The Military Command of Turkey have declared its intention to fight
Kurdish separatists in any place of the world and if it will be in
the occupied lands of Azerbaijan, Russia will not be able to prevent
these operations.

The said statement was made by Mubariz Akhmedoglu, head of the
Center for Political Innovations and Technologies, commenting on
the statement of the head of the Headquarters of the Armed Forces of
Turkey, general Yashar Beyuk.

He said, one of the main topics of discussions in the recent telephone
conversation of the Prime Minister of Turkey Radjap Tayip Erdogan and
President of Russia Vladimir Putin was the activity of PKK. Russia
recognized PKK as a terrorist organization which is an important
event", M.Akhmedoglu said.

He considers that the PKK leaders restricted in actions and movement,
really intend to move to uncontrolled lands, such as Nagorno Garabagh,
due to the military operation against them.

"In case military bases of PKK are revealed there, Turkey will
immediately carry out a special operation despite of the positions of
other countries. Official Washington supported Ankara’s position on
the termination of PKK terrorist bases in Northern Iraq and allowed
Turkish military aircrafts to enter the air space of Iraq, as they
understand that they won’t be able to do anything in this region
without Turkey", he said.

An extraordinary session at the President of Nagorno Karabakh Bako
Sahakyan discussed measures to be taken in relation to expected frost
in the republic.

Media reports say that the president assigned to ensure smooth
functioning of water supply, energy and safe traffic. A working group
is set up which will be headed by NKR Prime Minister Ara Harutunyan.

In the coming days, unusual sharp decline of temperature is expected
in the republic – until -17 C.

Because of cold weather, classes will start on January 14 instead of
planned January 7.

PERIOD OF LAST YEAR BY 60.5 BILLION DRAMS

YEREVAN, DECEMBER 26, NOYAN TAPAN. 254.987 million drams was
transferred by tax bodies to the Armenian state budget in
January-November 2007, which is more by 60.5 billion drams (over 198
mln USD) as compared with the same period of last year. NT
correspondent was informed by the RA State Tax Service (STS) that a
growth in all direct an indirect taxes in the overall tax revenues was
registered as compared with the first eleven months of 2006. VAT
revenues grew considerably – from 47 bln 812.8 mln drams in 2006 to 80
bln 014.3 mln drams. Profit tax and income tax collection made 65 bln
676.1 mln drams and 40 bln 332.4 mln drams respectively against 57 bln
539 mln drams and 30 bln 862.7 mln drams last year.

Simplified tax revenues also grew in the first 11 months of this year:
they amounted to 8 bln 956.2 mln drams against 6 bln 837.2 mln drams in
2006.

According to the STS, this increase in tax revenues is due both to the
country’s economic growth and the improvement of tax administration.
Thanks to improved administration, it became possible to ensure a
monthly growth of 7-10 bln drams in the second half of 2007 as compared
with last year. Besides, in the first half of this year the STS fully
paid the surplus payments owed to tax payers. In particular, over 19
bln drams was refunded to tax payers.

FOOTBALL-Ruben Hairapetian (Armenian MP and
businessman)

Hairapetian has been heading the Armenian Football
Federation since 2002. Hairapetian has already
acquired great experience in the sphere though he is
not a footballer. Before assuming the post Ruben
Hairapetian had founded football club `Pyunik.’ The
latter was Armenia’s leading club during the years of
independence proclamation. Hairapetian has also set up
a special executive committee featuring Head of the
National Security Service Gorik Hakobian, District
Head of Avan Commune Taron Margarian, Rector of
Yerevan State University Aram Simonian and Hovhannes
Varian. The latter has held various posts in Armenian
law-enforcement bodies.

BOXING-Haik Harutiunian (Defense Minister)

Colonel-general and Chief of Police Harutiunian has
worked in the defense section since 1976. His
assignment to the post of the Boxing Federation
Chairman was somewhat formal. The main
responsibilities lie with the secretary Lyova
Hovhannissian.

TENNIS-Harutiun Pambukian (MP and businessmen)

The owner of the `Lusakert’ poultry farm has headed
the Armenian Tennis Federation for a few years. Tennis
is a unique sport bringing great incomes. Today many
amateurs pay great sums to train at the club `Master
Class’. It is not accidental that tennis is considered
to be the most expensive sports in Armenia.

CHESS-Serzh Sarkissian (Prime Minister of the Republic
of Armenia)

The Prime Minster’s assumption of the post was quite
surprising and formal. He simply wanted to gain
political dividends. We became certain of it during
the 2007 parliamentary elections when chess players
came up with political statements and voiced support
for the Republican Party. Deputy Chairman Smbat
Lputian and Secretary General Gagik Hovhannissian
share his responsibilities.

WEIGHTLIFTING-Samvel Khachatrian (former weightlifter,
businessman and Deputy Minister of Sport and Youth
Issues)

Being a former weightlifter Khachatrian immediately
attained success as the chairman of the federation.

The role of the Karabakh issue as a home political factor in Armenia
will grow during the presidential campaign, stated Vardan Oskanyan in
an interview with Shant TV, News Armenia reports.

According to him, the signs are already seen because the political
forces, especially the opposition and the first president of Armenia
Levon Ter-Petrosyan find a possibility of manipulating it.

At the same time, Vardan Oskanyan said these efforts are pointless.
According to him, these political forces have no full information
about the talks and since the Armenian government does not reveal the
content of the document on the table of negotiations, they insist
there is no difference between Levon Ter-Petrosyan’s efforts ten
years ago and current efforts.

`At the same time, I can say the difference is considerable. They are
totally different document, and it is pointless to draw parallels
between them,’ said the foreign minister of Armenia.

An alternative to the working nuclear power plant in Armenia may
be only a new one, Armenian Energy Minister Armen Movsesyan said
on Saturday.

The government has not decided yet whom to ask to build a new nuclear
plant, Itar-Tass reported. It is known that the world’s best reactors
are in Russia, the best electric part is European, and the automation
is American, the minister noted.

Some hybrid should be chosen, and the best experience in the world’s
atomic energy should be used, he said. There is no political aspect.

It is only an economic matter, the minister noted.

It is early to say who will build a new power plant, but it is a
fact that there are a lot of those wishing, he said, adding that
it was possible that several countries would set up a consortium —
there is such practice in Bulgaria.

The Armenian NPP will be shut down only when the republic has
equivalent electricity production capacities, Movsesyan stressed.

Work on technical and economic substantiation of a new nuclear plant
will be completed by next September, then searching will begin for an
investor and a contractor. A new plant is expected to work at 1,000-
megawatt capacity.

The agreement on transfer of the Armenian NPP financial and economic
activities to the Russian Unified Energy Systems Company’s Inter RAO
UES will expire next year. Unlike the previous years, nuclear fuel for
the plant was purchased in time during the years, there was no debt
accumulation, and repair and maintenance work was conducted as planned.

"We would like cooperation with Russia in NPP maintenance to be
continued," the minister noted, adding that especially since the
plant was of Russian origin.

The power plant work will be halted next year for major repairs, and
it will be connected to the country’s energy system by next November,
the minister said.

The Armenian nuclear power plant began operating in 1979, but it was
shut down in 1989 after a devastating earthquake. In 1996, it was
reactivated with assistance of Russian specialists, and its second
power unit resumed working. The plant accounts for 40-50 percent of
Armenia’s electricity production.

Meanwhile, the European Union insists on shutdown of the nuclear
plant located 40 kilometers west of Yerevan. Armenian authorities
say shutdown of the plant is possible only when there are alternative
energy sources.

The minister said a joint company with Russia was being set up to
prospect for uranium deposits in Armenia. According to his forecast,
uranium production may begin in two or five years.

The discussions over the Kosovo issue in the UNO are over and as
expected the EU and the USA declared that the opportunities of solving
the issue of Kosovo’s status by means of negotiations are
exhausted. Russia, as always remained faithful to its opinion – the
negotiations should be continued. On December 19 after a
3-hour-close-session of the UN Security Council, the Belgian
Ambassador Johan Verbeke, speaking on behalf of the EU and the USA,
stated with regret that the Council couldn’t come to an agreement over
the future status of Kosovo, that is why the EU and NATO are ready to
take up the responsibility for the country’s destiny.

/PanARMENIAN.Net/ At the same time he mentioned that the solution to
the issue of the status of Kosovo will be sui generis, i.e., unique,
and must not become a model for other situations. The Minister of
Foreign Affairs of Italy Massimo D’Alema, who is going to be in the
chair in the Security Council in December, declared that the members
of the Council `haven’t arrived at any concrete conclusions’, but have
called upon the parties `to keep the peace and desist from any
actions, which could endanger the security of the region.’

It’s hardly possible that the diplomats and officials are not aware of
the absurdity of such a decision, because the independent Kosovo will
become a model by its definition. One may refuse it as much as he
wants, but fact can’t be changed. Maybe that’s the reason why the USA
has decided to place the burden of the decision making on the EU. Yet
in Europe too there are a number of territories (Basques, Belgium, and
Romania with Hungary) which being inspired by a `bad’ example, will
follow the Kosovo Albanians. What if someone comes to think that
Corsica should be separated from France…? And the war will be
unleashed, after which there will be nothing left from Europe. When
Russia speaks against, it perhaps realizes better the consequences of
such a solution of the problem. The truth is though, that for Armenia
and Nagorno Karabakh the American-European variant is more preferable,
regardless what they say about the impossibility of the
precedent. According to the EU special representative to South
Caucasus Peter Semneby, the Kosovo decision may not serve as a model
for resolution of existing conflicts in post-Soviet areas. `On the
one hand the ongoing processes in Kosovo may effect the regulations of
the conflicts in the post-Soviet areas, since there are apprehensions
based on the preferences of the parties, on the other hand, there are
not,’ said Semneby.

Serbia makes use of every means, except the military ones, not to
allow a one-sided proclamation of independence of Kosovo by the
Albanian majority of the territory. This was announced by the Prime
Minister of Serbia Vojislav Kostunica after the session of the UN
Security Council on Wednesday, where the future status of Kosovo was
being discussed. Kostunica once again emphasized that the solution to
the problem must be found within the frames of the UNO. `Any attempt
of violating the international law is unacceptable. One-sided
proclamation of Kosovo independence with the assistance of western
countries will upset the principles stated in the UNO Charter, and
will become the beginning of a new era, where the power is above law,’
announced the Serbian Prime. In his turn, the President of Kosovo
Fatmir Sejdu reminded the events of 1990’s and added that `the
recollections of the slaughter of the Kosovo Albanians in those years
make the co-existence of Kosovo and Serbia in the frames of one state
impossible.’

`The new war in the Balkans is not far and it will start in
Mitrovitsa,’ announced the strategy expert from Texas University Alan
Cooperman. `Kosovo’s independence will lead to war, and most probably
the cause of war will be found in Mitrovitsa, the Serbian town in the
north of Kosovo, because the next day of the proclamation of the
sovereignty by the leaders of Pristine the ethnic Serbian police will
immediately change the Kosovo uniforms with the old uniforms of the
Serbian police, which they have been carefully keeping in their
closets throughout all this time,’ quotes the Italian magazine La
Stampa.

According to this scenario, the war will begin because the Albanian
militants in Kosovo won’t be able to put up with the fact that the
Serbian police will patrol a whole district of the new State. Not to
mention that Belgrade can direct its people and its measures to
Mitrovitsa and take all the water resources of the entire Kosovo under
its control.

The apprehensions of the USA connected with the fact that Mitrovitsa
may become the reason of a new conflict, became more reasonable after
the Government of Belgrade opened its representative office in the
center of the city on December 11. The representatives of the UN
Administration called the unexpected decision illegal and
inadmissible. However, the Serbian Minister Slobodan Samardzic
declared that `in case of one-sided proclamation of independence,
Serbia will legally and diplomatically defend own territory and the
rights of its nation to live within the borders recognized by
international law.’ In other the Serbian representation in Kosovo will
become the center of common legitimate power, which the Serbian police
will obey.

YEREVAN, DECEMBER 21, NOYAN TAPAN. The Armenian Development Agency
(ADA) has reached a principal agrrement with the World Bank (WB)
on receiving technical assistance in the form of granst in the next
4 years. The director general of ADA Tigran Davtian stated this at
the December 21 press conference dedicated to his 100 days in office.

In his words, the Dutch government has agreed to provide
annual technical assistance of 500 thousand USD to ADA through
WB. The Dutch government and WB have alerady signed the respective
agreement. After the approval of the implementation procedures of the
indicated technical assiastance program by WB – in early 2008, the
respective agreement will be signed between the WB and the Armenian
government. Under this program, ADA will receive assistance for
promotion of exports, attraction of investments, and organization of
business forums and market studies. "In case of availability of this
resource, our capacities will almost double as in 2007 we worked
only with the state budget’s financing which was quite limited,"
the director general of ADA said.

To recap, in 2003-2005, the program on exports promotion and investment
attraction was implemented with WB credit resources of 1 million USD.

According to T. Davtian, over the last few months, with the aim of
receiving assistance, ADA was conducting intense negotiaions with other
"trade-economic and financial-economic international organizations
operating in Armenia, and preliminary principal agreements were reached
or some documents were signed with almost all of them". In particular,
an agreement on development of Armenian marzes has been reached with
the UNDP, another agreement – with the USAID on receiving technical
assistance for implementation of the programs to be included in the
IT Sector Development Concept which is currently being developed.

In the nearest future the election platform of the presidential
contender from ARF Dashnaktsutyun Vahan Hovhannissian will be
publicized, Head of the parliamentary faction of Dashnaktsutyun
Hrayr Karapetyan stated today. He noted that despite the fact that
the pre-election campaign has not yet started, some candidates are
already actively using dirty techniques.

He recalled that the candidate from Dashnaktsutyun urged all the
politicians not to cross the limits of correctness and struggle only
in the political area. Hrayr Karapetyan assured that in the course
of the pre-election campaign their candidate and his team will keep
to this very form of behavior.

The pre-election staff of the candidate for the position of the
President from Dashnaktsutyun will be headed by the representative
of the party’s Supreme Body Armen Rustamian.

Hrayr Karapetian expressed the opinion that the elections will be
held in two rounds.

WASHINGTON, December 21 (RIA Novosti) – VimpelCom, Russia’s
second largest mobile operator, said it has offered to buy 100% of
telecommunication giant Golden Telecom for $105 dollars per share,
bringing the total to $4.3 billion.

VimpelCom said on December 3 that the companies were in talks over
a possible merger, but said that ‘no assurance that the discussions
will lead to a definitive agreement."

In a news release on Friday, Vimpelcom said that the "offer price of
$105 per share represents a premium of 3.5% to the closing price of
Golden Telecom common stock on November 30," adding that the board of
directors of both companies had unanimously approved the transaction.

VimpelCom, which had more than 61 million subscribers in Russia,
Armenia, Kazakhstan, Ukraine, Tajikistan, Uzbekistan and Georgia at
the end of October, wants to create Russia’s first integrated mobile
and fixed-line provider, and to branch out in more markets and into
services like broadband. Golden Telecom said on November 8 it had
394,900 broadband subscribers in Russia.

Alexander Izosimov, VimpelCom’s chief executive officer, said:
"VimpelCom has great respect and admiration for Golden Telecom,
including its business, products, operations and employees, and we look
forward to working closely with them as we consummate this transaction
and begin what we anticipate to be a smooth integration process."

Wall Street Journal earlier said Golden Telecom’s major shareholders –
Norway’s Telenor ASA and Russia’s Alfa Group – had reached an agreement
to sell the shares.

Golden Telecom offers voice, data and Internet services to
corporations, operators and individuals using its metropolitan
overlay networks in major cities in the former Soviet Union, including
Moscow, Kiev, St. Petersburg, Nizhny Novgorod, Samara, Kaliningrad,
Krasnoyarsk, Alma Ata and Tashkent.
