ARMAVIR, DECEMBER 17, NOYAN TAPAN. The solemn ceremonies of putting
into operation the community center of the Karakert village of the
Armavir region and the secondary school of the Shenik community with
its sport complex were held on December 13. The library, the dance and
sport halls, the internet club and 230-seat hall for solemn events
will operate in the community center of Karakert, the general space
of which makes 1600 square kilometers.

The school of the Shenik village is provided with educational
laboratories, computer classrooms, a 2-hall sport complex, and an
aid station, to name but a few.

As Ashot Ghahramanian, the regional governor of Armavir, mentioned in
his speech, the reconstrauction work was made within the frameworks
of the "Unification of Global Development" program, which is being
implemented by the "Children of Armenia" fund, the UN Development
program and the United States International Development Agency. In the
words of the regional governer, the community center of Karakert will
allow the population of that and adjacent villages to develop sport
and culture, and the completely reconstructed school of Shenik, which
has 150 pupils, will contribute to the development of the village.

Karo Armen, the Chairman of the Council of the "Children of Armenia"
fund, mentioned that work of approximately 5 million dollars has been
conducted in 6 villages of the Armavir region within the frameworks
of the "Model Grouping of Villages" participation program, which has
been carried out since 2004. In his words, the program will have a
continuous character: it is envisaged to include more needy villages
and cities in the program in the coming years.

A cannery will be set up in Karabakh in the upcoming months, which
will buy fruit and vegetables from farmers, stated the minister of
agriculture Armo Tsatryan during the discussion of the state budget.

He said next year special focus will be on processing factories. In
answer to the question whether the region of Kashatagh will be
included in the program the minister said it will be the first on
the list. Armo Tsatryan said a cannery and a cheese factory will be
set up in Kashatagh. Next year the factory will start producing cheese.

Kashatagh needs a dairy factory because people there mainly do cattle
farming. The population of the north of the region say the milk and
meat collecting cooperative will save them.

It is also foreseen to attend to the dairy factory of Arvard, which
was closed down some time ago. According to the minister, the factory
has considerable potential but it can be operated if milk-collecting
cooperatives are set up at different parts of the country.

On December 14 and 15 the second conference of youth of Artsakh
is held in Stepanakert, initiated by the Ministry of Culture and
Youth. According to the head of the department of youth Marianna
Hakobyan, about 60 young people from the capital and the regions
participate in the conference.

During the two days of the conference the participants will discuss
the life of young people in rural communities and awareness of the
Karabakh settlement among youth. Definite programs will be worked
out based on the findings of the conference.

By the way, after the last year’s conference the delegates appealed
to the NKR government on the urgent problems of young people. However,
the government did not address these problems.

The only peculiarity of the last demonstration organized in the
Theatrical Square was the placards with the inscription "LEVON
VII: KING OF ARMENIANS". And it should be noted that Ter-Petrosyan
was pleased to hear the exclamation of the 21st century idolaters
proclaiming him a king.

And the things would not have been so ridiculous if, falling to
the bosom of history, LTP hadn’t quit the arena with the diagnosis
of a "tired and exhausted" person, as his one-time ally would
characterize. Standing on the demonstration platforms, LTP now
addresses his "bravos" to Vano Siradeghyan who, as far back as in 1998,
made the following statement while estimating the 1996 presidential
elections on National Television, during TV broadcast "The Man’s Time",
"A few months before the ill-fated elections of 1996 it became clear
that there was a failure in store. Some people were even under the
impression that such an awkward electoral campaign was possible only
in one case, i.e. if the president didn’t want to be elected…

Nevertheless, I attribute the whole nuisance of 1996 to
Mr. Ter-Petrosyan’s being tired. He had already exhausted
himself. After those events the President was suffering from depression
for 3 months. He also wanted me, as well as V. Sargsyan to resign
from our posts. In short, he didn’t seem to wish anything at all.

The whole state system was in a state of despair; it was
demolished. For three month it was impossible to form a government.

The government hadn’t actually worked since January 1996, because
the President had then told Mr. Bagratyan that he would discharge
the latter from post. Who would work under such circumstances? Thus,
we lost one year. And we lost another year in 1997 when there was
dual power in the country. But then, it became evident that 1997 was
preparing a breeding ground for Mr. Ter-Petrosyan’s resignation."

Let’s emphasize that the author is not a person caught by chance.

Vano Siradeghyan was perfectly aware of the paralytic state in which
the President and the Government were in 1996-1998.

A question arises: if, after becoming 50, LTP had completely exhausted
himself, how come that the "tired" and "exhausted" person gained
momentum now that he is over 60. Perhaps, he has confused politics
with Arts, to which these years add experience, and it is possible
to say something new.

In any case, if we theoretically admit that at the age of 60 a
scientist is in his prime time, the same does not apply to either
politics or the state, as they both cannot have any expectation of
someone who was tired and exhausted when quitting the arena.

Many people still remember another noteworthy assessment Vano
Siradegyan addressed to LTP. On November, 1998 Vano Siradegyan gave
a shocking answer to the following question of the journalists,
"was the merging of the Ministries of Interior and National Security
arranged with the purpose of removing V. Siradeghyan from force
levers?" The answer Mr. Siradeghyan gave must give some orientation
to those who, standing by LTP at present, are, nonetheless, a little
bit concerned about the state and the statehood. It must be a lesson
for the misguided people suffering from amnesia.

Here it is: "The issue of my resignation was an autonomous issue,
and I am sure that it happened because L. Ter-Petrosyan didn’t know
what the National Security Service was going to do in this country.

He had no nnational ssecurity cconcept. He had no idea as to whether
to eliminate the existing system and form a new one, to make reforms
or act otherwise. He joined the Ministries, thinking that he would
have some ideas in the course of time."

Was it possible for Levon Effendi to have a national security concept,
considering that he thought national ideology to be a myth and served
as an example of classical cosmopolitanism?

Today, he wants to turn back those pages of history: to come to
power without precise ideas as to what is necessary to do. As to
the ideology "I will think of something in the course of time", we
have seen its results many a time. Whereas LTP has not made a step
forward; he has remained just the same way as his friend and ally
once characterized him.

Turkey’s transformation inevitable, but Anti-Christian and
ultranationalist mood gain force.

"As result of European integration process, Kemalism stopped being
perceived as the official ideology of the Turkish state," Director
of the Institute of Oriental Studies at the RA Academy of Sciences,
Professor Ruben Safrastyan said during round-table discussions titled
"Turkey after presidential elections: constitutional changes and
internal transformations." He reminded that Kemalism used to base
on solidity of the Turkish state. But recently, according to him,
a European survey showed that 37-38% of Turkish population believes
not to be Turks. "Presently, old and new elites (Kemalists and AKP)
put up struggle. The main factor of this opposition is the revised
Constitution that will be for the first time publicly discussed after
official promulgation December 15," prof. Safrastyan said.

Since 1999, Turkey has been experiencing transformation of public,
political and social life of the population, Professor Ruben Safrastyan
said. These changes are inevitable, according to him.

"Civil society is being formed in Turkey. Independent NGOs
are established as result of close cooperation with European
organizations. A non-governmental organization is an absolutely
new phenomenon for Turkey. Private capital finds place in science
and education. Women’s movement, which unites dozens of thousand of
women who suffered from Islamic family laws, is gaining force. And the
most important factor is the restriction of the military power. The
national security council had to restrain activities and this is an
advance for Turkey. Ranking the 17th with the GDP index, the state
becomes more economically open," he said.

Prof. Safrastyan noted that all this became possible due to activities
of the new middle class, which formed the Justice and Development
Party (AKP). "Appearance of AKP is a natural phenomenon of political
history of Turkey, which combines the concept of ‘mild’ Islam and
market economy. Certainly, Prime Minister Recep Tayyip Erdogan is
the symbol of this transformation," he stressed.

In the same time, Anti-Christian and ultranationalist mood gain force
in Turkey. This showed up in the killing of Hrant Dink and Catholic
priests. It’s not accidental that nationalist NMP came third at the
2007 parliamentary elections," prof. Ruben Safrastyan said.

"The Armenian issue has again caused Turkey’s headache, for the
Armenian Genocide recognition affects the core of Turkish identity.

Turkey eyes Armenia’s renunciation of the Genocide recognition
as the only way to normalize relations. The rest is a political
game. If Armenia makes concessions on the issue, Turkey can even
arrive at a favorable decision on the Karabakh conflict," Professor
Ruben Safrastyan said during discussions, touching the problem of
Turkish-Armenian relations.

Freedom Hero title. Also in news this week: a Bulgarian writer
receives the Hemus award for literature and Romania’s Christian
Nemescu postumously receives an award in Belgrade.

Turkish journalist of Armenian origin Hrant Dink, who was gunned
down in Istanbul in January, was awarded the World Press Freedom
Hero title on Thursday (December 6th). The title acknowledges
Dink’s significant contribution to press and speech freedom, said
the International Press Institute. Dink’s widow, Rakel, accepted the
award at a ceremony in Vienna.

European Football Championships of girls under 17 and 19 took place
in Nyon, in the UEFA’s headqurter. The Armenian national team of
girls under 19 has been included in the second group, where they will
compete with the teams of Poland, Austria, and Turkey. The tournament
will be held on September 25-30, 2008.

The Armenian national team of girls under 17 has been included in
the seventh group, where they will compete with the combined teams of
Russia, Sweden, and Slovenia. The tournament will be held in Slovenia
on October 15-20, 2008.

Do We Need Cooperation?

Recently the Armenian society has been dissatisfied with cooperation
between the NGOs of Karabakh and Azerbaijan. They say, however,
that Karabakh should start participating in the talks for settlement.

Presently there are no official contacts between Karabakh and
Azerbaijan. In addition, the Azerbaijani politicians and journalists
do not miss a chance to note that Armenia is a foe, and Karabakh is
an indivisible part of Armenia. Due to this policy, the Azerbaijani
society is unaware of the real situation in Karabakh, and the gap
between the two publics is growing. For them conciliation is return
of Karabakh.

The mediators who are interested in a peace settlement say without
building confidence between the sides it is impossible to consider
an agreement.

Consequently, it is first necessary to improve the climate. The
NKR government agrees to this and does not bar the NGOs from joint
programs financed by international organizations. Moreover, the
representatives of these organizations meet with the NKR government
and agree on cooperation.

This process gives rise to various reactions. Some people call
those who cooperate with Azerbaijanis masons, others refer to them as
Jehovah’s witnesses, and yet others refer to them as traitors. Internet
forums are full of discussions of the "behavior" of these people. In
personal and political competition the argument "they cooperate with
Azerbaijan" is used to defeat the opponent.

Do we need cooperation?

We asked this question to people who take part in joint programs or
are against contacts.

Albert Voskanyan was the deputy chair of the Commission for Search
and Exchange of POWs and Hostages during the war. Now he is also
the chair of the Civic Action Center NGO, which cooperates with
Azerbaijani organizations.

"We were criticized when during the war we cooperated with the
Azerbaijanis. However, thanks to cooperation we exchanged bodies,
hundreds of hostages returned home. I think shortsighted people are
against contacts or people who got such orders. I believe that we need
contacts with the Azerbaijanis, and not only through the NGOs. I have
contacts with some Azerbaijani organizations and I see they are ready
for cooperation. I have a relaxed attitude toward this, because we
should not draw an iron curtain and take no interest in what is going
on in the neighboring country. We need contacts, they should arrive
in Karabakh to see that people live here like in all the other normal
countries. There is no war in Karabakh and people are not starving."

In one of her programs Mary Davidyan, journalist for the Public
Television of Artsakh, touched upon this issue. The impression was
that Mary Davidyan was trying to persuade that the NGOs financed
by international organizations which cooperate with Azerbaijan pose
threat to NKR.

In an interview with Karabakh-Open.com Mary Davidyan said: "Contacts
are needed, the question is the level of these contacts. If there
are no political and official contacts yet, they could be set up
through NGOs. But even these contacts should not be personified,
they should be transparent and open to everyone. A representative
of an NGO should have the right in terms of ideology, maturity to be
authorized to represent the interests of the country.

I agree that we need contacts. After all, we are neighbors and one
day we will get reconciled and become friends. Although, personally
I am not ready for contacts with the representatives of this nation,
emotionally."

The NKR foreign ministry says the NKR government and the NGOs uphold
cooperation between the NGOs of both countries since Karabakh
acknowledges the importance of this cooperation for getting over
hostility and setting up friendly relations to reach a lasting
settlement of the Nagorno-Karabakh issue. At the same time, the
Karabakh side urges the Azerbaijani activists not to cause harm
because after visiting Karabakh they often undergo pressure from
different government agencies and pseudo patriots in Azerbaijan
where the anti-Armenian campaign has been raised to the level of
a government policy, and become participants of this campaign,
questioning the expediency of efforts to build confidence.

possibility to establish a trilateral strategic partnership. However,
the U.S. doesn’t intend to dispute Russia’s interests in the South
Caucasus, said Daniel Fried, Assistant Secretary for the Bureau of
European and Eurasian Affairs.

Russia will remain the leading factor in the South Caucasus, he added

"It would be unwise to stand against Russia. We eye the region as
an open space for development of cooperation with Middle Asia and
South Caucasus. The United States, Russia and Azerbaijan can establish
trilateral partnership beneficial for all of us and the entire region,"
