Georgian-Abkhazian conflict zone, an Armenian political scientist said.

"Influence from outside is great. Neither the U.S. nor Russia will
allow Georgia to start war. Russia pressurizes deliberately, using
the Abkhazian factor for replenishing its peacekeeping contingent.

Meanwhile, Georgia tries to gain internal political dividends on the
threshold of parliamentary elections.

Saakashvili did the same last October. So, I do not think that
increasing of the Russian contingent up to 3000 peacekeepers can act
as detonator," Georgia expert Sergei Minasyan told a PanARMENIAN.Net
reporter.

"If a war starts, it will spread over to South Ossetia, thus
jeopardizing regional security. Such a scenario promises no good for
Armenia, taking into account the importance of communications and
specific relations with Russia. Georgia eyes Armenia as a pro-Russian
state. But as a matter of fact, we hold a neutral stand," he said.

The Russian leadership has recently accused Georgia of preparing a
springboard for attack on Abkhazia. "The number of Georgian troops
exceeds 1500 in the upper segment of the Kodor gorge," the Russian
Foreign Ministry said.

Meanwhile, member of Georgian Interior Ministry Shota Utiashvili
described it as "misinformation aimed to deteriorate the situation
in the conflict zone."

On April 29, the Russian Defense Ministry announced replenishment of
peacekeeping forces in Abkhazia and South Ossetia. "Any Georgia’s
attempt to use force to resolve the conflicts will be rebuffed
adequately and toughly," the Ministry said.

in Abkhazia and South Ossetia, Georgia’s two breakaway regions,
president Mikhail Saakashvili said confrontation and separatism is
the common enemy of Georgians, Abkhazians and Ossetians.

"We all are tired of the longstanding confrontation resulting from an
external force’s impact. The work of the Georgian government is aimed
at building conditions for peaceful life in conflict zones," he said.

He said the government’s plan of actions is anchored on creation of
new jobs and not on unleashing a new war, not stirring confrontation,
but taking care of old people and children, Although Saakashvili did
not flesh out on ‘foreign force’ he said that that force is again
trying to involve Georgians, Abkhazians and Ossetians into another
destructive confrontation.

/PanARMENIAN.Net/ Turkish-American groups are making a bid to expand
their political influence in the United States, expressly aiming to
counter the considerable sway of their Armenian American rivals on
Capitol Hill.

As reported by Eurasianet, the coordinated effort includes
strengthening Turkish-American grassroots organizations, improving
relations with elected officials and the media and legal defense of
those who advocate pro-Turkey positions. Representatives of several
Turkish groups described the long-term strategy at the American
Turkish Council’s Conference on U.S. Turkish Relations, at session
called "Empowering the Turkish-American Community."

The representatives repeatedly stressed their intention to put forth
a positive vision of Turkey, rather than in taking adversarial
positions. But the effort is geared toward advancing the Turkish
interpretation of the 1915 massacre of Armenians in the Ottoman Empire,
which Armenians and most historians call genocide but which Turks
call regrettable deaths in a messy war.

"Our cause is not anti-Armenian, or anti-Greek, anti-Bulgarian or
anti-Arab. It’s to try to create a balance on issues that impact
Turkey, Greece, Armenia and other countries in the Caucasus and
Middle East," said Lincoln McCurdy, president of the Turkish Coalition
of America.

The goal, said Nurten Ural, president of the Assembly of Turkish
American Organizations, is to strengthen the Turkish position ahead
of the 100th anniversary of the 1915 events.

The issue of the Armenian Genocide comes up every year before Congress,
as pro-Armenia members of Congress try to pass a resolution officially
recognizing the genocide. But while Armenians rely on their large and
well-organized diaspora in the United States to advance their agenda,
Turks have relied on high-priced lobbyists hired by Ankara, and on
the Pentagon, which maintains a longtime military alliance with Turkey.

The Assembly of Turkish American Associations is holding seminars
across the country for Turkish-Americans to learn about how to make
their case to politicians, the media and the public. So far, the
assembly has held 19 seminars and is planning 11 more.

The goal is to foster a "Turkish-American community who is confident in
themselves, assertive in public education and advocacy and comfortable
with confrontation," Nurten Ural said.

Los legisladores de la provincia tienen varios temas `candentes’ que
discutir, como la autonomà – a de lezama o la ley de
expropiación y `fábricas recuperadas’. Sin embargo en el
encuentro de hoy no hubo lugar para el debate

El senado bonaerense secionó hoy sin ningún sobresalto,
es más el encuentro sólo sirvió para que tomen
estado parlamentario proyectos que se debatirán a futuro ,
además de aprobarse el proyecto de Ley a través del cual
se crea un Fondo para la promoción y fomento de los
Biocombustibles. Los temas conflictivos no fueron tratados.

Entre estos proyectos que merecen una discusión profunda se
encuentran la ley de expropiaciones y `fábricas recuperadas’
,aprobada en la última sesión de diputados, la pelea por
la Autonomà – a de algunos Municipios como Lezama y la
cuestión vinculada a los terrenos del Bosque platense. Tampoco
se debatió sobre la figura del Defensor Ciudadano, ni la
Emergencia Policial.

Sin embargo, el Senado bonaerense sà – aprobó un proyecto
presentado por el legislador oficialista Roberto Ravale, que por
unanimidad declaró el repudio al Genocidio cometido contra el
pueblo armenio, al conmemorarse este 24 de abril un nuevo aniversario
de la masacre.

Sin embargo, la sesión permitió que los erepresentantes de Unión Pro
en el Senado bonaerense formalizaran su desvinculación. As- las cosas
Viviana Arcidiácono su monobloque PRO y José Nie tendrá el propi
de Unión Celeste y Blanco. `Vieron dijo un oficialista a los
periodistas presentes- ustedes que dicen que se parte el FpV/PJ pero
al final lo que se parte es la oposición’.

Yossi Harel, commander of Exodus, dies at 90

The man who commanded the clandestine operations that brought in four
ships carrying some 24,000 illegal immigrants between 1945 and 1948,
Yossi Harel, died yesterday in Tel Aviv at the age of 90.

The writer Yoram Kaniuk, a friend of Harel, told Haaretz that when the
ships he commanded sailed past the coast of Turkey, Harel would think
of the Armenian village in Franz Werfel’s novel "40 Days of Musa
Dagh," which described the Armenian genocide. "He loved the Armenian
people and felt close to them," Kaniuk said, adding that he wanted to
mention Harel’s sensitivity to the Armenians as a sign of the great
humanitarianism and compassion that were central to his Harel’s
character.

Harel was born in 1919, a sixth-generation Jerusalemite. He joined the
Haganah at age 15 and later became part of the unit commanded by Orde
Wingate, where he earned a reputation for bravery. Kaniuk related that
David Ben-Gurion and Shaul Avigur (commander of the Aliyah Bet illegal
immigration campaign and founder of Shai, the Haganah intelligence
service) had marked him out as suitable to command the clandestine
immigration ships because in addition to his leadership skills and
fighting prowess, "there was something very hevreman [sociable] about
him. He was not the kind of clap-you-on-the-back hero. He was a man of
manners, the type who didn’t raise his voice. He was a man of
conscience and a daring fighter." He was also sensitive, and showed
special care for women about to give birth on the ship, Kaniuk said.

Kaniuk also said, "Many of the sabras were snobs. They felt like
heroes and did not show great sensitivity to the [Holocaust]
survivors. It was hard for them to get in touch with their
Jewishness. To Yossi, his Jewishness was important, as someone who had
grown up in Jerusalem and not in Tel Aviv or on a kibbutz."

Harel commanded the major clandestine immigrant operations, including
four ships: Knesset Israel, The Exodus, Atzma’ut and Kibbutz
Galuyot. By the time he was 28 he had been responsible for about
24,000 immigrants had come in under his command, more than one-third
of those smuggled into the country secretly between 1945 and 1948.

The Exodus, whose captain was Yitzhak "Ike" Aharonovich, went down in
history for its heroic voyage from France in July 1947, carrying 4,500
Holocaust survivors, and the fight for months to keep it from being
turned back by the British. Eventually the ship was forced back to
Europe and sailed to Hamburg, Germany.

But the high point in Harel’s career was not the more famous Exodus,
according to an earlier article in Haaretz by historian Dr. Aviva
Halamish. It was the two-and-a-half week voyage of the Knesset
Israel. The ship set sail in November 1946 from Yugoslavia with 4,000
souls on boad. According to Halamish, this voyage brought to the fore
the contrasts between the Yishuv, the Jewish community in pre-state
Israel, and the clandestine immigrants, who were Holocaust survivors
and "carried their struggle with them." Inspired by the story of the
Knesset Israel, the poet Natan Alterman wrote in the newspaper Davar
of the "division of labor" between the two groups.

Harel later went on to study mechanical engineering in the United
States. He was called back by Israel Defense Forces chief of staff
Moshe Dayan to command Unit 131, the intelligence unit that operated
the Israeli spy ring that collapsed in Egypt in 1954. Eventually,
Harel left the army and went into business.

Harel is to be buried tomorrow at Kibbutz Sdot Yam, near Caesarea.

tribute to victims of Armenian Genocide in Ottoman Empire.

Armenian President Serge Sargsian visited the "Tsitsernakaberd"
memorial accompanied by the country’s Prime-Minister Tigran Sargsian,
Speaker of the National Assembly Tigran Torosian, members of the
cabinet and the parliament.

Catholicos of All Armenians Garegin the Second prayed for innocent
victims of the genocide and a mourning mass started in Holly Echmiadzin
Armenian Apostolic Church center.

Today, on 24 April 2008, Armenians all over the world are commemorating
the 93rd anniversary of the genocide of Armenians in Ottoman Turkey
in 1915-1923. April 20-27 has been declared as a commemoration week
in Armenia.

Every year on April 24 hundred thousands of people from capital and
the regions of Armenia and from abroad, including the diplomatic
corps, diaspora representatives and guests, pay floral tribute to the
"Tsitsernakaberd" memorial.

Armenian genocide of 1915-1923 was the first genocide of the XX
century committed by the Young Turks Government in Turkey. Turkey
rejects the accusation of massacres and the killing of one and a half
million Armenians during World War I.

Recognition of the genocide fact is of principle importance to the
Armenian people, as the genocide was committed to put an end to the
Armenian cause.

Not only people, but also cultural values fell a victim of the
genocide. In 1915-1916 and in the next years thousands of Armenian
manuscripts kept in Armenian monasteries, and hundreds of historical
and architectural monuments were destroyed, and Armenian sacred places
were desecrated.

Destruction of historical and architectural monuments and
misappropriation of Armenian cultural values is going on in the
territory of Turkey.

YEREVAN, APRIL 23, NOYAN TAPAN. The current internal political and
economic situation in Armenia is close to a crisis one, political
scientist and economist Andranik Tevanian said at the April 23 press
conference.

According to him, a dialog between the authorities and the opposition
is impossible because of the absence of any bases for it. In his
opinion, in order to ease the internal political tension, it is
necessary to decentralize power, make radical reforms and create an
open economic and political system.

As for the opposition, according to A. Tevanian, it should move its
struggle to the field of local government elections. In connection
with election of Yerevan mayor, the political scientist attached
special importance to elections of the council of aldermen, saying
it would be incorrent of the opposition not to take an active part in
these elections. Especially given the fact that the local government
bodies have been turned into an institution of election rigging in
the country.

A. Tevanian said that property right is not protected yet in Armenia,
and the absence of legitimacy of property leads to illegitimacy of
power. As a result, every election, especially a presidential one,
creates a crisis situation in the country.

In his words, having intergrown with the authorities, big business
occupies a dominating position and either forces out or suppresses
small and medium business. He said that it is no accident that the
first step taken by the newly elected authorities was making amendments
to the law on simplified tax, which was a step against small and
medium business. He predicted that later when the authorities see that
"money is not collected by means of tax terror", they will have to
take some steps in the sphere of big business too.

A. Tevanian expressed an opinion that it is impossible to develop
economy by solving fiscal prolems only. In order to reduce the shadow
economy, amendments to tax and customs legislation should be made,
in particular, it is necessary to introduce progressive taxation when
big business pays proportionally more than medium business which in
its turn pays more taxes than small business.

ANCA-WR Joins California State Legislature for Armenian Genocide
Commemorations

Sacramento, CA – A resolution commemorating the 93rd anniversary of
the Armenian Genocide (SJR 24) was unanimously adopted by both the
California State Senate and Assembly on Monday, April 21, 2008. Led
by the Armenian National Committee of America – Western Region
(ANCA-WR), representatives from local ANC’s throughout the Greater Los
Angeles Area, Santa Barbara, California’s Central Valley and Northern
California attended the legislature’s commemoration ceremonies and
spent the day visiting with several State Senators and Assembly
Members.

"As a former congressional staffer, I assure you that you cannot
underestimate the importance of these types of visits," stated ANCA-WR
Board Member Peter Musurlian. "If the ANCA-WR did not regularly
organize advocacy days, California legislators would be getting
watered down information from others or worse, no information at all,"
he added.

Following visits with Senate Minority Leader Dave Cogdill and Assembly
Member Greg Aghazarian, ANC activists were welcomed to the state
capital with a reception hosted by Assembly Member Anthony Portantino.

At noon, Assembly Member Paul Krekorian led several colleagues,
including Sam Blakeslee, Mike Feuer and Mike Villines, in urging the
legislature to remember the genocide and the consequences of its
denial. Subsequently, Assembly Majority leader and Speaker Elect
Karen Bass as well as Little Armenia representative Assembly Member
Kevin de Leon introduced a motion allowing Krekorian to bring SJR 24
to the assembly floor for consideration where it was passed with
unanimous support.

The Assembly commemoration ceremony was followed by one in the Senate
chambers during which Santa Clara "Ani" chapter Homenetmen Scouts led
the flag procession and pledge of allegiance. Senator Joe Simitian
was joined by his senate colleagues in solemnly remembering the
genocide. A joint closing reception was also hosted by Krekorian and
Simitian.

"What we see today is really very much the result of the hard
grassroots work that the ANCA-WR has done year after year to try to
energize people, educate people, to engage public officials in
dialogue so that they understand why this issue matters to us but also
why it should matter to them," stated Krekorian.

Also attending the day’s ceremonies were Prelate Moushegh Mardirossian
of the Western Prelacy of the Armenian Apostolic Church of America and
Primate Hovnan Derderian of the Western Diocese of the Armenian Church
who delivered the opening prayers during the Assembly and Senate
commemorations respectively. Leading the advocacy day were ANCA-WR
Board Members Souzi Zerounian-Khanzadian, Peter Musurlian, Pattyl
Aposhian-Kasparian and Aida Dimejian. They were joined by ANCA-WR
Community Relations Director Haig Hovsepian and ANCA-WR Press
Secretary Ani Garabedian. Also in attendance was Father Vahan
Gostanian.

Haypost Introduces Insurance Services

Armenia to provide insurance services to its customers, the Press
Service of HayPost reported.

"As of June 1st, HayPost offices will extensively begin selling
insurance packages to everyone, ensuring a high accessibility
of insurance to all customers, regardless of their location and
socio-economic status," says the press release.

HayPost staff is being trained for obtaining the required professional
qualifications.

"This is a highly important partnership for HayPost. As part of
our expansion plans in the postal and financial services, and in
combination with the Postbank, HayPost will increasingly establish
itself as a ‘one-stop’ service center to make accessible all services
to even the most disadvantaged customer," General Director of HayPost
Hans Boon said.

In his turn, Executive Director of INGO Armenia Levon Altunyan said
that all the required documentation is being sent to the Central Bank
of Armenia to provide HayPost with the insurance license.

According to the press release, "the key result of this partnership
will be that all underserved customers – far and wide – will have
direct and easy access to HayPost and its postal, financial and now
insurance services.

HayPost closed joint stock company is the national postal operator
of the Republic of Armenia. It has 900 post offices and 41 regional
departments throughout the country. The company’s staff is 4,000
people. Under the agreement of November 30 HayPost was transferred
in trust to the Dutch HayPost Trust Management.
