Armenia hopes that an agreement on a $500-million loan granted by
Russia will be signed with this country in late February – early March,
the country’s Finance Ministry told Interfax.

The loan will be granted for 15 years with a four-year grace period
in order to mitigate the effects of the economic crisis. The loan
interest rate is not being disclosed. The loan will be granted at
relatively soft conditions, a press officer said.

According to the country’s Finance Ministry, a preliminary agreement
to grant a loan to the republic was signed between the Russian and
Armenian governments in Moscow on January 29, 2009.

Armenia as stabilization credit.

According to the information placed on Armenian Finance Ministry’s
website, the two countries’ governments have already signed a
preliminary agreement.

Under the preliminary agreement, the credit is to be extended for 15
years with four-year preferences.

The agreement doesn’t imply fulfillment of non-financial obligations
by Armenia.

Comparing with current credit conditions on the world market, the
credit will be extended on relatively favorable terms.

On February 5, Russian Finance Minister Alexey Kudrin said that Russia
is ready to support neighboring countries.

Belarus has already received the first tranche of the $1-billion
stabilization loan and Kyrgyzstan is waiting for the promised
2 billion.

Kudrin said then that Russia will lend $500 million to
Armenia.

YEREVAN, Feb 10 (Reuters) – Russia will allocate a $500 million
stabilisation loan to Armenia, its strategic partner in South Caucasus,
to help counter the impact of the global crisis, Armenia’s Finance
Ministry said on Tuesday.

The ministry said in a statement the two countries signed a preliminary
agreement on disbursement of the loan for 15 years with a four-year
grace period.

The ex-Soviet state had enjoyed strong economic performance in the
past few years, but the authorities were forced to take steps after
GDP growth halved to 7.2 percent in the first 11 months of 2008 from
13.6 percent in the same period the year before.

Its central bank has slashed rates by 75 basis points in the last
two months and the IMF approved a three-year, $13.6 million loan
programme in November to support Armenia’s economy through to 2011.

Armenia is also negotiating with the World Bank, the Asian Development
Bank, the EBRD and Black Sea Trade and Development Bank to secure
a stabilisation loan worth a total of $525 million to be used to
support Armenian businesses hurt by the crisis, particularly small
and medium-sized enterprises.

Russian firms control a significant chunk of the economy, and Armenia
is likely to feel the impact of its much larger neighbour sliding
into its first recession in a decade.

Russia promised aid and credits worth billions of dollars to other
former Soviet states of Kyrgyzstan and Belarus earlier this month.

One of the strongest advocates that the Hellenic American community
has on Capitol Hill, Senator Robert Menendez (D-NJ), has come under
fire by the organization, Turkish Coalition of America (TCA), for
raising the issue of Cyprus to Senator Hillary Clinton during her
recent confirmation hearing for Secretary of State.

On its website, the TCA lists an article titled "Senator Robert
Menendez: Serving Ethnic Politics in Washington." The article attacks
Senator Menendez by stating: "Voicing support for the ʽbi-zonal,
bi-communal federationʼ solution on the island, Senator Menendez
seemed to be ignorant of the fact that this was precisely what 65% of
the Turkish Cypriots supported in a referendum in 2004, and which 75%
of the Greek Cypriots rejected. Based on obvious concern for the well
being of ALL Cypriots, we hope that Senator Menendez will now take
the lead in a congressional effort to lift the inhuman international
blockade on the Turkish Cypriots and provide an incentive for the
solution he so desires…it was politics as usual for Senator
Menendez…he faithfully continued to cater to ethnic politics
at home."

Far from "…cater[ing] to ethnic politics at home." Senator Menendez
needs to be congratulated for raising the issue of Cyprus because it
continues to be a text book example of invasion, occupation and in the
failure of U.S. foreign policy by the State Department and successive
administrations over the past three plus decades for support of the
rule of law, international law, U.S. law, and human rights. These
are the principles that President Obama has indicated will be the
cornerstone of his administration.

The TCA article also criticized Senator Menendez for raising the
recognition of the Armenian Genocide.

Members of Congress and especially Senators who serve on the very
important Senate Foreign Relations Committee do not take their
responsibilities lightly. No U.S. Senator will ever abdicate their
responsibility in support of what he or she feels is in the best
interests of the United States just to cow tow to "ethnic politics
at home."

However, it is important for constituents to educate lawmakers as to
our core issues and present them with the evidence that is needed
so that they can make well informed decisions. This is even more
important for issues like ours, which do not routinely register on
the main stream foreign policy radar.

Our community needs to understand that unfortunately, like it or not,
as U.S. foreign policy priorities are concerned, our issues might
rank as secondary –at best, and probably tertiary in reality. The
case, however, can be made that our core issues are important to
U.S. interests in the Eastern Mediterranean, Cyprus included. It is
because of this point that Senator Menendez was compelled to address
the issue with Senator Clinton. Basically, he was upholding his oath
to protect the interests of the people of the United States-he was
doing his job!

Many forget that Senator Biden in 1974 did not view the Cyprus issue
in the way he has since. It was due to the Hellenic American community
in Delaware, his constituents, that took the time to educate Senator
Biden as to the egregious violations of the rule of law and U.S. law
that were perpetrated on Cyprus by Turkey with the illegal use of
U.S.-supplied arms and how that ultimately compromised U.S. interests
in the region.

Turkeyʼs continuing occupation of Cyprus is an affront to the
international legal order and a continuing threat to regional
stability. Cyprus is an important nation for U.S. interests in
the Eastern Mediterranean and Middle East. The so-called "Sovereign
British Bases" on Cyprus and the British listening posts on Cyprus are
on Cypriot territory and have been of significant importance to the
U.S. Cyprus is a member of the European Union and a western-oriented
country. It is important to U.S. interests that it remain so.

Additionally, the government of Cyprus and the Greek Cypriots, under
the leadership of the late former President Papadopoulos, played an
exceptional role in evacuating 14,000 Americans from Lebanon during
the Israeli-Lebanon conflict in 2006.

The TCAʼs article stating that the Greek Cypriots voted against a
bi-zonal, bi-communal federation solution is simply false! They voted
against the Annan Plan that was stacked against them. They exposed it
for what it was: undemocratic, unworkable, not financially viable and
not compatible with democratic norms, the EUʼs acquis-communautaire,
UN resolutions and the European Convention on Human Rights. Further,
the plan was harmful to U.S. efforts to build and facilitate democratic
efforts in other areas around the world, like Iraq. The U.S. should,
and Senator Menendez understands this, in its own best interests be
the champion of democratic norms throughout the world, not obvious
undemocratic constitutions like the one proposed in the Annan Plan.

Senator Menendez supports a settlement of the Cyprus problem through
negotiations based on a bi-zonal, bi-communal federation in a single
sovereignty and international personality. A position that was also
advocated by candidate Barack Obama in October 2008 when he stated:

"As president, [I] will show U.S. leadership in seeking to negotiate
a political settlement on Cyprus. [I] believe strongly that Cyprus
remain a single, sovereign country…within a bi-zonal, bi-communal
federation…A negotiated political settlement on Cyprus would end the
Turkish occupation of northern Cyprus and repairs the islandʼs tragic
division while paving the way to prosperity and peace throughout the
entire region."

This will, of course, also best serve U.S. interests in the region.

The reference to "the inhuman international blockade on the Turkish
Cypriots" is another blatant falsehood! The international isolation
of the Turkish Cypriots is imposed by Turkey by the virtue of the
barbed wire fence that cuts across the face of Cyprus and supported
by the 43,000 illegal Turkish troops who continue to occupy illegally
nearly 40% of Cyprus today. Remove the troops and take down the fence,
and whatever isolation exists in the occupied area of the north will
vanish overnight.

Senator Menendez is man of great integrity and moral values. His
actions as an esteemed member of the U.S. Senate are consistent with
his obligation to support and defend the constitution of the United
States and his constituents. And as a member of the Senate Foreign
Relations Committee he never acts in way that might compromise the
interests or jeopardize the security of the United States.

Let us all stand up and applaud him for serving our interests as
Americans.

The Foreign Ministers of Armenia and Turkey Edward Nalbandian and Ali
Babacan had a meeting on the sidelines of the 45th Munich Conference on
Security Policy. Minister Nalbandian described the meeting as
constructive.

`My Turkish counterpart and I use all the opportunities to once again
meet on the margins of such international forums and conferences.
Discussion mainly focused on the normalization of our relations,’
Edward Nalbandian said.

Minister Nalbandian reminded that after the meeting of the Armenian
President and the Turkish Prime Minister in Davos the Foreign Ministers
of the two countries were directed to make additional efforts for the
normalization of relations. `This was the purpose of my meeting with
Mr. Babajan. The meeting was constructive. We are moving forward and
coming nearer to the normalization of relations,’ Minister Nalbandian
stated.

The Special Representative of the OSCE Parliamentary Assembly Goran
Lenmarker and the delegation chaired by him arrives in Armenia on 9
February, announced Aram Safaryan, the Chairman of Armenian Delegation
to the OSCE Parliamentary Assembly.

According to the Chairman, OSCE Special Representative will
have meetings with the President of Armenia, the Chairman of the
National Assembly. Lenmarker wants to meet with Parliamentarian and
non-Parliamentarian oppositional bodies.

Safaryan says that Lenmarker is going to make an interim report during
the OSCE Parliamentary Assembly in Vienna.

On February 3 RA NA Speaker Mr Hovik Abrahamyan received Mr Charles
Lonsdale, Ambassador of the United Kingdom of Great Britain and
Northern Ireland to Armenia.

Welcoming the Ambassador, the RA NA Speaker underlined the necessity
of activating and developing the inter-parliamentary relations and
highlighted the cooperation of parliamentary friendship groups,
exchange of experience in the legislative field and cooperation in
international structures. In this context the NA Speaker expressed
satisfaction for the support of the British delegation in PACE last
session.

Touching upon the inner-political situation of Armenia RA NA Speaker
Mr Hovik Abrahamyan highlighted the strengthening of stability in
the country and the mutual trust between the authorities and the
society. Mr Abrahamyan noted that from the first day of being elected
Speaker of the National Assembly of the Republic of Armenia he had
proposed that the parliament would be a rostrum of plurality and
constructive criticism for all political forces. Touching upon the
necessity of the amendment of Articles 225 and 300 of the Criminal
Code, he noted that a working group was set up headed by Mr Davit
Harutyunyan, Chairman of the RA NA Standing Committee on State and
Legal Affairs, which should present within a month amendments in
compliance with European standards. In this context touching upon
the problem of the detained persons after the March 1 events the NA
Speaker emphasized that nobody could be condemned for political views,
trial is going on.

The RA NA Speaker said that constructive reforms were underway, and
the parliament should completely implement the authorities reserved
by the Constitution.

Expressing gratitude for the meeting Ambassador Mr Charles Lonsdale
also highlighted the activation of inter-parliamentary relations,
noting the necessity of the development of cooperation of the
parliaments’ staffs in concrete directions.

At the end Mr Abrahamyan reaffirmed the invitation of the Speaker of
the House of Commons of Great Britain to Armenia.

BEIRUT: Mustaqbal Bloc Warns Against Programmed Arming Up By March 8

The Mustaqbal Parliamentary Bloc on Monday accused unnamed factions
of the March 8 alliance of "programmed distribution of weapons to
its partisans in the Bekaa and the north."

The Bloc, after a meeting presided over by its chairman Saad Hariri,
said such practices "spark serious fears and raise concerns about
schemes to pressure citizens and intimidate them with the aim of
influencing developments related to the forthcoming elections to
prevent voters from freely electing their representatives."

The statement also criticized the gunfire attack on Hrag Akian,
a founding member of the Free Lebanese Armenian Movement (FLAM),
saying it was "in line with intimidation campaigns related to the
forthcoming elections."

It called for high turnout at a rally scheduled for Feb. 14 to mark
the fourth anniversary of ex-Premier Rafik Hariri’s assassination.
