Russia’s Medvedev laments ‘modest results’ of UN climate conference

The UN climate conference in Copenhagen has produced little tangible
results, Russian President Dmitry Medvedev said on Saturday.

Speaking at an informal meeting with his counterparts from post-Soviet
states, he said: "There are results, but they are rather modest."

"A last-minute statement was adopted, reflecting the views of
different countries on how to work further to improve the
environmental situation on the planet and prevent adverse impacts on
the climate."

The leaders of Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan,
Tajikistan and Turkmenistan met in a place near Almaty to discuss
security and economic integration.

The climate summit in Copenhagen adopted a final document. Russian
delegation member Oleg Shamanov noted difficulties in agreeing the
text during plenary sessions on Friday, saying that a number of
countries had accused the group drawing up the document as doing so
"secretly" without their participation. He said group was created
openly and that all members at the summit could participate.

Alexei Kokorin, a representative from the World Wildlife Fund of
Russia, said four countries in particular were obstructing the
acceptance of the document: Nicaragua, Bolivia, Cuba and Venezuela. He
said the countries were accusing other countries of not considering
their opinions while preparing the political declaration.

According to Kokorin, the obstruction by the four countries was not
entirely related to the conference’s issues on climate and ecology,
but more of a desire "to annoy the U.S.," in particular U.S. President
Barack Obama, who was an active participant in creating the political
declaration for the summit.

The 15th UN climate change conference December 7-18 was the result of
two years of international talks on a binding treaty to cut global
carbon emissions. The talks brought together about 15,000 participants
from 192 countries.

Scientists have warned that the emissions cuts so far offered at the
summit would fail to prevent a catastrophic rise in temperatures.

The Kyoto Protocol, a legally binding agreement restricting carbon
emissions, expires in 2012. A new deal is needed to continue efforts
beyond 2012.

The United States did not sign the original Kyoto Protocol.

Asim Mollazade Azerbaijan and Armenia need to settle the issue of
returning five regions and half of Kelbajar, deputy Asim Mollazade
says.

The Center for Strategic Studies under the President of Azerbaijan held
a roundtable discussion on "The Armenian-Azerbaijani Nagorno-Karabakh
conflict: outcomes of 2009 and further perspectives" with the
participation of leading political scientists, representatives of
the presidential administration, experts and mass media.

The process of settling the Armenian-Turkish relations is connected
with the campaign promises of US President Barack Obama and State
Secretary Hillary Clinton about the recognition of the so-called
"Armenian genocide", MP Asim Mollazade said in connection with the
recent situation with Turkish-Armenian rapprochement.

According to Mollazade, president Barack Obama and Secretary of
State Hillary Clinton coming to power realized immediately that the
recognition of the so-called "genocide" will result in a failure of
the US policy in the Middle East and the Caucasus.

"Looking for a way out of this situation, they decided to keep their
promises to the Armenian lobby in another way and to try to open
the border between Armenia and Turkey. Due to the tough stance of
Azerbaijan, our Turkish brothers understood danger of such developments
which helped prevent the opening of the Armenian-Turkish border
without the settlement of the Karabakh conflict ", said Mollazade.

The MP noted that Azerbaijan’s energy sector has successfully
diversified: "If we receive interesting proposals for the settlement
of the Karabakh conflict from Russia, we are ready to consider the
issue of additional supplies and transit of Azerbaijani gas.

Mollazade, referring to the current negotiations on settling the
Karabakh conflict, stressed that now there is a need to settle the
issue of returning five regions and half of Kelbajar. "There is
a possibility to sign a framework agreement, but still we have to
hold complicated negotiations on the return of the rest of Kelbajar,
Lachin and the settlement of the issue of Karabakh’s status", he said.

He also listed the main reasons of intensification of Russia’s role
in the negotiation process on Nagorno-Karabakh conflict in 2009.

According to him, one of the reasons was the August war in 2008.

"A new situation emerged in the region after the war. Russia is
the main initiator of changes in the region. Last year’s conflict
produced a definite situation in relations between Russia and the
West. Trying to smooth tensions, Russia has noticeably intensified
its peace efforts aimed at resolving the Karabakh conflict.

The second reason is the initiated struggle for the monopoly of gas
supplies to Europe. In this process, Russia seeks to control all routes
of gas supplies to Europe. Russia is interested in participation in
Azerbaijani gas supplies from new fields to Europe ", said the deputy.

house has 16 apartments which are connected to natural gas network
and are heated.

Armenian Prime Minister said in his welcoming speech that he is very
happy to share the joy of house warming of the officers.

"We are obliged to solve the social issues of the officer staff of our
army. This is one of the most important commitments of the government,
for you to feel that you are our back. There is a lot to be done and
hundreds of families still need apartment," the prime minister said.

Armenian Defense Minister Seyran Ohanyan noted that the best place
to calm the tension of the work with family is apartment, and the
works on ensuring all the servicemen with apartments are in process.

The Turkish Cumhuriyet daily issued German "Marshal" Fund expert Ian
Lesser’s remarks over the ongoing situation of the Armenian-Turkish
relations and particularly the details of Obama-Erdogan meeting.

According to Lesser, the top agenda of the leaders included four
main issues:

1.Afghanistan 2.Iran nuclear plan 3.the Middle East peace
4.Armenian-Turkish normalization

Lesser highlighted that the Armenian-Turkish normalization plays a
central role in Washington-Ankara ties. During Erdogan’s visit Obama
Administration not surprisingly made it obvious that despite Ankara
disposition, the ratification of the Armenian-Turkish normalization
protocols and the Nagorno-Karabakh conflict are two separate processes
and should not be linked.

"Providing the ratification of the Armenian-Turkish normalization
protocols fails, this will easily harm the American-Turkish ties,"
Lesser said.

in Kurdistan – it is the title of a new film on the 1915 Armenian
Genocide. The film is about Armenians who flew off to Kurdistan in
the years of Abdul Hamid’s tenure and settled in villages near the
town of Zakho on the current border of Turkey and Iraq. The film
is shot by Kurdish director Ranjdar Rizgar with the help of Kurdish
cinematographers, analitika.at.ua reported quotting kurdistan.ru. The
film is about relations of Kurds and Armenians, as well as presents the
attitude of Kurds to the Armenians of Kurdistan. In the past years some
Kurdish leaders apologized for participation of Kurds in the Armenian
Genocide. The film is also about the religion, language and social
traditions of Armenians of Kurdistan. It is mentioned that in the
last elections the Armenians received a seat in Kurdistan’s parliament.

Saturday the first entrance exams to its Diplomatic School. 138
applicants who passed the first stage of the competition took part
in the exams.

Welcoming entrants, Foreign Minister Edward Nalbandian emphasized
that establishment of a diplomatic school is an important event for
the young Armenian diplomatic service. "The fact that we can organize
training of diplomatic personnel proves the political, diplomatic
and administrative capacity of the country," he said.

Students of the Diplomatic School will learn in detail the main trends
of Armenia’s foreign policy, fundamental provisions of international
relations and international law, activities of international and
regional organizations, negotiating skills and peculiarities of work
in diplomatic missions.

Deputy Minister of Foreign Affairs of Armenia, Armenian ambassadors
abroad, foreign ambassadors accredited to RA will give lectures in
the Diplomatic School. Foreign ministers and senior diplomats visiting
Armenia will be invited to the School to meet with students.

Agreements have been reached with Diplomatic Academies in Rome,
Moscow, Tokyo, Vienna, Tallinn and several other capitals, press

of Latvian President Valdis Zatlers, who arrived in Armenia on a
three-day state visit on December 9, took place on December 10 at
RA President’s residence and was followed by the two Presidents’
private talk. Then the official delegations met with an enlarged staff,
with the participation of the Presidents.

S. Sargsyan expressed confidence that Latvian President’s visit will
strengthen the two countries’ relations. He said that possibilities
of developing cooperation in various spheres were discussed, as well
as opinions over issues of bilateral interest were exchanged with V.

Zatlers.

V. Zatlers, in his turn, mentioned that Latvian businessmen are
interested in development of cooperation and work actively with their
Armenian partners.

The sides attached a special importance to conducting of encouraging
policy for the two countries’ business circles in the economic sphere.

They gave assurance that both countries have goods and services that
will be in demand on one another’s markets.

According to RA President’s Press Office, the interlocutors also
touched upon possibilities of cooperation within the framework of EU
Eastern Partnership, attached importance to the facilitation of the
entrance visa reception procedure.

Then four intergovernmental and interdepartmental agreements were
signed in the presence of the two Presidents, which are to regulate
the two countries’ cooperation in the spheres of air communication,
economic and scientific-technical cooperation and cooperation in
fighting terrorism, organized crime and illegal circulation of drugs,
psychothropic substances and their components and other crimes.
