The anti-Armenian campaign in connection with the regular anniversary
of the tragic events in the settlement of Khojaly, which has set
everybody’s teeth on edge for a long time, has gained an unprecedented
scope this year in Azerbaijan. In connection with the insinuations of
official Baku, the Press Service of the Ministry of Foreign Affairs
of the Nagorno Karabakh Republic considers it necessary to remind
that a military operation was organized on February 25-26, 1992
with the aim of unblocking the only airport in the Republic situated
near the settlement of Khojaly and neutralizing the fire-points of
the enemy just in Khojaly, from where, beginning from spring 1991,
the settlements of Nagorno Karabakh were regularly attacked by
the Azerbaijani OMON-members and exposed to artillery bombardment,
including from "Grad" rocket launchers – weapon of mass destruction
(WMD) prohibited by numerous international conventions.

Fulfilling a vital goal for the Karabakh people, the units of the
NKR self-defense forces, attacking Khojaly, provided a corridor
for the civilians’ safe leaving the military activities zone, about
which the Azerbaijani party was informed beforehand. This fact was
repeatedly confirmed by the Azerbaijani officials, in particular, the
then President Ayaz Mutalibov. But, the Azerbaijani authorities made
nothing for the peaceful population’s withdrawal from the military
activities area. Moreover, a column of civilians was shot down at the
approaches to the Aghdam region’s border, which was later confirmed by
Mutalibov, connecting this criminal act with the opposition’s attempts
to remove him from his position, making him responsible for the events.

The territory, where pictures of numerous corpses were made, is in a
three-kilometer distance from the town of Aghdam and in 11 kilometers
from Khojaly. Up to the summer of 1993, this territory was under
permanent control of the Azerbaijani armed forces, which excluded
any access for the units of the Karabakh self-defense forces.

"The Azerbaijani official propaganda tries to blame Armenians for
the killing of the civil population of Khojaly, but even Azerbaijani
President Mutalibov admitted that "Armenians still provided a corridor
for the civilians’ leaving the place", the Russian Nezavisimaya Gazeta
from April 2, 1992 wrote. Also, Ogonyok journal (#14-15, 1992) noted
that "…the attack of Khojaly wasn’t sudden".

Some details of that military operation are still shrouded in mystery,
which is actively speculated by the Azerbaijani state propagandistic
machine, using various falsifications, forgeries, and obvious lie.

Last year, the NKR MFA drew the public attention to the false photo
placed at some Azerbaijani websites, including the one of a generator
of false ideas – The Heydar Aliyev Fund (). In fact,
the photo related immediately to the events in Kosovo and just as
such, along with numerous others, was introduced at the Serbian,
Albanian, and one of the specialized German forums, at the site of
The New York Times authoritative journal, and others. This year,
new forgeries have been added to the noted one. Thus, about 20 false
photos used by the Azerbaijani party, in particular, those of the
victims of the Kurdish pogroms in Turkey, the victims of the massacre
in Srebrennitsa, and others, were introduced during the February
24 presentation of the project in Yerevan. Besides,
outrageous falsifications were discovered in the lists of the Aghdam
tragedy victims introduced by the Azerbaijani official structures –
embassies, the presidential library, etc. Also, the site provides
video-films about the interrogations of the Turks-Meskhetians,
which testify that despite the Armenian party’s warning of the
Khojaly attack, the Azerbaijani servicemen banned the escape of the
Turks-Meskhetians’ families, which were artificially settled there
by the Azerbaijani authorities.

The Azerbaijani propaganda tries to introduce the betrayal of the
Khojaly civilians by their high-rank compatriots as the Armenians’
revenge for the bloody orgy in Sumgait.

But, the remarks and assessments of the Khojaly events by some
Azerbaijani top officials, human rights activists, and journalists
refute flatly the false thesis of official Baku. Thus, Azerbaijani
human rights activist Arif Yunusov wrote: "The town and its citizens
were deliberately made victims of the political goal – to prevent
the Azerbaijani Popular Front’s coming to power" (Azerbaijani Zerkalo
newspaper, July 1992).

Tamerlan Karayev, in due time Chairman of the Supreme Soviet of the
Azerbaijani Republic (now AR Ambassador to India), testified: "The
tragedy was implemented by the Azerbaijani authorities", specifically
"some of the top officials" (Mukhalifat Azerbaijani newspaper, April
28, 1992).

Heydar Aliyev admitted himself that "the former leadership of
Azerbaijan is also guilty" of the Khojaly events. According to
Bilik-Dunyasi Agency, still in April 1992 he expressed a cynically
monstrous idea: "The bloodshed will do good to us. We shouldn’t
interfere in the course of the events". Did the "father" of Azerbaijan
bear the responsibility for these words?

Czech journalist Yana Mazalova who, by the Azerbaijanis’ oversight,
found herself in both groups of the mass media representatives, which
were shown the "corpses defiled by Armenians", noted a sufficient
difference in the latters’ condition. Visiting the field immediately
after the events, Mazalova didn’t see any traces of barbarity on the
corpses. And two days later, the journalists were shown the disfigured
bodies already "prepared" for filming.

The Russian Megalopolis-Express newspaper wrote: "We cannot but admit
that if the Azerbaijani Popular Front had really far-reaching goals,
so it has achieved them. Mutalibov is compromised and dismissed,
the international community is shocked, the Azerbaijanis and the
friendly Turks believed in the so-called "genocide of the Azerbaijani
population in Khojaly".

As it is known, still on February 26, 47 Armenian hostages were kept
in Khojaly, which is deliberately concealed by the Azerbaijani mass
media. After liberating Khojaly, there were only 13 of them (among
them 6 women and a child), while the rest 34 were taken away in an
unknown direction by the Azerbaijanis. So far, there is no information
about there further fate. We only know that they were taken away from
the village in the operation night, but they didn’t enter Aghdam.

It is evident that those who wanted to make a semblance of the corpses’
defilement by Armenians disfigured, first of all, the bodies of the
Armenian hostages in order that they couldn’t be identified.

Just for this purpose, the majority of the corpses were undressed, and
just for this purpose, the victims’ bodies were exposed to outrages,
which changed them out of all recognition.

Proceeding from the abovementioned facts, we can confidently state
that the Azerbaijani party is guilty of the death of the civilians of
Khojaly and the Armenian hostages kept there, and that the Azerbaijani
party committed a monstrous crime against its own people for the sake
of its political intrigues and struggle for power.

It is already obvious for everybody that the "genocide" of Azerbaijanis
in Khojaly is a myth created still by Heydar Aliyev and taken up by his
throne-successor Aliyev-the-junior in order to draw the international
community’s attention away from the massacre of Armenians in Sumgait,
Baku, Kirovabad, and many other populated-by-Armenians settlements,
as well as to conceal the political, humanitarian, military, economic,
and other penal offences of the Azerbaijani leadership against Armenian
civilians and against its own people.

Azerbaijani Minister of Defense Safar Abiyev’s statement that Baku
intends to resume hostilities in the Nagorno-Karabakh conflict zone,
while intensive negotiations are under way, was an unacceptable fact,
Alexander Sungurov, President of the Strategy humanitarian-political
center, told NEWS.am.

"The person does not appear to realize what important post he holds
and how weighty his statements are. He may not be in the right place.

The international community will not take his statement seriously,
as it is aware of his incompetence," Sungurov said.

He stressed that resuming hostilities is not at all in Azerbaijan’s
interests.

NEWS.am reminds the readers that, at his meeting with French Ambassador
to Azerbaijan Gabriel Keller, the Azerbaijan Minister of Defense
stated that Azerbaijan cannot wait for 15 years more and it is now the
military that have their say. "If Armenia fails to leave our lands,
a large-scale war is inevitable in the South Caucasus," Abiyev said.

ANKARA-During an interview last week with the Turkish Sabah newspaper,
the US Ambassador to Turkey said the Armenia-Turkey protocols recognize
the Kars Treaty and do not touch on the Genocide, explaining the
Armenia’s Constitutional Court ruling did not negate any of the
aforementioned issues.

Asbarez reported last week that US Ambassador James Jeffrey told
the Turkish parliament that if Turkey did not ratify the protocols,
the Congressional resolution recognizing the Armenian Genocide could
be approved.

Below is a transcript of the Jeffrey’s interview with Sabah
correspondent Nur Batur:

Nur Batur: The protocol signed with Armenia has been one of the most
important pillars of the "zero problems with neighbors" policy. Is
the protocol dead now?

Ambassador James Jeffrey: No. The Armenian Constitutional Court has
given the green light for the implementation of the protocol.

[Turkey’s] Foreign Minister [Ahmet] Davutoglu is in contact with
[Armenia’] Foreign Minister [Eduard] Nalbandian. We are working with
the Turks almost every day. We are trying to make progress with regard
to Karabakh. Actually, these two are separate processes. But, Turkey
considers them the same. Conflicts in the Caucasus must definitely be
settled. These issues may keep different paces but all of them are
important. These are parallel processes. US Ambassador in the Minsk
Group was in Ankara last week. Nothing is dead.

However, Foreign Minister Davutoglu found the decision to be in
contradiction with the spirit of the protocol. He wants an assurance
that would protect the spirit of the protocol. Some expressions in the
decision caused discomfort for Turks but we think that the decision
is a positive one. It opens the way for passing the protocol at the
Parliament. I know, for instance, that when a constitution court
reviews a decision, some paragraphs can be found to be in violation
of the Constitution in some states. This is not the case with the
Armenian court decision. We believe that both sides are serious about
their commitment to the protocol.

N.B: Nonetheless, the Constitution says that "the genocide is
undeniable". The court has made references to paragraph 11. They do
not recognize the agreement that defines borders.

J.J.: Paragraph 11 does not contain the term "border." The decision
says that "Armenian Government shall not interpret the protocol in
a way in contradiction with the genocide that occurred in ‘Ottoman
Turkey and the Western Armenia.’ We had jurists review the decision.

The protocol contains a clear commitment that the existing borders
shall be mutually recognized in accordance with Kars agreement and
others. There is not a covert reference to the events defined as
"genocide" that took place somewhere in West Armenia, whereabouts
of which are not really clear at all. We do not think there is a
legal obstacle that would put the recognition of borders at risk. At
any rate, the protocol does not touch on the genocide issue in any
way. It only mentions a committee of historians that could be set
up to investigate the 1915 events. That is, it does not introduce a
limitation to the positions. Turks would not have signed the protocol
if it had meant a change in borders.

N.B.: What happens if borders are opened and Armenians say that the
genocide is indisputable?

J.J.: These are all intertwined steps in the protocol. Steps are being
taken, including the establishment of a committee. These are linked
to each other. Davutoglu underlined the spirit of the protocol. I
understand that. Whenever the position of Armenia and the approval of
protocol come up on the agenda, it creates a stir in domestic policy.

We have similar problems in the U.S. Senate. But in legal terms, we
think that the decision is only giving a green light to the approval
of the protocol and that there is nothing else to read into it.

Moreover, Armenian government has also stated that it stands by
the protocol.

N.B.: Could Turkey get a written assurance?

J.J.: We are trying to understand what both sides exactly want. We
would like to understand how the spirit of the protocol comes across.

N.B.: Do you mean mediation? Could there be a way out soon?

J.J.: It is not being a mediator. We are in touch with all parties
only. Everyone exerts efforts.

YEREVAN, FEBRUARY 24, ARMENPRESS: The normalization of the
Armenian-Turkish relations and Karabakh conflict regulation are not
inter-connected, Edward Nalbandyan said during today’s government-NA
Q&A, in response to the question of the member of parliament Vardan
Khachatryan.

According to him, with this approach and mutual understanding Armenia
started negotiations with the Turkey and "if Turkey did not have the
same understanding it would not have started the negotiations".

"There is no inter-connection between the Armenian-Turkish protocols
and Karabakh conflict regulation," Armenian foreign minister said,
adding that the same approach is being displayed by mediator
Switzerland, OSCE Minsk Group countries – France, the USA and Russia.

E. Nalbandyan stated that EU too comes from the such position and
in the last report on Turkey called on that country to ratify the
protocols without pre-conditions and implement the achieved agreements.

Armenian foreign minister said that if the Turkish side after signing
of protocols is forwarding pre-conditions "it is the issue of that
country – with corresponding consequences".

Armenian-Turkish rapprochement is possible through Nagorno-Karabakh
settlement, Turkish PM Recep Tayyip Erdogan said in Spain, according
to Son Dakika.

Highlighting the recent intensification observed over Nagorno-Karabakh
settlement process, Erdogan said: "If the issue is not settled,
our parliament will face a serious hurdle."

Stressing the resolution of Nagorno-Karabakh conflict would be a
great deal between Armenia and Turkey, Erdogan voiced a wish to be
the first to inform the news.

Armenians have a colourful track record in the art of jewellery
making. And nowhere is it as discernible as at the outlet of the
Yeprem Jewellery at the imposing Alfardan Pavilion of the Doha
Jewellery and Watches Exhibition at the Doha Exhibition Centre.

The Beirut-based jeweller is displaying a rich array of well-chiselled
diamond pieces, which no visitor is likely to miss even though the
outlet is located at one end of the huge pavilion.

"It is doubtful if the craftsmanship of any other country has
influenced the customers of this region as much as those from Armenia,"
said manager Ludvig Chakardemian. The jewellery was started 46 years
ago by Yeprem Chakardemian Sr.

"Wherever you travel in search of diamond-studded ornaments in this
region, you will find Armenian craftsmen at jewelleries and metal
workshops, providing a range of services from cutting and polishing
of the stones and metals to putting vital ingredients to make an
exquisite piece of jewllery," he said.

Chakardemian feels the craftsmen from Armenia have earned a good
reputation because of the uniqueness, grandeur and elegance of their
creations over the last three centuries.

He said the region’s customers have a special love for ornaments and
stones from Armenia. "The customers know that not everyone can make
the kind of ornaments that our craftsmen manufacture for our clients,"
Chakardemian said.

Chakardemian says the diamond stones that his craftsmen use in the
ornaments date back to the 16th century or even earlier. "The more
ancient a stone is, the more valuable it is," he said.

The diamond pieces that the outlet is displaying at the exhibition are
those in great demand in the region, according to Chakardemian. The
local people, he said, are true connoisseurs and have rich collections.

"The pieces that we offer are those that were created with great
care over a period of time," he said Chakardemian said a number of
young Armenian migrants in Lebanon are already dealing in jewellery
business, inheriting the rich and colourful tradition and experience
of their predecessors.

Chakardemian’s elder sister Virna has designed a number of pieces
on display at the exhibition. Virna, brother Johny and their mother
Zarmig are also actively involved in the exhibition which ends today.

Clash between opposition and police breaks out in Yerevan

A clash erupted between representatives of the youth wing of the
opposition Armenian National Congress and police during a procession
marking the second anniversary of the presidential elections in the
center of Yerevan on Friday.

The demonstrators blocked the road and refused to obey policemen’s
orders to move onto the pavement and tried to break through a police
cordon.

They were pushed onto the pavement by police and the area of the rally
was cordoned off.

Following the February 19, 2008 presidential elections, Armenia’s
opposition led by ex-President Levon Ter-Petrossian refused to
recognize the results of the polls and staged large-scale protests. A
clash between opposition members and police broke out on March 1, as a
result of which ten people were killed and more than 250 were injured.

The Armenian National Congress accused the country’s Former President
Robert Kocharyan of involvement in the March 1 events.

The congress’ chairman and former Armenian special service chief David
Shakhnazaryan said on Thursday that the accusations against Kocharyan
would be forwarded to the Hague-based International Court of Justice
within the next three weeks.

Ankara, 17 February: The undersecretary of the United States Department
of State, William Burns, will hold talks in Turkish capital province
of Ankara as part of his regional tour on Thursday [18 February].

Sources said that Burns will proceed to Turkey from Syria.

William Burns will firstly visit the Turkish General Staff and hold
talks with the undersecretary of the Turkish Ministry of Foreign
Affairs (MFA), Ambassador Feridun Sinirlioglu.

Burns is expected to be received by Turkish Foreign Minister Ahmet
Davutoglu on Thursday afternoon.

During Burns’s talks in Ankara, issues such as Iran’s nuclear
programme, a resolution to be brought onto the agenda of the US House
of Representatives on the incidents of 1915 later in March and the
protocols signed by Turkey and Armenia, regional and international
issues pertaining to Turkey and the USA will be discussed.

A high volume of talks have been taking place between Turkey and the
USA in the past week.

Turkish Prime Minister Recep Tayyip Erdogan met with the US secretary
of state, Hillary Clinton, in Doha, Qatar, last weekend as part of the
"US-Islamic World Forum".

ArmInfo. Justice Ministry of Armenia has strongly denied the press
publications about the encroachments that are being prepared on
Nikol Pashinyan.

To note, Haykakan Zhamanak newspaper published an article on
February 17 titled "Landing Force Descended", telling about
frequent visits of deputy Head of State Department for Organized
Crime Control Karen Babakekhyan to Nubarashen criminal- executive
establishment. According to the newspaper, organization and control
of "some actions with respect to Pashinyan" is the reason of frequent
visits. "The authorities, recoiling the public and political activity
of Pashinyan, see a great danger in his prison activity, as Pashinyan
has earned a great reputation in both Yerevan-Kentron and Nubarashen
criminal-executive establishments, the newspaper says and adds that
the authorities are concerned over this circumstance and try to
take measures.

Spokesman of the Criminal-Executive Department of Armenian Justice
Ministry Arsen Babayan made a sharp comment in response to this
publication. "We inform that the convicted or arrested persons have
equal rights and duties, fixed in the legislation, irrespective of
having an "authority" or not>,- Babayan said. As for the visits to
Nubarashen criminal-executive establishment by K. Babakekhyan, the
spokesman said this is stemming from his official duties", A. Babyan
resumed. N. Pashinyan has been sentenced to 6 years of imprisonment
for involvement in mass disorders in Yerevan on March 1-2, 2008.

League Championships confirmed their participation in the national
