INTERVIEW WITH MICHEL ROCARD

Former prime ministre of France and EU MP Michel Rocard was born on 23
August 1930 and is a memeber of the French Socialiste Party. Under
Francois Mitterran’s presidency he was Minister of Territorial
Development and Minister of Planning (1981-1983) and Minister of
Agriculture (1983-1985). After Mitterand’s reelection he was chosen
as Prime Minister (May 1988-May 1991).

Since 1994 Mr. Rocard is a memeber of the European Parliament and has
chaired the Committee on Development and Cooperation (1997-1999),
the Committee on Employment and Social Affairs (1999-2002) and the
Committee on Culture, Youth, the Media and Sport. As of August 2007 he
is a memeber of the Committee on the re-evaluation of the teachers’
profession, which is placed under the " high authority " of French
president Nicholas Sarkozy’s Minister of Education Xavier Darcos.

Mr. Michel Rocard honored me by granting me the following interview.

Vahram Emiyan- Looking back at recent elections in Europe one has
the impression that socialist parties have lost ground. Why is it so?

Michel Rocard:- I don’t think we can say that the situation is the
same in every European country, because there has been victories as
well as losses. There is a great problem in France. There is a duality
inside the French Socialist Party which is still not clearly in favor
of Europe, not clearly in favor of market economy. The Party still
has some minorities that still want the techniques of administered
economy. And this duality does not make the voters feel safe, and
weakens us for the time being. France will need an internal change
in the Socialist Party which will be possible during the congress
which will be held in October. The situation is far better in many
European countries.

V.Emiyan:- What should the socialist parties do in order to gain more
support from the voters?

M.Rocard:- The problem is that the northern capitalist world,
for example North America, Europe and Japan, is in a faze in which
capitalism is no longer capable of finding quick growth and full
employment and no longer capable either to find solutions for the
fast increase of the precarity of jobs in the labor market. This
is a situation for which the only answer is a better regulation,
specially in this time of economic and financial crisis. So long as
the social democratic answer is not adopted the political uncertainty
will go on. That is a very difficult problem, but is an international
modern problem.

V.Emiyan:- Do you think that the resolution will create a precedent
which will effect similar conflicts in the Southern Caucasus?

M.Rocard:- I don’t think so because elections are played on internal
problems, much more that outside problems. Which makes it difficult
to find solutions for the world’s economic and financial crisis.

Kosovo is a very difficult issue. But there is still room for
negotiation with Russia and Serbia and this room of negotiation is
not closed, it goes on.

V.Emiyan:- What should Turkey do in order to be ready for EU
membership?

M.Rocard:- Turkey’s problem is a problem of general reforms. They have
a great worry of the situation in the Middle East and the Kurdish
problem in Iraq. And for this the Turkish army is afraid of going
toward freedom of expression, to negotiations and to choose democratic
and negotiated procedures to solver their internal problems rather
than choosing military solutions.

V.Emiyan:- What are your expectations from the forthcoming presidential
elections in Armenia?

M.Rocard:- We wish for every people to take trust of its own affairs.

What we wish for Armenia is progress towards democracy and freedom
of expression and which seems to be possible.

VARDAN OSKANYAN TO LEAVE FOR MUNICH

Tomorrow Armenian Foreign Minister Vartan Oskanyan
will leave for Munich to take part in 44th conference
on security policy issues, Armenian foreign ministry
press and information department informs.

According to the source, Georgian President Michael
Sahakashvili, Moldova President Vladimir Voronin, NATO
Secretary General Jaap de Hoop Scheffer, EU common
foreign and security policy high representative Cavier
Solana, Turkish Prime Minister Rejep Raip Erdoghan and
foreign ministers and defense ministers from 15
countries will take part.

On February 13 – 14, minister Oskanyan will meet in
Black Sea Regional and EU member state foreign
ministers’ meeting in Kiev.

Russian And Armenian Premiers Discuss Economy And Trade In Yerevan

RUSSIAN AND ARMENIAN PREMIERS DISCUSS ECONOMY AND TRADE IN YEREVAN

[Presenter] Armenia is to become Russia’s ally in the nuclear
nonproliferation. This has become clear after [Russian Prime Minister]
Viktor Zubkov and his Armenian counterpart [Armenian Prime Minister]
Serzh Sarkisyan agreed today in Yerevan to set up an international
uranium enrichment centre in the Russian town of Angarsk. Among
other things, the centre will produce fuel for Armenian nuclear power
plants. Summing up the negotiations Zubkov said that our countries
should not limit their relations to trade and economic alone.

[Zubkov, captioned] Russia is preserving the status of Armenia’s
leading partner in international trade. Moreover, the volume of trade
between the two countries has grown by over 60 per cent in the past
two years. This is a very high figure. Besides, – this figure has
been already mentioned – in 2007, the trade volume exceeded 700m
dollars. We think we can do more. We think that we will exceed the
1bn dollar point in the very near future.

will discuss commercial, economic and investment cooperation with
Armenia’s highest ranking officials during his official visit to
the country today. Among other meetings, Zubkov is scheduled to meet
his Armenian counterpart Serzh Sargsyan, President Robert Kocharian,
and Chairman of the National Assembly Tigran Torosian.

Russia is now Armenia’s largest foreign investor, with accrued
investment of USD 1bn. The two countries are expanding their
cooperation in the energy, construction, banking, diamond and
gold-mining industries, as well as in transport and communications.

Russia’s RAO UES, Gazprom, Vneshtorgbank, RUSAL and VimpelCom are
operating in Armenia.

Yerevan (Yerkir) – ARF Bureau member and presidential candidate Vahan
Hovhannesian continues to offer contracts to be signed with Armenian
citizens. As a future president, Hovhannesian commits to fulfill
essential provisions, like security, stability, strengthening and
other. A citizen, who voluntarily signs this contract, gets a card
that says "I am with Vahan," joins the ARF movement.

Presently, 220,000 people have signed such contracts with Hovhannesian.

YEREVAN, FEBRUARY 6, NOYAN TAPAN. The National Democratic Union
headed by Vazgen Manukian, a candidate running for the post of the RA
President, and the National Democratic Party, the Union of National
Democrats, as well as the National State party supporting him intend
to unite during the forthcoming one year, creating one big party. This
statement was made by Samvel Shahinian, the Head of the pre-electoral
central headquarters of Vazgen Manukian, at the press conference
held on February 6. In his words, that would be not an artificially
created union but a union based on a national-democratic ideology.

Samvel Shahinian mentioned that the headquarters of Vazgen Manukian
is true to its adopted tactics, according to which crowded rallies
and regional visits are not important at all. According to him,
the National Democratic Union held crowded mass rallies in certain
settlements during the previous elections, however Vazgen Manukian
received rather few votes in those very places. The contrary thing
also happened, when, in the words of Samvel Shahinian, after not so
crowded rallies the Leader of the National Democratic Union received
most of the votes in that very settlement.

Samvel Shahinian explained the small number of the headquarters of
Vazgen Manukian in regions with the fact that "in the current century
of communications, when all the issues can be settled by mobile phones,
the great number of headquarters is not only a dissipation but also
an overindulgence."

"In Armenia, where the political system is not established, the
problem who will become the president of the country is the problem
of life and death for any active participant of the campaign", told
politician Aghasy Yenokyan. As he noted, the political situation in
Armenia after the launch of the campaign on 21 January was much tensed
"the atmosphere is becoming intolerable".

Aghasy Yenokyan stated that those candidates who were not active
behaved more properly. "They behave properly, since, in my opinion,
the one who participates in the campaign actively, cannot behave
properly". The politician considers that the situation will become
more tensed and it may be expressed by "fights".

14 days are left until the elections. Which of the presidential
candidates has more chances to win: "Levon Ter-Petrosyan has more
chances to win and his only opponent is Serge Sargsyan", pointed out
Aghasy Yenokyan. To the question why he was confirmed, the politician
explained: "Moral resources work for Levon Ter-Petrosyan, while
administrative and financial resources work for Serge Sargsyan. I
consider that morality will triumph in Armenia".

General of the Republic of Armenia, assigned the police bodies to
take operative-searching measures with regard to the threats voiced
in the address of Arthur Baghdasarian, a candidate running for
the post of the President and the Chairman of the Orinats Yerkir
(Country of Law) Party, in order to clarify and set going the
circumstances of the statement made about the threats on killing
the latter during the rally held in Yerevan on February 3. However,
according to the information provided to a Noyan Tapan correspondent
by Sona Truzian, the Spokesperson of the RA Prosecutor General, the
Prosecutor General’s Office has received no statement in the written
form from Arthur Baghdasarian.

local time, an earthquake with the magnitude of 3.5 happened in
the Nakhichevan-Iran border zone, 20 km to the south of the town
of Nakhichevan. The earthquake measured 5 in the epicenter. The
earthquake in the RA territory was felt in the town of Kajaran (it
measured 3 there).
