Not for the first time, Armenians sense a moment of vindication in
their struggle for the acknowledgment of the tragedy that befell their
forebears during the first world war. Turkey is angry. And America’s
administration is straining to limit the damage.

The latest Turkish-American rift over the Armenian question — after a
congressional committee voted on March 4th to recognise the killings of
1915 as genocide — looks wider than some previous ones. It coincides
with a general scratchiness between America and its ally.

Turkey is reluctant to slap sanctions on Iran. Anti-Americanism is
running high among Turks. Some suspect that Barack Obama retains his
view (expressed as a senator in 2008) that "the Armenian genocide is
not an allegation…but rather a widely documented fact."

Still, the chances are that after a deep sulk, Turkey will send its
ambassador back to Washington, and the administration will persuade
legislators to avoid a vote in the full House, for fear of wrecking
an important relationship — and worsening the fading prospects for
reconciliation between Turkey and Armenia. A tired diplomatic ritual
will play out once again.

As Turkey’s Nationalist Movement Party signals a green light for a
government-led bill on stone-throwing children, Republican People’s
Party leader Deniz Baykal calls on the government to keep its distance
from religion, the judiciary and the military A bill on stone-throwing
children in eastern and southeastern Turkey and the tension between
the military and government were the main heated topics on the agenda
of opposition political parties Tuesday.

Devlet Bahceli, the leader of Turkey’s Nationalist Movement Party,
or MHP, announced his party’s partial support for a government-led
bill that would reduce the harsh penalties imposed on children who
have thrown stones at security forces.

Republican People’s Party, or CHP, leader Deniz Baykal meanwhile
criticized the ruling Justice and Development Party, or AKP, for its
attempts to dominate the judiciary and military.

Speaking at his party’s parliamentary group meeting Tuesday, MHP
leader Bahceli said the party will lend its support to the bill on
stone-throwing children if the government comes up with a permanent
solution that addresses the youths’ actions against the police without
leading to their extended imprisonment.

"We can’t back any move that will leave the crime unanswered,"
Bahceli said. "We will, of course, lend our support to a move that
will guarantee that children who throw stones today will not shoot
a soldier tomorrow. But we will not allow any move that will enable
children to throw stones at the police or police centers."

The AKP’s bill to reduce the penalties on stone-throwing children will
be discussed Thursday at the Parliament’s justice commission. The
bill is expected to cover not only children under the age of 18 who
are accused of involvement in terror-related cases, but all minors
charged with any type of crime.

CHP a ‘guarantor for democracy’

Noting the importance of eliminating the social factors that lead
children to crime, Bahceli said: "Without eliminating the real reasons
behind their motivation, the problem can’t be solved. Apart from police
officers distributing candy to children and the local administrations’
local measures, what will the government do to end this problem?"

Bahceli urged the government to cooperate with education experts,
jurists and sociologists to solve the problem. At the same meeting,
he also criticized the resolutions passed by the Swedish parliament
and a U.S. House committee recognizing the deaths of Armenians in
1915 as "genocide."

"All optimistic pictures created by the ruling government have
turned out to be false," Bahceli said, criticizing the government for
appearing sympathetic to other countries while harming its own history.

Baykal, meanwhile, called his CHP a guarantor against any possible
military intervention in politics.

"During previous military coups, CHP-affiliated people suffered a lot.

But we never bore suspicion about our belief in both the Turkish
Armed Forces and democracy," Baykal said.

"A democratic system works in Turkey. The biggest assurance against any
possible military intervention in politics is the CHP, as the political
cadre that has seen many coups. Nobody should be engaged in any effort
to take revenge," Baykal said, referring to recent claims that the
AKP is trying to influence the judiciary and dominate the military.

"The political parties should remain distant from religion, [the
military] and the judiciary," Baykal added, calling on the AKP to
bring those who have initiated de facto coups before the judiciary,
not those who simply had such plans in their minds.

concept of reforms for 2010, Robert Harutyunyan , general director
of the agency told a press conference on March 16. This year a
special attention will be paid to high technology, agriculture,
energy and construction spheres. According to Robert Harutyunyan,
ADA will operate like "one window". "If an investor is interested in
Armenia, the agency will deal with all the issues, including provision
of information and legal advice," he said.

YEREVAN, MARCH 16, NOYAN TAPAN. Slovak Foreign Minister Miroslav Lajcak
will pay an official visit to Armenia between March 17 to 19 at the
invitation of RA Foreign Minister Edward Nalbandian. Meetings with RA
President Serzh Sargsyan, Prime Minister Tigran Sargsian and Foreign
Minister Edward Nalbandian, participation in the opening ceremony of
the Armenia-Slovakia business forum is planned during the visit.

According to the RA Foreign Ministry Press and Information Department,
E. Nalbandian’s and M. Lajcak’s meeting will take place on March 18.

After the meeting the Ministers will sign an Agreement On Air
Communications and Memorandum of Mutual Understanding in the European
Integration Sphere.

Foreign Ministers’ joint press conference will take place at the
Foreign Ministry press conference hall straight after the signing
ceremony.

Today in the Armenian National Assembly launches the 4 day sitting. In
the schedule which will last till March 18 are included 70 questions
and 22 agreements.

As the information and public relations department of the NA informs
there are 5 questions included in the section of appendixes of the
7th sitting’s schedule.

The plans of the NA 4th sitting on making appendixes and schedule of
4 day sittings will be affirmed today on the sitting of the NA.

The canceling of a scheduled visit to the United States by the
Turkish Industrialists’ and Businessmen’s Association, or TUSIAD,
in response to a Armenian "genocide" resolution passed in Congress
has other business organizations following suit.

A U.S. House committee passed a resolution March 5 recognizing the
deaths of Armenians in 1915 as genocide.

Rona Yırcalı, the president of the Foreign Economic Relations
Board, or DEİK, is one of those who has announced that he will not
be attending a Washington, D.C., conference organized by the American
Turkish Council, or ATC. The stance of Rifat Hisarcıklıoglu, chairman
of the Turkish Union of Chambers and Commodities Exchanges, or TOBB, is
said to depend on the attitude of Prime Minister Recep Tayyip Erdogan.

The 29th Annual Conference on U.S.-Turkey Relations, scheduled to
be held between April 11 and 14, is organized by DEİK, the ATC, the
Turkish-American Business Council, or TAİK, and the American Friends
of Turkey. With the Turkish Foreign Ministry saying it expects a
"sensitive" approach in the wake of the March 5 resolution, many
other prominent businesspeople are expected to cancel their planned
attendance.

Turkish businesspeople seem to be divided on the issue, however. While
some say the Foreign Ministry’s position should be supported by the
business world, others say participating in the conference would
benefit Turkey. Still others are opting to wait and see what position
the prime minister takes.

"I am still evaluating the situation. I have not made a concrete
decision," said Hisarcıklıoglu.

In the aftermath of the March 5 vote, expected attendances by many
high-level Turkish officials – including Erdogan, Foreign Minister
Ahmet Davutoglu, Defense Minister Vecdi Gönul, Energy Minister Taner
Yıldız, Transport Minister Binali Yıldırım, Trade Minister Zafer
Caglayan, chief negotiator for EU affairs Egemen BagıÅ~_ and Alpaslan
Korkmaz, chairman of the Investment Support and Promotion Agency of
Turkey – are all in doubt.

The impact is expected to become clearer when Erdogan clarifies his
stance on attending the Nuclear Security Summit to be held the same
week in Washington. This international meeting will be hosted by U.S.

President Barack Obama.

Turkey’s Gul offended Swedish PM-s adopted Armenian Genocide Resolution

Turkey’s Abdullah Gul talked to the reporters after his meeting with a
group of businessmen. To the question how he would comment on Swedish
Parliament’s decision of adopting the Armenian genocide, he said: `We
perfectly know how such decisions are adopted. Those are treatments
with disregard towards us.’

Underscoring that those who made such decisions aren’t historians,
Turkish President said:

`I would like to repeat my point of view stated when US Congress
adopted the resolution. If you ask them they can’t say even three
words. They are people with very little motivations.’

Panorama.am recalls that Turkey has traditionally rejected the mass
killings of 1,5 million Armenians carried out early in the 20th
century and took the criticism of the West painfully. The Armenian
Genocide has been recognized by lots of states. It was first
recognized by Uruguay in 1965. Later Russia, France, Italy, the
Netherlands, Germany, Belgium, Poland, Lithuania, Slovakia, Sweden,
Switzerland, Greece, Cyprus, Lebanon, Canada, Venezuela, Argentina and
the US 42 states did the same. The Armenian Genocide has been
recognized also by Vatican, the Council of Europe, the World Council
of Churches.

Armenian Government Returns To Medium-Term Expenditures Program

ARMENIAN GOVERNMENT RETURNS TO MEDIUM-TERM EXPENDITURES PROGRAM

The Government of Armenia has returned to working on the medium-term
expenditures program, Prime Minister of Armenia Tigran Sargsyan said
during today’s government session.

Sargsyan instructed the ministers to personally control the design
process of the program to be completed in July. For that reason,
the prime minister commissioned ministers to present written internal
documents within two weeks and inform the government about any problems
related to the program.

According to Sargsyan, the program must have at its core the provisions
stated in the Armenian president’s election platform.

Finance Minister of Armenia Tigran Davtyan, in turn, informed the
prime minister that the activities aimed at designing this program
are currently taking place without any problems.

In his words, last year the government had temporarily halted the
implementation of the program due to the financial crisis. But now,
given that the economy has already stabilized, it has been decided
to go back to the medium-term expenditures program so as to make
feasible forecasts for a three-year period.

Armenian Government Rejects A Bill Of ARF Group MPs

/PanARMENIAN.Net/ The government of Armenia on March 11, 2010 rejected
a bill introducing amendments to the law on international treaties.

The bill was initiated by MPs from ARF parliamentary group. According
to the deputy minister of foreign affairs of Armenia Shavarsh
Kocharyan, the bill presents three approaches. First – invalidation
of the treaty before its entry into force. In this regard, the deputy
minister said that this issue has been resolved, and on February 25,
2010 the National Assembly introduced appropriate changes.

According to the second provision, the National Assembly will be
empowered to make its reservations in the treaty and before its entry
into force to suspend its conclusion. The third proposal identifies
those cases and the basis when one can apply to suspend or apply
the reservation.
