"Great 8" Summit Launches In Heiligendamm

"GREAT 8" SUMMIT LAUNCHES IN HEILIGENDAMM
By Petros Keshishian

AZG Armenian Daily
07/06/2007

On June 6, after the official reception organized by Angela Merkel,
Chancellor of Germany, the "Great 8" Summit launched in the North of
Germany in Heiligendamm.

The top security measures are taken in Heiligendamm to prevent
undesirable clashes with anti-globalists. In June, the clashes between
the anti- globalists and the police became quite frequent in June. They
condemn the leaders of the Great 8 states in the attempt to form a
universal government.

Over 16 thousand policemen are securing the safety of the guests in
the city.

According to "Figarot," the results of the meeting greatly depend on
the position of RF President Vladimir Poutin. Recently, the presidents
of Russia and USA aroused some tension by some of their statements.

Thus, on Monday, Vladimir Poutin said in the interview to some of the
Western mass media sources that new targets for the Russian rockets
are going to appear in Europe, if Usa doesn’t give up the decision to
install its own anti-rocket system in the Eastern Europe. Next day,
George Bush stated that Russia stepped back from its reforms and this
tendency may make harm to democratic developments in Russia.

It is envisaged that the Great * leaders will discuss economic issues,
foreign investments prospects, protection of intellectual property,
liberation of trade, as well as issues concerning the preservation
of environment, the situation in the Near East and Kosovo.

Yerevan celebrates Poland upset

Yerevan celebrates Poland upset

Armenia’s prime minister danced with joy after
watching the 1-0 win against Poland while coach Ian
Porterfield hailed his side’s "iron fist".

Victory dance
Hamlet Mkhitaryan’s second-half free-kick earned
Armenia a second successive qualifying win and struck
the Group A leaders a major blow as they look to reach
UEFA EURO 2008′. Prime minister Serzh Sargsyan caught
the mood of the moment in the VIP area at the
Republican Stadium last night, performing a dance of
joy at the final whistle before heading for the
dressing room to congratulate the players.

‘Winning mentality’
"Our lads finally showed what we expected of them
which is willpower, character and a desire for
victory," said Football Federation of Armenia
vice-president Ashot Manukyan. "Despite missing a
number of players Ian Porterfield managed to find
appropriate replacements and instilled a winning
mentality in the team in a short period of time. Now
we hope that football will blossom in Armenia."

Battling underdogs
Scottish coach Porterfield was thrilled with his
side’s performance. The 61-year-old former Chelsea FC
manager said: "We played like a united squad, like an
iron fist against Poland. That is why we achieved what
we wanted so much. Poland have a much stronger squad
but our commitment helped Armenia to achieve the best
possible result in this game."

Armenian heroes
He gave special praise to goalscorer Mkhitaryan while
goalkeeper Gevorg Kasparov, who made a string of vital
saves to deny Leo Beenhakker’s Poland, also emerged as
a hero. "I am especially grateful to Hamlet Mkhitaryan
and Gevorg Kasparov," he said. "Mkhitaryan was
unstoppable and proved to be the real leader of the
moment while Kasparov was flawless in goal."

Everyone’s celebration
Mkhitaryan, meanwhile, was eager to share his moment
of glory with his team-mates as they celebrated after
the final whistle, even if their seven points from
seven matches is not form that will ultimately take
them to the finals. He said: "We need wins like this
to believe in ourselves, to take confidence into other
matches. I’m very happy I scored the winner but this
victory belongs to us all – my team-mates and our fans
who were behind us for the whole 90 minutes."

YEREVAN, JUNE 5, NOYAN TAPAN. The leaders of Democratic Homeland
and Conservative parties making part of Impeachment preelection
bloc consider that the main achievement of the bloc is considerable
reduction of atmosphere of fear among the people. As Petros Makeyan,
Chairman of the Democratic Homeland Party, mentioned at the June 5
press conference, passing by various yards of Yerevan by car columns,
they feel a change in people’s consciousness: in his words, before the
elections inhabitants of these yards listened to slogans and mottos
of Impeachment bloc with indifference, while now, at the postelection
stage, many people respond to these slogans and express readiness to
join the struggle.

Mikayel Hayrapetian, leader of the Conservative Party of Armenia,
taking part in the press conference said that they do not consider
the process of parliamentary elections as closed. In his words, "the
elections will be finished only when RA President Robert Kocharian
and Prime Minister Serge Sargsian are removed." Currently, as the
speaker qualified, it is inappropriate, irrelevant and immoral to
speak about the 2008 presidential elections.

The formed political situation, as M. Hayrapetian stressed, has
two solutions. The first is invalidating the election results
by challenging them at the Constitutional Court. But as CC,
in the speaker’s words, "has disgraced itself since the day of
its foundation," it would be naivety to expect justice from that
instance. The second solution is renouncing their mandates by parties,
which have announced themselves opposition and have appeared in the
National Assembly, which will enable to cause vacuum in the process
of forming power. The statement spread by the two parties read that
"mincing manners and inclusion into the game drawn by the illegal
authorities means rendering secret services to usurpers."

Transparency International Discovers Imperfection Of Legislation

TRANSPARENCY INTERNATIONAL DISCOVERS IMPERFECTION OF LEGISLATION

Panorama.am

The monitoring of abuse of administrative resources and pre-electoral
propagation carried out by "Transparency International – Armenia"
NGO discovered a number of shortcomings regarding imperfection of
electoral legislation. Reminding the numerously mentioned uncertainty
of voters’ lists, NGO representatives informed about the discovered
shortcomings. The organization vice-chairman Varuzhan Hoktanyan
asserts, that one of the electoral legislation’s drawbacks is the fact
that "it doesn’t specify what pre-electoral campaign is". As a result,
all the actions carried out before the start of official propaganda
are not considered as propaganda.

Another shortcoming is that the law doesn’t regulate the process of the
third person bearing expenses for a party. It gives a party supporter
possibility to finance the party campaign avoiding the campaign fund.

An interesting example concerns "Prosperous Armenia" party, numerous
pre-electoral events of which were sponsored by a charity fund owned
by the party chairman Gagik Tsarukyan.

"Transparency International – Armenia" also points another
shortcoming also regarding party activity in the period of
official propaganda. Armenian legislation doesn’t regulate the
propaganda financing in the period before the beginning of official
campaign. Through that parties have possibility to finance their
propaganda before its official start and then just don’t declare it.

These drawbacks give the parties opportunity to justify the illegal
over-expenses made for propaganda.

Shortcomings are also discovered in the fields of law application. It
mostly concerns propagandizing of a party by persons holding high
political or ideological positions.

TODAY ALL PRECONDITIONS EXIST FOR ADOPTING ARMENIAN GENOCIDE RESOLUTION BY U.S. CONGRESS

PanARMENIAN.Net

/PanARMENIAN.Net/ "It might be desirable if the Armenian lobby in
the United States would support Armenia in any issues," American
entrepreneur and patron with Armenian decent Vahagn Hovnanian stated
to a press conference in Yerevan commenting on activities of Armenian
lobbyists in the U.S. Congress. He underlined his both brothers Hrair
and Zhirair Hovnanians are active members of the Armenian Assembly
of America. V. Hovnanian said, today all preconditions exist for
adopting the Armenian Genocide resolution by the U.S. Congress,
IA Regnum reports.

Support for adopting the resolution on recognizing the Armenian
Genocide in the lower chamber of the U.S.

Congress continues to increase both from Democrats and
Republicans. Senator Hillary Clinton and leader of Senate minority
Harry Raid have already expressed their support for the Armenian
Genocide resolution.

This decision was made on the background of intense environment caused
by the next visit of a Turkish delegation, which hoped "via threats on
worsening American-Turkish relations to freeze the Armenian Genocide
resolution".

Will Eduardo Eurnekian Take Up Management Of Gyumri Airport?

WILL EDUARDO EURNEKIAN TAKE UP MANAGEMENT OF GYUMRI AIRPORT?

Lragir.am

On June 1 the new airport Zvartnots saw off the first passenger
to Moscow.

Yerevan-Moscow was the first flight from the new building dedicated
on May 25.

The new passenger terminal can receive up to 6 flights simultaneously
and 1000 passengers per hour. "We have all the facilities for
high-level services.

We have a duty free shop, benches, very nice benches, which look
to the runway, to Masis. We have cafes, a business lunch hall for
business class travelers. There is room for smokers. We want to
provide comfort for passengers," says Juan Pablo Guechigian, manager
of Zvartnots Airport. He says the airport can accept transit flights
as well. Meanwhile, arrangements on transit flights are already up
to airlines.

"It should underlie the policy of airlines. The government has
discussed it with the concession; it has created facilities for transit
flights. Now the airlines must look for it. I think Armavia has a lot
to do because in any country the national air company encourages
transit flights. Transit is favorable for them, for instance,
Dubai-Krasnodar transit flight via Armenia could be lucrative,
if they can offer moderate prices, and make it a transit flight,"
says Artem Movsisyan, head of the General Department of Civil Aviation.

The first passengers admired the new terminal of the airport. They
even refused to compare the new building with the old one, saying
they have nothing in common. The passengers who have seen European
airports say it is as good as the famous airports of the European
capitals. The reconstruction of Zvartnots Airport will finish in
2010. The new building of the passenger terminal for check-in is
to be built. For the time being, the passengers check in at the old
building. Besides, a two-floor car park will be built, after which
the fate of the round building will become clear. According to him,
it depends on the general examination of the round building, a seismic
resistance test. One thing is clear, even if it is not demolished,
in 2010 the round building will stop being used as an airport.

By the way, the manager of Zvartnots Eduardo Eurnekian has offered a
proposal to the government to take up the management of the airport
of Gyumri as well. Artem Movsisyan, head of the General Department of
Civil Aviation, says the offer is under consideration. If the offer is
accepted, it will included in the 30-year concession term of Zvartnots,
five of which have already passed.

In other words, the airport of Gyumri will be included in the
concession of Zvartnots. Artem Movsisyan considered it important to
underline once again that concession is not privatization. When the
term of concession expires, the airports remain the property of the
Republic of Armenia.

CC Chairman Calls Side Demanding Recalculation Of Elections Results

CC CHAIRMAN CALLS SIDE DEMANDING RECALCULATION OF ELECTIONS RESULTS FOR MOTIVATING ITS DEMAND WITH FACTUAL PROOF

Noyan Tapan
Jun 01 2007

YEREVAN, JUNE 1, NOYAN TAPAN. On June 1, representative of Orinats
Yerkir (Country of Law) Party Hovhannes Margarian at the Constitutional
Court demanded invalidating RA CEC’s May 19 decision On Electing RA
NA Deputies by Proportional System and carrying out recalculation of
voting at polling stations of a number of electoral districts. The
party representative is convinced that the party could have more
representatives in the parliament than it was recognized by CEC’s
decision. In OYP representative’s words, many violations were committed
when filling in registers. In his words, the initial data of voting
results were not registered, protocols lack notes about actions
carried out during the sitting on summing up the results of voting,
when giving in documents of a number of polling stations to CEC sacks
for one-time use were opened, electoral rolls were not in those sacks
in the established order, in many cases calculation of inaccuracies
was done wrongly or was not done at all. H. Margarian referring to
the report of Choice is Yours organization, mentioned, in particular,
the facts of stuffing ballot-boxes at polling stations of electoral
district N 11.

RA CC Chairman Gagik Haroutiunian explained to the claimant
representative that the latter should introduce facts to motivate
the necessity of making recalculation. In response to CEC Chairman
Garegin Azarian’s question, if so many violations were committed,
why party representatives who were commission members did not attach
special opinions to protocols of voting results, H. Margarian said
that such opinions were presented, but the data were changed. But
the representative of the claimant party did not respond to
G. Haroutiunian’s proposal to introduce the initial variants of
changed protocols to the court, if they have been kept.
