Armenia’s foreign minister votes for country’s security and development

YEREVAN, February 19. /ARKA/. RA Foreign Minister Vartan Oskanian
has voted for the country’s security and development.

He was quoted as saying in his district polling station today: "I have
voted for Armenia’s peace, consistency, security and development and
I think I have made a right choice."

The Minister believes Armenia will have a legitimate president after
this election. "I hope everyone will congratulate the winner and we
will advance," Oskanian said.

Today on February 19, 2008, Armenia is voting for a new president. All
the 1,923 polling stations in the country are open from 8:00 to 20:00.

Nine candidates have been nominated by the RA Central Electoral
Commission. According to the RA Police, 2mln 328,320 people are
eligible to vote.

About 14,000 observers from 39 local and 6 international organizations
will monitor the election.-0–

YEREVAN, FEBRUARY 15, NOYAN TAPAN. The National Press Club jointly with
the US National Democratic Institution (NDI) on February 15 finished
the series of social-political discussions, which were held since
November 2007 under Armenia and Elections program. The representatives
of 4 out of the 9 presidential candidates: Artur Baghdasarian, Vazgen
Manukian, Serge Sargsian and Levon Ter-Petrosian, as well as former
and current MPs, experts took part in the final discussion. The subject
was "The Final Message of the Presidential Candidates to Voters".

Appealing to voters to take an active part and vote in accordance
with their conscience, Artashes Avoyan – representative of Orinats
Yerkir Party’s candidate for RA presidency Artur Baghdasarian – also
made an appeal to the authorities, electoral commissions’ members
and empowered persons. He urged the authorities "at least once"
to ensure the holding of free and fair elections and to refrain
from attempts to intimidate and bribe, and he urged the electoral
commissions members not to be bribed and not to falsify, bearing in
mind that the law-envisaged punishment is inevitable.

Shavarsh Kocharian – chairman of the NDP party, representative of
the National Democratic Union’s candidate Vazgen Manukian – attached
great importance to holding free and fair elections and stated that
the political forces supporting their candidate give priority to the
struggle against the prime causes rather than consequences. In his
words, the prime cause of all the negative phenomena in the country
such as the quality of elections, the socioeconomic situation, etc,
is the semi-established wilsfulness so system changes are the number
one problem on the democratization way.

Samvel Nikoyan – secretary of the National Assembly RPA faction,
representative of the Republican Party of Armenia (PRA’s) candidate
Serge Sargsian – expressed an opinion that thanks to the amendments to
the RA Electoral Code, it is impossible to rig elections. With respect
to peculiarities of the pre-election campaign, he said that the current
campaign differs from the previous ones by intolerance and attempts of
some forces to "blacken" their rivals. According to him, there is an
impression that some forces are waiting not for Election Day – February
19 but "they link their task with post-election processes". He assured
those present that "the current authorities have enough determination
to halt inadmissible, non-constitutional post-election processes".

In the opinion of Vahagn Khachatrian – member of "Alternative",
representtaive of the first Armenian president Levon Ter-Petrosian –
unfortunately, the elections will not be free and fair. Exressing his
disagreement with the opinion about the efficiency of the amendments
to the Electoral Code, he warned the electoral commissions’ members
not to falsify and stated that they are ready to defend the votes
given to their candidate – by using all legal methods.

Member of the National Assembly "Heritage" faction, first
Armenian ombudswoman Larisa Alaverdian in her turn appealed to
all the participants of the election campaign to refrain from "low
insticts-based struggle against each other" during the last three days
of the pre-election propaganda. She expressed regret that competition
among the presidential candidates never took place – first of all,
because of those candidates who rejected the invitations to hold
public debates and dialog.

Former MP Tatul Manaserian said that he wants to love and respect
the president of his country and he wouldn’t like to have a president
elected by "a bear’s disservice", adding that "we have failed to find
this repeatedly mentioned bear".

ArmInfo. Campaigning by foreign citizens and organizations is violation
of Election Code of Armenia, Head of Juridical Expertise Department of
Juridical and Program Department of Armenian CEC Sevak Hohannissyan
said at a Roundtable ‘Effective Protection Methods by Election Code
of Armenia’ in Yerevan, Thursday.

He said the applications informing of campaigning by foreign citizens
or organizations must be confirmed by a video record in order the
CEC submits the case to the court.

Asked by ArmInfo if there are objective mechanisms of determining
the violations of the Election Code, Hovhannissyan explained that
if the National Commission for Television and Radio believes that
there was a violation, it applies to the court. In this case, CEC
just expresses its point of view.

Black Sea region countries, Ukraine’s President Victor Yushchenko
President stressed that Ukraine shares and supports ideas of
strengthening rapprochement between the EU and the Black Sea region
by means of common projects, stated in Communication from the European
Commission to the European Council and the European parliament "Black
Sea synergy – a new regional cooperation initiative of April 11,
2007. According to Yushchenko, due to the fact that the Black Sea
region is an integral part of a single Europe, there are lots of
opportunities of cooperation for both European and Black Sea region
countries.

Among priority directions of cooperation development for Ukraine
the President named management of the frozen conflicts, gradual
implementation of free cross border movement of citizens, goods and
services, working out a new quality energy policy in the region and
in Europe as a whole. Effective use of region’s transit potential,
such as establishment of fully functional Eurasia transport corridor,
as well as strengthening humanitarian and cultural cooperation to
Victor Yushchenko is also very important as it will help the region to
better integrate with European and global economic and cultural space.

Summarizing his address the President expressed assurance that
future common projects will create a new dimension of international

Azerbaijan, Baku, 14 February / Trend News corr. K.Ramazanova / The
priority of OSCE in 2008 will be the settlement of the delayed
conflicts in Azerbaijan, Georgia and Moldova, Ilkka Kanereva, OSCE
acting-chairman in Washington and Finland Foreign Minister, stated
during the meeting of US Commission in Helsinki on 13 February

Three unsettled frozen conflicts remain: Nagorno-Karabakh,
Georgian-Abkhaz and Georgian-Osetia, on the territory of CIS
countries.

The conflict between the two countries of the South Caucasus began in
1988, due to the Armenian territorial claims against Azerbaijan.
Since 1992, the Armenian Armed Forces have occupied 20% of
Azerbaijan, including the Nagorno-Karabakh region and its seven
neighbouring districts. In 1994, Azerbaijan and Armenia signed a
ceasefire agreement which ended the active hostilities. The Co-Chairs
of the OSCE Minsk Group ( Russia, France, and the US) are currently
holding the peaceful negotiations.

Kanereva added that he would pay a visit to the South Caucasus at the
end of February. Within the framework of the visit he would discuss
with the Presidents of Azerbaijan, Georgia and Armenia, ways of
settling the conflicts in the region.

Urgent Meeting With President

Today the president of the Republic of Armenia Robert Kocharyan called
an urgent meeting with the leader of president’s administration, the
chief prosecutor, the heads of police station, national security, and
the department of civil aviation, and the deputies of foerign affairs
connected with the aircraft accident of Yerevan-Minsk flight. The
airplane crafted belonged to "Belavia" company.

According to the press and public relations department of the
president’s administration, the head of the civil aviation department
presented the accident details to the president. He said that the
accident happened at 4:15 at night; the Canadian airplane belonged to
"Belavia" company. The airplane did not manage to start the complete
flight when it turned down on its left side and a fire started.

The security service and fire brigade managed to take out the 18
passengers and 3 staff members. There are no fatalities. The passengers
got the first medical treatment and went hope. Six of them are in
hospital, but there are no life treats to them.

The president gave an order to the minister of health to make
appropriate arrangements to take care of the injured. He also ordered
to start an investigation with inter-state aviation committee with
the participation of Belarus and Canadian representatives.

Every year on February 14, 40 days after the Christmas, the Armenian
Apostolic Church celebrates the Feast of Presentation of the Lord to
the Temple – Tearnendarach, which means goring "towards the Lord."

The ceremony starts on the evening of 13 February.

Fields and orchards are blessed during an evening liturgy. After the
liturgy people light candles form the candle lit in the Church to set
fire in their yards. The Feast of Tearnendarach is an invitation for
everyone to move towards the Lord.

Under the auspices of the Catholicos of All Armenians Tearnendarach
has been announced the day of blessing the newly-weds.

Membership Should Not Be Considered Now

Presidential candidate, Leader of the National-Democratic Union
(AZhM)Vazgen Manukian said today in the visible future Armenia should
not consider membership with the NATO, since it will not enhance the
country’s security. Vazgen Manukyan says he respects the organisation
and is for close cooperation but membership is wrong at this stage.

The AZhM leader says "all pluses and minuses" should be taken into
account while considering the prospects of Armenia’s membership. Among
the "minuses" the presidential candidate points out the aggravation
of Armenia’s relations with Iran and Russia. At the same time, the
candidate doesn’t rule out that in ten years’ time this issue may be
solved automatically or become absolutely moot.

Vazgen Manukian stands for the development of Armenia-Russia
relations. "I am absolutely against relations, in which Armenia will
become a toy in the hands of Russia, or its "advanced post," he stated.

According to the AZhM Leader, neither of the opposition candidates
will be able to gain over 20% in the first round of the presidential
election.

Apparently, neither the candidate from the ruling party, nor anybody
from the opposition, will be able to gain victory in the first round
of the election."

AGO Group To Visit South Caucasus April 3-4

the Council of Europe will be visiting Azerbaijan and Armenia
April 3-4. The delegation will be led by Per Sjorgen, Permanent
Representative of Sweden to the CoE.

The talks will focus on Azerbaijan’s meeting commitments to the CoE,
presidential elections, media and juridical system, Ago Group spokesman
Christophe Poirel said.

AGO Group will also hold meetings with representatives of political
parties, government and parliament members.

The next day the delegation will make for Yerevan, Trend reports.

ArmInfo. No opposition candidate for president in Armenia has chances
to get 20% of votes. Hence, we will reach the second round, Leader
of National Demcoratic Union, presidential candiate Vazgen Manukyan
told journalists, Tuesday.

‘If there is no election rigging, the pro-governmental candidate Serzh
Sargsyan will fail to gain victory in the first round’, V. Manukyan
said. He also added that victory of an opposition candidate in the
first round is ruled out. In addition, only 4 opposition candidates
have stable constituency. He called on the citizens not to yield
to blandishment to vote for allegedly singe-whole candidate-winner,
because it is a bluf used to get votes at the expense of others.
