Azerbaijan and Armenia held a presidential summit yesterday amid
warnings that war was brewing between the countries over a festering
territorial dispute.

Ilham Aliyev, the president of Azerbaijan, said the negotiations in
Munich were a final attempt to avert a military confrontation.

They were convened by the Organisation for Security and Co-operation
in Europe as part of efforts to find a peaceful solution to a problem
that has divided the two former Soviet republics since the 1991 fall
of the USSR.

About 30,000 people died in a war in the early 1990s after ethnic
Armenians living in the Nagorno-Karabakh region inside Muslim
Azerbaijan declared their independence.

Christian Armenia backed the secessionists and supplied them with
money and troops. In 1994, the two sides agreed a ceasefire that left
Armenian forces in control of Nagorno-Karabakh as well as seven
surrounding Azeri regions.

Azeris have never forgiven or forgotten the loss. They have been
talking on and off to Armenia for the past 15 years about clawing back
at least some of the territory.

At the weekend, Mr Aliyev said that his patience was running out. "If
this meeting ends without a result then our hopes in the negotiating
process will be exhausted in which case we will not have any other
choice. We have the full right to liberate our lands by military
means," he added.

It is unclear what concessions Armenia would be willing to make,
especially as it is backed by the Russian military, which is
permanently stationed on its territory.

The Foreign Minister of Armenia, Edward Nalbandian, received Ago
Monitoring Group of the Council of Europe Committee of Ministers
headed by Ambassador Stelian Stojan, Romania’s Permanent
Representative at the Council of Europe.

Greeting the guest, Minister Nalbandian emphasized the importance of
the visit from the perspective of getting familiarized with the
reforms carried out in Armenia.

The interlocutors exchanged views on the Armenian-Turkish relations.
The Ago Group welcomed the process of normalization of the
Armenian-Turkish relations and expressed the willingness of the
Council of Europe to contribute to the process.

At the request of the guests, Minister Nalbandian presented the latest
developments in the settlement of the Artsakh issue.

NKR delegation holds meetings in U.S.

13:57 / 11/21/2009The meetings of NKR delegation, headed by Premier
Ara Harutyunyan within the framework of `Hayastan’ All Armenian Fund’s
annual Telethon to U.S. continue. This year the event will be held in
LA on Nov. 26.

As NEWS.am was informed by NKR Government Information and PR
department, Harutyunyan visited head offices of Boston Globe and
Hayrenik newspapers. In the course of the meeting with journalists,
Karabakh peace process, Armenian-Turkish reconciliation as well as
socioeconomic situation in NKR were canvassed.

That day Ara Harutyunyan met with Armenian Aid Union (AAU) leadership.
Through spacebridge, Heads of AAU branches in Canada and California
also joined the meeting.

Harutyunyan hailed successful the organization’s progress and its
contribution to the preschool system development in Karabakh. He also
expressed hope that the cooperation will progress and AAU will keep on
expanding its activities in NKR. Over 500 representatives of Armenian
community attended the Nov. 20 reception held in honor of NKR
delegation. At the event, Nagorno-Karabakh Premier awarded Raffi
Festekjian, Chairman of `Hayastan’ All Armenian Fund a commemorative
medal for the assistance to various projects’ implementation in NKR.

Leader of Artsakh Diocese of the Armenian Apostolic Church Archbishop
Pargev Martirosyan, Spokesman to the NKR President David Babayan and
NKR Permanent Representative to U.S. Robert Avetisyan attended the
meetings as well.

Aliyev’s recent statements that Azerbaijan is ready for war and
Zangezur, as well as entire Armenia, are Azerbaijani lands, no
serious positive results should be expected from the forthcoming
Armenian-Azerbaijani presidential meeting in Munich Giro Manoyan,
Head of the Hay Dat (Armenian Cause) office in Yerevan told NEWS.am.

Statements like that create a situation in Azerbaijan, which make
it impossible for President Aliyev to make any constructive steps in
the near future. "He is a hostage to a situation created by himself,"
Manoyan said. As long as Baku refuses to state that Nagorno-Karabakh
as no part of Azerbaijan can at least be considered as an option in
the settlement process, no progress should be expected. "Azerbaijan’s
stance on Nagorno-Karabakh has not changed. Rather, that state has
even taken a harder line," Manoyan said.

YEREVAN, NOVEMBER 19, ARMENPRESS: Armenian Oversight Chamber and the
Poland’s Supreme Chamber of Control signed today cooperation agreement
in the Armenian National Assembly.

Chairman of the Armenian Oversight Chamber Ishkhan Zakaryan said at a
press conference after the signing ceremony that the document supposes
exchange of experience in the spheres of foreign state oversight
methodology and procedures, professional classes and training,
professional information, exchange of guidelines and manuals.

With the Polish side it is expected to conduct a nature protection
oversight in Armenia. According to I. Zakaryan, the best experience
in the implementation of the nature protection oversight in Europe
has Poland.

Ishkhan Zakaryan said that the cooperation between the two chambers
in fighting against corruption risks, consequences of the global
financial crisis has given new content to the cooperation between the
two chambers: the search of ways of jointly overcoming the challenges
have become the priority of European cooperation countries.

The delegation headed by the president of the Poland’s Supreme Chamber
of Control Jacek Jezierski arrived in Armenia November 18.

Jacek Jezierski is also the Chairman of the European Organization of
Supreme Audit Institutions (EUROSAI) Governing Board. This is first
visit of high-ranked official of the suchlike European organization to
Armenia which is agreed with not only the active work of the Armenian
Oversight Chamber during the past two years but also active cooperation
with international, CIS as well as a number of European countries.

The circumstance that the heads of the financial oversight supreme
bodies of CIS decided to conduct the 10th session of the council in
2010 in Armenia witnesses about the high level of partnership.

Jacek Jezierski said that works are being carried out that all the
member countries apply same or similar methods of control. It refers
to all spheres, including in fighting against corruption.

The European establishment is aimed at developing such a procedure of
checking which may be applied by all the cooperating countries. In
one issue all are of the same opinion – the oversight chambers must
be independent.

Currently 4 teams are struggling for champion’s title at Equal
opportunities football tournament.

Mediamax- Zrevatsaghik, Ter.am – Chess teams will compete in November
20 matches.

Tournament final is due on November 22; on the closing day, tournament
winner will have a friendly match against Coca-Cola team.

The tournament aims to agitate for equal opportunities for physically

Arminfo. The anti-crisis events of the Armenian government are directed
at creation of the basis for further development of the country and
formation of a new quality economy, Armenian Prime Minister Tigran
Sarkisyan said in the National Assembly today.

He also added that development of infrastructures, improvement of
business-environment, showing aid to the companies which had losses
because of the world financial crisis and fulfillment of the social
obligations are among the anti-crisis events. Despite the economy
falling in 2009, social sphere was fully financed. Among the priority
programmes of the government the prime minister mentioned the project
on construction of the new nuclear power block. The works in this
direction have been already started. The National Assembly has adopted
the law ‘On construction of nuclear energy block and the government
declared a tender to select the managing and building company,
which will build the power block. The total of 400 thsd dollars have
been already spent to fulfill the project. The second programme is
regarding upgrading of Yerevan power plant. The total of 24 bln drams
were spent in 2009 against 15 bln drams in 2008 for fulfillment of
this project. Within the frames of the building programme of the 5th
energy block of Razdan power plant the investment volumes will amount
to 97 mln dollars in 2009 against 64 mln dollars in 2008. The total
of 4 bln drams investments were made to restore energy transmission
and distribution lines in 2009 against 2 bln drams in 2008. The
total of 384 km roads will be put into operation by the end of 2009
against 163 km in 2008. The credit funds of the KfW bank 30 mln EUR,
European Bank for Reconstruction and Development 20 mln EUR and the
World Bank 30 mln dollars were attracted to restore water supply
systems. Within the frames of the given programme 300 km of water
popes and more than 50 pump stations were reconstructed. Within the
frames of the ‘Millennium Challenges’ programme, being financed by
the US government, the investments for restoration of the water
supply system and rural infrastructures will amount to 21 mln
dollars by the end of 2009. The total of 1760 apartments will be
built and commissioned at the Spitak earthquake zone by the end of
the current year using the state funds at 25 bln drams. Moreover,
certificates at 400 mln drams were given to buy apartments. The
project works on construction of the North-South highway have been
started. Asian Development Bank is taking part in this construction
having given 500 mln dollars to Armenia, the first tranche of which
60 mln dollars has been already endorsed. Although starting of the
Iran-Armenia railway was delayed because of the domestic political
events in Iran, in Armenia directorate of the construction was set
up and funds allocated to start construction. The All-Armenian Bank
was founded in 2009, which will start working actively in 2010.

Another block of anti-crisis measures, taken in 2009, according to T.

Sarkisyan, are the steps aimed at supporting the small and medium
entrepreneurship (SME). In particular, 18,5 bln drams out of the
Russian credit to $500 mln were allocated for crediting of small and
medium entrepreneurship. 3,7 bln drams were directed to implementation
of the small and medium entrepreneurship development programme. SME
enterprises were financed by the funds of the International Bank for
Reconstruction and Development to the sum of 17 bln drams. Armenia
started to use a pilot programme on creation of a company to deal
with export of cheese, for the first time. The programme will allow
500 cheese producers to find new sales markets outside of the country.

Essential reduction of the tax burden, which concerned 32,000 economic
subjects, allowed SME enterprises to save 11 bln drams. Extra-payments
reduced by 20 bln drams, that indicates reduction of the tax burden. A
new mobile operator, Orange-Armenia, appeared in the Armenian market
in 2009, that will significantly increase the competitiveness in this
sphere. The company’s investments in 2009 will make up about $90 mln.

A number of companies also started to provide their Internet-services.

And finally, the third block, where the prime minister included the
big enterprises, assures transparency of their activity, compulsory
audit, customs reforms and GSP+ privileged regime. According to T.

Sarkisyan, the actions the government took, have already given a
positive result, that is testified by the fact that despite the
crisis, Armenia raised its rating by 7 points by WB Doing Business
standards: the republic moved from the 52nd place to the 43rd. The
expansive budgetary policy, which the government choose to assure
the macroeconomic stability, has no alternative under the crisis
conditions, the prime minister thinks. As a result of this policy,
the deficit will make up 7-7,5%. Inflation, as it was scheduled,
will make up 4%+ 1,5%. According to T. Sarkisyan, we succeeded
to avoid sequestrate due to the structural changes, that allowed
to smooth out the crisis consequences. The PM emphasized that all
the anti-crisis measures should be accompanied by enhancement of
efficiency of the state machinery, sharp increase of transparency of
the executive agencies’ work and serious control by the government,
parliament and public.

The prime minister said the crises revealed the vulnerable sides of
Armenian economy. These are the low diversification of economy, the
need for long money, existence of oligopolies and low competitiveness,
ineffective incentive mechanisms, fundamental problems in the education
and heath sectors. The prime minister assured the parliament that
settlement of these tasks will be among government’s prior tasks for
2010. The draft budget for 2010 will make it possible taking all the
anti-crisis measures set forth by the prime minister. The indicators
envisaged in the budget for 2010 depended on the situation at the
moment it was being drafted. In other words, T. Sargsyan highlighted
the necessity for working operatively and reckoning with the changes
of the last 3 months already now. For instance, it is necessary to
include the funds of the Millennium Challenge Fund into the budget
revenues and expenditure submitted to the parliamentarians since the
US partners assure that these funds will be provided. In addition, the
European Commission has approved over 100 million EUR to Armenia. This
means that expenses in 2010 will be commeasurable to the expenses of
2009, the prime minister said.

Considering global forecasts a 1.2% economic growth is envisaged. The
debt burden is within our powers as well. The budget deficit is
mostly financed by international donor-organizations and this means
that the country will be safeguarded against market risks and it will
become possible in future to relieve the debt pressure on the budget,
he said. "If the global economic growth is delayed, the service of
our foreign debt will be postponed as well since these problems will
mean worsening of global indicators," the prime minister said.

ArmInfo. ArmenTel introduces a new standard of ADSL communication
with a speed of up to 24 Mbit/sec, Director General of ArmenTel
Igor Klimko told journalists. According to him, thanks to a number
of applied innovations, the maximal speed of data transmission by
ADSL technology inside ArmenTel network will now be 12 Mb/sec, and by
the standard ADSL 2+ – twice as much – 24 Mb/sec. The maximal speed
of not only downloaded, but also uploaded data will be increased –
from 1 to 2 Mb/sec.

Klimko recalled that with all its advantages, including unrestricted
mobility, the mobile internet has no constant speed of communication.

"Each user of USB-modem should understand that in case of transmission
of data via the mobile network the speed changes depending on the
distance of the base station, as well as on the number of subscribers
using internet from this base station at the given moment. Therefore,
I think, all those needing internet at a specific place – at home or
at work – will choose ADSL, and will choose ours",- Klimko said.

He also pointed out that now most of the tariffs for connection by
USB-modem doesn’t envisage unlimited communication at the maximal
speed – after consuming certain volume this speed falls, unlike
ADSL-communication. "As you see, we envisage no liabilities for
subscribers buying a modem for a certain period of time. We think
that a client should have freedom of choice both between services of
different operators and between different services of one operator",-
Klimko said.

Secretary of the National Security Council of Armenia Arthur
Baghdasaryan received the Ambassador Extraordinary and Plenipotentiary
of the Kingdom of Sweden to Armenia, Hans Gunar Aden.

The interlocutors discussed issues related to the bilateral cooperation
between Armenia and Sweden. Arthur Baghdasaryan underlined the
importance of development of the Armenian-Swiss cooperation both in
bilateral format and within international organizations.

Reference was made to issues of Armenia’s cooperation with
international structures. Arthur Baghdasaryan attached importance to
the signing of an associated agreement with the European Union.

The parties exchanged views on regional issues, particularly the
Armenian-Turkish relations and the Karabakh issue.

/PanARMENIAN.Net/ Armenia’s public prosecutors office addressed their
NKR colleagues with a request to provide information on criminal cases
instigated in connection with crimes against humanity committed in the
beginning of 1990s in Karabakh. According to NKR public prosecutor’s
office data, a number of criminal cases were instigated on charges
with terror, genocide and crimes against NKR’s Armenian population.

Specifically, atrocities were committed against Armenian residents of
Martakert region with the assistance of Azeri government. 60 innocent
villagers were slaughtered and 70 taken hostage.

In a number of NKR settlements, terrorist acts were perpetrated
by Azeri special mission units, Xenophobia Prevention Initiative
NGO reported.
