6, 2008 that
based on Article 49 of the Law, Mustafa Balbay should pay 3.500 TL
compensation for non-pecuniary damages.

The Court of Appeals’ 4th Chamber overruled the decision on November
5, 2009, interpreting Mustafa Balbay’s words as a reaction to Oran’s
writings in Agos on the Armenian question. The reasoning of the Court
of Appeals included the following arguments:

"It is understood from the content of the file that the claimant
writes for Agos newspaper on the Armenian question and conducts
academic work abroad. When the publication in question is viewed as
a whole, it is concluded that the subject of the case is words that
were spoken in line with the context of the day and in reaction to
the claimant’s writings in Agos newspaper. If the claimant can freely
express his opinions as an academic, he has to bear the reactions to
these thoughts, even when they are fierce. When the articulations of
the defendant are taken as a whole, it is concluded that the words
spoken about the claimant remain within legal protection and do not
constitute libel."

KUTUUU Baskın Oran:

"There can be no bigger slander"

Speaking to Agos, Baskın Oran said: "There can be no bigger slander
in Turkey. One cannot be made a more open target. This is exactly the
same situation as the one where Hrant Dink was made a target and later
murdered with the ‘poisoning the Turkish blood’ concept. I am branded
"bought out" and being made a target for writing for Agos newspaper.

In fact, what this decision says is that everyone writing for Agos
deserves this sort of slander. We will not let this drop. First we
will file a complaint about the Court of Appeals Chamber. If we don’t
achieve results, we will head to Strasbourg."

YEREVAN, FEBRUARY 23, NOYAN TAPAN. Armenian Prime Minister Tigran
Sargsyan on February 23 conducted a consultation on the 2010-2020
draft strategy of sustainable development of agriculture in
Armenia and the draft program of measures to ensure the strategy’s
implementation. Experts and representatives of the Public Council
participated in the consultation.

T. Sargsyan said that discussions of the 2010-2020 Strategy of
Sustainable Development of Agriculture had started. "We intend to
hold large-scale discussions. The purpose is to subject this document
to serious analysis so that the best experts of our country will
express their opinions about it, and we must also know the opinions
of professional bodies that deal with problems of farms. There
are NGOs dealing with problems of farms, as well as international
organizations that provide technical assistance to the government for
agricultural development. Naturally, we are interested in organizing
discussions in order to have a clear idea of the current state of
agriculture, the strategic ways of developing Armenia’s agriculture,
our relative advantages and disadvantages, and the real resources of
our agriculture," the prime minister said.

In his words, in 2010 the Armenian government will consider agriculture
as a priority sector, with great attention to be given to public
control and the implementation of decisions.

The RA Government Information and PR Department reports that the
Minister of Agriculture Gerasim Alaverdian made a report about the
development of the draft strartegy. Then the First Deputy Minister of
Agriculture Samvel Avetisian provided the consultation participants
with in-depth information about the strategy.

Yerevan (Yerkir) – Armenian-Turkish rapprochement is possible through
Nagorno-Karabakh settlement, Turkish PM Recep Tayyip Erdogan said in
Spain, according to Son Dakika.

Highlighting the recent intensification observed over Nagorno-Karabakh
settlement process, Erdogan said: "If the issue is not settled,
our parliament will face a serious hurdle."

Stressing the resolution of Nagorno-Karabakh conflict would be a
great deal between Armenia and Turkey, Erdogan voiced a wish to be
the first to inform the news.

On Tuesday 16 February 2010, Archbishop Michel A. Sabbah and Mr. Michel
Nseir, a staff member of the World Council of Churches (Geneva), visited His
Holiness Aram I. The purpose of the visit was to present to His Holiness the
Kairos Document prepared by the Churches in Jerusalem. The document
describes the situation of the Churches in Jerusalem and the plight of the
people.

His Holiness Aram I assured the guests that the Armenian Orthodox Church
retains its strong commitment to the ecumenical movement; and he appealed to
the member churches of the WCC to strengthen ecumenical relations and
support Christian-Muslim dialogue.

Commemoration day of St. Theodoros the Captain

Today is the commemoration day of St. Theodoros the Captain.

St. Theodoros the Captain is a Saint recognized by all traditional
churches of Christendom. The Armenian Church commemorates this Saint
on the first Saturday during the period of Great Lent.

According to hagiographers, St. Theodoros was born to God-fearing and
pious parents in the village of Saroo, near the town of
Amasia. He was a soldier in the Roman Army, and rose through the
ranks, eventually becoming a Captain.

In the beginning of the fourth century, Rome was under the rule of the
Emperor Diocletian. Instead of worshipping at the temple of the pagan
goddess Rea, as he had been instructed to, St. Theodoros burns the
temple to the ground, thus demonstrating that pagan idols were false.
For this act, Diocletian imprisons St. Theodoros, and he suffers
severe tortures. In the year 306 A.D., he is martyred by being set on
fire.

St. Theodoros is also known as the `Slayer of the Dragon’, as he was
said to have defeated a great and mighty dragon due to his courage and
faith.
