turned to the Central Electoral Commission of Armenia for observing
the coming parliamentarian elections. The CIS Parliamentarian Assembly
will send a group of 12 and the CIS Executive Committee 8 observers.

to electoral districts, and NGO "Electoral systems" has applied for
10 observers, "Novosti-Armenia" reports.

‘ Millennium Challenges Corporation.

12 million will be directed to the road repair of republic and
intercommunity importance. More than 80 communities are involved in
the project.

Levon Barseghyan, MCC project member proves that 46, 5 km road is
going to be repaired by " Lins" foundation in Shirak marz. It is
26.27 % out of 177 km roads in the region.

Institute Of War And Peace Reporting Launched South Caucasian Projec

Over the next three years the journalists of the recognized and
unrecognized countries of the South Caucasian region will report on
the events together.

An arrangement was made in a recent meeting of journalists from
Armenia, Azerbaijan, Georgia, South Ossetia, Karabakh and Abkhazia
in Tbilisi.

Lusineh Musayelian, a participant from Karabakh, said In Tbilisi
seminars on conflicts as well as meetings with Georgian experts and
representatives of the government were held.

The project is implemented by the Institute of War and Peace
Reporting. In the framework of the conflict the journalists can have
6 visits to different parts of the region and prepare reports on the
topics they are interested in. A website will be set up where the
reports will be available.

NATO has no plans to deploy ballistic missile defense units in the
South Caucasus, says the permanent representative of Armenia to NATO
Samvel Lazarian.

Lazarian says that the statement about BMD units deployment was a
trial balloon and he is presently inquiring into the details of the
US general’s statement.

Lazarian says that NATO has no such plans. Moreover, neither Georgia
nor Azerbaijan have reported any plans to provide their territories
for NATO BMD units and thereby to speed up their admission into the
alliance. Perhaps, certain circles are negotiating such possibility
but there is no official information yet, says Lazarian.

He notes that NATO needs guarantees of internal unity in the
region. Even in case of Georgia, NATO will never agree to admit a
country having unresolved conflicts as such countries may use the
alliance for their own interests.

Besides, in case of Georgia, the conflicts involve Russia and NATO
will never agree to enter into direct conflict with that country,
says Lazarian.

Azerbaijani Foreign Minister Elmar Mammadyarov will pay an official visit to
the United States March 20-23. Mammadyarov told Turan correspondent that his
meeting with the US Secretary of State Condoleezza Rice will take place on
22 March. In the framework of the visit the Azerbaijani Foreign Minister will
have a number of other meetings and will hold negotiations in Washington. The
visit will take place at the official invitation of Condoleezza Rice.

Peine pécuniaire requise contre le politicien turc Dogu Perinçek;

VAUD. «La loi doit protéger toutes les victimes.» Au nom de ce
principe, le procureur Eric Cottier défend la pénalisation du
génocide des Arméniens. Et réclame 90 jours-amende avec sursis.

Devant la justice«Etre Turc n’est pas un concept ethnique. C’est une
définition juridique et politique. Tous les citoyens de la République
turque sont turcs quelle que soit leur religion. Les Arméniens sont
nos compatriotes, ils font partie de notre peuple.»

Interrogé à la fin de son procès pour négationnisme devant le
Tribunal de police de Lausanne, l’homme politique turc Dogu Perinçek
a rejeté toute accusation de racisme. La Turquie, dont les Jeunes
Turcs ont jeté les bases à partir de 1913, est antiraciste. Elle
abrite une des populations les plus mélangées du globe. Elle a
accueilli, contrairement à d’autres, les réfugiés juifs de la Shoah.

Seul donc le souci de la vérité le pousse à affirmer que son pays n’a
pas commis de génocide en 1915. La déportation et la mort en masse
des Arméniens de l’est du pays sont intervenues dans le cadre de
luttes fratricides qui ont fait leur lot de morts de part et d’autre.

Négationnisme = génocide

Ces protestations de bonnes intentions impressionnent peu Me Philippe
Nordmann, partie civile pour l’Association Suisse-Arménie. Le
négationnisme, fait-il valoir, n’est pas un point de vue historique.
C’est la continuation du génocide: la mémoire des victimes souillée,
les traces du crime effacées. Et c’est aussi, la Cour européenne des
droits de l’homme l’a précisé, une remise en cause des valeurs
fondamentales de justice et de paix.

La question de savoir si l’accusé a répondu à un mobile raciste ne se
pose donc pas. Le négationnisme est en soi une discrimination des
victimes qui se voient accusées d’être des faussaires de l’histoire.
Les tribunaux l’ont toujours reconnu dans le cas de la Shoah.

Le mobile raciste est inhérent au négationnisme, tel est également
l’avis du procureur général Eric Cottier. L’accusé en donne la preuve
en présentant les Arméniens comme les agresseurs dont les actes ont
justifié la violence qui s’est abattue sur eux. Et il n’a pas
l’excuse de l’ignorance: il est docteur en droit, historien,
écrivain.

Une question juridique

Mais le génocide des Arméniens est-il vraiment si unanimement reconnu
que sa négation ne puisse procéder que d’une volonté de le justifier?
Les témoignages entendus mardi n’ont porté que sur cette question et
c’est elle qui a occupé l’essentiel des plaidoiries.

Le Tribunal, assure Eric Cottier, n’a pas à porter un jugement
historique sur les événements de 1915. Il doit se demander s’il peut
être tenu pour juridiquement admis en Suisse qu’il s’agit d’un
génocide avéré.

Le Conseil national en a jugé ainsi en décembre 2003. Et même le
Conseil fédéral, s’il se garde de reconnaître officiellement le
génocide pour des raisons d’opportunité politique, le mentionne dans
le message qu’il a publié pour défendre la ratification du statut de
la Cour pénale internationale. Cela suffit, estime le magistrat, pour
juger que le génocide est reconnu par la Suisse.

Et la Suisse n’est pas seule: les parlements belge, français,
allemand et canadien ont également reconnu le génocide, de même que
le parlement européen. On peut partir du principe qu’ils l’ont fait à
partir d’une étude sérieuse et non sur un coup de tête.

Dangereux pour la liberté

Au moment de contester au nom de la défense que ces reconnaissances
permettent de poser le génocide arménien comme un fait historique et
juridique avéré, Me Laurent Moreillon tient à préciser qu’il n’est ni
négationniste ni UDC. Des journalistes lui ont posé la question. S’il
défend Dogu Perinçek, c’est que ce dernier ne conteste pas la
matérialité des exactions subies par les Arméniens en 1915. Il n’en
discute que la qualification juridique. Et, estime l’avocat, il y a
de quoi.

Le quatrième paragraphe de l’article 261 bis du Code pénal, qui punit
le négationnisme, visait avant tout, au moment de son adoption, les
négationnistes de la Shoah. C’est-à-dire des faits dont le caractère
génocidaire ne fait l’objet d’aucun débat historique. L’étendre à
d’autres crimes contre l’humanité n’est pas sans danger pour la
liberté d’expression et la recherche historique. Tant la Cour
européenne des droits de l’homme que le président de la Commission
fédérale contre le racisme, Georg Kreis, ont souligné ce danger.

Jugement aujourd’hui

Des tribunaux internationaux ont reconnu le génocide perpétré en
avril 1994 au Rwanda contre la population tutsie et l’assassinat des
hommes de Srebrenica en juillet 1995. Tel n’est en revanche pas le
cas pour les massacres subis par les Arméniens en 1915. Et la Cour
internationale de justice, qui a confirmé récemment l’existence d’un
génocide à Srebrenica, l’a écarté pour les exactions commises contre
les populations musulmanes de Bosnie dans la vallée de la Drina et
dans les camps d’Omarska et de Keraterm. Dans ces cas, si la volonté
de persécuter était claire, celle d’exterminer ne l’était pas.

S’agissant des événements de 1915, l’existence d’une volonté
d’exterminer fait l’objet de discussions entre les historiens. Et un
tribunal suisse ne peut pas trancher ce débat -du moins sans
s’entourer de l’avis d’experts, les témoignages d’historiens entendus
mardi n’en tenant pas lieu.

Le tribunal rendra son verdict aujourd’hui. Le procureur réclame
contre Dogu Perinçek une peine avec sursis de 90 jours-amende (soit
9000 francs) et une amende de 3000 francs.

`My long conversation with the First Deputy Prime Minister of Russia
is not strange at all, strange are the comments of it, which
characterize it as `the meeting of two successors,’ Secretary of the
Presidential Council on National security, RA Defense Minister Serge
Sargsyan told journalists.

In the Minister’s words, the framework of responsibilities of the
Russian Deputy Premier are very broad: industry, science, new
technologies, communication, transport, nuclear energy and
others. `It’s not news that I am the Co-Chair of the Armenian-Russian
Intergovernmental Commission, that is to say there are a number of
issues to be solved with both my counterpart Igor Levitin and the
First Deputy Prime Minister of Russia,’ said Serge Sargsyan.

The Minister said they referred also to military cooperation and
`discussed issues which need no comment.’ `I think that in April
Sergey Ivanov will visit Armenia and will give answers to all the
questions you are interested in. I assure that everything is normal,
nothing extraordinary has happened,’ Serge Sargsyan added.

This week the National Assembly passed the package of legislative
amendments proposed by the government to institutionalize dual
citizenship.

66 deputies voted for the law, 5 voted against and one
abstained. Leader of ARF’s parliamentary faction Hrayr KARAPETIAN
believes it would be better if this package that has pan-Armenian
significance would have been passed with no against votes and
abstentions.

At a press conference held in Urbat (Friday) Club on February
27 Karapetian stated that dual citizenship will contribute to
strengthening of Armenia, economic development as well as strengthening
of the Armenian lobby abroad.

"Dual citizenship derives from the necessity to restore historical
justice for our nation," Karapetian stated adding that this is not
only about Armenians living abroad as a result of the Genocide but
also about those who left Armenia in the dark and cold years that
followed Armenia’s independence.

ARF has supported the idea of dual citizenship for a long time and
the legal institutionalization of dual citizenship was a logical
continuation of ARF’s efforts in this direction. Commenting on the
rights and obligations of persons with dual citizenship Karapetian
noted that according to this law, all Armenians who will apply to
get Armenian citizenship will have the same rights and obligations
as Armenian citizens under the constitution.

"We should not overcomplicate dual citizenship. I can see that not only
politicians but also some mass media keep saying that there are still
many unanswered questions in what relates to dual citizenship. There
are no unanswered questions," Karapetian stated noting that the rights
and obligations are the same with the exception of the right to vote
and be elected.

"ARF was very clear about the fact that it was necessary to take an
approach similar to the one taken by states that have large Diasporas
like Israel, Ireland, Mexico. The ideal option would be to have equal
rights and obligations for everyone.

However, since some political and not legal issues were raised,
ARF accepted some compromises taking into consideration the law’s
importance as a political document," Karapetian said adding that the
proposal made by the Republican Party to grant a status of a legal
resident was not acceptable for the ARF. According to this proposal,
only those persons with dual citizenship would be able to vote who
have lived in Armenia for some time and paid taxes.

"It was unacceptable for us to pass a law and put limitations that
would make the law dysfunctional. We agreed only to the provision
according to which persons with dual citizenship will be able to vote
only if they have Armenian registration," Karapetian said.

Commenting on the question whether ARF is going to appeal to the
Constitutional Court to question the constitutionality of this
provision, Karapetian stated that this issue is currently under
discussion and no final decision has been made so far. If some
difficulties arise while the law is already in force, this option
might be possible.

Look for sensations in other parties’ lists

"Don’t look for any sensations in our party list, you can look for
them in other parties’ lists," Karapetian advised the journalists.

ARF’s party list will be finalized on March 3 when it is presented to
the Central Electoral Commission. Karapetian said no matter who is
in the party list ARF will continue its policy line. ARF has always
supported the idea of 100% proportional electoral system therefore,
the party will concentrate on proportional mandates even though the
possibility for nominating candidates under majoritarian system is
not excluded either.

As to the traditional transfers from one party to another, some
politicians’ habit of changing parties is unacceptable for ARF.

Karapetian believes the voters can see this and will express their
will during the elections. Commenting on ARF’s expectations from the
elections Karapetian noted that ARF will have a larger representation
in the new parliament than today based on the work conducted in the
incumbent parliament as well as ARF’s extra-parliamentary activities.

Those Responsible For Yerevan State Institutions Of Higher Education

YEREVAN, MARCH 6, NOYAN TAPAN. The Social-Democratic Hunchak Party
"Sargis Tkhruni" youth union is blackmailed and has got letters of
different character from those responsible for a number of Armenian
state institutions of higher education. Reality of results of social
surveys held by the union are called into question in them. Union
head Narek Galstian stated about it at the March 6 meeting held in
"Pastark" club. In his words, those letters started after the fact
when results of social surveys concerning corruption held in Yerevan
state institutions of higher education on their union’s initiative
on December 10-18 of 2006 were sent to those institutions, with RA
Minister of Education and Science Levon Mkrtchian’s awareness. To
recap, according to results of that social survey, in the opinion
of 1821 students from 2000 surveyed ones, there is corruption in
Armenian institutions of higher education. Only 179 students has
had no cause yet to make themselves sure that they take a bribe at
higher educational institutions. By the way, even sizes of the bribe
for a pass-examination or examination at different institutions of
higher education were mentioned. According to data of social surveys,
the Yerevan State Agrarian University heads the list of corrupted
institutions of higher education. The head of the union initiated the
social survey stated at the meeting with journalists that the last
similar letter was got by Yerevan M.Heratsi State Medical University
Rector Gohar Kyalian who insists that no similar social survey was
at all held in their institution of higher education. In N.Galstian’s
words, an attempt is made just by it to cast a shadow on the done work
and its doers. N. Galstian also mentioned that results of the social
survey and the methodology were presented to the Minister of Education
and Science, after what they also have two meetings with him. Minister
L. Mkrtchian agreed to cooperate with the union in the issue of
anti-corruption struggle. It was decided to found new independent
non-partisan students’ trade unions which will in their places struggle
against corruption. The young union head expressed confidence that,
owing to honest and independent students it is possible to soften
those phenomena more strained during the recent period.

Azerbaijan is in principle ready to officially address Brussels with
request regarding its membership in NATO, "Zerkalo" Baku daily had
become aware from the informed diplomatic sources. According to the
source, official Baku does not hurry in this direction since it has
serious reasons.

The point is that after a official address, if a positive decision
is made at the next Summit of NATO, the sides will have to pass
to a regime of intensive dialogue. This period lasts from three
to five years. The problem is that the NATO, at the stage of an
intensive dialogue, does not provide its member candidates with
security guarantees. However, according to the source, the function
of Azerbaijan’s security guarantee may be assumed by another NATO
country, Turkey, by approbation of Washington. The source noted that
active negotiations are being held in this direction.

According to it, a package of agreements on a military-political
cooperation between Azerbaijan and Turkey is being prepared on one
hand, and between Turkey and Georgia – on the other hand. The source
noted that Brussels is irritated not only at the delay of the official
address by Baku but also at the fact that Azerbaijan, unlike Armenia,
does not fulfill, even by halves, the engagements it assumed within
the frames of the Program of Individual Cooperation with NATO.
