WHOSE ACCESSION TO WHOM: TURKEY TO EU? OR VICE VERSA

Virtually, since the second decade of past century, Turkey has, more
or less been a strategic partner to the ‘Christian’ West and Europe
in particular.

Later in the century, Turkey had reinforced this partnership by
joining the U.S.-led-NATO without ‘fabricated’ difficulties, as
the case with the EU nowadays. Apparently, the role of Turkey as a
military power was then, and now alike is much needed by the U.S. and
the EU-led-‘Christian World’.

Although secular Turkey (officially, at least) that, emerged out of
the Ottoman Empire’s ashes 9 decades ago politically, distanced itself
from Islam and Muslims to an extent, the EU-led-‘Christian World’
had not seemed to become satisfied by Turkey’s sacrifices in favor
to the ‘Christian World’, most notably, Europe, and the U.S.A.

When the European Union (EU) began to expand three years ago, bringing
in more countries in Europe, other than the traditional founding state
members mainly, France , Germany , and Britain Turkey had felt that,
it was left alone. The EU, for long alleged that, Turkey had not yet,
done enough to meet its "required criteria", a phrase that, one quite
often, could elicit automatically, whenever there is a talk about
Turkey’s accession to the EU, despite all Turkey’s striving efforts
to please the EU.

Having stated that however, "required criteria" hasn’t necessarily,
been always the norm by the EU. Some of the new member states
were accepted in the EU albeit, didn’t meet most of the "required
criteria". The reality that, they are Christian majority countries
was good enough to help them meet the EU’s "required criteria"
to become members. This ‘Christian’ factor is perceivably, the
real bottom line, despite the EU’s continual denial, concealing,
and confusion. all the EU member states are, as a matter of fact
Christian majority countries. Only, Turkey a member state ‘hopefully’
to be with Christian and Jewish minority but with Muslim majority.

Though, Turkey 3 years ago had a date which is 2010, to start (not
joining the EU), but to talk about whether possible or otherwise for
Turkey to become a member in the EU, an obstacle after another the
EU, or certain member states in the EU began to throw in the face of
Turkey. One could Presumes, as do many that, the aim has consistently,
been to influence negatively, the 2010 Turkey ‘s negotiating accession
to the EU.

In the very beginning, there was too much waffles about the record of
human rights in Turkey . Months later, the EU seemed to be content
with the efforts Turkey had to put to correct the ‘alleged’ human
rights record. Second, was the claim that, Turkey wasn’t respecting
the religious freedoms, and values of minority Christians and Jews.

In the same way as was in the latter scenario, the EU changed its
views, and had declared that, Turkey was no longer, restricting
religious liberties. Third; came the minority socialists at the lower
house in the French Assembly National proposal, criminalizing any
one denying the Armenian genocide by Ottoman Turkey during 1915 . In
a Machiavellian blatant manner, the minority socialists while all of
a sudden, had focused on the ‘alleged’ Turkish role in the Armenian
genocide ignored the Algerian genocides since 1830-1962, especially,
the Setif 1945 Algerian genocide. Recently, the international tribunal
for Rwanda started 3 months ago questioning the French role in
Tutsis genocide that had once again neglected by the French Assembly
National. Fourth; aroused the controversial headscarf ‘the Hijab’
in Turkish schools, and work force. Fifth; came the Vatican’s Pope
announcement while in a historic visit to a Muslim majority turkey
lately, that Turkey should be joining the EU, providing hailing
Christian and Jewish minorities, though Turkey is popular with
embracing religious minorities, far more than many member states in
the EU perform in this regard. And above all, of course the old-new
story, or the mother of all Turkey ‘s stories with the EU i.e., the
‘Christian’ Southern CYPRUS .

Recently, a partial freeze has, unjustifiably, been imposed by the EU
on Turkey ‘s membership talks with the European Union for and because
of the ‘Christian’ CYPRUS . Whilst the manifested agenda is to punish
Turkey , or to humiliate it for not opening its ports to Cypriot
goods, the hidden or at least the undeclared agenda is presumably,
to throw yet another obstacle in the face of Turkey . If the former
is accurate, this means that, the EU wants Cyprus to benefit from
well facilitated Turkish ports, while Turkey future as a potential
EU member state to be hangs lousy in the air.

These EU’s tales with Turkey reminds one of, as they do to many of that
‘person’ who desperately, was looking for a flaw in a rosy flower. As
she he had failed to find anything wrong in the rosy flower, she
he said addressing the rosy flower: your cheeks are rosy!

Hence; many in the Arab and Muslim Worlds, and within Turkey
itself do argue, why should Turkey behaves, as it is dying for an
EU membership. Aren’t the EU, and the U.S.A. are in a greater need
for Turkey ? There were historical precedents, and many geopolitical
factors at present seem to consolidate this predisposition. As early,
as WWII the West, Western Europe, and the U.S.A. constantly, needed
Turkey for military help outs. To cite one example, the role of
Turkey in providing the allies with logistic support in the Turkish
peninsula of Gallipoli from April 1915 to January 1916 during the
First World War that came to be known as the battle of Gallipoli,
in which the allies successful landing gave them a landslide victory
over Germany. Moreover, in 1991 had turkey not authorized American
bombers to use its basis to hit Iraq , the U.S.-led anti Saddam’s
regime campaign would have not completely, succeeded.

Now after 9 decades from Gallipoli, and 15 years since the second Gulf
War the U.S.A. and the EU are believed to be in need for Turkey even
far more than any point in history. Turkey does hold, despite Turkish
conceived laxity many cards in the Middle east . For instance, had
Turkey utilized its cards professionally, would have been of fatal
consequences on both the U.S.A. and the EU all-out interests. For
example, Turkey predominantly, was for long being influential in
Northern oil -rich Iraq . Should Turkey wishes, it can hurt Western
interests in this part of volatile Middle East . Turkey has an
influence that can be profounder than it is now in Palestine .

Turkey can should it wishes so, breaches the US-EU boycott against
the free Hamas elected government, and could cause a potential threat
to the U.S-EU interest in the entire region. Additionally, Turkey
is the last leader of one united Muslim nation under the banner of
the Ottoman empire . Had Turkey wished to renew its strategic ties
with its Arab, and Muslim brotherly, countries would have hurt the
U.S-EU right in the very core of their plans in the region. Turkey
can take a hard stance against Israel , since nearly, 75% of Turks
are according to Turkish sources not pleased with Israeli brutal
actions against the Palestinians. As such, since Iran and Syria,
Turkey neighboring states, both the opponents of the U.S.-EU greater
Middle east project, Turkey can (if the EU further humiliates it, by
inventing excuse after another to delay Turkey’s accession to the EU)
join the Iran-Syria geopolitical belt that would certainly, jeopardize
the already fragile presence of the U.S. and EU in the Middle East.

To conclude, Turkey should not stay aloof while the EU persistently,
fabricates excuses on a regular basis to block Turkey ‘s chances to
join the EU. Apparently, the EU attempts to punish Turkey for its
historical role, as the center of the Islamic Ottoman Empire.. Turkey
ought to (if not must) wave with the many cards it has in its hands,
and make the EU understand that they, the EU needs Turkey as much as
Turkey probably, needs them.

Brazil, our compatriot in Sao Paolo told the APA.

He said that one of the metro stations in Sao Paolo, the forth largest
city in the world, is called Armenia.

"We found out that the name Armenia was given to the station as a
result of efforts of the Armenian community living here. There are
monuments related to Armenia around the station. There was Armenian
cultural center near the metro. And we still want to propagandize by
brochures and posters," he said.

Two men suspected of stealing a bronze monument in France commemorating
the 1915-1917 mass killings of Armenians have been arrested in a
Paris suburb, police said.

The two apparently stole the 300-kilogramme (660-pound) sculpture,
which showed the Armenian alphabet, and melted it down to sell it
off as scrap metal, investigators said.

Officers said they did not believe there was a political motive for
the theft, which occurred two days after the French parliament adopted
a bill that, if it eventually becomes legislation, will make it a
crime to deny the Armenian slaughter was anything less than genocide
by Ottoman Turks.

The October 13 theft of the monument just west of Paris attracted
international attention because of the political context, and because
of Turkey’s furious reaction to the proposed French bill.

The two suspects, aged 26 and 29, were arrested in the southwest
Paris suburb of Issy-les-Moulineaux after the theft of copper pipes
in the area.

"Even Pope does not change KDH’s opinion on Turkey"

Even the Pope’s visit to Turkey and his words that Ankara should
enter the European Union have not changed the opinion of Hrusovsky’s
Christian Democratic Movement [KDH] and Slota’s Slovak National Party
[SNS]. They still reject the admission of Muslim Turkey to the EU.

Other parliamentary parties say that if Turkey meets the criteria
for entry, there is no reason to prevent its integration.

Turkish Prime Minister Recep Tayyip Erdogan said after the meeting
with Pope Benedict XVI on Tuesday [28 November] that the head of the
Catholic Church wanted his country to enter the EU. The Vatican did
not refute the prime minister’s statement, but its spokesman was
more cautious and explained that the Pope did not have any power
to influence Europe’s decision to admit Turkey, but he supported
Turkey’s integration.

KDH leader Pavol Hrusovsky says that he does not have enough
information on whether the Pope said that he wanted Turkey in the EU.

According to Hrusovsky, someone has just "understood" his words,
taken out of context, in this way. The KDH sticks to the opinion,
which has also been recommended by German Chancellor Angela Merkel,
that Turkey should become a privileged partner of the EU.

The KDH would not change its opinion even if it heard the Pope clearly
say that Turkey should enter the EU. "Our political standpoint does
not have to change along with the Holy Father’s opinion. The Holy
Father is representing the church, while I am representing a political
party, and these opinions do not have to be identical at all times,"
said Hrusovsky.

Rafael Rafaj, chairman of the SNS deputies’ club, said that Turkey
had a serious deficit in democracy and European traditions, which
is why it would be premature to speak about its entry. Rafaj thinks
that "zero tolerance" should also apply to privileged partnership,
because if the door is only slightly opened for someone, it will
never be closed again.

Prime Minister and Direction [Smer] leader Robert Fico supports EU
enlargement by countries that are prepared for it. "For me, it is not
decisive at all what religion a country is practising. Sometimes I
have a feeling that this is currently a decisive topic that influences
some countries’ behaviour."

Movement for a Democratic Slovakia [HZDS] deputy Zdenka Kramplova said
that the set criteria were decisive for entry. However, she does not
think that Turkey will meet these criteria sooner than in 20 years.

Gyula Bardos, head of the Hungarian Coalition Party [SMK; MKP in
Hungarian] deputies’ club, also said that Turkey must first fulfil
the EU criteria and religious belief should not play any role.

Slovak Democratic and Christian Union [SDKU] Deputy Chairman Pavol
Kubovic noted that his party supported the commencement of open-ended
accession talks with Turkey and nothing has changed about this.

Former Prime Minister Mikulas Dzurinda said during the previous
election period that if Turkey, as well as the countries of former
Yugoslavia, were in the EU, Europe would be safer.

A Eurobarometer survey of last year showed that 50 per cent respondents
in Slovakia were against Turkey’s entry into the EU. On the initiative
of the KDH, Parliament adopted a resolution that the Ottoman Empire
had committed genocide against Armenians.

Armenia, Iran To Build Hydropower Plant On Border River Of Araks

ARMENIA, IRAN TO BUILD HYDROPOWER PLANT ON BORDER RIVER OF ARAKS

The Armenian authorities have approved a draft inter-governmental
agreement with Iran on joint construction and use of the Megrinskaya
hydropower plant on the Araks River.

This yet-to-be plant will be Armenia’s most effective one, Armenian
Energy Minister Armen Movsesian said.

The capacity of the plant’s each unit on different banks of the Araks
River will reach 140 megawatt.

Movsesian pointed out that one of the project’s advantages is that
Araks is a full-flowing river and the hydropower plant’s capacity
will be equally distributed in different seasons.

The two parties have already completed a feasibility study and
conducted a geological survey, and the construction works will begin
in 2007.

Iran will extend a 150-million-dollar loan to Armenia that the latter
will pay off by energy supplies.

The two countries will also launch the construction of a third
high-voltage electric power transmission line that will link Armenian
and Iranian electric power systems. The countries have different
consumption regimes – Armenia’s energy demand increases in winter,
while Iran’s demand is on descent at that time.

The construction of a new electric power transmission line will
provide good opportunities for synchronizing energy systems of the
three neighbouring countries. Movsesian said it would be possible to
unify with Russia’s energy system via Georgia.

CELEBRATING 25TH ANNIVERSARY OF PRIMATESHIP OF HIS EMINENCE ARCHBISHOP
AGHAN BALIOZIAN

Sydney, Australia – It was almost twenty-five years to the day when
35 year old Father Aghan Baliozian was installed the new Primate of
the Diocese of the Armenian Church of Australia and New Zealand in
an investiture ceremony.

To celebrate this milestone anniversary, a gala banquet was held
to honour the Primateship of Archbishop Baliozian on Saturday, 25
November, 2006 at Sheraton on the Park Hotel, Sydney.

It was a night of reflection and celebration to tribute not only the
head of the Armenian Church in the Asia-Pacific but the leader of
Armenian Communities in the region.

Present at the banquet were heads of churches in Australia including
His Eminence Cardinal George Pell (Catholic Archbishop of Sydney);
government officials; clergy; community members and representatives
of Armenian organisations; overseas visitors from India, Hong Kong and
China; Chairman of the Armenian Church Council of Victoria; family and
friends. The elegant evening was accompanied by cultural performances,
tributes and presentations.

What became a running theme throughout the evening and a realisation
for all was the great impact Archbishop Baliozian has made to the
development of the emerging Australian-Armenian community, the bridges
he has built between Armenians in Asia and his role as an envoy for
ecumenism. This was highlighted through a visual presentation of "His
Life Journey" which saw the passage of a young boy with the baptismal
name of Yeghia Baliozian whose only interest was to play football to
the leader who became the head of the Armenian Community of Australia.

Throughout the last 25 years under the guidance of Archbishop
Baliozian, community infrastructures in the parishes of Australia
have blossomed with the establishment of Armenian schools, cultural
centres, welfare programs and community services. Under his mentorship,
Australian-Armenians developed a distinct profile in broader society
which exemplifies a community devoted to contributing positively to
the mainstream yet valuing the opportunity of multiculturalism policy
to preserve a cultural identity.

Archbishop’s contribution also to the ecumenical movement and exposing
the Armenian Apostolic Church to sister churches within Australia and
worldwide was a focal point of tribute. Through his ecumenical work
he has participated in major international assemblies and conferences,
as well as contributed to local activities bringing forth the views of
the Armenian Apostolic Church in inter-church settings. His fervent
participation in ecumenism has been a catalyst for a secondary role
he now finds himself represented in interfaith dialogues on both
national and international platforms. Archbishop Baliozian was one
of a ten person delegation appointed by the Australian Government
to represent the nation at two Asia-Pacific Interfaith Dialogues
on cooperation and building on peace and harmony. He most recently
represented His Holiness Karekin II Supreme Patriarch and Catholicos
of All Armenians and the Mother See of Holy Etchmiadzin at the Eighth
World Assembly of Religions for Peace in Kyoto, Japan.

As Primate and Pontifical Legate of India and the Far East he has
brought together pockets of Armenians particularly in South-East
Asia to rebuild an Armenian identity in this region. Through
his personal engagement and connections, Archbishop Baliozian has
increased communication and cooperation among these tiny communities,
bridged distances of isolation and filled cultural voids. He has led
groups of pilgrims from Australia to India and Singapore on various
occasions including the 150th and 170th anniversary celebrations of
St Gregory the Illuminator Church in Singapore, the first church to
be built in the country.

During the evening, many tributes were received congratulating the
Archbishop including letters of commendation from the Prime Minister of
Australia, the Premier of NSW, the Armenian Patriarch of Jerusalem,
fellow Primates of Armenian Dioceses, government ministers and
diplomats from Armenia and the Diaspora as well as many a personal
tribute.

However, at the pinnacle of the evening was the reading of the
Encyclical of His Holiness Karekin II Supreme Patriarch and Catholicos
of All Armenians which noted Archbishop’s fervent spirit to tirelessly
avail himself and his abilities to strengthen our Church and its
foundations and through God’s abundant blessings allow him to bring
fruitful service to the Diocese of Australia.

The evening came to a close but the celebrations continued into Sunday,
26 November when Archbishop Baliozian celebrated the Divine Liturgy
at the Church of Holy Resurrection in the morning. In his sermon,
the Archbishop reflected on the most powerful commandment of our
Lord Jesus Christ, "love" . love for our Heavenly Father and love for
each other. "Love is the essence of life" he said, "it is what makes
our lives whole, it is what makes us superior in the animal kingdom.
Love one another and live with love for one another. With love comes
commitment and with commitment, the spirit of sacrifice. "

Following holy mass, the Archbishop met with the parishioners in the
church hall to receive congratulations and a celebratory toast on
the milestone anniversary.

Thanks to the spirited effort of the Diocesan Council and organising
committee, a memorable weekend befitting the occasion was marked in
the pages of the Australian-Armenian Community.

MOSCOW, DECEMBER 4, NOYAN TAPAN – ARMENIANS TODAY. "Two Armenians
are a p lot, three are already a revolution." Famous saxophone
player played such a trick, sitting near Jivan Gasparian,
"a wonder duduk player" (duduk is an Armenian national pipe) as
the Russian "Nezavisimaya Gazeta" (independent newspaper) called
him in the article about J.Gasparian’s evening party organized in
Moscow. "Though only music was revolutionary in that evening," the
newspaper writes. J.Gasparian stated in the interview to journalists
that he returned from London recently where he participated in the
regular recording for the Hollywood film called "Diamond." He recently
performed with the Vienna Symphonic Orchestra, and his concert with
the Russian national orchestra will take place soon. Speaking about
his programs, J.Gasparian also stated that he wants to open a music
school for parentless children in Armenia.

YEREVAN, December 4. /ARKA/. Armenian-Russian trade turnover totaled
$303.7mln in January-September 2006 against $352.9mln in the year
2005, RA Premier Andranik Margaryan stated at his meeting with RF
Premier Mikhail Fradkov.

The sides discussed bilateral trade and economic cooperation. The
Armenian Premier pointed out its active development in 2006.

Margaryan also pointed out increasing Russian investments in Armenia
and the modernization of the "Armenal" foil-producing plant, which
is supposed to have an essential impact on the trade turnover. The
Armenian Premier also made a high appraisal of the activities of
the Intergovernmental Commission for Economic Cooperation Margaryan
said that rapid modernization and re-operation of the Armenian
enterprises transferred to Russia under the "Property against Debt"
will contribute to the expansion of economic ties and attraction of
new economic entities.

Premier Margaryan pointed out the success of Armenia-Russian
cooperation in the traditional spheres, such as energy, metallurgy
and chemical industry. Among other promising spheres are information
technologies, small and medium business, tourism. The RA Prime Minister
pointed out active bilateral cooperation in the banking sphere.

According to Margaryan, Armenian businessmen are also interested
in cooperating with producers of agricultural equipment. The sided
addressed the issue of promptly resolving the problem of supplying
Russian equipment to Armenia via Georgia.

An Armenian Premier-headed delegation went to Moscow on November 30 to
take part in the official closing of the Year of Armenia in Russia. On
December 1, 2006, the Armenian Premier held a meeting with his Russian
counterpart Mikahil Fradkov. The following day Premier Margaryan went
to Saint Petersburg to take part in the opening of the "History of
Armenia" exhibition at the Hermitage. The same day Margaryan took
part in the official closing of the Year of Armenia in Russia.
