Confined in departmental boundaries

This week a friend subjected herself to an academic interrogation. Her
aim? To scale the ivory tower of Turkish higher education. She sat on
a plastic chair and faced three professors. She had prepared herself
for hard questions, for after all the tests and forms this was the
first human contact. Here in this room they would determine whether
she was a suitable candidate for the university’s graduate program in
international relations.

As they shuffled their papers her mind raced over all the topics she
had studied in the past month: the legal rationale for war crimes
trials in The Hague; negotiations between Greek and Turkish Cypriots;
President Abdullah Gül’s visit to Yerevan and the possibility
of establishing normal diplomatic relations between Turkey and
Armenia; US support for Georgia in the recent battles with Russian
army units; the appropriateness of offering NATO membership to
Ukraine, Georgia and other former republics of the Soviet Union; the
implications of Turkish membership in the European Union for Russian
energy policy; also China’s burgeoning economy and its effect on
geopolitical power blocs and spheres of influence.

She also prepared for more general subjects, such as international
crisis resolution, international treaty law and global trade
agreements. But they threw her off balance with the first question:
What is the organization of the United Nations General Secretariat?

Do you mean like the UN Development Program, the World Food Program?
No, we mean what is the organizational structure of the General
Secretariat¦

She vaguely knew that the Executive Office of the secretary-general
branches down into a zillion agencies and departments, but could not
begin to reel off the list: Protocol and Liaison Services; Office of
the Spokesman for the Secretary-General; Global Compact Office; Office
of Internal Oversight Services (OIOS), Internal Audit Divisions;
Monitoring, Evaluation and Consulting Division; Investigations
Division; Office of Legal Affairs (OLA); Office of the Legal Counsel;
General Legal Division; Treaty Section¦etcetera, etcetera,
etcetera.

The candidate’s inability drew tight-lipped responses from all three
judges. Could she at least name the former secretary-general and name
his country of origin? She could: Kofi Annan, from Ghana. This
satisfied them that they were not dealing with a complete idiot, but
her interview did not go well.

To me this form of grilling for exclusive "knowledge" disregards every
education reform of the past 100 years. The high and mighty professors
value facts over concepts, value protocol over inquiry-based problem
solving.

Modern education theory favors critical thinking skills over rote
memorization. Teachers who want to imbue their students with a love of
learning emphasize the multidisciplinary approach to teaching, yet
this panel of master’s degree judges is not only confined by
departmental boundaries, it is bound in a straitjacket of uncritical
thinking.

If they were freethinking they might ask a candidate provocative
questions, such as what neuroscience can contribute to international
relations or how developments in computer science have affected
diplomatic communications.

I’ve seen more imaginative approaches to learning from grade school
teachers than these professor doctors showed in their simple
fact-checking test of candidates for a master’s degree. For example, I
read an interview of an elementary school math teacher who said he
worked on critical thinking skills with the very first lesson, one
plus one equals two. This teacher would ask his little charges a
simple question: When does one plus one NOT equal two?

A few of the studious kids had probably memorized the multiplication
table, at least through 12, and here was their teacher asking them to
violate the code. You can imagine them scrunching their eyes and
trying to think¦and he would let them think for a while. Then he
would say, how about when one river flows into another river?

He said the children’s eyes would light up with the realization that
simple math cannot always handle or explain simple physical events of
addition.

Come to think of it, that math teacher’s question sounds like a better
way to evaluate grad school candidates — for any department.

The Gori-Tbilisi railway bridge situated at a distance of 20 km. from
the town of Gori was repaired and put to operation yesterday afternoon.

This route will hereafter be used for the delivery of freight from
Georgia to Armenia. Let’s note that the bridge was damaged on August
16 as a result of the Georgian-Ossetian conflict and didn’t operate
thereafter.

[Presenter] Turkey has always been and will continue to be by
Azerbaijan’s side in the resolution of all issues, Turkish President
Abdulla Gul, who arrived in Azerbaijan yesterday [10 September], said
at a joint briefing held after his meeting with Azerbaijani President
Ilham Aliyev. Gul analysed the situation after his visit to Yerevan and
said that a new situation had emerged in the region and with regard to
the Nagornyy Karabakh settlement. He said that he had discussed all
this in detail with President Aliyev. In turn, Aliyev said that new
opportunities had appeared for the peaceful resolution of the conflict.

[Correspondent over video over briefing] There are some
promising factors and reports concerning the Nagornyy Karabakh
conflict. President Aliyev said this at a news briefing held after his
meeting with Turkish counterpart Abdullah Gul yesterday. The president
said that the new Armenian political leadership’s will and wise steps
were all that was needed for creating peace and normal relations in
the region.

[Aliyev, addressing the news conference] I and esteemed President
Abdullah Gul think that Armenia’s new leadership will continue making
efforts for resolution of the issue. There are also some promising
factors and promising reports. Of course, I would not like to get
ahead of developments. We are looking to the future with increasing
hopes. I want to believe that as a result of the efforts of Turkey,
Azerbaijan, Armenia and other countries, we will manage to ensure
peace in the region.

[Correspondent] President Aliyev also ruled out any changes in
Azerbaijan’s principles regarding the talks conducted for resolving
the conflict. Azerbaijan’s territorial integrity, the vacation of our
territories by the occupying units and the return of refugees and IDPs
to their lands should be ensured. Turkish President Abdullah Gul said
that he had received promising messages from Armenian President Serzh
Sargsyan during his visit to Yerevan and added that a new atmosphere
for the conflict’s resolution had emerged.

[Gul, speaking in Turkish] I hope that the Karabakh issue between
Azerbaijan and Armenia will be resolved through a dialogue,
understanding and mutual meetings. We think that new chances have
appeared for resolution of this issue which has lasted for 17 years. In
this regard, I returned from my visit to Armenia with hopes. I
think these issues may be resolved through meetings. Undoubtedly,
the vacation of occupied territories immediately [changes tack] These
will be very great steps. When an atmosphere of peace and stability
emerges, there will be major economic cooperation in the region.

[Correspondent] Aliyev said that Azerbaijani-Turkish ties are so strong
that nothing and nobody could affect this successful development and
sent a message that Armenians would take advantage of this successful
development if the Nagornyy Karabakh conflict was resolved.

[Aliyev] We can say with full certainty that the Turkish-Azerbaijani
policy and initiatives advanced in the region will usher in a new
atmosphere for further strengthening of stability today and in the
future. In one word, while discussing bilateral issues with the
esteemed president, the unfolding regional situation and the events
that took place, we once again saw that our positions and interests
are common and there is also no difference in our views on these
developments. This is very important as it further boosts traditional
friendly and fraternal ties between the two countries. On the other
hand, it is no secret that Turkey’s and Azerbaijan’s regional role
and chances of influence is increasing.

[Correspondent] Gul returned to his country last night after finishing
his meeting. In an interview with the Turkish media in his plane, Gul
said that the Armenians were willing to withdraw from the Azerbaijani
lands they had occupied.

I came to this conclusion at the meeting with Sargsyan. Naturally,
Armenians will withdraw from the lands they have occupied, refugees
will return to their lands and aggression will end, end of the quote.

YEREVAN, SEPTEMBER 11, NOYAN TAPAN. The report of the chairman of
the Control Chamber Ishkhan Zakarian on the efficiency of spending
state budgetary allocations in several sectors was discussed at the
September 11 working consultation held by Armenian President Serzh
Sargsyan with the participation of Armenian prime minister and the
head of the RA presidential supervisory service.

I. Zakarian presented the results of checks made at the RA ministry
of urban development, the RA ministry of agriculture, the regional
administration and communities of Syunik marz, and at the World
Bank-financed City Heating Program’s Implementation Office. He said
the checks revealed numerous shortcomings and upward distortions,
as a result of which considerable damage was done to the state.

NT was informed by the RA presidential press service that considering
this working style as unacceptable, S. Sargsyan said that those guilty
must be punished and the state must be indemnified for losses. "I want
all of you to know that state resources will be under a magnifier,
and those who are found to do unfair activity will be held accountable
with serious consequences," the president underlined.

S. Sargsyan gave instructions to the respective bodies, demanding that
a definite schedule be presented and then implemented consistently.

"Nothing good is expected from Turkish President Abdullah Gul’s visit
to Baku. We are closely watching the visits of Turkish officials
to Moscow, Yerevan, as well as the planned visits to Baku and
Washington", says the statement, released by the Organization for
Karabakh Liberation.

The statement says that by these visits and talks held during them
Turkey tries to defend its rights and strengthen its influence in
the region.

"Turkey’s attempts to improve relations with Armenia affect
Azerbaijan’s interests. We consider that by his visit to Azerbaijan,
Gul will try to persuade the Azerbaijani powers to make some
concessions in the Nagorno Karabakh issue", says the statement.

The Organization for Karabakh’s Liberation regrets that the Turkish
leadership has chosen such an undesirable position.

"Turkish leadership is ready to sacrifice Azerbaijan and Karabakh for
the sake of its interests. This position is peculiar of not Turkish
people but Turkish leadership. A wide movement against Gul-Erdogan’s
disgraceful policy has already started in Turkey.

We are confident that by means of joint efforts of the sociopolitical
structures of Azerbaijan and Turkey it would be possible to prevent
this disgraceful policy", says the statement.

on September 8. A Spain vs. Armenia match of the qualifying stage
of 2010 World Championship will be held in the city of Albasete on
September 10. The Public Television of Armenia will start a live
broadcast of the match at 1:00 local time.

A Turkey vs. Armenia match of under 21 footballers of the 2009
European Championship’s qualifying stage will be held in Istanbul
on September 9. Its live broadcast on Public Television channel will
start at 22:00 local time.

The Turkish youth team leads the table with 16 points. The Armenian
team is in 4th place with 10 points.

Monday with Norwegian Ambassador to Armenia Oyvind Nordsletten
(residence in Moscow), who is completing his diplomatic mission in
the republic, the RA MFA press office told PanARMENIAN.Net.

"Armenia is interested in development in relations with
Norway. Establishment of ADC joint venture offers a good opportunity
for IT cooperation," he said.

For his part, Ambassador Nordsletten stressed the importance of
cooperation within international organizations and informed that
Norwegian Environment State Secretary Heidi Sorensen will arrive in
Armenia on Sept. 9.

Ministry of Justice gives permission for the trial of writer Temel
Demirer under article 301 for saying that there was genocide of
Armenians in Turkey at a protest meeting held on January 20, 2007,
right after the murder of Hrant Dink.

Ministry of Justice has given permission for the continuance of
the trial of Temel Demirer under article 301 for saying that Hrant
Dink was not only killed for being an Armenian, but recognizing the
genocide as well.

Not surprised by this decision of the ministry, Demirer’s lawyer
Å~^iar iÅ~_vanoglu told bianet that if the ministry had refused giving
permission, then those more liberal minded judges would be willing
to use initiative."

"We were expecting this decision. With this decision, they have just
proven that their promises regarding the European Union, democracy,
the structural reforms and the human rights are all fairytales. On
the one hand, they go to Armenia to watch a game, on the other hand
they are filing cases under article 301."

It was Minister Å~^ahin who gave the permission According to the new
version of article 301, a permission from the Ministry of Justice is
required to try cases under this article.

Demirer’s case went to the ministry on May 15 and minister Mehmet
Ali Å~^ahin decided to allow the case to proceed.

He is on trial for asking people to commit article 301 crime for
301 times

Demirer is accused for "provoking people to hatred and hostility"
for his speech in Ankara on January 20, 2007, the next day after the
murder of Hrant Dink.

The indictment prepared by prosecutor Levent SavaÅ~_ on January 24,
2007 is based on police reports, tape recordings and CD’s. The
indictment claims that Demirer made the following speech in the
meeting where Hrant Dink’s murder was protested:

"I will be brief. (…) We live in a country where not shouting
the truths partners with murder. Hrant was killed not only because
he was an Armenian, but because he voiced the truth of genocide
in this country. If the Turkish intellectuals do not commit this
crime of article 301 301 times, then they will be accomplices to
this murder. There is genocide in our history. Its name is Armenian
Genocide. Hrant told this truth at the expense of his life. I commit
the crime and I ask everyone to do the same. Those who do not commit
this crime against this state are those who share the responsibility of
the murder of Hrant Dink. Those who massacred Armenians yesterday are
attacking our Kurdish brothers today. Those who desire the brotherhood
of the peoples must settle with this history. We have to commit this
crime, so what happened to our Armenian brothers yesterday will
not happen to our Kurdish brothers. I ask everyone to commit this

semi-finalists Turkey started their FIFA World Cup qualifying campaign
with a win against Armenia in Yerevan.

Frustrating hour
The visitors were frustrated for an hour at the Hrazdan Stadium until
Middlesbrough FC forward Tuncay broke the deadlock and Semih, scorer
of crucial late goals for Fenerbahçe SK last season and for his
country in the summer, made the points safe with 13 minutes remaining.

Early chances
Both sides preferred an attacking approach early on, producing an
entertaining opening to the Group 5 contest. Semih could have put
Fatih Terim’s team in front just two minutes in but home goalkeeper
Roman Berezovsky was equal to the effort, before Hamlet Mkhitaryan
responded by forcing Turkey’s Volkan Demirel into a smart save.

Wasteful Erdinç
Mevlüt Erdinç was the most profligate of the Turkey players in the
first half, firing a presentable opportunity wide on the half-hour
before spurning another chance before the interval by failing to beat

Overdue goals
The 22-year-old supplied the assist on 61 minutes as Tuncay dispatched
his finish into the roof of the net from three metres. Turkey looked
more comfortable thereafter and it was no surprise when they doubled

ARMENIAN, TURKISH LEADERS DECIDE TO ESTABLISH BILATERAL RELATIONS

Following the official reception at [Yerevan’s Zvartnots] airport
Armenian President Serzh Sargsyan received [Turkish President]
Abdullah Gul in his residence today. The presidents’ meeting was
accompanied by both countries foreign ministers.

Sargsyan noted that the direct contacts between the neighbouring
states are only positive method to normalize relations. In turn, the
Turkish president also invited the Armenian president Serzh Sargsyan
to jointly watch the match between the national teams of both
countries in Istanbul. The presidents also spoke about the
normalization of bilateral relations, exchanged views of the recent
developments in the region and of problems.

Gul said that the president Sargsyan has taken the first step by
inviting him to Armenia and he accepted Sargsyan’s invitation, turning
it into the joint initiative which could be an example to whole
region.

Sargsyan said that it was possible to discuss any even more difficult
issues through a dialogue. We should make attempts to solve current
problems in order to not leave their solutions to the future
generation, Sargsyan said.

The two presidents also discussed Turkey’s initiative on setting up a
stability and security pact in the Caucasus. The Armenian president
described Turkey’s initiative as a step aimed at establishing
favorable atmosphere in the region. The presidents of both countries
noted that this meeting is a serious signal for the continue of
dialogue in the future and it should be the agenda for the further
activities of the Armenian and Turkish foreign ministers.

Following the one-to-one meeting, Sargsyan said at a brief interview
with journalists that both presidents hope that they are capable of
demonstrating the goodwill for the solution of problems between the
two countries in order to not to leave them to the future
generation. Sargsyan added that he saw the readiness and desire for
the establishment of stability and peace in the region which made him
happy.

In turn, the Turkish president noted that at a meeting with Sargsyan,
they exchanged views on turning the Caucasus into the region of
stability and cooperation. He added that they displayed the political
will to establish a suitable atmosphere between Armenia and Turkey for
resolving the current issues. He said that he was sure that his visit
will create an opportunity to settle bilateral relations between the
two countries. Gul thanked the Armenian president for the support of
Turkey’s initiative on setting up a stability and security pact in the
Caucasus.
