Yesterday the ARF Dashnaktsutyun’s General Meeting in Stepanakert
named two presidential candidates: Vahan Hovanisyan, Deputy Speaker,
ARF Bureau member, and Armen Rustamyan, member of the ARF Supreme
Body. In commenting on the decision of the general meeting Vahan
Hovanisyan said it would be strange if the political party which
has displayed its power as both opposition and government did not
run in the presidential election. He criticized the economic policy
of the country and said Dashnaktsutyun resisted the temptations of
power. In answer to the question whether the ARF Dashnaktsutyun will
be a pro-government or an oppositionist force, Vahan Hovanisyan
said: "We will be an alternative to both the government and the
opposition. We managed to show that there can be "another government",
and a non-adversarial opposition." According to Vahan Hovanisyan,
people must know whom the future president will owe his victory,
criminals or an organized force.

Armenian opposition journalist beaten – colleague
YEREVAN. Sept 15 – Unidentified individuals assaulted Ovannes
Galadzhian, editor of the Armenian opposition newspaper The True Law,
at the entrance to his office in Yerevan on Saturday and beat him up
with iron rods, The True Law editorial board chairman Aik Babukhanian
told Interfax.
The Yerkir Media television company said Galadzhian had been brought
to an emergency clinic with serious injuries.
The True Law was set up by journalists who left the newspaper The Law
as a result of a split in the Constitutional Law Union, an opposition
party.
Babukhanian told Interfax that Galadzhian had been beaten up before as
well, being attacked by two unidentified individuals a year ago. "And
though criminal proceedings were instituted, they haven’t moved
ahead," the board chairman said.
Babukhanian said Galadzhian, who had been dismissed as editor of The
Law, had filed a suit demanding his reinstatement and compensation for
incomes he had missed because of his dismissal. A court hearing of the
suit was scheduled for next week, Babukhanian said.

Igor Levitin, the current Russian Transport Minister, the co-chairman
of the Armenian-Russian intergovernmental commission for economic
cooperation and the delegation headed by him will arrive in Yerevan
today to participate in the plenary session of intergovernmental
commission.

Sergey Kuznecov, Deputy chairman of the commission, deputy director
of economic cooperation department with the CIS countries of the
Ministry of Economic Development of Russia, Igor Gromyko, Deputy
head of the department of economic development of European Countries
with CIS countries of the Ministry of Economic Development of Russia,
Norayr Bludyan, Deputy Minister of Transport of Moscow region, Vladimir
Osmolovsky, Deputy Chief Executive of "VTB" Bank, Dmitri Pleskonos,
Deputy head on business development issues of CIS countries of
"WimpelCom" JSC, Michael Poghosyan, Chief director of "Sukhoi Company"
(JSC), Vladimir Sviridov Deputy director of "Pik Tise" LLC, Sergei
Annenkov, Deputy director of "Radioexport of Russia" enterprise and
other officials are among the delegation.

Other experts, representatives of organizations and official bodies
from the Russian Federation accompany the delegation headed by Igor
Levitin.

Man proposes, God disposes, said the vice president of Gazprombank
Olga Kazanskaya in a news conference in Yerevan on September 12 when
the Armenian reporters asked her about the bank’s likelihood to make
investments in the Armenian banking. "We think we will make a decision
within half a year," Kazanskaya said.

She said Gazprom Bank got several proposals which are now under
consideration. Olga Kazanskaya declined to mention the banks. She
said money likes silence.

‘One can break the system existing in the country only by means of
force in case of wide people’s movement or the actions from inside. If
Prime Minister Serzh Sarkisyan is on the edge of doing that, we shall
probably support him at the forthcoming presidential election’, –
the leader of the oppositional Democratic Party of Armenia, Aram
Sarkisyan, told journalists in Pastarq club today.

He also added that in Armenia there is almost no pre-condition to
start wide public movement for breaking the existing system, as it
happened at the presidential campaign in 2003. In such a situation
it would be better if somebody from inside tries to make the needed
steps. Asked by ArmInfo correspondent if in the actions of the prime
minister he noticed a desire to conduct a course that differs from the
policy conducted by the president Robert Kocharyan, the oppositionist
replied that they still noticed half-steps which did not logically
continue. ‘Undoubtedly Serzh Sarkisyan shares responsibility for the
situation in the country. For this reason, if he is going to change
something, he should show before the presidential election how his
future policy will differ from the present one>, – Aram Sarkisyan said.

On September 7, under the leadership of NA president Tigran Torosyan,
a planning session took place, at which was discussed the work of
the second session of the National Assembly, as well as outlining
the schedule for the four-day session planned for September 10-13.

As was informed by the NA news department, thirty-seven different
issues will be discussed at the second session. At the fourth-day
session, thirty-one issues and eleven international agreements will be
examined. The agendas of the second session and the four-day session
will be decided on September 10.

The RA Government confirmed the structure of the committee that is
responsible for coordinating the program on eliminating the African
plague and for taking preventative measures for its dissemination. It
also confirmed the plan for abolishing the mentioned disease and
preventing its spreading. The Government set down quarantine conditions
aimed at preventing the further dissemination of the African plague.

The RA Government will allocate 29 million drams to the RA Ministry of
Sport and Youth Affairs to support the Armenian teams participating
in the Olympic Games on 8-26 August in 2008 in Pekin, to allocate
money to the "Armenian National Olympic Committee" union to solve
the problems of hotel expenditures of the Armenian delegation.

The Armenian government, the government which will be shaped, or
will most probably reproduce with some transformations before the
presidential election of 2008, will have to go through a serious
trial. In the pre-election period which started in Armenia after the
parliamentary election the government has been conducting a policy of
control of the economy. In other words, on the one hand, they have to
display that the two-digit growth continues, on the other hand, they
have to keep the inflation and the revaluation of the dram low. It
is clear that on the eve of the election the purpose is to prevent
social protest. Apparently, they hope that thereby they will calm
the protest electorate and hold a successful election, and then let
everything go, the economy, the prices, the revaluation of the dram,
and in case of social protest against these hold on to power with
the same methods as on April 13, 2004. All we need is the approval
of the election by the world, the rest is our problem.

However, on January 1, 2009 Armenia will again be facing the problem
of the boosted price of the Russian gas, which will have a major
impact on the economy. Currently we pay 110 dollars per 1000 cu m of
gas. It was a discount, in return for which Armenia sold the fifth
generating unit of the thermal power plant of Hrazdan to Russia for
250 million dollars half of which was directed at subsidizing Armenian
consumers, both households and industries. Besides, Armenia gave its
section of the Iran-Armenia pipeline to Russia in return for cheap
gas and the condition that the price will not be reviewed for three
years. January 1, 2009 is the end of these three years end. It would be
ingenuous to think that Russia will keep the price low when the world
raises the price of gas and does not even spare Lukashenjko. Russia
may leave the price the same or review it slightly, so slightly as
not to cause a spasm in the Armenian economy, only in case Armenia
gives some other strategic thing to Russia. In this context, we must
note that perhaps two strategic things remain, one is on the ground,
the other is under the ground, the underground and the mountains. We
cannot give away the underground because very soon there will be no
traffic jams under the ground only. The mountains remain. Therefore,
it is possible that Armenia will give away the mountains. We will sell
them or give them to the Russians to have them keep the price low, and
not to push the economy of Armenia walking along the edge of the abyss.

Meanwhile, the consequence of the high price of gas will be equal to
plunging into the abyss, considering that even with the government
subsidy, local production is not profitable any more. In other words,
the economy is little competitive. Consequently, one may imagine what
will happen if the price of gas goes up. In addition, it is a serious
problem for which we must get ready now. In fact, the government does
not have time because there are a number of other issues which need
to be solved to raise the popular rating of Prime Minister Serge
Sargsyan. It is not time for far-reaching plans. For instance, if
the government now deals with the price of gas in 2009 and prepares
the country for the new reality, the society will see the results on
January 1, 2009. Meanwhile, the presidential election is ten months
before. Therefore, it is more expedient now to raise the pensions,
delay enactment of the taxi license regulations, visit building sites.

In fact, it should not be ruled out that our government deals with
the problem of gas, simply we cannot see it. There is a precedent,
however, when the government said the same in November and December
of 2006 that everything is OK with gas, but it took months to make
a deal with Russia in return for property. It became known that the
Armenian government had been ready for something else. Consequently,
it is difficult to tell what the government is preparing for in
reality in preparing for the problem of gas.
