YEREVAN, DECEMBER 4, NOYAN TAPAN. The Armenian parliament on December
4 approved the 2009 annual program of activities of the Control
Chamber. The chairman of the Control Chamber Ishkhan Zakarain said
that the program includes manadory control of the government reports
on execution of the 2008 state budget and of the 2008 program of
state property privatization, as well as the conclusions on the
2008 annual report of the Central Bank of Armenia. Besides, the use
of state budgetary allocations and transfer of budgetary revenues by
several state bodies are subject to control. Among these bodies are the
Constitutional Court, the judicial department, the prosecutor’s office,
about 20 ministries and departments, and the regional administrations
of Armavir, Lori and Shirak marzes. The program envisages for the
first time the examination of purchases for state needs by the State
Procurement Agency. The 2009 program includes a number of themes which
were either not studied or studied partly in 2008, as well as themes
which were considered risky.

In 2009 the Control Chamber will control the use of credit resources
by 5 credit programs implemented with the support of foreign
states and international financial organizations. Besides, the
ministries of healthcare, nature protection, agriculture, transport
and communication, and urban development were selected and will be
supervised from the viewpoint of using state budgetary allocations
for a number of programs. The use of financial resources, including
off-budget ones (in particular, resources of "Yerevan" Fund) by
Yerevan municipality will be examined as well.

The National Assembly speaker Hovik Abrahamian said that the indicated
measures will contribute to transparency of the Control Chamber’s
work. He said it is unacceptable when several bodies conduct checks
at the same organization. In his words, budgetary resources should
be controlled and "no one has the right to slip his hand in the state
budget’s pocket".

ArmInfo. Azerbaijani Prime Minister’s visit to Georgia got underway
Thursday. Premier Artur Rasizade participates in the session of
Georgia- Azerbaijan Intergovernmental Economic Commission.

Georgian media reported that the commission discussed bilateral
cooperation in the sphere of energy, transport and trade. Rasizade
and his Gerogian counterpart Grigol Mgaloblishvili discussed joint
projects, including Baku-Tbilisi-Kars project. A. Rasizade expressed
hope for completion of the project by 2010. He said Georgia, Azerbaijan
and Turkey will set up a group to control the implementation of
the project.

"Armenia can not join the Nabucco project until it occupies the
Azerbaijani lands", Azerbaijani Prime Minister Artur Rasizade told a
press conference in Tbilisi. "We support any new project and it can
involve any countries, yet until Armenia occupies the Azerbaijani
lands, it can not join any of such projects", Rasizade said.

The sitting of the Committee of National Security Councils of the
Collective Security Treaty Organization will take place in Armenia
December 9-10.

CSTO Deputy Secretary General Toktasin Buzubayev informed that the
agenda includes issues of further development of the organization.

"The Security Council Secretaries will discuss issues connected with
the intensification of efforts for fighting terrorism and radicalism,
strengthening of the struggle against drugs trafficking, resisting
illegal migration, preventing technical and natural disasters, etc.,"
the Deputy Secertary General said.

The sitting of the Committee of CSTO National Security Secretaries
will be chaired by the Secretary of the National Security Council of
Armenia, Arthur Baghdasaryan.

Arthur Baghdassaryan told reporters in Tehran on Monday that Iran
and Armenia inked ten agreements on security, political and economic
cooperation, IRNA news agency reported.

Baghdasaryan said his talks with the Iranian officials were
"fruitful" and referred to his talks with the Iranian President
Mahmoud Ahmadinejad as "promising."

During a meeting with his Iranian counterpart Saeed Jalili, he said
that Armenia supports Iran’s "civilian nuclear program," said the
report.

Hailing Iran’s positions on the region’s critical issues, Baghdasaryan
called on Iran to actively cooperate in Caucasus security issues.

"Iran’s basic policy seeks practical support for promoting regional
peace and preventing crisis," Jalili said, adding that "cross-regional
forces’ interference only creates crisis and regional issues need to
be settled only by regional countries."

In the meantime, Jalili said that "Tehran and Yerevan enjoy
longstanding historical and friendly ties. Therefore, they can develop
those ties."

After the private meeting His Holiness Pope Benedict XVI and His Holiness
Catholicos Aram I, had their public meeting in the Vatican. They presided
over a special church service especially prepared for this occasion.

At the end of the service, greeting the visit of His Holiness Catholicos
Aram I, the Pope said that this meeting today "stands in continuity with the
visit which you made to my beloved predecessor Pope John Paul II in January
1997, and with the many other contacts and mutual visits which, by God’s
grace, have led in recent years to closer relations between Catholic Church
and the Armenian Apostolic Church". He referred to the 20th century, as a
"century, which proved a time of unspeakable suffering for your people. The
faith and devotion of the Armenian people have been constantly sustained by
the memory of the many martyrs who have borne witness to the Gospel down the
centuries".

Speaking about the ecumenical relations of the Catholicosate of Cilicia,
Pope said that "The See of Cilicia has long been involved in encouraging
positive ecumenical contacts between the Churches". His Holiness also
referred the Christian presence in the Middle East: "I cannot fail to assure
you of my daily prayers and deep concern for the people of Lebanon and the
Middle East. How can we not be grieved by the tensions and conflicts which
continue to frustrate all the efforts to foster reconciliation and peace at
every level of civil and political life in the region? Most recently we have
all been saddened by the escalation of persecution and violence against
Christians in parts of the Middle East and elsewhere. Only when the
countries involved can determine their own destiny, and the various ethnic
groups and religious communities accept each other fully, will peace be
built on the solid foundations of solidarity, justice and respect for the
legitimate rights of individuals and peoples" said the Pope.

His Holiness Catholicos Aram I addressing His Holiness the Pope said that
"we must continue the ecumenical journey of our predecessors. We firmly
believe that this is the only way, sustained by our Lord’s commandment of
love and unity that shall lead us to a common mission in a world in dire
need of the life-giving message of the Gospel". He reminded the Pope that
"the ecumenical relations and collaboration of our two Churches are deeply
rooted in our respective histories. In fact, due to geo-political
circumstances, when the Armenians were obliged to leave Armenia and
establish their national and political life in Cilicia, the Armenian Church,
too, moved its administrative center, the Catholicosate, from Armenia to
Cilicia. This new environment, with its multi-religious, multi-confessional
and multi-ethnic character, engaged the Armenians in a creative and dynamic
interaction with the Latin and Byzantine Churches".

His Holiness referring complexities and polarizations of the world, as well
as the corrupted values and violation of human rights the growing poverty,
the genocides, denial of freedom and self determination and different form
of injustice and discrimination, said that "in spite of our doctrinal,
ecclesiological and theological differences, we must work together on the
basis of our common apostolic faith and in faithfulness to our common
calling". Catholicos Aram I also emphasized the importance of
inter-religious dialogue He said: "The world of today, with its growing
pluralism, manifested in all spheres and aspects of the society life, calls
our Churches to involve themselves in a responsible inter-faith dialogue. We
are living in a globalized world characterized by interdependence and
interaction. We must become part of the dialogue that preserves and
articulates the integrity and uniqueness of Christian faith and opens God’s
revelation, enfolded in the Bible and the Tradition, to other religions,
while at the same time, respecting their traditions and values. Lebanon,
where I come from, is, indeed, a country of such dialogue".

This public ceremony was followed by a lunch between two spiritual leaders
accompanied by Cardinals and Archbishops.

Azerbaijan, Baku, November 24/ Trend News corr R. Novruzov/ The
Nagorno-Karabakh conflict will be key subject of discussions during
intermediary visit of Turkish Foreign Minister Ali Babacan to Baku. The
visit is scheduled to take place on November 30-December 1, Embassy
of Turkey to Azerbaijan said.

During his official visit Babacan will hold talks with Azerbaijani
officials.

The conflict between the two countries of the South Caucasus began
in 1988 due to Armenian territorial claims against Azerbaijan. Since
1992, Armenian Armed Forces have occupied 20% of Azerbaijan including
the Nagorno-Karabakh region and its seven surrounding districts. In
1994, Azerbaijan and Armenia signed a ceasefire agreement at which
time the active hostilities ended. The Co-Chairs of the OSCE Minsk
Group (Russia, France, and the US) are currently holding peaceful
negotiations.

The talks on the settlement of Nagorno-Karabakh conflict will be
subject of discussions also during the meeting between Turkish and
Armenian Foreign Ministers Ali Babacan and Edward Nalbandyan to be
held today in Istanbul.

SARGSYAN MEETS WITH POLITICAL FORCES TO DISCUSS KARABAKH

President Serzh Sargsyan and representatives of Armenia’s political
forces discussed the current stage in the Nagorno-Karabakh settlement
behind closed doors on Thursday.

The discussions will help clarify opinions and approaches and help
forge a common position on individual issues, Sargsyan said at the
start of the consultations.

Such a mechanism of discussions will facilitate decision-making by
political forces and will stimulate further development of the
political field, he said.

In the future, consultations on the Karabakh settlement could be held
in Nagorno-Karabakh, he also said.

Sargsyan said all discussions would be closed-door.

Meanwhile, representatives of the opposition Armenian National
Congress, led by ex-President Levon Ter-Petrosian, did not participate
in the meeting with the president, according to Interfax sources.

A Turkish delegation has arrived in Armenia to try to discuss the
problems existing in the Armenian-Turkish relations. The meetings
are unofficial and take place on the level of NGOs.

Expert of the Turkish TESEF organization, engaged in international
political programs, Aybars Gorgulu told "Radiolur" that much
propaganda and work is needed for the opening of the border, because
the Turkish society is not united in its attitude towards the warming
of Armenian-Turkish relations.

Aibash Gyorgulu presented his book titled "Turkish-Armenian Relations:
The Vicious Circle." It’s worth mentioning that melting ice is depicted
on the cover of the book. Gorgulu noted that the Armenian-Turkish
relations depend on three important factors: settlement of the Karabakh
issue, opening of the border and recognition of the Armenian Genocide.

Agreeing with 95% of what the Turkish expert said, Director of the
Caucasus Institute Alexander Iskandaryan does not think, however,
that the above-mentioned three reasons and the problems deriving from
them are a real obstacle to the improvement of the Armenian-Turkish
relations.

"For example, Syria lays territorial claims to Turkey, but the border
between the two countries is open, and people can move freely. The
Karabakh issue is not a reason, either. Speaking about the improvement
of relations, Armenia does not demand from Turkey to first solve
the problem existing in a third sate, i.e. the Cyprus issue. As for
the Armenian Genocide issue, it will always remain in the minds of
both peoples, but that factor should not be politicized, Alexander
Iskandaryan said.

"The lack of will can be easily explained with uncertainty. Armenians
and Turks do not trust and are afraid of each other," Alexander
Iskandaryan noted. Turkish colleagues told him about a public opinion
poll in Turkey, according to which Turks sometimes think about Armenia
as a country "from sea to sea," which claims Turkish lands and wishes
to invade those.

Experts of both sides realize that the active propaganda should
be constant, because the improvement of relations brings about new
problems. For example, the Turkish villages near the Armenian border
are very poor, and in case the border is opened, they will immediately
try to find job or do business in Armenia. The reactions to these
steps should be predictable.

The second probable issue is connected with mass tourism. The Director
of the Caucasus Institute tells that when traveling to the ruins of
the Armenian capital of Ani, he never saw the word Armenia or Armenian
on any plaque. "I have seen only Kars. I have not seen Van, Erzrum,
Akhtamar, but I have heard in what condition the20Armenian historic
monuments are," Alexander Iskandaryan noted, predicting that Armenian
tourists will not give a calm reaction when they see those facts.

court of Armenia because the judge was sick, said Hayk Khandjyan,
the director of "Be Line" company.

"Vimpelcom and Armentel ignore the legislation of Armenia and they act
under "Beeline" brand," said the director of the company and added that
the company has also applied to the European Court of Human Rights.

"We have proposed four principal issues: to elaborate a package of
solutions to be implemented with all their clear-cut components,
ensuring the primary importance of the NKR status and security; to
discuss the issues concerning the territories and refugees in the
domain of mutual demands, to restore the territorial integrity of
Artsakh and to return the Armenian lands with a total area of around
1000 square kilometers.

During the negotiations, it is necessary to make a clear-cut
distinction between the place and role of the Republic of Armenia
and Artsakh. Armenia should be the guarantor of the security of
Artsakh. And Artsakh, as a conflicting party, should by all means
participate in the talks. Armenia cannot leave Artsakh alone;
neither can it replace the country," ARMEN ROUSTAMYAN said to our
correspondent yesterday.
