Director of Information and PR Center of Armenian President’s
Administration, Ara Saghatelyan, presented activities and functions
of the Center he leads.

"We have developed effective system to provide information support of
state policy of Armenia," he said pointing in particular activities
in social network systems and establishment of common platform for
staff, responsible for Public Relations.

"Earlier we used to point that some PR departments and staff do not
work or work poorly. Meanwhile now we have a closed group focused on
specific tasks and you can now see how in a timely way they respond,
or how they plan activities and all, and you can learn whether any
positive changes appear," he said.

Ara Saghatelyan told that there is a list of all scheduled conferences
providing effectiveness of their working. Communication between staff
and partners developed keeping information support of state policy of
Armenia. Through these works, communications and activities for about
1,300 anti-Armenian videos were removed from YouTube. Information and
PR Center of Armenian President’s Administration monitors anti-Armenian
activities and doings: "We focus on that stuff, and we prevent them,"
he said stressing that Center does not replace the functions of any
official body.

"When any official structure is in need of consultation, we provide
conditions and solving," he added.

will be held November 6 – 27 in Cologne (Germany) "Germany and the
Armenians" the sixth year.

This year Days of Armenian Culture will be timed to 140th anniversary
of Komitas. The leader of the Armenian Church in Germany Garegin
Begjanian will take part in the opening ceremony, the Komitas Choir
will perform.

Dogan Akanli, writer from Cologne will read a report on the events of
1915 and 1945 telling about parallels between the Armenian Genocide
and the Holocaust.

Days of Armenian Culture will be finalized with a literary evening,
during which a new book about the Armenian writer Charents will
be presented.

40 000 Armenians now live in Germany. The largest Armenian community
is located in, the Diocese of the Armenian Apostolic Church is located
in Cologne as well.

ArmInfo. Today, President of Armenia Serzh Sargsyan met with CEO
of France Telecom Didier Lombard, his deputy Olaf Swantee, Director
General of Orange Armenia Bruno Duthoit and Ambassador of France to
Armenia Serge Smessow.

The press service of the President quotes Sargsyan as saying: "I
am glad that within such a short period of time we have managed to
implement the first stage of this program. We are keen to have highly
reputed international brands working in Armenia and I am sure that
Orange’s activities will improve not only our communication sector
but the whole business climate in our country."

For his part, Lombard pointed out that it would be impossible to
start the work in Armenia within such a short period of time without
the Armenian president’s support.

Orange Armenia is a subsidiary of France Telecom in Armenia. In Nov
2008 it was granted cellular service license in Armenia. In 2009
Orange investments in Armenia are to amount to about 80 mln EUR,
in 009-2011 – 150 mln EUR. Besides Orange Armenia, there are two
more operators in the republic – ArmenTel CJSC (Beeline brand, a
subsidiary of VimpelCom OJSC) and K-Telecom CJSC (VivaCell-MTS brand,
a subsidiary of MTS OJSC).

territory of Artsakh. The territory of Karabakh is the territory,
secured by the republic’s Constitution, and we are not ready to make
concessions as regards territories’, leader of Free Motherland party,
NKR Prime Minister Ara Harutyunyan told journalists, ArmInfo reports.

When speaking of the Madrid principles of the Karabakh conflict
settlement, A. Harutyunyan said that Artsakh did not officially
receive this document, and ‘we know about them from newspapers and
other news, that cannot be a document for us’. ‘Both our president
and the president of Armenia used to say that any document would be
accepted by the Armenian and NKR authorities only after approval by the
people. So, we have no right to doubt in this aspect, we must trust,
as the final word will rest with the people’, the PM said.

Touching on the process of settlement of the Armenian-Turkish
relations, A. Harutyunyan said that those in the NKR also pin hopes
on them, in particular, in the economic aspect, and that Armenia’s
economic development also implies economic development of Artsakh.

‘All of us realizes that this is the way for the country to develop.

However, it should happen without preconditions. Opening of the border
does not mean acceptance of conditions and requirements’, A.

Harutyunyan said and added that Free Motherland party fully trusts
in the Armenian president’s policy.

national teams did not win prizes in the European Team Championship
held in Novi Sad (Serbia), they won 4 medals on separate chessboards.

Gabriel Sargsian (third chessboard) won a gold medal, Tigran L.

Petrosian (fifth chessboard) and Lilit Mkrtchian (second chessboard)
silver medal, and Lilit Galoyan (third chessboard) bronze medal.

Montreal held a dinner to raise money for a charity within annual
Telethon-2009 Campaign of All-Armenian Fund "Hayastan". The fund
raising dinner was attended by Vice President of the Board of
Trustees of the All-Armenian Fund "Hayastan", former President of
Nagorno-Karabakh Republic, Armenia’s Ambassador-at-Large Mr. Arkady
Ghukasyan.

According to press-office report of All-Armenian Fund "Hayastan",
among the guests at the fund raising dinner were: head of the
Canada’s Office of All-Armenian Fund "Hayastan", Andranik Shirinyan,
Armenia’s Ambassador to Canada, Armen Hakobyan, and about two hundred
representatives of Armenian Community in Canada.

Philanthropists Vrezh Nikoghosyan and Imastuni Nikoghosyan donated
about $100 thousand to repair of hospital in Abovyan of Armenia’s
Kotayk region.

During his visit to Canada, Arkady Ghukasyan held meeting with
representatives of Armenian Communities and attended Armenian
organizations. Before the visit to Montreal, Mr. Ghukasyan has met
with philanthropists in New York. And currently, he is paying a visit
to Los Angeles where the telethon will soon be launched.

Opposition of the ratification of the Armenian-Turkish protocols is
being actively supported by an external force, the Armenian diaspora,
said European Union Special Envoy for the South Caucasus Peter Semneby.

Opposition to stabilization with Turkey is coming mainly not from
within Armenia but from ethnic Armenians who live outside the country,
he said in an interview with the Vremya Novostei newspaper published
on Monday.

Although there should be no implosion within Armenia, this is a serious
problem for the Armenian government as it has sparked controversy among
the diaspora, which plays a big role in Armenia, the diplomat said.

We need to secure the consent of the diaspora, while taking into
account the interests of the Armenians who live in this country and
have concerns of their own, mainly that of a socio-economic nature,
Semneby said.

Hopefully, the parliaments of Armenia and Turkey will ratify
the protocols on improving bilateral relations, though it cannot
be guaranteed 100%, said the EU special envoy, adding that he is
nevertheless convinced that it will happen because it is in the best
interests of both Armenia and Turkey.

A TALENTED teenager who has won places at top universities to study
medicine may be kicked out of the country. Lucy Manukyan, 18, got
a string of good grades at A-level, even though English is not her
first language.

The bright student and her family came to the North East with
nothing after being driven out of Uzbekistan, and have made lives for
themselves on Tyneside. But the Manukyan family, of Helmsley Drive,
Howdon, North Tyneside, are in danger of being kicked out of the
country after their asylum bid failed.

And, as Christians, they fear for their safety if they are sent back
to Muslimdominated Uzbekistan. Mum Nonna, and dad Kamo, used to run
a cafe in the country’s capital, Tashkent. But radical Muslims forced
them to flee.

Lucy said: "They beat dad up and broke his leg. No-one did anything
about it. Friends said we should leave the country." Immigration
officials want to send the Manukyans back to Uzbekistan, where Kamo has
citizenship, or to Armenia, where Lucy, Arsen and Nonna are nationals.

The family fear being split up if they are returned to either country.

Lucy said: "If they send us back to Uzbekistan, they won’t accept
the whole family.

"They would send us three back to Armenia. I don’t know if Armenia
would accept dad as an Armenian citizen. They will try to extradite
him from Armenia to Uzbekistan."

Lucy, whose dream is to become a doctor, got all As and Bs in
her A-levels and was offered places to study medicine at Newcastle
University and St Andrew’s. She also won places to study biochemistry
and biology at York and Edinburgh. Lucy and her brother Arsen, 19,
are enthusiastic about their adopted community and have done more
than 2,000 hours of volunteering between them.

They are involved in music and theatre, appearing in performances at
The Sage, Gateshead.

And Lucy and her family have the support of the community on Tyneside,
who cannot belive they could be booted out.

Wendy Brown, Youth Leadership Strand Leader at the Sage Gateshead said:
"She’s got a really caring nature. She’s so considerate.

"She epitomises everything that is good about young people in our
society today, and I cannot believe they are going to try and get
her out.

"She is such a good influence on the young people around here."

Brother Arsen is also a promising artist and is studying for an art
and design foundation degree at Newcastle College.

Lucy said: "I was 16 when I came here and I have all my friends here.

"I feel this is where my future is supposed to be and this is where
I’m supposed to be living.

"They are taking that chance away from me. Britain is so full of
opportunities and you just have to grab them."

A spokesman for the UK Border Agency said: "We did receive an asylum
application from the Manukyan family which was refused.

"Our decision was upheld throughout the full appeal process.

"The family have now made additional representations which are being
reviewed by our case team."

President Raphael Martinetti said during his meeting with President of
Armenia Serzh Sargsyan on Saturday in Yerevan.

The presidential press service reports Martinetti as discussing the
opening of a wrestling school in Yerevan taking into account that
Armenia has given many professional coaches to the world and this
sport in Armenia has a bright future. The parties discussed also
organization and conduct of the international tournament on
Greco-Roman wrestling in Armenia in 2010.

In this context, President Sargsyan said Armenia is interested in
hosting such an authoritative tournament and will to its best to
organize it at the proper level. The tournament will become holiday
for fans and young wrestlers in Armenia.

"Wrestling in Armenia is one of the traditional sports which Armenia
have succeeded in and gained international respect. Nevertheless,
Armenian wrestlers are striving for better results. Therefore, the
National Olympic Committee, Sport Minister, Wrestling Federation are
trying to attract more attention to this sport. We want that more and
more children are engaged in wrestling and we are improving the
conditions and trying to host international tournaments since all this
will lead Armenia to better results," Serzh Sargsyan said.

Nagorno-Karabakh Republic can tread in Diaspora’s steps

The society does not concern on any dynamic developments related to
the Armenian-Turkish relations and isn’t even interested in it, says
leader of Marxist Party of Armenia David Hakobyan.

`The society has cooldowned and is now more awaiting for upcoming
consequences. The only thing that Turkish diplomacy has reached is the
three-parted disintegration among people due to territorial claims,’
said David Hakobyan.

According to Mr. Hakobyan, this situation has been called into being
more by three presidents’ activities than `football diplomacy’.
Armenian people are in danger, he believes.

`Armenian Diaspora has already taken thought to pick up the mandate of
the territorial claims from Armenia’s political powers and to become
the only authorized claimant. It may bring into being the
establishment of Government in Exile. Nagorno-Karabakh Republic can
tread in these Diaspora’s steps and pick up mandate from Armenia
making its own decisions.’
