Demonstrators who were rallying outside a shopping center in Yerevan claim that plain-clothed police officers have approached them and carried out “explanatory works”.

Police spokesman Ashot Aharonyan said on Facebook that there are no plain-clothed officers on-duty at the rally sites and that the security and safety of the demonstrators is ensured exclusively by uniformed officers.

“Police are officially announcing that at this moment the security of demonstrators is ensured exclusively by uniformed police officers, no plain-clothed officers are involved in the service,” he said.

Opposition MP Nikol Pashinyan and his crowd of supporters are marching to the Republic Square from France Square. A rally is planned to take place at 19:00.

Hundreds of opposition supporters took to the streets of Armenia’s capital Monday amid rising political turmoil as the whereabouts of the protest leader remained unclear a day after he was detained.

On the 11th day of the protests in the ex-Soviet country, young men in small groups briefly blocked roads and shouted slogans such as “Join us!” and “Victory” and the name of protest leader Nikol Pashinyan as drivers beeped their horns in support.

Hundreds of students, some medical students in white coats, also marched arm-in-arm through the streets, holding Armenian flags.

Tens of thousands also rallied in the capital of Yerevan over the weekend to protest the rule of Prime Minister Serzh Sargsyan, the country’s former president.

The whereabouts of protest leader Nikol Pashinyan, a parliamentary lawmaker, were unclear after he was detained on Sunday.

His lawyer Rustam Badasyan wrote on Facebook: “There is no answer to the question where he is.”

As a lawmaker, Pashinyan is protected by parliamentary immunity and cannot be arrested without the approval of fellow lawmakers.

The speaker of the country’s parliament, the National Assembly, met Pashinyan and the other detained politicians overnight, however, the parliament’s spokesman told AFP, without giving details.

The speaker Ara Babloyan was quoted as saying that he urged Pashinyan and the others “to take part in real talks.”

Pashinyan and two other opposition politicians “were detained as they were committing socially dangerous acts,” the prosecutor general’s office said in a statement on Sunday.

Sargsyan earlier on Sunday stormed out of tense televised talks with Pashinyan, the leader of the Civil Contract Party, accusing him of “blackmail.”

Pashinyan last week announced the “start of a peaceful velvet revolution” in the landlocked country of 2.9 million people.

Hundreds of people were detained at protest rallies held across Yerevan on Sunday, while on Monday the Investigative Committee, which probes serious crimes, said that 26 had been detained on suspicion of “hooliganism” and use of violence against police.

Sargsyan was elected prime minister by lawmakers last week under a new parliamentary system of government that transfers power from the presidency to the premier, while the president becomes largely a ceremonial role.

Sargsyan, a shrewd former military officer, was first elected as president of the impoverished Moscow-allied country in 2008.

After that poll, 10 people died in bloody clashes between police and supporters of the defeated opposition candidate.

He was re-elected in 2013, with his second and final term ending April 9.

YEREVAN, APRIL 20, ARMENPRESS. Blogger Alexander Lapshin is going to participate in one of the sessions of the Parliamentary Assembly of the Council of Europe (PACE) in Strasbourg during which he will talk about violations of his rights by Azerbaijan, reports Armenpress.

“I am going to talk about how they kept me in the isolation ward for 7 months which is a human rights violation, how they deprived me from the opportunity to connect with the outside world, how mocked me. And on the last day, September 10, the birthday of my mother, I was beaten, they broke my tooth, and when I was unconscious, I had a rope on my throat and they hanged me in the toilet, later presenting that I hung on. I think they deliberately chose my mother’s birthday”, Lapshin told reporters in Yerevan.

The blogger said while he was in Azerbaijan, he understood that he is in a totalitarian country which is governed by clans, and he is being used for solving the country’s internal issues. “They want to show the illiterate society that Ilham Aliyev is a strong leader, can allow himself not to respect the opinion of Russia, Israel and the European Union”, Lapshin said.

The lawsuit filed over the illegal actions committed by Azerbaijan has been submitted to the European Court of Human Rights 1.5 month ago. French attorneys have told Lapshin that it has already being examined by the court, and the trial may last 1-2 years. “We have submitted to the court charges on the attempt to kill me in the Baku court, violation of my rights, extradition right, as well as illegally depriving me from freedom”, Alexander Lapshin said.

He believes that Azerbaijanis spend financial and human resources and monitor everything happening with him on a daily basis. “I am confident that they will monitor everything I will say here by spending financial and political resources. The more resource they spend in fight against me, the fewer weapons they will purchase”, he said.

The blogger said this time he will not manage to visit Artsakh since he has to leave for Strasbourg in three days, but he promised to visit the country next time. “I will visit Artsakh next time, and will show that they [Azerbaijanis] cannot scare us”, Lapshin noted.

He arrived in Armenia to participate in the InTour Expo and SportWay exhibitions. Here Lapshin will speak about his travels to Armenia and other countries, as well as how to be free and enjoy trip.

Lapshin was arrested in 2016 by Belarus police after being declared internationally wanted by Azerbaijan. The blogger was blacklisted by Azerbaijan for visiting Artsakh.

Lapshin was extradited to Baku in early 2017, a move that sparked outrage among human rights activists and others.

He was sentenced to three years in jail by Baku, but was pardoned by President Ilham Aliyev on September 11, 2017.

YEREVAN, APRIL 12, ARMENPRESS. The tourism department of Artsakh’s ministry of culture, youth affairs and tourism has developed a B&B (bad and breakfast) guesthouse development program, reports Armenpress.

Head of the tourism department Artak Grigoryan said the first stage of the program includes up to 15 communities of Artsakh’s Martakert and Shahumyan regions.

“The following communities were selected as they are located on the northern tourism route and Road Trail along the entire length of Artsakh. The program will be implemented by the assistance of Armenia’s Small and Medium Entrepreneurship Development National Center and in cooperation with the Artsakh Investment Fund. There is already an agreement with the SME DNC on involvement of respective specialists”, Grigoryan said.

He also stated that the community residents interested in this program will pass respective lectures aimed at effectively organizing the guesthouse service in communities in the future.

As it is known, ecotourism is one of the prospective tourism directions in Artsakh. Artak Grigoryan believes that the establishment of B&B guesthouses will create preconditions also for ecotourism developments.

Sports: Mkhitaryan will miss rest of season due to knee injury

Midfielder of the Armenian national football team and Arsenal Henrikh Mkhitaryan will miss the rest of the season due to the knee injury he received during Europa League quarter-finals match against CSKA Moscow on April 5, Mirror reported.

Arsenal will send the Armenia international for a further scan but it could put a question mark over whether he will play again this season if it is bad news.

Mkhitaryan could be out for up to six weeks depending on the scale of the damage and that a major blow for Arsenal’s run-in and Europa League campaign.

Earlier, Arsene Wenger hoped the Armenian would miss only the match against Southampton. “The scans show rehabilitation period will reach 6 weeks”, the source writes.

Arsenal-CSKA Moscow match ended 4-1. Mkhitaryan was substituted in the 61st minute as a result of the injury.

Deputy Director of the Federal Service for Military-Technical Cooperation Vladimir Drozhzhov heads the official Russian delegation while Rosoboronexport marketing department head Vladimir Goncharov leads the united delegation of Rostec and the arms trader.
 
“Rosoboronexport traditionally pays increased attention to arms shows in CIS countries. They provide an excellent opportunity to offer the best and latest Russian weapons on the markets which are well aware of the history and traditions of Russian arms and show a high technological development level. Prime Minister holds farewell meeting with Russian Ambassador to Armenia (video)

Prime Minister Karen Karapetyan received Russian Ambassador to Armenia Ivan Volynkin who is completing his diplomatic mission in our country.

To begin with, Karen Karapetyan expressed condolences on the tragedy that had occurred several days before in Kemerovo.

The Prime Minister thanked the Ambassador for cooperation and fruitful work, noting that he appreciated Mr. Volynkin’s personal contribution and efforts toward the development of bilateral relations.

“It should be noted that we have unique relationship with the Russian Federation. But this does not mean that we should rest, especially considering that we have a great field of work and, in general, we need to work continuously in order to maintain and strengthen the ties of friendship. I wish you all the best and I am sure you will not forget us. We will always be happy to see you in Armenia,” Karen Karapetyan said, stressing that there is still a great field of work.

Participants of the action protest against the recently established concept of the Ministry of Transport and Communication, which envisages compulsory licensing of taxi drivers and taxi services for more than 6 years.

The Head of the Governmental Citizens’ Letters Reception Office, Alexander Ghazaryan, spoke to drivers. But he forbade journalists to participate in the discussion with the protesters, reasoning that they would hinder the negotiation process. To the reporters ‘observation that this step hinders journalists’ professional activities, the official said,

“This is my office and I diecide who may enter it and who may not.”

Journalists asked the drivers whether they agreed them to leave, taxi drivers start screaming.
