In his address, the head of the executive said that public health care
is a priority area under the government’s strategy: "Health care is
seen as a key driving force behind Armenia’s strategic development. We
should abide by a cluster-wise approach in the sphere of health
services and provide such conditions as seem to be necessary for
Armenia to become a regional health care center. Specific projects
have already been designed to that effect, and we try to pursue this
strategy based on the principle of public-private sector cooperation."

Highly appreciative of the work done by cardiologists, Tigran
Sargsyan indicated that there are some achievements in this area. Said
achievements can be witnessed by the ever-growing number of patients
arriving from neighboring countries to get medical diagnosis and
treatment: "Our strategy stems from our determination to rely on the
all-Armenian potential as evidenced by this forum."

The present gathering is another possibility for you to share views
on the outlook for cardiology development, exchange know-how to
the benefit of service quality." The Prime Minister highlighted
the quality of professional training: "Health care is supposed to
provide for spasmodic development in the 21st century. It implies
close interaction between research and practice as modern societies
are knowledge-based ones, and we must lead the way in this area."

Armenia does not discuss Karabakh issue settlement with Turkey, RA
Foreign Ministry press secretary Tigran Balayan said, commenting on
the statement of his Turkish counterpart, that Turkey will actively
participate in OSCE Minsk Group activities. According to Balayan,
Armenia’s stance is clear and stated repeatedly.

As NEWS.am reported earlier, referring to high ranking European
official, the meeting of OSCE Minsk Group 11 Ambassadors takes place
in Vienna every two years. "This time, Turkish side appealed with
a request to replace their Ambassador to Vienna for deputy minister
Cevikoz, being on a visit to the city," the diplomat said. He also
added that it bears no relation with the activities or standpoint of
OSCE MG Co-Chairs on Karabakh conflict settlement. "On the contrary,
the Co-Chairs have repeatedly stated that Turkey is not and will not
be involved in the Karabakh peace process, that is in OSCE MG work,"
the official concluded.

YEREVAN, OCTOBER 16, NOYAN TAPAN. The agreement on power delivery from
Armenia to Turkey envisaged exporting power to Turkey from April 1,
2009, but the political problems in Turkey preventing the agreement
from coming into force, RA Minister of Energy and Natural Resources
Armen Movsisian said at the October 16 press conference held at the
government. He added that the Turkish side has repeatedly tried to
find a solution to this problem.

Nevertheless, in his words, the opportunities of Armenia’s supplying
power to Turkey have become real after the signing of Armenia-Turkey
protocols. He announced that the representatives of Turkish "Unit"
Company will come to Armenia until late October in order to "make
this agreement a reality".

To recap, Unit Company signed the agreement on power delivery from
Armenia to Turkey with the RA Ministry of Energy and Natural Resources
and Electric Networks of Armenia CJSC during the visit of Turkish
President to Armenia in September 2008. By the agreement, 1.5 billion
kwh of electric power must be exported annually in the initial period.

In parallel with increasing the capacities, exports are likely to
reach 3.5 billion kwh.

In response to the question about whether Armenia really takes
interest in Turkey’s energy market, the minister replied that any
market is interesting for an energy system. According to him, there is
power shortage in Turkey which imports quite a considerable amount of
electricity. "They import power from the north, but not from the south,
whereas we have capacities to export electricity," A. Movsisian said.

On the 28th of October, 2009 took place the presentation of the book
"Taron, Taronakanutyun ev Hayots Banak" ("Taron, Taronianity and
Armenian Army") written by Vardan Grichents (Babken Vardanyan). The
RA Minister of Defence Seyran Ohanyan, representatives of the RA AF
high ranked officer staff and NGOs, other officials, cultural and
art workers and guest participated in the presentation.

It was not by chance that the presentation should be held at the
MoD administrative complex, for the National Army and the Armenian
soldier do have the need of such a book. The core theme of the work
was to reveal the essence of Taronianity and to implant that essence
in the society, which can be reached by promoting the new generation
to self-consciousness. By reevaluating the role and the meaning of
the Armenian Army and the Armenian officer in the society, the author
touches upon another important issue – the mutual link between the
Army and the school.

In his speech the Minister of Defence Seyran Ohanyan stated that
previous works of Vardan Grichents, especially "An Inside and
outside view", "New Vardanank", recently published "Armenian National
Ideology", are devoted to the reevaluation of our multi-centuries’

with Andre Dirrell stands a good chance of landing at New York’s
Madison Square Garden on January 23. More than likely the fight will
take place at the WaMu Theater located at the venue. The fight takes
place in the second stage of the Super Six tournament. The press
conference to officially announce the Super Six was held at WaMu.

Abraham has three points in the tournament with his knockout win over
Jermain Taylor. Dirrell is pointless, dropping a close split decision
to Carl Froch. Abraham said that he is currently walking around at
180-pounds, or a few pounds less. He plans to start training for the
Dirrell fight on November 7, BoxingScene reports.

Only in Zurich Armenia has realized that Turkey managed to turn the
Armenia-Turkey process to their favorable channel," Director of the
Political Economy Center Andranik Tevanyan said at the press conference
Oct. 28.

According to him, it is too late to try to turn the process in favor
for Armenia. He says only a hard-line strategy in Nagorno-Karabakh
may improve Armenia’s situation. Tevanyan reminded that it is only
due to initiatives of Armenian authorities that the Karabakh issue
became part of Turkey’s foreign policy.

Earlier, when Armenian Genocide was burning issue for Turkey, Ankara
had not interfered into Azeri problems. However, due to the "football
diplomacy" the Genocide is no more a headache for Turkey. "They managed
to relegate the Genocide issue to just a point in Armenia-Turkey
relations. Whereas, the Karabakh peace process was puffed up on
the scale of Palestine-Israel conflict requiring immediate action,"
assures the expert.

October 22, 2009 Armenian permanent delegate to the UN at Geneva and
RA Ambassador to Switzerland Charles Aznavour met with Geneva City
Council Chairman Daniel Hiller.

Charles Aznavour referred to Armenia’s topical issues in the UN highly
appreciating warm and friendly attitude of Swiss authorities towards
Armenian community, RA Foreign Office Press Service informed NEWS.am.

Hiller also emphasized the activities by Armenian community. The
officials also touched upon Armenia-Turkey Protocols’ signed Oct. 10
in Zurich and further steps to be taken by Armenian and Turkish sides.

Armenian Foreign Minister Edward Nalbandian met with the co-chairman of
OSCE Minsk group Yuri Merzlyakov (Russia), Bernard Fassier (France),
Robert Bradtke (USA), as well as the personal representative of OSCE
Chairman, Ambassador Andrzej Kasprzyk to resolve the Karabakh conflict
in Luxembourg.

"During the meeting they discussed the latest development around
the negotiation process on the Karabakh settlement, as well as the
opportunity of the co-chairs to visit the region," the press service
of the Armenian Foreign Ministry reported.

Nalbandyan was in Luxembourg to attend the 10th meeting of the Council
of Armenia-EU cooperation.

The beginning of the Karabakh conflict was settled in 1988, following
a statement to withdraw from Azerbaijan by the predominantly
Armenian-populated Nagorno-Karabakh. On December 10, 1991 there was
held a referendum in Nagorno-Karabakh, in which 99.89% voted for full
independence from Azerbaijan.

Following that Azerbaijan initiated large-scale war fares that led
to a loss of control not only over Nagorno-Karabakh but also seven
adjacent districts.

>From 12th of May of 1994, after the entry of the tripartite agreement
on truce in the conflict zone hostilities, in which around 25-30
thousand people were killed from both sides and nearly 1 million were
forced to flee their homes, were ceased.

The agreement on the establishment of the ceasefire has been followed
until now. From 1992 to date, negotiations are being held for a
peaceful settlement of the conflict within the OSCE Minsk Group
co-chaired by the United States, Russia and France.

Azerbaijani Foreign Minister Elmar Mammadyarov held in Luxembourg
a meeting with the co-chairmen of the OSCE Minsk Group, Azerbaijani
Foreign Ministry said.

The meeting, which was also attended by the OSCE Chairman-in-Office’s
special representative for Nagorno-Karabakh conflict, focused on
the meeting of presidents of Azerbaijan and Armenia in Chisinau, the
current negotiations process and the upcoming visit of the co-chairmen
to the region.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Azerbaijan
lost all of Nagorno-Karabakh except for Shusha and Khojali in December
1991. In 1992-93, Armenian armed forces occupied Shusha, Khojali and 7
districts surrounding Nagorno-Karabakh. Azerbaijan and Armenia signed
a ceasefire in 1994. The co-chairs of the OSCE Minsk Group – Russia,
France, and the U.S. – are currently holding the peace negotiations.
