YEREVAN, FEBRUARY 23, NOYAN TAPAN. Charles Ghislain, the newly
appointed Ambassador of the Kingdom of Belgium to Armenia (residence
in Brussels) handed his credentials to RA President Robert Kocharian
on February 23. During the conversation followed the ceremony the RA
President expressed satisfaction with dynamics and effeciency of the
Armenian-Belgian political relations as well as from the level of the
two countries’ cooperation within the framework of international
organizations. R.Kocharian touched upon the present state of Armenia
as well and emphasized that development of market relations and
democracy in the country are already irreversible processes. He
considered complete formation of institutes of civil society as a
primary taks, expecting an active assistance of European
structures. R.Kocharian especially attached importance in this sense
to the European Neighborhood Policy program which Armenia considers a
new possibility of implementing the reforms at high quality.

their tenures in the UAE..

Sheikh wished the new ambassadors all success in their new assignments
and efforts to further boost relations of cooperation in various
areas between the UAE and their countries..

The Orinats Yerkir Party of Armenia’s former parliament speaker Artur
Baghdasarian has suffered yet another defection from its faction in the
National Assembly, which already shrunk by more than half last year.

Gagik Mkheyan, a parliament deputy from Orinats Yerkir, confirmed
on Tuesday reports that he has decided to leave the party due to
disagreements with its young and ambitious leader. "I have handed in
my resignation to Artur Baghdasarian," he told RFE/RL.

The move reduced to eight the number of seats in the 131-strong
assembly controlled by Baghdasarian’s party. As recently as one year
ago, Orinats Yerkir boasted 21 parliamentarians, giving it the second
largest parliament faction. Most of them defected from the faction
last April, precipitating Orinats Yerkir’s forced withdrawal from
the governing coalition. Virtually all of the defectors were wealthy
businessmen dependent on government connections.

Mkheyan, who was also a deputy chairman of Orinats Yerkir, refused
to give any reasons for the move. "I don’t find it appropriate to
talk about the reasons at this point," he said.

Mkheyan also did not comment on rumors that his resignation came
in response to government threats to force a construction company
reportedly owned by him out of business. The company is building
luxury housing in central Yerevan.

The remaining Orinats Yerkir lawmakers would not confirm or deny the
rumors. One of them, Hovannes Markarian, suggested that Mkheyan quit
mainly because he knew he will not be included on the list of the
party’s candidates for the May parliamentary elections.

Baghdasarian has repeatedly accused the Armenian authorities of
harassing many of his loyalists since Orinats Yerkir’s exit from the
coalition. The authorities have dismissed the claims.

Village Development Program as a New Tool to Unite Diaspora

Paris, France – On Friday, February 16, 2007, a special meeting was
held among the Republic of Armenia’s Foreign Affairs Minister H.E.
Vartan Oskanian, Hayastan All-Armenian Fund’s Executive Director Mrs.
Naira Melkoumian, representatives of the Fund’s affiliated structures
abroad and donors to discuss the Village Development Program. The
project envisions the development of more than 150 villages in Armenia
and Artsakh. The meeting was organized by Armenia Fund’s French
affiliate – Fonds Armenien de France, chaired by Mr. Bedros Terzian, a
member of Armenia Fund’s international Board of Trustees.

The project was officially unveiled by Minister Oskanian during the
Armenia – Diaspora Conference held in September 2006 in Yerevan. The
project will be officially presented at Armenia Fund’s international
Board of Trustees meeting on May 7, 2007. Foreign Affairs Minister
Oskanian highlighted during the meeting that international momentum for
aid to Armenia has increased and it is the prime moment for the Diaspora
to once again unite around Armenia Fund and help realize the ambitious
Village Development Program. Hayastan All-Armenian Fund’s Executive
Director, Mrs. Naira Melkoumian stressed that since the Fund’s
establishment 15 years ago, the organization has implemented large scale
infrastructure development projects and humanitarian aid in Armenia and
Artsakh. She also briefed the attendees on Hayastan All-Armenian ongoing
projects and emphasized the importance that the organization continues
to enjoy the undivided support of the Diaspora. Mr. Terzian stated that
plans are underway to better adapt Hayastan All-Armenian Fund’s
existing implementation practices with the new project. It is noteworthy
that this project will complement the Armenian government’s ongoing
development initiatives in different regions as well as other
development projects earmarked under the United Nations Development
Program and the Millennium Challenge Compact.

At the conclusion of the meeting, Mrs. Melkoumian added that Armenia
Fund will continue its projects in Artsakh. Currently large scale
regional development projects are underway in Martakert and Hadrout.

Foreign Affairs Minister Oskanian thanked the attendees for once again
joining Armenia’s efforts in building a better Homeland. Attendees
agreed, at the recommendation of Minister Oskanian, that the next
meeting will be held in the summer in Armenia.

Tearnandarach People Ritual Presented at Surb Katoghike Yard

TEARNANDARACH’S PEOPLE’S RITUAL PRESENTED AT SURB KATOGHIKE’S YARD ON
THAT DAY

YEREVAN, FEBRUARY 16, NOYAN TAPAN. On the initiative of Armenian
Apostolic church’s Ararat Patriarchal Diocese, on February 14, after
the festive liturgy in connection with Tearnandarach, holiday of
offering fourty-day Saviour to Jerusalem temple, the Sassoun ensemble
of ethnographic song and dance presented the holiday’s people’s ritual
in the Surb Katoghike church yard. Before the festive performance,
leader of Ararat Patriarchal Diocese, Navasard Archbishop Kchoyan
conducted custom consecration of young people and newly-weds in Surb
Katoghike church, after which they went to the church yard where
soloists of Sassoun ensemble presented the staged rite of seeing a
bride with ethnographic song and dance of Sassoun. In the words of
ensemble’s Art Director, deacon Andranik, the holiday’s national
meaning is closely connected with the symbol of love and family, as
well as nature’s fertility. All holidays of Armenian Apostolic church,
including Tearnandarach, symbolize belief, love, purity and sincerety.
"This speaks about the basis and symbol of Christianity, which our
Saviour preached to the mankind before his crucifixion and after it,"
deacon Andranik is convinced. In deacon Andranik’s words, almost all
Armenian church holidays have their people’s reflection and this
holiday is not an exception, too. "The custom of jumping over the fire
especially regards newly-weds as making a new family they should have a
child. And fire is Christ’s light, which is the symbol of new life," he
said. Besides, ashes remaining from fire are also a symbol of fertility
and profusion. After the ritual they gather the ashes and spread them
over fields and gardens expecting fertility from God. At the end of the
festive concert the Holy Father made a festive bonfire from fire taken
out from church, and newly-weds and other married couples who had
gathered around the bonfire jumped over it. Festive delicacies –
sweets, gatas and candies were given out to participants of the
holiday.

Aliyev: "We can not wait for a solution"

Azeri President Ilham Aliyev said they can not wait forever for a
solution in Nagro Karabagh and that their patience has limits. Aliyev
has given a conference held by German Konrad Adanauer Foundation in
Berlin where he talked about developments in his country.

Mentioning the Nagro Karabagh problem between Azerbaijan and Armenia,
Aliyev said: "We can not wait forever for a solution, we are showing
intense diplomatic efforts but at the same time we are solidifying
our army. This is not a secret. The budget we allocate for our army
equals the total budget of Armenia and we are planning to increase it
in the near future."

Stating that during the first years it was founded, Azerbaijan was in
a state of social and economical crisis as well as under attacks by
Armenia; Aliyev said it was Armenia that ended up suffering harm.

availability of anti-aircraft system in the United
States. It’s all the same for us,’ Russian armed
forces commander-in-chief, general Vladimir Mikhaylov
told a news conference in Yerevan today. In his words,
if once Armenia needs to counteract this system Russia
will help.

He also informed that the prospects of further
cooperation were outlined in the framework of the
2-day sitting attended by armed forces and air defense
commanders from Armenia, Belarus, Kazakhstan,
Kyrgyzstan, Tajikistan, Uzbekistan and Ukraine.

YEREVAN, FEBRUARY 14, NOYAN TAPAN. The Dashink (Alliance) Party
will run for the parliamentary elections to be held in May by both
proportional and majoritarian systems. Andranik Tevanian, member
of Party’s Political Board, reported this at the February 14 press
conference.

In his words, the party’s proportional list will be headed by Samvel
Babayan, Dashink’s Chairman, former Commander of Nagorno Karabakh
defence army, who at the same time will be nominated by majoritarian
system at electoral district N 37 including the territory between
towns of Goris and Sisian.

In response to journalists’ question, A. Tevanian declared that the
term of S. Babayan’s RA citizenship enables him to be nominated as
a candidate for RA MP.

In A. Tevanian’s words, the Dashink Party is going to nominate its
candidates by majoritarian system in all of 41 electoral districts. But
in case of reaching the respective agreement with other opposition
political forces Dashink may support their candidates at some electoral
districts.

It was also mentioned that though Dashink will run for
the parliamentary elections independently, nevertheless,
cooperation with other forces close to them by their ideology is
not excluded. In particular, according to the agreement reached
with the Ramkavar-Azatakan Party of Armenia, Dashink will support
this party’s majoritarian candidates and instead the members of the
Ramkavar-Azatakan Party of Armenia and its co-thinkers will vote in
favor of Dashink’s proportional list.

The issues in the post-Yugoslavian and post-Soviet spaces remain
urgent international topics. It is evident, however, that final
self-determination of Kosovo is perhaps impossible in the nearest
future. The parliamentary election in Serbia confirmed that democratic
ceremonies do not guarantee progress towards peace building. All the
political forces of the country (the radical party, Boris Tadic’s
democrats and Voislaw Kosztunica’s Democrats) voted for territorial
integrity. Only the Lib Dem Party led by Cedomir Iovanovic did not.

Nevertheless, about 40 percent of Serbian voters voted for the
forces which accept ethnonationalism. Today Serbia is in the focus of
attention of the CIS political elites. Kosovo self-determination will
enable the leaders of the de-facto states of the post-Soviet space
to demand reconsideration of their issues. Today the "Kosovo knot"
lives with its international rules as a definite political slogan
and algorithm of actions. Actually, the leaders of Nagorno Karabakh,
Abkhazia, South Ossetia and Transdnyestr are not concerned whether the
problems of their countries have anything in common with the Serbian
and Albanian controversies and the political claims of the former
Serbian sovereignty. For them, self-determination (which used to be
approved by the world powers) is highly convenient and beneficial. At
the same time, the behavior of the Serbian politicians (their ability
or inability to find compromise for the sake of the national cause)
will be scrutinized in Georgia, Moldavia and Azerbaijan. The Serbian,
Azerbaijani and Georgian elites do not have possibilities for the
integration of disputed areas. In Kosovo with a 90 percent Albanian
population any "Serbian idea" will be rejected by the majority. The
same will be witnessed in Nagorno Karabakh, which is ethnically
homogeneous.

Georgia does not have the political resource to "get" Abkhazia. In
South Ossetia, Tbilisi has South Ossetian supporters but does not
have the support of the Ossetial population. Consequently, Georgia’s
integration potential here is also limited. With regard to Moldavia,
the main obstacle for the integration of Trandnyestr is the economic
weakness of the "mainland". The other side of the problem is that the
"Kosovo knot" strikes Serbia or helps Russia to establish its influence
in the CIS. It definitely works against European integration and for
national self-determination. Therefore, the necessity to work out
common rules of the game, common benchmarks for the recognition of one
unit or another arises. The first benchmark for the recognition of
unrecognized states can be their public administration systems. Why
cannot Kosovo be recognized? Not because of the orthodox Serbs
but because of the clan replacing public administration. The
second benchmark can be the ability of the "mainland" to control
the "separatist area" in any way except displacement and ethnic
cleansing. What can Georgia offer to Abkhazia and Azerbaijan to
Nagorno Karabakh besides the expression of "broad sovereignty"? For
in case of integration Azerbaijan gets new citizens, Armenians, and
Georgia Ossetians, Abkhazians, Armenians, Russians. In other words,
integration is impossible if it may lead to a military conflict. The
fourth benchmark can be real guarantees (non-Kosovo) for the rights of
the ethnic minorities, not merely legal but real guarantees. The fifth
benchmark can be the establishment of bilateral (economic, diplomatic,
etc.) relations between the separating area and the "mainland".

The international community may find a way out of the Kosovo deadlock
if clear benchmarks for the recognition of the unrecognized states
are worked out. It can thereby prevent (or reduce) new hotbeds in
Europe or the Eurasian space.

As Mediamax was told in the press service of "Armeconombank", "these
cards are protected from any kind of falsifications and provide
absolute security both during cash and non-cash operations".

In December 2006, in interviews to Mediamax, representatives of
"ACBA-Credit Agricole Bank", "Armbusinessbank", "Armenian Development
Bank", "Cascade Bank" "VTB-Armenia Bank", "Unibank" and "Artsakhbank"
also talked about their intentions to issue chip plastic cards in 2007.

In "Ardshininvestbank", "Armswissbank", "Areximbank", "Bank Anelik",
"Prometey Bank", "BTA-Investbank", "Inecobank", "ITB-International
Bank" and "Converse Bank" they stated that there are plans to start
issuing chip cards in 2007-2008.
