Nalbandian, Grishenko discuss Armenian-Ukrainian relations

/PanARMENIAN.Net/ Armenian Foreign Minister Edward Nalbandian met with
his Ukrainian counterpart Konstantin Grishenko on the sidelines of CIS
Foreign Ministers Council in Moscow.

The two men exchanged views on ways to intensify political dialogue
and cooperation within international organizations. They also referred
to a number of regional and international issues, RA MFA press office
reported.

The Commonwealth of Independent States (CIS) is a regional
organization whose participating countries are former Soviet
Republics, formed during the breakup of the Soviet Union. The
organization was founded on 8 December 1991 by the Republic of
Belarus, the Russian Federation, and Ukraine, when the leaders of the
three countries met to sign a Creation Agreement. On 21 December 1991,
the leaders of eight other Soviet Republics – Armenia, Azerbaijan,
Kazakhstan, Kyrgyzstan, Moldova, Turkmenistan, Tajikistan, and
Uzbekistan – agreed to join the CIS, thus bringing the number of
participating countries to 11.

RA Foreign Minister Edward Nalbandian’s visit to Moscow continued on
March 26, when the Armenian foreign minister participated in the next
session of the Council of Foreign Ministers of the Commonwealth of
Independent States (CIS).

There were more than twenty questions relating to CIS on the agenda,
among them also the implementation of the concept of CIS’ further
development, bolstering cooperation in the sphere of humanitarian aid,
cooperation in the field of security and migration policy, and
activating cooperation between law enforcement bodies within the CIS.

In the sidelines of this meeting, Nalbandian met with Konstantin
Grishenko, the newly appointed Foreign Minister of Ukraine. The two
men exchanged ideas on issues such as stimulating political dialogue,
expanding the judicial and contractual field, cooperation in
international organizations, and regional and international issues and
how they can be regulated.

Armenia’s chief Marxist David Hakobyan qualified Robert Kocharyan’s
evaluation of Armenia’s economic policies as "perfect deception and
theft."

The Marxist especially didn’t like Kocharyan’s statement according to
which he left a brilliant economy to Serzh Sargsyan. "I consider
throwing the blame on the current government for the criminal economic
apparatus that he created as a profligate statement. Change of power
is a historical need today."

David Hakobyan believes Robert Kocharyan is planning a political
revanche. "The interviews by Oskanyan and Kocharyan show that they are
planning a political revanche for Armenia. If they didn’t come to
terms during a behind-the-scenes discussion with Serzh Sargsyan on the
issue of the prime minister, in other words, the Putin-Medvedev game,
going against each other is a predetermined confrontation."

David Hakobyan says the conflict between Robert Kocharyan and Serzh
Sargsyan will lead to the emergence of a third power. "The time of
false democrats and the so-called reformists is over." Who can be that
third power? In response, Hakobyan said: "The third power will be the
president that can effectively structure the state apparatus in the
21st century. I am talking about a new person."

Unlike David Hakobyan, ARF Supreme Body representative Armen Rustamyan
welcomes Robert Kocharyan’s interview. "Once I even said that Levon
Ter-Petrosyan shouldn’t have stayed silent for 10 years. Did you want
Kocharyan to stay silent for 10 years as well? We need the experience
of those people. They shouldn’t leave politics after their term
because they can turn into a topic of debate. It is a fact that the
situation is very serious today. Armenia currently faces a crisis in
economic management."

According to Rustamyan, Kocharyan presented the facts that are
impossible to refute. "We truly had an economic growth. Now, the
government is trying to link everything to the global economic crisis.
The people who talk about that must remember that they were not
talking about the crisis at all and said that the crisis would
circumvent Armenia."

After the ARF welcomed the interviews with Kocharyan and Oskanyan,
rumors are flying around that Kocharyan, Oskanyan, BHK (Prosperous
Armenia) and the ARF have joined forces to take the power from the HHK
(Republican Party of Armenia). What do you have to say about that? In
response, Rustamyan said: "I officially announce that there is no such
alliance. We are a socialist party." So, are the Dashnaks friends with
Kocharyan and Oskanyan? In response, Rustamyan said that socialism
should not be mixed with friendship. "We don’t link our activities
with Kocharyan’s activity." Rustamyan believes Robert Kocharyan
doesn’t want to be prime minister. He simply says that the economic
policies of the current government are not the continuation of his
policies.

ArmInfo. The Armenian government has taken a decision to increase
pensions and allowances to compensate for the growth in natural gas
prices starting April 1, 2010, said Vazgen Khachikyan, Head of State
Service for Social Security.

According to him, starting 1 November 2010 the main amount of pensions
will grow from the current 8 thsd AMD to 10.5 thsd AMD per month, and
the amount of family allowances will be increased from 10 thsd AMD to
12.5 thsd AMD per month. He pointed out that there are 523 thsd
pensioners in Armenia, and 110 thsd families receive family
allowances. The matter concerns the vulnerable layers of population
which need compensation though there are also well-to-do people among
the pensioners, said Khachikyan.

According to experts, the growth in gas prices may lead to additional
growth in expenses on communal services by 2.5-3 thsd AMD monthly per
family, he said. In general, for compensation purposes the government
should raise additional 6- 6.5 bln AMD. The min source of financing is
savings, as well as budget growth, he added.

To recall, starting April 1, 2010, the price of Russian gas for the
Armenian population will grow from 96 thsd AMD per 1 thsd cu m to 132
thsd AMD.

Armenian has been observed, according Enterprise Incubator Foundation
director Bagrat Yengibaryan.

As he told today a news conference in Yerevan, research on the use
of internet and computer equipment in RA shows computer users number
in Armenia to comprise 18%, thrice exceeding last year’s results.

According to Bagrat Yengibaryan, "Computers for everyone" program
positively affected the figure.

"Armenian President’s statements about Yerevan’s new concessions in
talks with Azerbaijan are pure farce," Azerbaijani political expert
Fikrat Sadigov said commenting on Armenian President’s statement on
possible withdrawal from some of Azerbaijan’s occupied territories
in exchange for concessions on status of Nagorno-Karabakh.

"Worthy of note is that the Armenian President speaks about the
occupied territories of Azerbaijan in the capture of which he was
directly involved. It is obvious to everybody. Therefore, Azerbaijan
does not need any compromises or concessions by Serzh Sargsyan. We
just want to recover our territories," the expert said.

"Some powers understand the occupation of Azerbaijan’s lands, but,
nevertheless, try to soften the situation by high-flown rhetoric about
necessity of finding common ground between conflicting parties. But
in this case it seems meaningless to get any concessions from
Azerbaijan since Azerbaijan has already reached the "red line" of
its concessions," the political expert said.

"The statements Sargsyan voiced in an interview with the Syrian media
are nothing new. He had earlier uttered them. Such words are not
surprising any more. Armenia tries to present the possible withdrawal
from several Azerbaijani regions in exchange for self-determination
of Nagorno-Karabakh as a concession to Baku. It arises a question:
how many times the Armenians are going to determine their destinty?

Present-day Armenia is, in fact, the territory once given them by
Azerbaijan and Turkey. Now Armenia wants to deprive us of our lands
once again. Based on Yerevan’s logic, Armenians in the U.S., France,
Russia and Georgia can also determine their destiny in a similar way,"
the expert added.

Commenting on Sargsyan statement that Azerbaijan is responsible for
all difficulties in the Armenian-Turkish negotiations, the political
analyst said Armenia President is right to a certain extent.

"But not in the context of Sargsyan’s words that Azerbaijan is a
major obstacle to the normalization of Armenian-Turkish relations,
but in the context that Ankara closed the border with Armenia is in
response to Armenia’s capture of Azerbaijan’s territories. Therefore,
Armenia itself is the main obstacle to improving relations between
Ankara and Yerevan. So, Serzh Sargsyan has once again demonstrated
his political illiteracy and ignorance," Sadigov said.

MARSEILLE – Un petit Arménien de 6 ans atteint d’une forme grave
de cancer est décédé début février a l’hôpital de la Timone a
Marseille, victime d’une "erreur" liée a un surdosage du produit
de chimiothérapie, ont indiqué jeudi les responsables du centre
hospitalier.

"Malheureusement il y a eu une erreur de dosage du médicament au
cours du traitement", a déclaré Pierre Pinzelli, directeur du
centre hospitalier, lors d’une conférence de presse, confirmant une
information du quotidien La Provence.

Le médicament a été administré "a une dose très nettement
supérieure a ce que l’enfant aurait dÃ" recevoir", son état
s’est alors "dégradé de facon alarmante" et il a été admis en
réanimation. "Nous savons que la surdose a accéléré son décès,
somme toute malheureusement assez prévisible", a-t-il ajouté.

Le garconnet était arrivé en France fin décembre dans un "état
généra l très dégradé" après un "long périple", accompagné
de son père qui avait quitté l’Arménie pour tenter de trouver un
moyen de le soigner.

A Marseille, ils ont été accueillis par la communauté arménienne
qui les a immédiatement orientés vers le service des urgences de
la Timone-Enfants, a raconté M. Pinzelli.

Le petit garcon est alors transféré en oncologie pédiatrique,
pour y suivre un protocole de traitement "particulièrement lourd".

Le père, autorisé a séjourner dans sa chambre, est régulièrement
tenu informé de l’évolution de son état de santé par le biais
d’interprètes, selon la même source. Après la mort de son fils le
3 février, il rentre dans son pays avec le corps grâce a une aide
de 10.000 euros, débloquée par la société d’assurance mutuelle
hospitalière.

"Il a bien compris que nous avions fait une erreur, mais il n’a
jamais manifesté le désir d’intenter une action en justice contre
l’établissement", a affirmé le directeur de l’hôpital.

C’est un "cas extrêmement rare, un drame épouvantable, tout le monde
est très choqué par ce qui est arrivé", a-t-il dit, précisant qu’un
accompagnement psychologique avait été mis en place a destination
du personnel.

Le professeur Gérard Michel, président du comité consultatif
médical de la Timone-Enfants, a aussi regretté cette "erreur humaine
survenue malgré les compétences et le dévouement du personnel
médical" de cet établissement de référence dans la région.

Selon les responsables du service d’oncologie pédiatrique, "sur les
150 enfants pris en charge chaque année, aucune erreur (de ce type)
ne s’est jamais produite".

"Des actions correctrices ont été immédiatement mises en oeuvre pour
éviter qu’un tel drame ne se reproduise", a souligné M. Pinzelli,
qui n’a pas souhaité s’étendre sur les raisons possibles de l’erreur
tant que le dossier n’est pas clos.

L’Agence régionale de l’hospitalisation (ARH) "a été informée
du problème avant le décès", a indiqué a l’AFP son responsable
Jean-Claude Husson, qui a "immédiatement diligenté une enquête
administrative".

"Es t-ce une erreur personnelle, de lecture, d’écriture ou une faute
liée a l’organisation?": autant de pistes auxquelles le rapport,
attendu dans les prochains jours, devrait répondre. "A l’issue des
conclusions de l’enquête, nous verrons si nous saisirons le parquet",
a précisé M. Husson.

Selon une source judiciaire, une erreur médicale, même s’il n’y a
pas volonté de nuire, peut être qualifiée d’homicide involontaire
si elle relève d’une faute.

and use that as a reason to deny its membership aplication, according

Turkey is a radically different country compared to just eight years
ago, the country’s deputy prime minister said late Tuesday.

Turkey, which has undergone a rapid political, social and economic
transformation process since 2002, has become a completely new country,
according to Ali Babacan.

"Turkey, which used to receive foreign assistance, has now started
extending assistance of between $600 million and $1 billion every
year," Babacan said during "Rising Turkey," a meeting organized by
the European Policy Center and the Confederation of Businessmen and
Industrialists of Turkey, or TUSKON, in Brussels.

"Turkey has also assumed an active role as a mediator in all
serious crises and increased its participation and efficiency in
many international platforms, particularly the United Nations,"
Babacan said.

The minister said the country was exerting efforts for democracy
and stability in many problematic countries, particularly Iraq and
Afghanistan.

Turkey proved its economic maturity during the global crisis and was
the only country among the Organisation for Economic Co-operation
and Development, or OECD, members that did not allocate Treasury
resources for its banks, Babacan said.

International organizations have forecast that Turkey will be the
highest growing country in Europe in 2010, he said, adding that
the country had made public its strategy to pull out of the crisis
and received the support of investors. Because of this, rating
organizations had elevated the country’s grade, he said.

Speaking on the sidelines of the TUSKON meeting, Babacan said Turkey,
which began an economic integration process with the European Union
after signing the Customs Union agreement, had to follow the future
of the European economy closely.

Pointing to the EU’s economic problems, Babacan noted the union has
not yet been able to implement a strategy to help it recover from
the crisis, saying, "This situation causes great uncertainty."

He said markets did not have any concerns about Turkey since the
country had carried out timely reforms and taken its budget deficit
into control due to structural measures.

Noting that the EU might naturally remain reluctant to enlarge
because of its economic and domestic problems, Babacan said Turkey’s
economic potential would help unburden the union, making accession
more appealing for Brussels.

He said the EU would have a much more positive attitude toward Turkey
as it becomes aware of the country’s possibilities for growth.

"Today, the EU cannot tell Turkey it cannot be accepted as a member
because its national income is low or because it is poor. The union
also cannot tell Turkey it will harm the union’s balance. Because,
if they say so, we will have the right to ask what they will do about
Bulgaria and Romania," Babacan said.

Babacan also held late Tuesday meetings in Brussels with European
commissioners, Antonio Tajani, who portfolio includes industry and
entrepreneurship, as well as Joaquin Almunia, who is responsible
for competition.

Belgian Finance Minister and Vice Prime Minister Didier Reynders
received Babacan, who later met European Commissioner for Economic and
Monetary Affairs Olli Rehn over dinner. Babacan discussed Turkey’s
EU accession process, Turkey’s economic reforms and its strategies
to extricate itself from the global economic crisis during the talks.

The Armenian issue

On the sidelines of the economic discussions held at the "Rising
Turkey" meeting organized by the European Policy Center and the
Confederation of Businessmen and Industrialists of Turkey, or TUSKON,
the latest developments on the Armenian issue were also discussed.

With the approach of April 24, which commemorates what many term the
genocide of Ottoman Armenians in 1915, Anna Maria Corazza Bildt, a
member of the European Parliament and the spouse of Swedish Foreign
Minister Carl Bildt, expressed her unhappiness over a recent Swedish
parliamentary motion recognizing the Armenian version of the 1915
events.

Bildt said it was not the duty of politicians to write the history of
Turkey and congratulated Turkey on its recent initiatives with Armenia,
adding that a compromise between the two neighbors was important.

Turkish Deputy Prime Minister Ali Babacan said the protocols signed
by Turkey and Armenia laid the groundwork for the establishment of a
joint history committee comprised of international scholars to deal
with the incidents of 1915.

"We are ready to face the facts to be revealed by the committee, and
Turkey is sincere and ready to normalize its relations with Armenia,"
he said.

However, the problem caused by the occupation of 20 percent of
Azerbaijan’s territory by Armenian forces should also be solved, he
said, adding that issues between Turkey and Armenia should be solved
within a package that includes Azerbaijan.
