on yesterday’s vote results he responded with "no comment". He
said that the ARF’s Supreme Council would issue a statement today

/PanARMENIAN.Net/ Today, about 07:00 p.m., Armenian National Congress
(ANC) started a meeting in Yerevan, with the participation of around
5 thousand people. In his speech delivered near Matenadaran institute
of ancient manuscripts, ANC coordinator Levon Zourabyan announced
that Yerevan would today be full of flags had the victory been
real. "Armenian authorities have managed to create a totalitarian
system of vote count. The possess accurate data on the persons selling
their votes and the prices offered. The entire state-government system
has one objective – to falsify elections," he said.

Zourabyan also said their party had been warned against interfering
in elections. But ANC finds elections to be the only way for making
people’s voice heard by political forces. "A leading political force
should always conduct its battle while being close to people. We
have considerable achievements; we were able make an advance steps
towards elaborating election mechanisms, and we’ll need that in future"
Zourabyan added. Opposition activist believes authorities have this
time managed to impose their rules on ANC. Anyway, he expressed
confidence of winning the final battle.

in Yerevan, Head of RA MFA Press Service Department Tigran Balayan
told a PanARMENIAN.Net reporter, refraining from giving any details
on MG OSCE Co-Chairs visit. MG OSCE mediators Matthew Bryza (US),
Bernard Fassier (France) and Yuri Merzlyakov (Russia) intended to
visit Stepanakert, yet bad weather prevented them from visiting. It’s
supposed that the visit aims at preparation of RA and Azerbaijan
Presidents’ next meeting in St. Petersburg.

Armenia next month starts power delivery to Iran in return
for the Islamic Republic`s gas, Armenian Energy Minister Armen
Movsisyan. Announcing that Iran`s gas export to Armenia is carried
out under "gas for electricity" formula, Movsisyan added that Tehran
has already launched gas pump to Iran-Armenia pipeline and Yerevan
will also start electricity delivery next month.

Armenia, Croatia President Stjepan Mesic met students and professors
of Yerevan State University.

Welcoming high ranking guest, Head of YSU Aram Simonyan noted that
Croatian President’s visit to Armenia is a step towards development of
collaboration between the countries in different spheres, specifically,
science and education.

By the decision of YSU Scientific Council, Croatia President was
granted YSU Honorable Doctor title and University’s gold medal.

In his statement Croatian President presented a short history of his
country and described external policy priorities.

Dwelling on the possibility of strengthening economic collaboration
between Armenia and Croatia, Stjepan Mesic noted there’s a
serious potential in Armenian-Croatian relations which needs to be
developed. He also emphasized the importance of bilateral meetings
and visits between the countries, which will enable creation of
closer ties.

He gave high assessment to the intention of Armenian parliamentarians
to form Armenian- Croatian Parliamentary Friendship Group, and
expressed a hope that Croatian MPs will follow their Armenian
colleague’s example.

Bako Sahakyan signed the law on Honorary Titles of the NKR, laws on
introducing changes and amendments to the laws on the Statute of the
National Assembly, on obligatory social insurance in connection with
temporary inability to work, as well as on introducing changes and
amendment to the NKR law on procurement, on introducing changes to
the NKR Electoral Code, Central Information Department of the NKR
President’s office reports.

"In the work the laws of copper oxide, CuO, reduction by hydrogen to
metallic copper under the self-propagating mode have been studied,"
investigators in Yerevan, Armenia report (see also Alloys and
Compounds).

"It was shown that reduction process may be performed under the
combustion mode even at low hydrogen pressure 0.01 MPa. At constant
hydrogen pressures the reduction of samples prepared from initial
copper oxide occurred under the surface combustion regime resulting
in non-uniform Cu/CuO product, followed by complete reduction of the
oxide," wrote M.H. Yamukyan and colleagues.

The researchers concluded: "The results of researches have allowed to
determine the main factors influencing on the basic characteristics
of combustion process."

Yamukyan and colleagues published their study in the Journal of
Alloys and Compounds (Copper oxide reduction by hydrogen under the
self-propagation reaction mode. Journal of Alloys and Compounds,
2009;473(1-2):546-549).

Public Council’s board staff. As a result of previous votings,
the following members were elected as Committee Chairs: Artyush

Badiryan (State-Legal Affairs), Hovhannes Hovhannisyan (civil society
building), Vazgen Safaryan (Financial-Economic and Budgetary Affairs),

AKHALKALAK (A-Info)-Representatives of several Javakhk Armenian
organizations met in a closed-door session Wednesday with
representatives of the European Union in Georgia to address issues of
concern to the predominantly Armenian population in Samtskhe-Javakheti
and urge support for the granting of autonomy to the region.

According to sources at the meeting, the local organizational
leaders reiterated their call for the creation of federated
Georgian republic, whereby Javakhk would be granted autonomy under
the proposed federation. They assured that this proposal would not
threaten Georgia’s territorial integrity, but rather facilitate a
quick resolution to concerns facing local populations.

They also assured the EU representation that the Armenian population
of Javakhk was fully integrated within Georgian society and were
striving to live their lives as Georgians by taking part in local,
state and federal elections and other similar processes.

The Armenian organizational leaders told the EU representative that
their continued appeals to Tbilisi have gone unanswered, indicating
the government’s unwillingness to address the concerns of its citizens
in Javakhk.

The EU representatives, for their part, acknowledged receipt of a
report from an EU fact-finding mission to the area several months ago,
adding that the report served as the impetus for the representative’s
visit to the region.

Javakhk Armenians are mainly seeking the adoption of Armenian as
an official language in the region, the inclusion of Armenians
in local governmental structures and the establishment of a joint
Armenian-Georgian state university in the area.

The requests come in response to the deteriorating socio-economic
conditions in the province. Residents in Javakh say the central
authorities in Tbilisi have been engaged in a systematic campaign of
discrimination against the Armenian population.

This sentiment was discussed at the meeting with the Armenian leaders
expressing concern over government policies aimed at ridding the area
of its indigenous Armenian population.

Official inaction toward the deliberate rejection of Armenians in
public institutions and the hiring of Georgians in local government
offices, as well as the continued conflict between the Armenian and
Georgian churches were cited as examples.

The new appointed general director of "ArmenTel" company Igor
Klimkoi has been presented to the journalists in a press conference
by the executive vice president of "Vimpelcom" in CIS countries
Dmitry Pleskonos. Mr. Pleskonos told the reporters that "Vimpelcom"
has been implementing various social projects in Tajikistan and that
they have been announced a social operator there.

To a reporter’s question what social projects the company is going to
implement in Armenia, the vice president said: "We know that we yield
as social operator our competitor. This is the objective reality. We
are going to work on that problem."
