"I try to ignore gossipers because I work to grow up my children. My
life’s difficult but this is the reality. I had no other way out. Now
my café’s the most famous and popular place in the village. Everyone
calls it Karine’s."

The people who don’t know Karine cannot believe this lovely girl
already has two children. She was very young and in her dreams life
was easy and beautiful when she fell in love and left with her prince
far away. But soon Karine got disappointed and had to come back
home with two children. Her family did not accept her, only the old
grandmother who lived alone and was happy to get a family. Soon the
men of the village learned about the young woman with two children
and no husband. And it began. Some stood at her house for hours to
say a couple of words which they thought were so wise.

"Nobody dated me and nobody gave me flowers but everyone asked to come
in for a cup of coffee. I wondered if there’s not a single café around
and why everyone wanted to come in. In fact, there was no café around,
and I thought why I could open a café in our yard."

It turned out that people in Karabakh cannot do without
caffeine. Karine could not imagine it would be so difficult. The
business is so small but she had to work very hard. She had to study
the laws, learn accounting, be the barmen and the waitress at the
same time. People gossiped, nevertheless, Café Karine is the only
place where one can go, have a cup and coffee and have a chat.

Karine has a dream. "I want to get an education, find a good and
interesting job. For my babies to be happy, grow without problems,
and become decent people."

ACCORDING TO PRELIMINARY RESULTS OF BY-ELECTIONS, RPA REPRESENTATIVE WINS BY NA MP MAJORITARIAN ELECTORAL SYSTEM IN ELECTORAL CONSTITUENCY 15

YEREVAN, AUGUST 27, NOYAN TAPAN. According to the preliminary results
of the NA MP by-elections held in a majoritarian system in Electoral
Constituency 15 of the Aragatsotn region on August 26, businessman
Khachik Manukian, a member of the Republican Party of Armenia, has
won. 16 121 electors have voted for him. The votes among the other five
candidates have been distributed in the following way: non-partisan
Mnatsakan Mnatsakanian, the Mayor of Talin, has received 10 067 votes,
Gurgen Shahinian, a member of the ARF Dashnaktsutiun, 7 248 votes,
Raffi Hovhannissian, the President and Founder of the Zharangutiun
(Heritage) party and an MP by the NA proportional system, 1 220 votes,
non-partisan Emin Karapetian and Vahagn Petrosian, correspondingly, 518
and 96 votes. 36 394 out of the 60 138 total number of the electoral
constituency, have taken part in the ballot. 1 118 ballot-papers have
been invalidated. The number of inaccuracies makes 58.

According to the information provided to a Noyan Tapan correspondent
by Hovhannes Asatrian, the Chairman of the Constituency Electoral
Commission 15, the commission had received no application-protest by
13:00 on August 27.

It should be mentioned that Khachik Manukian was elected MP by the
results of the May 12 parliamentarian elections as well from the
same electoral constituency, however later he refused to receive the
mandate and by-elections were scheduled in Electoral Constituency 15
for the only vacant MP post. Khachik Manukian is an MP of the National
Assembly of the previous convocation (2003-2007) and the Chairman of
the "Max-Group" concern.

Iran and Armenia to collaborate on TV series

TEHRAN, Aug. 26 (MNA) — During a meeting in Yerevan last week Iran’s
cultural attaché to Armenia together with Armenian cultural officials
reached a preliminary agreement to make a joint TV series.

The project was initially proposed by Iran’s cultural attaché Reza
Atufi in order to extend cinematic ties between the two nations. It
is intended that the series should feature the cultural and social
life of people in the two countries.

Atufi pointed out that Iranian TV series have shown great
developments in recent years and many of them are now appropriate for
broadcasting in Armenia.

Iranian director Qasem Jafari, who also attended the meeting, went on
to say that he will submit a film script to Armenian officials. He
also emphasized the mutual capabilities of the two countries for
embarking on this project.

The Deputy Director of Armenian Public Television and Radio Levon
Galstian announced that although Iran and Armenia have established
political and economical relations, their peoples are not familiar
with each others’ culture and lifestyle.

He went on to say that this cultural vacuum can be filled by
appropriate films and TV series.

Armenian National Cinematheque’s director Garegin Zakoian also warmly
welcomed the proposal of the production of a collaborative TV series.
He mentioned that this project will help revitalize the Armenian
filmmaking industry.

The participants at the assembly agreed to put the proposal to the
Council of the Armenian Public Television and Radio Company.

ANKARA, Turkey, Aug. 24 (UPI) — Turkish Prime Minister Tayyip
Erdogan says he is concerned about a U.S. Jewish organization
labeling the World War I killing of Anatolian Armenians as genocide.

Erdogan said during a phone conversation with Israeli President
Shimon Peres that he sees "futility" in the Anti-Defamation League’s
decision to call the 1915 killings of up to 1.5 million Armenians a
genocide, Today’s Zaman reported Friday.

Peres promised Erdogan during their conversation that he would
"advocate Turkey’s position on the issue in the U.S."

Meanwhile, Israeli Foreign Ministry sources in Jerusalem said a
meeting between Turkish Foreign Minister Abdullah Gul and Israel’s
outgoing ambassador to Turkey, Pinhas Avivi, became "shrill" when the
foreign minister expressed his government’s "anger and
disappointment" over the Anti-Defamation League’s decision, Haaretz
reported Friday.

The ministry source said Gul told Avivi that "Turkey knows Israel was
not responsible for the Anti-Defamation League’s announcement, but is
disappointed because Israel could have done something to prevent it."

Abraham Foxman, national director of the ADL, said the decision to
label the killings as genocide came after discussions on the subject
with historians and Nobel Peace Prize laureate Elie Wiesel, a
Holocaust survivor.

"LITTLE ACTORS THEATRE" WILL PARTICIPATE IN AN INTERNATIONAL FESTIVAL

The Children’s Theatre of "Likidon" aesthetic public organization
adjacent to Gyumri State Puppet Theatre will participate in an
international theatre festival in Stolberg, Germany, on October 8. The
organizer of the festival is the local "Buratino" children’s theatre.

The little actors from Gyumri will present the performances titled
"The red hat" and "The stupid man".

It’s worth to mention that the above-mentioned Stolberg Children’s
Theatre is sponsored by the local political figures and has its own
building. It is rich of decorations for performances and has, of
course, an opportunity to hold international festivals.

It’s a pity that all of the above-mentioned opportunities remain a
dream for our children’s theatre.

assistance department of NKR Ministry of Social Security Samvel
Israelian, according to number 341 decision of July 31st, 2007
of the Government, in connection with the 16th anniversary of NKR
proclamation, granting of benefits to the separate groups of the
population has been already realized from August 20th, 2007. NKR
Ministry of Finances and Economics in connection with the memorable
day on purpose of granting one-off benefit, granted about 90 million
drams to the Social Security. Payments of benefits will be realized
till October 5th.

YEREVAN, AUGUST 24, NOYAN TAPAN. The RA government has approved of the
drafts of the 2008 state project and list of measures on employment
regulation in the August 23 sitting. The project has been developed in
accordance with the RA Law on "Social protection in case of employment
and unemployment of population," which also follows the provisions
set in the Poverty Reduction Strategic Paper, which was adopted by
the RA government in 2003 and reconsidered in 2004.

According to the information provided to Noyan Tapan by the Information
and Public Relations’ Department of the RA government, the project aims
at implementing measures directed at the creation of conditions for
providing a full and productive employment of population. According
to this project, the recruitment of data concerning the situation
of the job market, the increase of labour competitiveness in
accordance with the current developments in economy, the expansion of
employment volumes among the young, direction of employment projects
to the extanuation of regional development disproportionalities,
the improvement of the legislation on this sphere, as well as many
others are problems of the sphere of employment.

ABU DHABI – Armenian Grand Master Ashot Anastasian claimed a splendid
win over IM Morteza Mahjoob of Iran to take a slender lead with two
rounds left in the 17th Abu Dhabi International Chess Festival at
the Abu Dhabi Cultural Foundation on Saturday night.

Playing black in the top of the table clash, the seventh round
victory took his tally to six points, half-a-point ahead of both,
GM Amin Bassem of Egypt and Ukrainian GM Valeriy Neverov. Bassem,
who led for two rounds with a five-match winning streak, split points
with Armenian GM Karen Asrian while Neverov sent third seeded Georgian
GM Levan Pantsulaia to his second defeat to share second spot.

Enamul Hossain of Bangladesh clinched a fine victory over GM Elshan
Moradiabad of Iran to lead the next chasing pack on five points
apiece that also included Asrian, Vasif Durarbevil of Azerbaijan,
bottom seeded Georgian GM Baadur Jobava, Iranians GM Ehsan Maghami
and IM Morteza Mahjoob.

Maghami won against GM Liem Le Quang of Vietnam, Jobava outplayed

The Open division is headed for a tight finish with five players
sharing the lead on seven points after Mamatkya Khayalayev and Javier

On August 20 the economic court of Armenia, Justice Taron Nazaryan
did not hear the suit mounted by the deputy of the Prosecutor General
Gagik Jahangiryan against Ararat Gold Recovery Factory. He demanded
repealing the agreement the company signed with the government and
the license for gold recovery.

The court did not hear the suit because the plaintiff and the answerer
did not show up at the court although they had been notified about
the place and time of the hearing, ARKA reported.

The litigants can appeal against the ruling of the Economic Court
within the upcoming three days.
