Les avocats americains de descendants de victimes du genocide
armenien ont invite jeudi a la negociation deux banques allemandes
accusees d’avoir conserve les avoirs deposes par des clients armeniens
assassines en 1915.

Les avocats Brian Kabateck, Mark Geragos et Vartkes Yeghiayan,
eux-memes d’origine armenienne, ont appele la Deutsche Bank et la
Dresdner Bank a les rencontrer pour tenter de resoudre ce conflit a
l’amiable, ont-ils affirme lors d’une conference de presse a Berlin.

Me Garagos, qui avec ses collègues a depose en janvier 2006 en
Californie une plainte en nom collectif ("class action") contre les
deux etablissements bancaires pour leur rôle dans l’empire ottoman
en 1915, a donne en exemple les assureurs americain New York Life et
francais Axa, qui, vises par des plaintes similaires, ont finalement
accepte, après negociations, de verser des dedommagements.

"La Deutsche Bank devrait faire comme New York Life et chercher
un accord, plutôt que de faire de l’obstruction juridique. Nous en
appelons a la Deutsche Bank et a tous ceux qui font des affaires avec
elle", a souligne Me Garagos.

Les trois avocats, recus jeudi matin au ministère allemand des Affaires
etrangères, ont accuse la Deutsche Bank d’avoir cherche a corrompre
un des temoins qu’elle voulait faire citer, un historien specialiste
du genocide armenien.

Contactee par l’AFP, la direction de la Deutsche Bank a Francfort
(ouest) a dit "rejeter l’ensemble de ces accusations".

"Nous considerons que cette action en justice n’a aucune chance
d’aboutir", a indique Ronald Weichert, un des porte-parole du groupe
bancaire.

Un porte-parole de la Dresdner Bank, Martin Haluza, a egalement
declare que la plainte ne peut aboutir, "car les plaignants n’ont
aucune preuve pour les reproches qu’ils avancent".

Selon les plaignants, la Deutsche Bank et la Dresdner Bank auraient
conserve les actifs deposes par les Armeniens avant 1915, puis verse
cet argent a l’Empire ottoman, allie de l’Allemagne durant la première
guerre mondiale.

En octobre 2005, le groupe d’assurance francais Axa avait accepte de
verser une indemnisation de 17 millions de dollars aux descendants de
porteurs de contrats d’assurance-vie decedes lors du genocide armenien.

Cette decision etait intervenue au terme d’une mediation menee en
Californie entre le groupe francais et ces descendants qui avaient
egalement lance une action judiciaire civile en nom collectif.

Un accord similaire avait deja ete signe avec la compagnie americaine
New York Life en 2000 pour 20 millions d’euros.

YEREVAN, MAY 8, NOYAN TAPAN. In January-March 2007, excise tax revenues
of the RA state budget amounted to 8.5 bln drams (over 23.6 mln USD),
which accounted for 9.4% of tax revenues. According to data of the RA
Ministry of Finance and Economy, more than 5.9 bln drams was received
from taxation of imported goods liable to excise tax, including
2.7 ln drams – from taxation of imported gasoline and diesel fuel,
and 2.5 bln drams – from taxation of imported cigarettes. Excise tax
revenues of the RA state budget from taxation of excise tax-liable
goods of domestic prouction made 2.6 bln drams, including 1.1 bln
drams – from sale of cigarettes. The amount of excise tax declined
by 6% or 546.2 mln drams on the same period of last year, which is
mainly conditioned by a decline in revenues from sale of alcoholic
drinks of domestic production, as well as by a decline in imports
and production of cigarettes.

In the first quarter of 2007, profit tax revenues of the RA state
budget made 15.5 bln drams or 17.2% of tax revenues. In 2007, the
tendency to high growth of profit tax continued: its amount increased
by 34.4% or about 4 bln drams on the same period of last year. The
growth is mainly due to an increase in payments made by non-state
enterprises, including those with foreign investments, as well as by
a growth in profit tax paid based on the minimum – 1% rate.

Income taxes of over 8.4 ln drams were transferred to the RA state
budget in the first three months of this year, which ensured 9.4%
of tax revenues.

Most of the income taxes was collected at the expense of revenues
from execution of labor and civil contracts, which made over 7.9
bln drams. Income taxes grew by 11.3% or 857.8 mln drams on the same
period of 2006. Revenues received from execution of labor and civil
contracts were the main source of the indicated growth.

Young women are applying and being admitted to college in record
numbers, and on most campuses across the nation they are outnumbering
men. According to the NACAC (National Association for College
Admission Counseling) State of College Admission report published
in 2006, 58 percent of college applicants, and college students, are
women. However, many of these women are checking into their college
dorms with some heavy baggage: eating disorders.

Courtney E. Martin, author of "Perfect Girls, Starving Daughters"
(Free Press), says eating disorders are epidemic among young women,
and she thinks the pressure of college admissions can exacerbate
eating disorders among high school girls.

"The quintessential candidate for anorexia is the high-achieving young
woman," she says. "For young women who want to control every facet
of their lives, controlling what you eat can be a very satisfying,
very finite focus. You may not have any control over whether you get
into Harvard, but you can sit and cut your one piece of cheese for
the day into 10 tiny pieces, and in that realm you are in control
and have transcended the messiness of life."

Martin says the scrutiny of college admissions creates young women
who want to appear flawless, both on their applications and in life.

"Girls think they have to be perfect. They have to have a resume that
includes every possible angle, and in terms of body image, that’s
where all that anxiety can resonate. It’s about being the beautiful,
smart, athletic, popular girl, and that’s all tied up with being
thin. It’s an ambition project that the college admissions process
really encourages."

Martin says the roots of perfectionism and eating disorders begin in
childhood when young girls are told that they should reach for the
stars. "My generation was raised to believe we could be anything, and
we heard in our own distorted reception that we need to be everything."

But much of the pressure to be thin, or perfect, comes from within.

One girl, an immigrant from Armenia whose family struggled financially,
tried to become the "perfect" daughter. She tried to embody the
American ideal by becoming thin, rich and educated. Though she is
now successfully putting herself through college, she laments her
"love handles and cellulite" and says she feels "deeply ashamed"
at her failure to have a perfect body.

Martin, a graduate of both Barnard and NYU, recalls the women in her
undergraduate dorm monitoring their food consumption or vomiting to
purge the calories. She tells of girls who exercised obsessively to
ward off weight gain.

Martin explains that her peers rationalized their eating and
exercise disorders using "irony and humor," claiming that while "being
Barbie-like is unoriginal, resembling the (thin) actress Chloe Sevigny
is hip."

Martin says that a typical "Perfect Girl, Starving Daughter" would
be the girl who appeared to have it all together.

"It’s the girl who everyone thinks is really smart and can go to any
college she wants," she says. "She gets high grades and is good at a
couple of sports and is maybe the captain. She’s maybe artistic music
or writing she’s attractive, thin, and all of this looks effortless;
it seems like she’s doing this without a lot of energy being put
into it. But the starving-daughter part is that underneath all of
that illusion of perfection is someone who probably feels tremendous
pressure to excel in all these areas."

Martin’s book offers a comprehensive list of resources and treatment
centers for young women with eating disorders. And though she offers
some good advice aimed at self-acceptance and change, she also says,
"For real girls with real lives, eating disorders and real problems
may not have the perfect ending."

championship took place in Bratislava (Slovakia) on May 4-6. The team
of Armenia also participated in it. As the Noyan Tapan correspondent
informs from Bratislava, President of Slovakia Ivan Gasparovic and
Honourary Chairman of the Karate Federation of Slovakia, National
Council deputy were present at the opening.

The latter actively participated in 2004 at the National Council
of Slovakia in adoption of the resolution concerning the Armenian
Genocide.

Men’s team of Russia and women’s team of Spain won the Europe
champion’s title at the team struggle.

Chairman of the Karate Federation of Armenia Grigor Mikayelian and
members of the Armenian team laid wreaths at the Armenian khachkar
(cross stone) in Bratislava. The khachkar is placed in memory of
adoption of the resolution concerning the Armenian Genocide by the
Parliament of Slovakia.

In honour of the Armenian sportsmen, an agreement on developing
the ties between the Karate Federations of Slovakia and Armenia was
reached during the dinner party organized by Chairman of the Armenian
community of Slovakia Ashot Grigorian. A. Grigorian also emphasized
the importance of supporting Armenian sportsmen during performances
in other countries by the Armenian communities.

Too Much Hip-Hop In Holocaust Message

It’s been a week of sensory overload of the Jewish kind. Not that
there’s anything wrong with that.

In fact I quite like being bombarded with material – theatrical,
musical and newsworthy – that has my people at its epicentre.

It makes me feel strangely alive, as though I’m grappling with
questions and subject matter that have a unique significance.

I know it is less than fashionable to be so ethnocentric these days,
but habits formed and evolved over half a century are not so easy
to break. And if the truth be told, I suppose I’d really rather not
change them, anyway.

That said, there’s quite a lot I’d change about the video clip on
YouTube (). It is a fusion of classical
violin, modern ballet and hip-hop generated by a group calling itself
"Gedenk," the Yiddish word for remember.

Its comrades claim it is a humanitarian movement established in 2006
to educate people about antisemitism and the Holocaust.

Its broader task, they tell us, is the education of youth and the
general population about the consequences of bigotry and hatred,
citing the outrages of the Armenian, Roma, Rwandan and Darfur genocides
alongside the Jewish.

All very fine and commendable, one would think, a) before reading
the blurb in its entirety and b) before playing the excruciating
video clip.

"Gedenk will use commercial outlets, i.e. music, dance, billboards and
celebrities to communicate its message and make the Jewish Holocaust
relevant to today’s youth. Those that do not speak up are as guilty
as the criminals themselves! …

"We believe it is no longer acceptable to remain silent, for it is
today’s generation that is responsible for remembering the history
of the world and insuring that such heinous crimes will never be
tolerated again."

As my daughter remarked in one of her pithier responses to this
gelatinous outpouring, why do we so desperately need to "reach?"

The whole idea of reaching is a reach in and of itself. Just as it
is impossible to explain the excruciating pain of limb-breakage to
someone who has never broken a leg or an arm before, so is it equally
impossible to keep "reaching" people to communicate one’s pain at
the Holocaust almost 70 years on.

The most important thing, she reminded me, the vital thing, is the
building of relationships outside the community.

This is what saved some Jews during the Holocaust – the fact that
they had people on the outside who cared about them enough and were
brave enough to put their own lives on the line for Jews in danger.

Heaven forbid that I would suggest that those who weren’t saved by
outsiders were somehow at fault. Nothing could be further from my mind.

There is nothing those Jews then could have done to change their
collective fate. It was a nightmare long coming and unstoppable once
it had arrived.

But 70 years on we need to develop the idea of building relationships
with the wider community at a far more individual core.

We need to stop with the try-hard hip-hop artists, the sexy violinists
and the naked dance troupes in a truly horrendous propagandising
effort to force others to feel our pain.

This technique only appeals to Jews so desperate to "reach" others
with their own overpowering emotions that they are in denial about
the way such burlesque play-acting will be viewed in a world whose
legs and arms, on the whole, have not been broken.

As my daughter so succinctly nutshelled it for me: If you think holding
on to your ethnicity is more important than marrying someone you love,
than establishing deep connections with members outside the tribal
group, that’s fine.

It’s more than fine. It’s how many of us choose to live our lives.

But you can’t have it all. Making ethnicity the primary factor inside
which one’s entire existence is cocooned can endanger you, too.

In the light of all history has taught and shown us, it is simply
unrealistic to believe that we need never change, that we don’t
deserve to have any problems simply because of who and what we are.

Holding onto our ethnicity exacts a heavy price, and unfortunately
for the young "Third Generation Holocaust Survivors" of Gedenk, all
the singing of simplistic hip hop, dancing by naked artistes smeared
with dirt and wielding of violins by curly-headed, flashing-eyed Jewish
lassies is not enough currency to ensure the scenario of ‘Never Again.’

In the real world, it will require much more than YouTube.

Then there was this amazing theatrical performance I attended in a tiny
space – seats 40, perhaps 60, but only with a very large shoehorn –
that was everything the above video-nonsense was not.

There is also the issue of lycra and rabbis and sexy women’s bodies,
but I see it’s all too much for one week, so perhaps it would be best
to take up the slack with a digest of that material at a later date.

Still, for the sake of those in search of a truly original experience
of theatre, I would strongly urge all those who have not yet done
so to make their way to Natalie Krasnostein’s amazing performance of
her one-person cabaret, In God’s Bedroom.

She describes it as a one-woman, one-God, one-act show featuring God,
King David, Natalie Krasnostein and others in a singing, dancing,
story-telling expose of love, suffering, abandonment and joy.

Everything and more you ever wanted to know about God’s relationship
with the stiff-necked tribe of Jews is here for the asking.

It’s funny, it’s moving, the songs – original and performed by Natalie
and accompanied by the understated, immensely talented Adam Starr –
are astonishing.

It’s also extremely witty and surprisingly sophisticated. Don’t miss
it. It’s theatre as it should be. Quite exhilarating and midrashically
illuminating. You’ll find some wonderful ideas explored and performed.

And I assure you, I’m much less likely to want to instigate a new
Holocaust – and much more likely to want to dissuade others from
doing so – after watching a performance like that than after being
assailed by the trite "kitschy crap" (to quote the outraged friend
who sent it me) courtesy of Gedenk and YouTube.

YEREVAN, MAY 4, NOYAN TAPAN. Students of the Yerevan State University
and a number of other higher educational institutions organized an
action of protest on May 4 in front of the RA Government building,
demanding to increase quality of the educational system and decrease
corruption phenomena. A student strike was announced at the YSU on
the same day.

In the words of Karlen Khachatrian, a member of the initiative group
of the Hope (Huys) youth movement, the movement proposes a number
of mechanisms for solution of the mentioned problems. Particularly,
the number of ones entering higher educational institutions must be
defined as, in his words, the number stated during the entrance exams
does not correspond to the number of entrants.

In K. Khachatrian’s words, this period of time was chosen for the
protest as it is a pre-electoral period and it is supposed that
their voice will be more audible. It was mentioned that the students
presented their demands to the RA Prime Minister in the written
form. The students will continue their action of protest in the case
of not getting solutions to the demands.

Yerevan, 3 May: None of the political parties participating in the
[12 May] parliamentary election will be able to gain an absolute
majority in the new parliament, the head of the Sociometer Centre and
well-known sociologist, Aharon Adibekyan, told a news conference at
the Urbat discussion club today.

He said that the centre had conducted a public opinion poll among 1,650
citizens in all the 10 regions of the republic, on their preferences
in the forthcoming election.

Before announcing the results of the survey, Adibekyan stressed that 19
per cent of the people questioned intend to take part in the election
but have not decided who they will vote for. "This is the part of
the constituency that is expected to be bribed," the sociologist said.

Concerning the results of the survey, Adibekyan said that 34 per cent
out of 56.6 per cent of those who have decided on who to vote for,
favour the [member of the governing coalition] Republican Party of
Armenia and 32 per cent will vote for the Prosperous Armenia Party.

The Orinats Yerkir (Law-Governed Country) Party gained 12 per cent, the
[member of the governing coalition] Armenian Revolutionary Federation –
Dashnaktsutyun [ARFD] has 11.2 per cent and the National Unity Party
has 7 per cent.

The Dashink [Alliance] Party, headed by the former chief of the
Nagornyy Karabakh defence army [Samvel Babayan], had the most rapid
increase of rating. It gained 3 per cent. The Heritage Party headed
by Raffi Hovhannisyan gained 4.2 per cent. The People’s Party headed
by Tigran Karapetyan had 4.8 per cent, and the United Labour Party
gained 3.6 per cent. The [opposition] People’s Party of Armenia headed
by Stepan Demirchyan has an extremely low rating, 1.8 per cent,
"which can be explained by the fact that Stepan Demirchyan managed
to practically lose all his rating during the last four years. His
rating could be explained by the name and the authority of his father,
first secretary of the central committee of Armenia’s Communist Party,
Karen Demirchyan, who was killed by terrorists in October 1999,"
the sociologist said.

Adibekyan stressed that if the single mandate and proportional seats
in parliament are added up, the results of the survey show that they
will be distributed in the following manner: the Republican Party
of Armenia will get 55-60 seats, the Prosperous Armenia Party 35-40
seats, the Orinats Yerkir Party and the ARFD eight to 12 seats, and
the Heritage Party, the National Unity Party, the People’s Party,
the United Labour Party and the Dashink Party three to six seats,
Aharon Adibekyan said.

YEREVAN, MAY 3, NOYAN TAPAN. The RA Appeal Court of Criminal and
Military Cases on May 2 left unchanged the decision of the court of
first instance to extend the arrest of Vardan Malkhasian charged with
making public calls for taking state power by force.

To recap, V. Malkhasian has been under arrest since December 12,
2006, and by the April 5 decision of the court of first instance,
the term of his arrest was extended until June 10.

Mushegh Shushanian, lawyer of V. Malkhasian, told NT correspondent
that the Appeal Court did not take into consideration the request
of the defence to create equal conditions for V. Malkhasian,
who is registered as a candidate for deputacy to participate in
the parliamentary elections by the majoritarian electoral system,
with other candidates for deputacy. The lawyer noted that the court
ignored the requirement of Article 111, Part 6 of the RA Electoral
Code, according to which a candidate for deputacy may be arrested
only in case of consent of two thirds of the total number of members
of the Central Election Commission (CEC).

In the words of M. Shushanian, the RA Cassation Court does not
mainly accept for examination the applications disputing decisions of
the Appeal Court, so he will appeal to the European Court of Human
Rights. The decision to choose arrest with respect to V. Malkhasian
has already been appealed against in the indicated court.

Raffi: From Brussels to Ararat

Yerevan–Today, April 30, Raffi K. Hovannisian returned to Armenia and
immediately headed for the Ararat region to talk with his fellow citizens in
Khor Virap, Surenavan, Ararat, Vedi, Aygavan, Artashat, Verin Artashat,

Hovannisian had spent the past three days at the annual Brussels Forum of

Samvel Danielian, Chief Engineer of Yerevan, was the guest of Azg’
daily website a month ago, and he answered only 8 questions from the
30 asked questions. Citizens A. Baghramian, A. Minasian, H. Abgarian
express their disappointment in this issue with not only the General
Engineer, but also ‘Azg’ daily. ‘We will not have a civil society
until the officials are not punished for being arrogant", they say
in their letter sent to ‘Azg’.

They are disappointed in the fact that the Chief Engineer didn’t
answered 29 questions from 37 and the editorial staff of ‘Azg’
didn’t show an effort to gain the answers to the questions of his
readership. From their point of view ‘Azg’ should apply publicly to
the Governor of Yerevan and demand an explanation for this issue. They
think, that the ‘Law about media’ is broken, and that the fact not to
answering to 29 questions must make the officials pay their attention
to it. In order to have a civil society in our country, the officials
must do their duty for the country diligently.
