YEREVAN, December 11. /ARKA/. Shahen Hovhannisyan, executive director
of Armenian Card (ArCa) payment system, said Tuesday in an interview
with ARKA News Agency that 211637 ArCa-holders were recorded in
Armenia by November 1, 2007 against 11400 earlier this year.

He said Armenian banks have issued more than 116628 plastic cards
of all types, including re-issued cards, over the year. Hovhannisyan
said that card emission intensification started yet in July.

In particular, 8133 plastic cards were issued in July (of them,
4983 new), while in August their number reached 11795 (7634 new),
in September 14408 (10314) and in October 17334 (12425).

Hovhannisyan also said that ArCa planned to issue 70000 cards in 2007,
but the first none months’ result shows that higher-than-expected
result will be placed on 2007 record.

"In making forecast for a year, we mention a little pessimistic results
leaving room for correcting annual budget revenue and expenditure",
he said.

2.4mln transactions have been carried out on all types of ArCa plastic
cards over the period between January and October 2007.

Armenian Card CJSC was established on March 16, 2000 with Central
Bank’s and Armenian commercial banks’ participation. Armenian Card
has created local payment system under USAID assistance.

Now Armenian Card member banks issue ArCa Debit, ArCa Classic,
ArCa Gold, ArCa Business, ArCa Affinity, ArCa Co-branded and ArCa
Platinum cards.

Armenian Card is a full-fledged member of MasterCard Europay
international system and provides processing services for VISA (Third
Party Processor) system.

Today 20 of 21 Armenian banks are Armenian Card members. All banks,
but ArmSwissbank, provide plastic card services.

One of the key areas of primary significance for Armenia, the science
and research, does not comply with the requirements of modern market
in the country, Serzh Sargsyan, Armenian prime minister, to Yanes
Potochnik, EU commissioner on science and research, during a meeting
yesterday. The prime minister underscored establishing direct links
with European Commission commissioners parallel with the enlarged
cooperation with the European Union.

The prime minister introduced with the reforms implemented in Armenia
in organizing science. He attached significance to the support of
the European Commission through consultations, seminars and exchange
of scientific experience. The prime minister underscored current EU
programs in science and research that Armenia participates in paying
special importance to framework programs and "Mary Curry."

Sargsyan also mentioned that the funds sometimes are not equally
distributed due to high competition and suggested setting a procedure
or quota for countries enrolled in the European neighborhood policy.

Sargsyan also suggested establishing national laboratories on the
base of the Armenian research institutes on co-financing.

The prime minister had several other top meetings with the European
leadership. The delegation spearheaded by him will leave for Strasbourg
today to continue top level meetings.

Is Raffi Hovhannisyan the main surprise of the elections

IS RAFFI HOVHANNISYAN THE MAIN SURPRISE OF THE ELECTIONS?

Recently independent center of investigations `Sociometer’
convened a survey of public opinion before the election marathon. The
results of the survey are not subject to publication and are
envisaged for the so-called `service’ use.
Anyhow, director of `Sociometer’ Aharon Adibekyan made certain
observations regarding the starting status quo.

`We don’t observe this investigation as a public opinion survey.
We have studied the public opinion, but from a quite different
viewpoint. This is the reason why I don’t want to mention any
concrete percentages or numbers. The time will come for it. One thing
is clear some people want to disorientate the public opinion, in the
sense that press and the political discussions are fixed on one of
the candidates Levon Ter-Petrosyan, whereas the processes extend
around other directions.
And in the near future they will be conditioned by the
developments around quite another person – Raffi Hovhannisyan, who
over again failed to be registered as a presidential candidate. That
is to say it is not essential, who will `Heritage’ inherit their
votes. They have certain rating and it is not clear what will be the
orientation of their electorate.
Of course we can draw conclusions even at present, whom R.
Hovhannisyan will inherit his votes, but in my view we shouldn’t run
ahead of the events. The fact is Raffi Hovhannisyan’s decision to
support this or that candidate can mix the playing cards of many
figures. Even the second and maybe the third stage of the elections
depend on the before mentioned circumstance.
The second stage is extremely important because all this will make
sense only if there is a possibility of second stage. Otherwise it is
simply senseless to make efforts to attract the electorate. `
‘What do the surveys conducted by your center show? Is there any
probability of the second stage or everything will be finished by one
stage?’
‘The chances of the second stage always exist. It can be due to
bad campaign, an unsuccessful speech, provocation, or an unpredicted
event, that can bring to the fluctuation of the ratings.
We can’t make precise predictions only two months before the
elections, such as – what will the pre-election developments be like,
to what extent can the candidates manage to attract the hesitating
electorate and gain their trust.
The nominations have just come to an end. Society has just started
to evaluate the advantages and disadvantages of the 9 candidates
having submitted claims for presidency. That is why our surveys are
of an investigational nature.’
‘Can we say that the issue of the first place is in essence solved
and that the candidates are fighting for the second place?’
‘Yes we can. But I would try to avoid making premature
predictions, because certain `extraordinary’ events are also possible
before the elections – beginning from provocations to serious
confrontations. Anything can happen. That is why we make our focal
predictions 10 days or 2 weeks before the elections, when we can
consider all the factors and give a clear picture of the distribution
of the votes.’
`Can the weather conditions have any influence on the
demonstrations?’
‘ The experience of the previous years displays that the weather
conditions don’t have significant influence on the demonstrations.
Those who don’t participate in the elections, they will not go to the
square independent of the weather conditions. Those who do
participate they will definitely go to the square no matter what the
weather is like, because they think it is their civil obligation and
they will participate in pre-election events, be it as it may.’
‘Before the start of the demonstration season the `generals’ of
Armenian Pan National Movement promised that in autumn we will
eyewitness a `very interesting’ epoch forming events, which will
abruptly change the logic of the elections. Do you think these hopes
were justified?’
‘We have heard such announcement many times. This is Ashot
Manucharyan’s favorite technology `the time will come and we will say
everything…’ Vazgen Manukyan, Aram Sargsyan, Aram Karapetyan, have
also announced many times that `spring will come and we will stage
revolution, autumn will come and we will show our power…’ But as we
can see nothing happens.
The pre-election situation is quiet, people are not `hungry’ and
not that much angry to go out to the streets. There is no social base
to start a large – scale movement. Today it is difficult to persuade
people to go `towards the barricades.’

"Feel safe. Our army is strong now. Although the Azerbaijani army is
wearing clothes according to NATO standards, we have war experience of
thousands of years and they are just learning," Arkadi Ter-Tadevosyan,
a general of Karabakh war known by nick name Comandos, told students
at Yerevan State University today.

In his words, if Azerbaijanis knew they were strong they would attack
the first. "They have a lot of internal problems. There are persons
of other nationalities living in Azerbaijan, including Christians," he
said. Speaking about our army he said it is better to have professional
than an army of big numbers.

The North-South highway is built on the money raised through
telethons. The greater part of the motorway is already in use,
several sections are still under construction but we have learned
that roadwork was stopped, and no work has been done on some parts
of the road at all.

In answer to our question what will be done about the road, NKR
President Bako Sahakyan said work will continue, and there are no
hindrances to it. He also added that the government will control not
only the schedule but also the quality of roadwork.

"In what culture is the place of Armenia, European or
Asian?",-the inflaming passions round this questions cause surprise
and indignation. What do we mean by saying "european
culture"?-nothing about it. "What do we mean by saying "Asia?",
-nothing. What is understood under "european culture", consists of
numerous planes. It mustn’t regard it as an organic phenomenon, that
is to say as a whole emergence formed on a basis of the junction of
mutual necessary parts. For example, european system of a state’s
governing has not any connection with taday’s liberal worths. From
emancipation to understrained glorifying of role and rights of an
individual. Glorifying of an individual’s rights and abasement of the
society’s rights is a nonsense.
The rights of public creature cannot predominate over its
society’s rights. The part cannot be more important from the whole.
So if the first – the system of state’s governing, which was born in
european culture and for a time passed an experimentation as
comparatively the most purposeful method of political, state
organization of the society, for us (just for all) it’s a necessary
stage in the process of improving and building of the statehood, so
the second and the third for a time didn’t pass an experimentation
and courted disaster of the West.Terrible disaster! Thank God! It’s
better late, than never. Europe wakes up, by hard fatal
experiment…..
But in Erevan, not foolish political uncles inquire in the
circles of common people "Where does your will incline, safe Europe
or … Asia?". Very stupid statement of the question. So-so. As if
they speak with children:whom do like more, father or mother?
Why should I give my preference to either Europe or Asia? What is
understood under "Asia" or "Russia", let’s throw away without
analytical trainings. What about modern european society, so I’ll say
the following:
Before speaking about the shortcomings of "european house", let’s
remind once again a well-known primitive truth, such positive
european achievements as high standard of living and low infant
mortality rate, devotion and decrease of agression and many things
are worthy of the highest estimation.
The inadmissible.The modern european idea affirms, that there are
not exclusive worths. In european society, a person is very free, he
depends neither the God or the nature. There isn’t a system of worths
accepted by all. Every human desire, which doesn’t penetrate into
society with criminal code, is permitted, but the criminal code must
adopt more and more to enbroadening freedoms of an individual…..
Abolishing the responsibility, the western culture by slow action
makes a deed. Self-abolishing deed.
The society cannot exist, if the principle of pleasure is stated
as a main vital principle.
The compromise is stated as a well-known worth. So, in Europe
there isn’t any word about innerunification, not Europe, so Asia. No.
All, eitherAsia, or Europe, or the others, must strive for the
situation, which is called commonsense ans justice.
They will not oblige us to accept their destroying basic-liberal
worths, they won’t stand aside from our friendship, if they are sure,
that we live by the rules of justice and commonsense.

A democratic vote is necessary, but not sufficient

WHAT could be more democratic than an election that reflects the
majority’s will? Opinion polls consistently give Vladimir Putin,
Russia’s president, an approval rating above 80%. So his party’s
thumping election victory on December 2nd simply shows that Russia is
being governed as its people wish. If the rest of the world doesn’t
like it, then the rest of the world had better mind its own business.

Actually, it shouldn’t. Democracy is a slippery concept. It has
become a hooray-word, with lots of loosely defined positive
associations, but it is worth remembering that it used to be a
boo-word, with lots of negative ones.

Whose will?For most of the 19th century it was a synonym for mob rule
(for which the lovely but little-used `ochlocracy’ would be an even
more precise term). Democracy as a term came into fashion during the
1930s, as a counterpoint to the then fashionable autocratic regimes
in most of continental Europe. Since then it has become stretched and
debased, almost to the point of uselessness.

The trouble with democracy is that the vote in itself means so
little. Everything depends on who is allowed to vote, who selects the
candidates or drafts the question, and what happens in the years,
months, weeks and days beforehand. That raises harder questions about
the rule of law, public-spiritedness, and the strength of
fair-minded, disinterested institutions.

The Soviet Union held a referendum in March 1991 asking (some) voters
`Do you consider necessary the preservation of the Union of Soviet
Socialist Republics as a renewed federation of equal sovereign
republics in which the rights and freedom of an individual of any
nationality will be fully guaranteed?’

Was that a `democratic’ vote? The drafters of the question certainly
thought so. But the Baltic states regarded it as a fix: their peoples
had already voted for parliaments that were trying to regain
independence from the Kremlin as soon as possible. Yet their
decisions in turn were termed illegitimate by the men in Moscow.

Particularly when coupled with ethnic self-determination, `democracy’
can be a recipe for disaster, in which multi-ethnic countries
splinter into smaller and smaller units, with tempers fraying and the
danger of violence growing. Kosovo has voted clearly for independence
from Serbia. But if that claim rests solely on popular will, why
should not the Serbian enclaves in Kosovo themselves vote to secede?
And if that were allowed, what about the Serb regions of Bosnia,
which was so painfully re-stitched into a multi-ethnic country again
at Dayton?

Popular will is important but not enough. An entity that secedes must
be viable, either by joining another country, or making a legitimate
go of independence. Historical context matters too: Kosovo’s claim to
statehood is strengthened by its history as a constituent province of
the old Yugoslavia, and even more so by the fact that its people
suffered a near-genocidal attack by Slobodan Milosevic’s regime in
Belgrade.

Even more important is a willingness to accommodate the outside
world’s scruples and standards. Hostility towards ethnic minorities,
for example, undermines the case for independence. Until the
breakaway states of the Caucasus (Abkhazia, South Ossetia and
Nagorno-Karabakh) are willing to offer a safe and attractive life to
refugees returning from Georgia and Azerbaijan, they will find little
support.

In guaranteeing good government, `democracy’ is the wrong tool: a
hammer in place of a screwdriver. The unpleasant paradox is that the
countries that most need strong institutions and a law-based state
are the ones least likely to have them. So Russia’s election result
may look like a thumping democratic mandate, but it is merely a
rigged plebiscite that confirms the continued rule of junta of
ex-spooks.

This year Artsakh participated in the Telethon with unprecedented
activity – ten times more as compared with the indexes of
Telethon-2006", announced Head of NKR Government Department of Local
Governance Andranik Aghababian.

To the benefit of NKR social-economic development more than 300
organizations and many individuals announced about their readiness
to participate in the donation.

Total sum of the announced donations is one million US dollars. More
than 100 organizations have already transferred the promised money
at the account of "Armenia" all-Armenian foundation.

The biggest Artsakh donator of the telethon is "Base metals" company
with the donation of 70 million Armenian drams. "K-Telecom", "Hayq
clock and jewellery" companies and NKR Armed Forces transferred
37.000.000 drams each. "Artsakhbank" CJSC,

NKR President and Government staffs and NKR Office of Public
Prosecutors donated one million drams each.

Martuni province was one of the actives, as part of the donations of
"Telethon 2007" will be directed to the resolution of social-economic
issues of this province.

The displayed activity of the national telethon is explained by the
belief and hope towards the authorities and that the collected money
will wholly serve the purpose.

Veterans Of War Are Dissatisfied With Samvel Babayan

VETERANS OF WAR ARE DISSATISFIED WITH SAMVEL BABAYAN

Last week, after the conference of the Dashink Party on November
24 the NKR ex-minister of defense Samvel Babayan accused Levon
Ter-Petrosyan’s government of crimes committed during the war and
promised to reveal facts. At the same time, he said Serge Sargsyan
was not expulsed from Karabakh during the war but he was in Moscow
with an important mission – he supplied the forces with weapon. We
have learned that Samvel Babayan’s statements caused deep indignation
and dissatisfaction among most veterans of war who met yesterday and
discussed Samvel Babayan’s words. We have learned that Ter-Petrosyan
has called them to stay calm and sensible, promising to release some
facts on those years during the upcoming rally.
